Haryana runs caste certificates differently from almost every other north Indian state, and the difference is the Family ID. Since the Parivar Pehchan Patra became the backbone of citizen services, the caste certificate is no longer built from scratch out of affidavits and revenue records, it is generated from what the Family Information Data Repository already holds about your household. That single design decision changes what you need to prepare, what goes wrong, and where you go to fix it.

What is a caste certificate in Haryana and which department issues it?

A caste certificate in Haryana is the official document proving that you belong to a notified Scheduled Caste, Backward Class or denotified community, and it is what unlocks reservation in state government jobs, admission quotas in Haryana universities and colleges, scholarship schemes, and category-linked welfare benefits.

The Haryana Parivar Pehchan Authority (HPPA) is the issuing authority. According to the HPPA caste/class certificate page, the certificate can be obtained "across the counter from any SARAL Kendra or from SARAL Portal" at saralharyana.gov.in. Revenue field staff, the Tehsildar's office and patwari: remain involved in verifying the underlying caste entry where the Family ID record is incomplete or disputed.

HPPA issues six distinct varieties, and choosing the wrong one is the commonest self-inflicted rejection:

  1. Scheduled Caste certificate
  2. Deprived Scheduled Caste certificate
  3. Backward Class certificate
  4. Other Backward Class certificate
  5. Tapriwas Jati certificate
  6. Vimukt Jati (Denotified Tribes) certificate

Who can and cannot apply for a Haryana caste certificate?

You can apply if you are a resident of Haryana, your family holds a valid Parivar Pehchan Number, your caste falls in one of Haryana's notified SC, BC, OBC, Tapriwas or Vimukt Jati lists, and your caste and caste category are already verified in the FIDR database. A parent or guardian applies on behalf of a minor, using the same family PPN.

You cannot apply, or will not get the certificate issued, if any of the following holds. Applicants whose caste is not in Haryana's own notified list are not eligible, even if the same caste is notified in a neighbouring state: caste lists are state-specific and Haryana does not honour another state's notification for its own reservation. Applicants without a valid PPN cannot proceed at all, because the SARAL form is keyed to the Family ID. Applicants whose FIDR caste column is blank or unverified must first get the Family ID record corrected. For a Backward Class or Other Backward Class certificate, HPPA additionally requires verified income, because those categories carry a creamy-layer test, a family above the creamy-layer threshold is not eligible for the reserved-category certificate even if the caste itself is notified.

Which documents do you need?

The document list in Haryana is short precisely because the Family ID carries most of the load. Keep ready: the Family ID / PPP with a valid PPN, Aadhaar, proof of Haryana residence, and, for BC and OBC applications. The verified income entry. Where the caste entry cannot be settled from the Family ID alone, the verifying officer will ask for caste proof of your father or paternal grandfather: an older caste certificate, an old school admission register entry, or a revenue record showing the caste.

What does the caste certificate cost in Haryana?

Only the government charge displayed on the SARAL payment screen applies. Pay it on the portal itself or at the SARAL Kendra counter and keep the receipt with the Application Reference ID on it. No agent, no cyber café and no "documentation consultant" has any authority to charge you a service premium for a government-notified fee, and paying one buys you nothing the portal does not already give you free. If a SARAL Kendra operator demands more than the printed amount, that is a grievance, and Haryana's Right to Service framework exists to deal with it.

How to apply for a caste certificate in Haryana online

  1. Open saralharyana.gov.in and register as a new user with your mobile number and email, or log in if you already have a SARAL account. Verify the OTP sent to your mobile.
  2. Click "Apply for Services", then "View all Available Services", and search for "caste" in the search box. Select the exact certificate you need — Scheduled Caste, Deprived Scheduled Caste, Backward Class, Other Backward Class, Tapriwas Jati or Vimukt Jati.
  3. Enter your Parivar Pehchan Number. The form pulls your name, family members, address and the verified caste entry straight from the Family ID database. Check every auto-filled field against your own documents before you touch anything else.
  4. Fill the remaining fields; purpose of the certificate, and for BC/OBC applications confirm the income entry the system shows.
  5. Upload the supporting documents in the sizes the portal specifies, then click "Submit". Note the Application Reference ID that SARAL displays and also sends by SMS.
  6. Pay the government charge on the payment screen and save the receipt.
  7. Wait for the field verification. SARAL sends SMS and email updates at each stage; when approval is done, download the digitally signed certificate from the portal against your Reference ID.

How to apply offline at a SARAL Kendra

  1. Go to the nearest Antyodaya Kendra, SARAL Kendra or CSC, they run at district, sub-division and tehsil level across Haryana.
  2. Tell the operator which of the six certificate varieties you need and hand over your Family ID, Aadhaar and residence proof.
  3. The operator files the same online form on your behalf, collects the government charge, and gives you an acknowledgement slip carrying the Application Reference ID.
  4. Track that ID online or by calling the helpline, and collect or download the certificate once it is approved.

How do you check the status of a Haryana caste certificate application?

Use the "Track Application Status" link on the SARAL home page and enter the Application Reference ID. The portal shows exactly which desk the file is sitting on. The same ID works whether you applied yourself online or through a SARAL Kendra counter.

