What is the concessional travel facility for male students in Haryana?

Concessional Travel Facility for Male Students is the student bus pass concession run by the Department of State Transport, Haryana, better known as Haryana Roadways. Haryana Roadways issues student passes at a fixed multiple of the single fare for a chosen route, which works out cheaper than buying two tickets a day for the same journey. The facility is administered through the depot network by the General Manager of each Haryana Roadways depot.

Haryana Roadways draws the authority for the student concession from a circular of the State Transport Controller, Haryana, memo number 756-70/T&C/L&B dated 30 September 1982. That circular resolved a dispute in which some General Managers had refused passes to students of institutions not separately recognised by the state. The decision recorded in the circular is that the facility of concessional passes "should be extended to all students of such schools/colleges and other institutions which are recognised by the State Government/affiliated or associated with any university in the State".

An important clarification comes first, because readers commonly confuse the two schemes. Free travel on Haryana Roadways buses up to 150 km is a facility for girl students. The Transport Department memo number 19/1/2006-2T(II), dated July 2017, accorded sanction of the Governor of Haryana for free travel to girl students of schools, colleges and institutions in Haryana Roadways buses, extending the earlier limit of 60 km to 150 km. Male students are not covered by that free-travel sanction; they are covered by the concessional student pass described on this page.

Who is eligible for the Haryana Roadways student concession?

You can get a concessional student pass if:

  • You are a student enrolled in a school, college or other institution in Haryana.
  • Your institution is recognised by the Haryana Government, or is affiliated or associated with any university in the state.
  • You travel on a fixed route between two points and can name a starting point and a destination.
  • Your route lies within Haryana, or runs between a point in Haryana and Delhi or Chandigarh.

You are not eligible, or the pass will not work, in these situations:

  • Students of institutions that are neither recognised by the state government nor affiliated to a state university cannot apply under the 1982 circular.
  • A male student cannot apply for the free-travel-up-to-150 km facility, which is sanctioned for girl students only.
  • A pass cannot be used by anyone other than the person whose photograph appears on it. Passes are non-transferable.
  • A pass is not valid on bus categories other than Standard buses and Haryana Uday CNG standard buses.
  • A route shorter than 10 km single side cannot be charged at less than the 10 km minimum, so very short journeys save little.

How much does the student pass cost?

Haryana Roadways prices passes as a multiple of the single fare on your chosen route, so the rupee amount depends on distance. The published multiples are:

Pass duration Charge
One month 40 single fares
Three months 110 single fares
Six months 200 single fares
Card and processing charge Rs 15 (Rs 10 card + Rs 5 processing)

A student travelling to and from an institution six days a week makes roughly 50 to 52 single journeys a month. Paying for 40 single fares instead is therefore a real saving, and the saving grows on the longer passes: a six-month pass at 200 single fares replaces roughly 300 to 310 single journeys over the same period.

Haryana Roadways also fixes a floor: "the minimum charges shall not be less than 10 Kms single side". A pass may be issued from any point in Haryana to any destination within Haryana, including Delhi and Chandigarh.

How to apply for a Haryana Roadways student bus pass

  1. Identify the General Manager, Haryana Roadways office whose jurisdiction covers either the starting point or the destination of your route. Either end of the journey is acceptable.
  2. Collect the bus pass application form, which the office supplies free of cost, or download it from hartrans.gov.in before you travel to the office.
  3. Get the form countersigned or attach a bonafide student certificate from your school or college confirming that you are enrolled and that the institution is recognised or affiliated.
  4. Submit the completed form with a passport-size photograph at the counter between 10 AM and 3 PM on a working day.
  5. Pay the pass amount for the duration you want, 40, 110 or 200 single fares, plus the Rs 15 card and processing charge.
  6. Collect the pass. Check that the photograph, route and expiry date printed at the top are correct before leaving the counter.

Passes of different durations are printed in different colours, with the expiry date at the top, which is how conductors check validity at a glance.

How to renew the pass

  1. Note the expiry date printed at the top of the card.
  2. Return to the same General Manager's office with the expired pass and a fresh bonafide certificate for the new session if your course year has changed.
  3. Pay the renewal amount. If you renew within 3 days of expiry, the Rs 5 processing fee is waived and only the Rs 10 card cost applies.

Renewing late is not penalised beyond losing that waiver, but travelling on an expired pass is treated as travelling without a ticket.

Rules that most often cause trouble on board

Haryana Roadways lists a short set of conditions on the bus pass page, and conductors enforce them literally:

  • The pass must be produced on demand by the conductor.
  • Only the original is accepted. A photocopy or a phone photograph is rejected.
  • The pass is non-transferable and non-refundable. Lending it to a friend invalidates it.
  • The pass is valid only in Standard and Haryana Uday buses.
  • A lost pass is replaced only on payment of a 50 per cent penalty.
  • The pass is not an identity document and will not be accepted as one.

