What is the CRM machinery subsidy in Haryana?

The Crop Residue Management (CRM) machinery subsidy is run by the Department of Agriculture and Farmers Welfare, Haryana as the individual-farmer component of the CRM programme under the Rashtriya Krishi Vikas Yojana. It pays farmers half the cost of the machines that let paddy straw be managed in the field instead of burnt, the parali prabandhan machines that farmers know by name: Happy Seeder, Super Seeder, Super SMS, straw chopper, baler and zero till drill.

According to the Directorate's guidelines for 2025-26, dated 5 August 2025, the scheme provides 50 per cent of the cost of the machine or a notified maximum subsidy per machine, whichever is less, inclusive of GST. Only machines tested by a Government of India approved testing centre and approved on the department portal by the Farm Machinery Testing Centre at the College of Agricultural Engineering, CCS HAU, Hisar, qualify.

The parallel scheme for groups, Custom Hiring Centres set up by panchayats, FPOs and cooperative societies at up to 80 per cent subsidy, is a separate component with its own guidelines and its own targets.

How much subsidy is given on each machine?

Haryana publishes a machine-wise ceiling. The 2025-26 pattern of assistance for individual farmers is as follows.

Machine Maximum subsidy (inclusive of GST)
Super Straw Management System (Super SMS) for combine harvester Rs 54,290
Happy Seeder / Smart Seeder, 9 tine Rs 74,000
Happy Seeder / Smart Seeder, 10 tine Rs 76,500
Happy Seeder / Smart Seeder, 11 tine Rs 78,500
Happy Seeder / Smart Seeder, 12 tine Rs 82,000
Paddy straw chopper / shredder / mulcher, mounted, 5 ft Rs 74,000
Paddy straw chopper / shredder / mulcher, mounted, 8 ft Rs 86,500
Paddy straw chopper, trailed type Rs 1,34,000
Shrub Master / Rotary Slasher Rs 22,375
Hydraulic reversible M.B. plough, two bottom Rs 50,000
Hydraulic reversible M.B. plough, four bottom Rs 75,000
Zero till seed cum fertiliser drill, 9 tine Rs 22,500
Zero till seed cum fertiliser drill, 15 tine Rs 30,000
Super Seeder Rs 1,05,000
Surface Seeder Rs 35,200
Round baler, mini and medium (up to 25 kg per bale) Rs 1,50,000
Round baler, big (180-200 kg per bale) Rs 9,00,000
Rectangular baler (18-20 kg per bale) Rs 6,00,000
Straw rake, small (ground-wheel powered) Rs 50,000
Straw rake, big (PTO powered, minimum 9 arms) Rs 1,50,000
Crop reaper, tractor mounted Rs 37,500
Self-propelled reaper cum binder, four wheel Rs 2,50,000
Tractor mounted loader (without tractor) Rs 2,44,000
Tractor drawn tedder machine Rs 2,09,600

In every case the subsidy is 50 per cent of the actual purchase price or the ceiling above, whichever is lower. The department is explicit that the MRP a manufacturer displays is not the departmental rate — the farmer is free to negotiate a lower price, and the subsidy is calculated on the state-approved norms without any correlation to the MRP.

Who is eligible for the CRM machinery subsidy?

You can apply if:

  • You are a farmer registered on the Meri Fasal Mera Byora (MFMB) portal. For 2025-26 the requirement was registration during Rabi 2025 or Kharif 2024.
  • You have a Parivar Pehchan Patra (Family ID), one application per PPP ID.
  • You hold a PAN card, and, for tractor-operated machines, a valid tractor RC registered in Haryana.
  • You have not taken subsidy on the same machine in the last three years under any departmental scheme. The portal checks three years of beneficiary history.
  • You are willing to sign the pledge not to burn crop residue.

Land ownership is not a bar. The 2025-26 guidelines state that MFMB-registered farmers are eligible irrespective of land ownership; the land recorded on the portal is used only to decide whether you qualify in the small and marginal farmer category.

