What is a police character certificate in Haryana?

A character certificate in Haryana is Haryana Police's written statement that its records show nothing adverse against a named person at the address that person declared. Haryana Police delivers it as one of its Citizen Services, which are applied for through the citizen login on haryanapolice.gov.in, and the department's own "Timeline and Fee for Citizen Services" page lists the Character Certificate among 29 published services.

Haryana Police states on that page that its citizen services are available through HarSamay, the eSaral portal and the Jan Sahayak app as well as the police website. All of these are front doors to the same police workflow. The file still lands with a police station and a verifying officer, so applying through two of them at once achieves nothing.

The certificate is a police document, not a revenue one. Haryana's Antyodaya SARAL portal issues caste, income, residence, EWS, backward class and arms licence services through the revenue and other departments, but SARAL does not carry the character certificate; the police channel does. Readers regularly lose a week on the wrong portal for exactly this reason.

Employers running antecedent checks, passport and visa processes, arms and explosives licence applications, private security agency registrations, contractor empanelment and several Haryana recruitment boards ask for this certificate.

Who can and who cannot apply?

You can apply for a Haryana police character certificate if you reside in Haryana and can identify the police station whose jurisdiction covers your residential address. There is no income limit, no caste criterion and no age bar, this is a records check, not a welfare benefit, so none of the eligibility tests that govern Haryana's income or backward-class certificates apply here.

You can also apply without a Parivar Pehchan Patra. The Haryana Police citizen registration screen offers a "No Family ID" option, so applicants who have not been assigned a Family ID are not shut out.

You cannot apply through Haryana Police for an address outside Haryana. If your permanent address is in another state, that state's police must verify it, and Haryana Police reports only on the period and area within its own jurisdiction. You are also not eligible to receive a clean certificate while an FIR or criminal case is pending against you, the certificate records what the register shows.

Applicants who have lived at more than one Haryana address are eligible, but should expect a longer enquiry, because more than one police station then has to report.

What documents are required?

The Haryana Police citizen services flow is built around identity, address and the fee the portal collects:

  • Proof of identity. A government photo ID in the applicant's name.
  • Proof of the Haryana address to be verified; ration card, electricity bill, rent agreement or property tax receipt.
  • A passport-size photograph in the size and format the upload screen states.
  • Family ID, if you hold one; the registration screen accepts a "No Family ID" declaration if you do not.
  • The payment receipt the portal generates after you pay the listed fee.

Keep the originals of the identity and address documents at home as well as uploading them. The officer who visits from the local police station asks to see something physical that ties you to that address, and producing it on the first visit is the single thing that shortens the enquiry most.

How to apply for a character certificate in Haryana online

  1. Open haryanapolice.gov.in and create a citizen login. Use "Create Citizen Login" and pick the "No Family ID" option if you do not hold a Parivar Pehchan Patra. Registration is confirmed by a message to the mobile number you enter, so use a number you actually hold — it carries every later update.
  2. Log in and open the Character Certificate service. Choose Character Certificate from the citizen services list and start a new Character Certificate request.
  3. Fill the application. Enter your name exactly as it appears on your identity document, father's name, date of birth, the complete Haryana residential address with district and the police station covering it, and the purpose, employment, passport, visa, licence or tender. List every Haryana address you have lived at, not only the current one.
  4. Upload the documents and pay the fee. Haryana Police's fee page lists Rs. 50 for the Character Certificate. Pay online and save the receipt along with the application or reference number on the acknowledgement.
  5. Stay available for police verification. The file goes to the police station covering the address you entered, and its staff verify you there. Keep the registered mobile switched on through this stage.
  6. Download the certificate once approved. Haryana Police's published timeline for this service is 21 days.

Is there an offline route in Haryana?

Yes, in some districts, and it is worth knowing because the terms differ. The Charkhi Dadri district police publish an offline Police Clearance Certificate procedure:

  1. Download and fill the prescribed application form from the district police website.
  2. Deposit the government fee of Rs. 300 using the challan form.
  3. Submit the application and the challan together to the Security Branch at the Mini Secretariat, Charkhi Dadri.
  4. Complete police verification from the police station concerned; the district page says the certificate is issued within 7 to 10 days after verification.

That Rs. 300 challan fee and 7–10 day window belong to that district's offline PCC counter, not to the online Rs. 50 / 21-day service on the state fee page. Check your own district police website before assuming which set of terms applies to you.

How do you check the application status?

Log in to haryanapolice.gov.in with the same credentials used to file, and open the request by its reference number. Because the substantive steps are police-side, allocation to a station, the officer's visit, the station's report, an application that appears static for several days is usually sitting with the police station rather than stuck in the software. The Jan Sahayak app and HarSamay show the same status for the same application.

Why do character certificate applications get delayed in Haryana?

  • The applicant was not found at the declared address when the officer visited, and no neighbour could confirm residence.
  • The address entered falls under a different police station than the one selected, so the file waits to be reallocated.
  • Name, father's name or date of birth on the form does not match the uploaded identity document.
  • A previous Haryana address was left off the form and surfaced during enquiry.
  • Uploaded scans are unreadable or in the wrong file format.
  • A pending FIR or criminal case exists, which the certificate then has to record.

What does it cost, and what about agents?

Haryana Police publishes Rs. 50 as the Character Certificate fee on its own timeline and fee page, and where a district runs an offline counter it publishes its own challan amount: Charkhi Dadri lists Rs. 300. Those published amounts, plus a Common Service Centre's notified service charge if you use one, are the entire legitimate cost. Nobody at the police station or the Security Branch is entitled to a rupee beyond it.