Why student pass applications get rejected

  • Institution not recognised or affiliated. This is the exact problem the 1982 circular addressed. If a depot refuses on this ground, ask the institution for its affiliation letter from the university and cite memo 756-70/T&C/L&B dated 30 September 1982.
  • Wrong depot. The application must go to the General Manager covering the starting point or the destination, not any depot of your choice.
  • Route not served by Standard or Haryana Uday buses, in which case a pass serves no purpose on that route.
  • Incomplete form or missing photograph, the commonest counter-level rejection.
  • Applying for the girl students' free-travel facility. A male student's application under that head will be returned; apply for the concessional pass instead.

Where to complain

  • General Manager, Haryana Roadways of the issuing depot is the first authority for a refused or wrongly priced pass.
  • State Transport Controller, Haryana, Chandigarh, handles escalations against a depot decision.
  • Saral Haryana helpline: 0172-3968400, available 7 AM to 8 PM, Monday to Saturday excluding gazetted holidays, for help locating the correct service and office.

No agent is needed for a student pass, and the application form itself is free. Pay only the pass amount and the Rs 15 card and processing charge at the official counter, and insist on a receipt.

How to check your application status

This pass is not a scheme with an online application queue, so there is no tracking number, portal login or SMS status to check the way there is for a scholarship or a certificate. The General Manager's office issues or refuses the pass at the same counter visit, so "status" for a fresh application means one of three things, and each has its own follow-up.

If you submitted the form and paid, but were told to come back: Some depots batch photo printing or card preparation and ask students to collect the pass a day or two later instead of handing it over on the spot. In that case there is nothing to check online: return to the same counter on the date you were given and ask for the pass by the receipt number you were given at submission. Keep that receipt; it is the only proof you have that an application is pending.

If your form was refused at the counter: The refusal itself is the status. Ask the counter staff to state the reason in writing on the form or receipt, since that written reason is what you need if you escalate to the State Transport Controller. A verbal "not eligible" with no reason noted is harder to contest later.

If you already hold a pass and want to confirm it is still valid: Check the expiry date printed at the top of the card yourself. There is no online validity checker for the pass, and depots do not maintain a phone lookup for individual pass numbers, so the printed date on the card is the only record that matters, both to you and to the conductor checking it.

If you are waiting on a renewal or a replacement for a lost pass: The same logic applies: there is no tracking reference to follow up with remotely. Go back in person to the General Manager's office that issued the original pass, since that office holds your record, not any other depot.

If a depot is not responding to a genuine query at all: Call the Saral Haryana helpline, 0172-3968400, between 7 AM and 8 PM Monday to Saturday, and ask them to direct your query to the correct Haryana Roadways office. This helpline routes queries across Haryana Government departments and is not staffed by Haryana Roadways itself, so it cannot check your pass status directly, but it can tell you which office to contact and how.

Frequently asked questions

Do male students travel free on Haryana Roadways buses?

No. Free travel up to 150 km on Haryana Roadways buses is a facility sanctioned for girl students, extended from 60 km to 150 km by the Transport Department memo dated July 2017. Male students are covered by the separate concessional student pass, which is a discounted pass rather than free travel.

How much does a student concessional pass cost on Haryana Roadways?

A one-month pass costs the equivalent of 40 single fares for the route you choose, a three-month pass 110 single fares and a six-month pass 200 single fares. A further Rs 15 is charged for the card and processing.

Where does a male student apply for a Haryana Roadways bus pass?

Apply at the office of the General Manager, Haryana Roadways whose jurisdiction covers either the starting point or the destination of your route, between 10 AM and 3 PM on working days. The application form is given free of cost.

Which institutions qualify for the student concession?

Students of all schools, colleges and other institutions recognised by the Haryana Government, or affiliated or associated with any university in the state, qualify. The State Transport Controller's circular of 30 September 1982 extended the facility to affiliated institutions that were not separately recognised.

Which buses accept a Haryana Roadways student pass?

Passes are valid only in Standard buses and Haryana Uday buses, which are CNG standard buses. Premium and long-distance categories outside these two classes do not accept the pass.

What happens if a student loses the bus pass?

A replacement is issued on payment of a 50 per cent penalty, according to the Haryana Roadways bus pass instructions. The pass is non-transferable and non-refundable, and a photocopy is never accepted in place of the original.

Can a student pass be used as identity proof?

No. The Haryana Roadways bus pass rules state plainly that the pass cannot be used as an identification document. Carry your student identity card separately.