You cannot apply if:

  • You are not registered on MFMB for the qualifying season.
  • Another member of your family has already applied using the same PPP ID: multiple applications from one Family ID are not allowed.
  • You took the same machine on subsidy within the last three years.
  • You want a machine from a manufacturer not approved on the department portal by the Farm Machinery Testing Centre at CCS HAU, Hisar.
  • You intend to pay the dealer in cash. Cash payment is not permitted and will disqualify the claim.

What documents do individual farmers need?

Document Mandatory Notes
MFMB registration Yes Qualifying season as notified in that year's guidelines
Family ID (PPP) Yes One application per PPP ID
PAN card Yes Uploaded with the application
Tractor RC Only for tractor-operated machines Must be registered in Haryana
Self-declaration / undertaking Yes No same-machine subsidy in three years, plus a no-burning pledge
Bank account Yes DBT-enabled, Aadhaar-linked, registered on MFMB

How to apply for the CRM subsidy in Haryana

  1. Confirm that your MFMB registration for the qualifying season is complete and that your bank account there is DBT-enabled and Aadhaar-linked.
  2. Open agriharyana.gov.in during the notified window and go to Apply for Agriculture Schemes, then select the CRM scheme.
  3. Log in through your MFMB registration and PPP ID, choose up to four machines, and upload your PAN card, tractor RC where applicable, and the self-declaration.
  4. Submit the application and download the receipt and the filled application form from the portal.
  5. Wait for the online draw of lots conducted by the District Level Executive Committee under the Deputy Commissioner. Seniority follows that draw.
  6. If selected, submit hard copies of the uploaded documents at the Assistant Agriculture Engineer's office within 7 days if the office asks for them.
  7. Once the District Deputy Director approves within the district target, the portal issues an online subsidy eligibility certificate. Complete the purchase within 10 days, or the slot moves to the next farmer on the waiting list.
  8. Choose any approved manufacturer or dealer from the portal list, negotiate the price, and pay by online transfer, bank transfer or cheque from your own account. Never pay cash.
  9. The dealer uploads the bill, e-way bill and a location-tagged photograph, authenticated by an OTP sent to your registered mobile number.
  10. Cooperate with the physical verification by the district committee, after which the subsidy is credited to your MFMB-registered bank account.

How is the subsidy paid?

Payment is made by the department's PMU/IT cell through the secure funds transfer mode on e-Sparsh from headquarters, after the District Level Executive Committee approves the case on the portal. The payment status is updated on the department portal.

For machines where the subsidy exceeds Rs 1 lakh, the release is split: 70 per cent after the first physical verification and the remaining 30 per cent after a re-verification by a different committee, a deliberate transparency measure so the same team does not verify twice.

Why do CRM subsidy claims fail?

  • Bank account not DBT-enabled or with a DBT limit too low to receive the amount. This stops otherwise approved payments.
  • Cash payment to the dealer, which the guidelines prohibit outright.
  • Laser-cut code mismatch between the machine and the purchase bill. Where the fault lies with the manufacturer or dealer, the guidelines make them liable to pay the farmer the eligible subsidy.
  • Purchase not completed within 10 days of the eligibility certificate.
  • Duplicate application from the same PPP ID, or a repeat claim on the same machine within three years.
  • Wrong variant selected while uploading the bill, the department allows only one correction, and only for typing errors such as the laser cutting code, bill details or a wrong variant, before physical verification.

Key dates and where to complain

Applications are invited once a year, ahead of the paddy harvest. For 2025-26 the Directorate issued the inviting letter on 5 August 2025, the draw of lots followed under an SOP dated 30 August 2025, the purchase date was extended by a letter of 25 September 2025, a second draw of lots was held on 4 November 2025, and physical verification rounds ran from 28 November 2025 and again from 14 January 2026. Dates shift each year, so the current year's inviting letter on agriharyana.gov.in is the authority.