Agents who promise a Haryana character certificate "in two days" for a few thousand rupees are selling a queue position that does not exist. The file still reaches the same police station and the same verifying officer. Keep the payment receipt the portal generates; it is your proof of what the government actually charged and the first document to produce if anyone asks for money on the side. For portal and service problems, the Antyodaya SARAL helpline runs on 0172-3968400 (7:00 AM to 8:00 PM, Monday to Saturday, excluding government holidays) and saral.haryana@gov.in. For the police side of a stalled verification, escalate in writing to the Superintendent of Police or Commissioner of Police for your district.

Common reasons for rejection

A Haryana police character certificate is refused, not merely delayed, when the verifying station finds something on record it cannot certify past, or when the application itself does not stand up. The most common outright rejection grounds are:

  • An FIR or an ongoing criminal case in the applicant's name. The certificate exists to state that police records show nothing adverse; if a case is pending at any police station, Haryana Police cannot issue a clean certificate, and the application is closed with that remark instead of being held open. There is no appeal against this outcome while the case remains pending; the fix is to reapply after the case is disposed of and the record is clear.
  • The declared address falls outside Haryana. Haryana Police verifies only residence within the state. An application listing a permanent address in another state, or a Haryana address the applicant no longer actually lives at, gets rejected because the local station has no jurisdiction to verify it; the applicant must apply through the police of the state where that address actually lies.
  • Identity details on the form do not match the uploaded document. A name, father's name, date of birth or address that differs between the online form and the identity proof uploaded is treated as a discrepancy, not a typo, and the file is rejected back to the applicant to correct and resubmit rather than being quietly amended by the reviewing clerk.
  • The applicant cannot be traced at the declared address at all, not merely absent on the day of the visit but unknown to neighbours and the local beat officer across repeat attempts. Where residence itself cannot be established, the police station reports that it cannot verify the address, and the application is rejected rather than kept pending indefinitely.
  • Missing or unreadable supporting documents at the time of submission. An application filed without a valid proof of identity or proof of address attached, or with scans the reviewing officer cannot read, is rejected at the initial screening stage before it ever reaches a police station for field verification.
  • Duplicate or conflicting applications for the same purpose. Filing a fresh application while an earlier one for the same address and purpose is still under enquiry, instead of checking its status, can result in one of the two being rejected as a duplicate once the station notices both.

Where the reason is a fixable error, documents, mismatched details, an address correction, the remedy is a fresh application with the corrected information rather than a request to reopen the rejected one. Where the reason is a pending case, the only path is to reapply once that case is resolved.

Documents required

Proof of identity
A government photo identity document in the applicant's name. Keep the original at home for the verifying officer's visit.
Proof of the Haryana address to be verified
The address decides which police station verifies you, so it must be where you actually live. A ration card, electricity bill, rent agreement or property tax receipt is what a visiting officer asks to see.
Passport-size photograph
Uploaded in the size and format the Citizen Services upload screen specifies.
Family ID (Parivar Pehchan Patra), if you have oneoptional
The Haryana Police citizen registration screen asks for a Family ID and offers a "No Family ID" option for applicants who do not hold one, so a missing PPP does not block the application.
Payment receipt generated by the portal
Your proof of exactly what the government charged. The Haryana Police fee page lists the Character Certificate fee as Rs. 50.
Letter showing the purpose of the certificateoptional
An employer's letter, visa or licence requirement letter. Not always demanded, but it removes questions during enquiry.

Frequently asked questions

Who issues a character certificate in Haryana?

Haryana Police issues it, and applications run through the Citizen Services login on haryanapolice.gov.in. The police station covering the address you declare carries out the verification, and no tehsildar or SDM can issue this certificate in place of the police.

What does a Haryana police character certificate cost?

The Haryana Police "Timeline and Fee for Citizen Services" page lists the Character Certificate at Rs. 50. That page lists the Police Clearance Certificate at the same Rs. 50 and 21-day timeline, and several district offline routes charge differently, so confirm the amount on your own payment screen before paying.

How long does a Haryana character certificate take?

The Haryana Police fee and timeline page lists 21 days for the Character Certificate. The Charkhi Dadri district police page describes its offline Police Clearance Certificate as issued in 7 to 10 days after police verification, so district practice varies around the published state timeline.

Can I apply without a Haryana Family ID?

Yes — the Haryana Police citizen registration screen offers a "No Family ID" option when you create the citizen login. Applicants who do not hold a Parivar Pehchan Patra can still register and file the application.

Which portals can I use besides haryanapolice.gov.in?

The Haryana Police citizen services fee page states the services are available through HarSamay, the eSaral portal and the Jan Sahayak app in addition to the police website. All four routes feed the same police queue, so using more than one does not speed anything up.

Is a character certificate the same as a police clearance certificate in Haryana?

Haryana Police lists them as two separate services on the same fee page, each at Rs. 50 with a 21-day timeline, and the Charkhi Dadri district page says a PCC is normally issued for submission to a foreign embassy for visa or immigration purposes. Ask your employer or consulate which of the two they want before applying.

Can I apply for a Haryana certificate for an address in another state?

No — Haryana Police verifies only addresses inside Haryana, and a previous address in another state has to be verified by that state's police. Leaving an out-of-state address off the form causes problems at the enquiry stage rather than avoiding them.

Will a pending FIR appear on the certificate?

Yes — the certificate reports what the police record shows, so a pending FIR or criminal case appears on it. Haryana Police does not suppress an entry, and concealing it on the application form is itself a reason for rejection.
