Birth Certificate in Haryana
Haryana state government scheme
Birth Certificate in Haryana is applied for on the Antyodaya SARAL portal at saralharyana.gov.in, where the Health Services Department is the line department for "Application For Birth Certificate Issuance", "Application for Delayed Birth Registration" and "Application for Correction in Birth or Death Record". A birth reported within 21 days is registered free; a birth older than one year needs a magistrate's order.
What is a birth certificate in Haryana?
A birth certificate in Haryana is the certified copy of an entry made in the register of births under the Registration of Births and Deaths Act 1969. The certificate names the child, the date and place of birth, the sex, and the mother's and father's names, and it is the first legal identity document an Indian citizen holds. Haryana delivers the citizen-facing part of the process through Antyodaya SARAL, the state's single-window services portal at saralharyana.gov.in, where the Health Services Department appears as the line department for the service "Application For Birth Certificate Issuance".
Registration itself is not done by SARAL. Under the 1969 Act the registrar of births and deaths for the area makes the entry. The municipal corporation, council or committee in an urban area, and the gram panchayat or the primary or community health centre in a rural area. Hospitals and nursing homes report institutional births to that registrar directly. SARAL is where a citizen files the application, pays, tracks and collects, and Haryana runs three distinct services on it: ordinary birth certificate issuance, delayed birth registration, and correction in a birth or death record.
Haryana district administrations, like district administrations across the country, also point citizens to the national Civil Registration System at dc.crsorgi.gov.in, which now carries the register entries and issues the digitally signed certificate. Between the two, the practical rule is simple: report the birth to the local registrar, then use SARAL or the CRS portal to obtain the certificate.
Who can and who cannot apply?
You can apply for a birth certificate in Haryana if the birth took place inside Haryana. The SARAL service page lists the beneficiary category as an individual citizen (G2C) and the service type as statutory, meaning the government cannot refuse it where the record exists. In practice the applicant is the father, the mother, a legal guardian, the head of the household in which the birth occurred, or the adult whose own birth is being certified. The hospital or institution is responsible for reporting an institutional birth, but the parents remain responsible for making sure the entry was actually made.
You cannot apply in Haryana for a birth that took place in another state, that certificate must come from the registrar of the district where the birth happened, and Haryana cannot transfer or reissue it. You are also not eligible for an ordinary birth certificate if no birth was ever registered and no order has been obtained: after one year, the registrar has no power to register the event on his own, and the application must go through the delayed registration route with a magistrate's order.
There is no income limit, no caste criterion and no domicile requirement for a birth certificate. Residence matters only for deciding which registrar's jurisdiction the birth falls in.
How to apply for a birth certificate in Haryana online
- Check that the birth is registered. For a hospital birth, ask the hospital for the registration number it reported, or search for the record on the Civil Registration System portal at dc.crsorgi.gov.in. If nothing was ever reported, the birth has to be registered first. The certificate is only a printout of an existing entry.
- Register on Antyodaya SARAL. Open saralharyana.gov.in, choose the new-user registration option, and create the account with your mobile number and email. Verify the OTP and set the password.
- Open the right service. Log in and search the service list for "Application For Birth Certificate Issuance" under the Health Services Department. If the birth is older than one year, choose "Application for Delayed Birth Registration" instead. If a name or date is wrong on an existing entry, choose "Application for Correction in Birth or Death Record".
- Fill the application form. Enter the child's name, the exact date and place of birth, the hospital or address, the ward or gram panchayat, and both parents' names spelt exactly as they appear on Aadhaar. Haryana lets you fill the details in Hindi as well as English.
- Upload the documents. Attach the identity proof, the parents' Aadhaar, the residence proof and the hospital record where you have one, each within the file size the upload screen states.
- Pay the fee shown on the payment screen by debit card, credit card, net banking, UPI or wallet, and save the receipt.
- Save the Application Reference Number. It is the only number that will let you track the file and download the certificate later.
How to apply offline through a SARAL Kendra
- Visit an Antyodaya SARAL Kendra, Atal Seva Kendra or CSC in your district with the originals and photocopies of the identity, Aadhaar and residence documents.
- Ask the operator to file the Health Services Department birth certificate application on SARAL in your name. The file enters the same online queue as a self-filed application; there is no separate paper channel.
- Pay the displayed government fee plus the notified operator charge and collect the printed acknowledgement carrying the Application Reference Number.
- Collect the certificate from the same centre once it is issued, or download it from your SARAL login.
For a birth that has not yet been reported at all, go first to the registrar. The municipal office ward clerk in a town, or the gram panchayat secretary or the ANM at the primary health centre in a village — and get the event entered in the register.
What are the time limits under the 1969 Act?
The Registration of Births and Deaths Act 1969 sets the same ladder of time limits in every state, and Haryana applies it:
- Within 21 days of birth: registered free by the local registrar on the ordinary report. This is the only window in which no permission or penalty is involved.
- After 21 days and up to 30 days: the registrar may register it on payment of a late fee.
- After 30 days and up to one year: written permission of the District Registrar or the officer he authorises is required, together with an affidavit, and a late fee applies.