For help, call the department's toll-free number 1800-180-2117 between 9:00 AM and 5:00 PM, Monday to Friday, or 0172-2571544. Written grievances can be filed through the Grievances link on agriharyana.gov.in or sent to the Department of Agriculture and Farmers Welfare, Krishi Bhawan, Sector 21, Budanpur, Panchkula 134117.

How to check your application status

The CRM machinery subsidy has several stages, application, draw of lots, eligibility certificate, purchase, verification, and payment, so track your case at the same stage where you applied.

  1. Go to agriharyana.gov.in and open the Apply for Agriculture Schemes section again, this time using the login option rather than the fresh-application option.
  2. Log in with the same MFMB registration and PPP ID (Family ID) you used to apply, since the portal ties every CRM application to that ID rather than to a separate application number.
  3. Open your CRM application record. It shows whether you are still on the applicant list, whether you were selected in the online draw of lots, and whether the District Deputy Director has approved your case within the district's target.
  4. Once approved, the same screen shows the online subsidy eligibility certificate, along with the 10-day window you have to complete the purchase.
  5. After purchase, check whether the dealer has uploaded the bill, e-way bill and geo-tagged photograph and whether the OTP-based authentication on that upload is complete, since an application can otherwise appear stuck at this stage for reasons outside your control.
  6. For payments above Rs 1 lakh, the status will separately show whether the first physical verification (70 per cent release) and the re-verification by a different committee (remaining 30 per cent) have each been completed.
  7. If the portal status has not moved for several weeks at any stage, call the department helpline, 1800-180-2117 (Monday to Friday, 9:00 AM to 5:00 PM) or 0172-2571544, with your PPP ID and the machine applied for, or raise it through the Grievances link on agriharyana.gov.in.
  8. You can also follow up in person with the Assistant Agriculture Engineer's office in your district, particularly if you were asked to submit hard copies after the draw of lots and want to confirm they were received and matched to your online application.

There is no separate SMS or mobile-app tracking for this scheme; the MFMB-linked login on agriharyana.gov.in is the single source for status, and it is the same login used to apply.

Frequently asked questions

How much subsidy does an individual farmer get on CRM machines in Haryana?

An individual farmer gets 50 per cent of the machine cost or the notified per-machine ceiling, whichever is less. For 2025-26 the ceilings ranged from Rs 22,375 for a Shrub Master or Rotary Slasher to Rs 9,00,000 for a big round baler, with a Super Seeder at Rs 1,05,000 and a Happy Seeder between Rs 74,000 and Rs 82,000 depending on the number of tines.

Can I apply for more than one machine?

You may apply for up to four machines but subsidy will be given on only one. The departmental guidelines also allow only one application per PPP ID, so a second application from the same Family ID is not accepted.

Do I need to own land to get the CRM subsidy in Haryana?

No. The 2025-26 guidelines state that farmers registered on the MFMB portal are eligible irrespective of land ownership. Land recorded on the portal matters only for claiming small and marginal farmer status.

How are farmers selected if applications exceed the target?

By an online draw of lots. The District Level Executive Committee conducts the draw under the chairmanship of the Deputy Commissioner in the presence of farmers, and seniority for the district's target follows that draw.

Can I pay the dealer in cash?

No. The guidelines require payment through online mode, bank transfer or cheque from the farmer's own bank account. Cash payment is explicitly not allowed and will cost you the subsidy.

When is the subsidy actually credited?

After physical verification and approval by the District Level Executive Committee, the subsidy is transferred to the bank account registered on the MFMB portal. For machines carrying subsidy above Rs 1 lakh, 70 per cent is released after the first physical verification and the remaining 30 per cent after a second verification by a different committee.

What warranty must the manufacturer give?

One year on machines costing less than Rs 2 lakh and two years on machines costing above Rs 2 lakh, plus at least five years of after-sales and spare parts support recorded in writing on the bill.

What happens if I burn stubble after taking the subsidy?

The application itself carries a pledge not to burn crop residue, and the subsidy is granted on that undertaking. Burning after taking the machine exposes the beneficiary to action under the state's stubble-burning enforcement, separate from any agriculture department recovery.