How long is a Haryana caste certificate valid?

HPPA states that a caste certificate is valid for the lifetime of the person, unless the caste is officially removed from or modified in the notified list. There is no annual renewal for a plain caste certificate. The one carve-out matters for OBC applicants: any certificate that carries income or asset information, which is what a non-creamy-layer OBC certificate does: is valid only up to 31 March of the current financial year, so it must be taken afresh each year for admissions and recruitment that fall in a new financial year.

Why do Haryana caste certificate applications get rejected?

The recurring reasons are all about the Family ID. An unverified or blank caste column in the FIDR record stops the application dead. A mismatch between the name or father's name on Aadhaar and on the Family ID triggers a rejection instead of a correction. Applying for the wrong one of the six certificate varieties gets the file closed rather than reclassified. For BC and OBC applications, an unverified income entry or an income above the creamy-layer threshold is a straight rejection. Uploading an unreadable scan, or a caste proof belonging to a maternal relative rather than the father's side, also fails, caste in Haryana is traced through the paternal line.

Where do you complain if the certificate is delayed?

Call the Antyodaya SARAL helpline on 0172-3968400, which runs Monday to Saturday from 7:00 AM to 8:00 PM excluding government holidays, or email saral.haryana@gov.in with your Application Reference ID. For a Family ID or caste-entry problem, the HPPA helpline is 0172-4880500, 9:00 AM to 6:00 PM Monday to Saturday.

If the notified timeline lapses, Haryana's Right to Service Act, 2014 gives you a formal remedy rather than a request. The framework provides an automatic appeal when a service deadline is breached, and the Haryana Right to Service Commission can impose a penalty of up to Rs 20,000 on an officer who fails to deliver a notified service in time. Quote your Application Reference ID in every escalation, it is the only reference the system tracks.

Documents required

Family ID / Parivar Pehchan Patra (PPP) with a valid PPN
Haryana builds the caste certificate directly from the Family ID database. Without a valid Parivar Pehchan Number the SARAL form will not proceed.
Verified caste and caste category in the FIDR record
The Family Information Data Repository must already show your caste and its category as verified. If it is blank or marked unverified, get it corrected in the PPP record first.
Aadhaar card
Used for identity and for the OTP-based login on the SARAL portal.
Proof of residence in Haryana
Ration card, voter ID, electricity bill or the residence entry in the Family ID. Caste certificates are issued only to Haryana residents.
Verified income in the Family IDoptional
Required only for a Backward Class or Other Backward Class certificate, because those certificates carry a creamy-layer test.
Caste proof of the father or grandfatheroptional
An older caste certificate, school record or revenue record of the father or paternal grandfather. Asked for when the field verification cannot be settled from the Family ID alone.
Passport-size photographoptional
Asked for in the counter route at some SARAL Kendras.

Frequently asked questions

Who issues the caste certificate in Haryana?

The Haryana Parivar Pehchan Authority issues caste and class certificates in Haryana, and they are delivered through the Antyodaya SARAL portal or a SARAL Kendra counter. HPPA states on its own page that the certificate can be obtained "across the counter from any SARAL Kendra or from SARAL Portal". Revenue field staff still verify the underlying caste entry.

How long is a Haryana caste certificate valid?

A Haryana caste certificate is valid for the lifetime of the person, per the HPPA caste/class certificate page. The only exceptions are certificates that carry income or asset information — those stay valid only up to 31 March of the current financial year — and cases where the caste is officially removed or modified in the notified list.

Is Family ID compulsory for a caste certificate in Haryana?

Yes, a valid Parivar Pehchan Number is compulsory. HPPA requires the applicant to have a valid PPN and to have the caste and caste category already verified in the Family Information Data Repository before the certificate can be issued.

Which caste certificates does Haryana issue?

Haryana issues six varieties — Scheduled Caste, Deprived Scheduled Caste, Backward Class, Other Backward Class, Tapriwas Jati and Vimukt Jati (Denotified Tribes). Pick the right one on the SARAL service list, because a wrong category means a rejected application, not an automatic switch.

What does a caste certificate cost in Haryana?

Only the government charge shown on the SARAL payment screen applies, and it is a small statutory amount. Pay it on the portal or at the SARAL Kendra counter and take the receipt. Anyone who quotes a few hundred rupees to "get it done fast" is a middleman, not a government charge.

How do I check my Haryana caste certificate status?

Use the "Track Application Status" option on saralharyana.gov.in with the Application Reference ID that SARAL sends you by SMS. The same ID is printed on the acknowledgement slip if you applied at a SARAL Kendra.

What if the SARAL deadline for my caste certificate passes?

Haryana's Right to Service Act, 2014 gives you an automatic appeal when a notified timeline is breached, and the Haryana Right to Service Commission can impose a penalty of up to Rs 20,000 on the defaulting officer. Start with the SARAL helpline 0172-3968400 and escalate to the Commission.

Can I download the Haryana caste certificate myself?

Yes. Once approved, the certificate is available for download from the SARAL portal against your Application Reference ID, and SARAL sends an SMS and email at every stage of the application.