- After one year: only on an order of a magistrate, under Section 13(3) of the Act. This is the case the SARAL "Application for Delayed Birth Registration" service is built for, and it is why that service asks for a three-year Non-Availability Certificate, two credible witness statements, sibling records, parents' residence proof and an affidavit listing all live births in the family. Rural applicants are additionally asked for a statement from the dai and the village chowkidar.
Do not treat the one-year line casually. An adult who has never had a birth certificate is almost always in the fourth category, and the file will not move until the magistrate's order and the Non-Availability Certificate are in hand.
How do you check the application status?
Haryana runs a dedicated SARAL tracking site at status.saralharyana.nic.in, and the same function sits on the SARAL dashboard as "Track Application / Download Certificate". Enter the Application Reference Number and the registered mobile number, complete the captcha, and the current stage appears. The SARAL helpline on 0172-3968400 operates Monday to Saturday, 7:00 AM to 8:00 PM excluding government holidays, and the support email is saral.haryana@gov.in.
Why are Haryana birth certificate applications rejected?
- The birth was never reported to the registrar, so there is no entry to certify.
- The parents' names on the hospital record, on Aadhaar and on the application do not match.
- The birth is more than one year old and no magistrate's order has been obtained.
- The application was filed with the wrong registrar's jurisdiction, the ward or panchayat entered does not cover the actual place of birth.
- Scans are unreadable, or a document has been attached to the wrong upload slot.
- A correction was sought through a fresh issuance application instead of the separate correction service.
What does it cost, and what about agents?
Registration of a birth reported within 21 days is free under the 1969 Act. Everything beyond that, certificate copies, late registration, corrections: costs only the amount Antyodaya SARAL displays on its payment screen, plus the notified operator charge if you file through a SARAL Kendra or CSC. No clerk, dealing hand or middleman is entitled to a rupee more. Agents who promise a birth certificate "in two days" for a few thousand rupees are selling a queue position they do not control; the file still reaches the same registrar. Keep the SARAL payment receipt, and report any demand for extra money to the SARAL helpline on 0172-3968400 or to the Deputy Commissioner's grievance cell.
Why you should register the birth within 21 days
A birth certificate is the document school admission, Aadhaar enrolment, a passport application, a driving licence, a government job form and most scholarship applications all fall back on. Getting the entry made inside the 21-day window costs nothing and takes one visit. Recovering the same record twenty years later costs a Non-Availability Certificate, an affidavit, two witnesses and a magistrate's order. The gap between those two experiences is the single strongest argument for reporting every birth on time.

Frequently asked questions
Which department issues a birth certificate in Haryana?
The Health Services Department is the line department shown on the Antyodaya SARAL service page for birth certificate issuance in Haryana. The actual register entry is made by the registrar of births and deaths for the area — the municipal corporation, municipal council or committee in towns, and the gram panchayat or primary health centre in villages.
How do I apply for a birth certificate in Haryana online?
Apply on saralharyana.gov.in under the service "Application For Birth Certificate Issuance", after registering with your mobile number. Haryana also runs "Application for Delayed Birth Registration" and "Application for Correction in Birth or Death Record" as separate SARAL services, so pick the one that matches your situation before you start filling the form.
Is registering a birth in Haryana free?
Registration of a birth reported within 21 days is free everywhere in India under the Registration of Births and Deaths Act 1969, and Haryana follows that rule. Copies of the certificate and late registration attract the fee that the SARAL payment screen or the registrar's office displays; pay only that amount and take a receipt.
What if the birth is more than one year old?
A birth more than one year old cannot be registered by the ordinary registrar and needs an order from a magistrate under Section 13(3) of the Registration of Births and Deaths Act 1969. In Haryana you file the SARAL service "Application for Delayed Birth Registration", which asks for a three-year Non-Availability Certificate, two witness statements, siblings' records and an affidavit of all live births in the family.
How do I check my Haryana birth certificate application status?
Use the SARAL tracking site at status.saralharyana.nic.in, or the "Track Application / Download Certificate" option on saralharyana.gov.in, with the Application Reference Number and the mobile number you registered with. The SARAL helpline on 0172-3968400 answers Monday to Saturday, 7:00 AM to 8:00 PM, excluding government holidays.
Can I get a Haryana birth certificate without going to an office?
Yes — SARAL accepts the birth certificate application online or through a kiosk, and the national Civil Registration System portal at dc.crsorgi.gov.in issues the digitally signed certificate for births registered on it. District administrations in several states now link citizens straight to that CRS portal for the certificate copy.
Does a Haryana birth certificate expire?
A birth certificate never expires, because the register entry it is printed from is permanent. You may need a freshly issued copy when an employer or a passport office asks for a recent print, and you can download further copies rather than re-registering the birth.
How do I correct a name or date on a Haryana birth record?
File the separate SARAL service "Application for Correction in Birth or Death Record" rather than applying for a fresh certificate. Corrections are made to the original register entry by the registrar, and a certificate printed afterwards carries the corrected particulars.
