Chaudhary Devi Lal Rashtriya Utthan Evam Parivar Kalyan Yojana (Devi Rupak Scheme)
Haryana state government scheme
Chaudhary Devi Lal Rashtriya Utthan Evam Parivar Kalyan Yojana, known as the Devi Rupak Scheme, pays a Haryana couple Rs 500 a month for 20 years if they adopt permanent sterilisation after one daughter, Rs 200 a month for one son, and Rs 200 a month for two daughters. Registration is offline through the Gram Panchayat or Municipal Committee.
What is the Devi Rupak Scheme in Haryana?
Chaudhary Devi Lal Rashtriya Utthan Evam Parivar Kalyan Yojana; almost always called the Devi Rupak Scheme, and written locally as Devi Rupak Yojana, is a Haryana Health and Family Welfare Department scheme that pays a small monthly amount for 20 years to a couple that stops at one or two children and adopts permanent sterilisation. Devi Rupak came into effect on 25 September 2002.
The scheme was designed to do two things at once. First, to bring down the birth rate by making the one-child norm financially attractive. Second, and this is what makes Devi Rupak unusual, to attach a higher payment to a daughter than to a son, so that a couple that stops after a girl child is better off than a couple that stops after a boy. Haryana had one of the worst child sex ratios in the country when the scheme was framed, and the differential amount was the policy answer to it.
Devi Rupak is listed today on the Haryana State DBT portal among the onboarded schemes of the Department of Health and Family Welfare, which means the monthly amount is transferred electronically rather than paid in cash.
How much does Devi Rupak pay?
| Situation at the time of sterilisation | Monthly amount | Duration |
|---|---|---|
| One child, a girl | Rs 500 | 20 years |
| One child, a boy | Rs 200 | 20 years |
| Two children, both girls | Rs 200 | 20 years |
A couple that stops at one daughter therefore draws Rs 500 a month, or Rs 6,000 a year, for 20 years, roughly Rs 1.2 lakh over the full term. A couple with one son or with two daughters draws Rs 200 a month, about Rs 48,000 over 20 years.
Devi Rupak pays nothing to a couple with a son and a daughter, or with two sons, or with three or more children. That asymmetry is deliberate and is the core of the scheme's design.
Who is eligible for the Devi Rupak Scheme?
A couple can be enrolled if:
- Both spouses are residents of Haryana.
- The couple registers with the Gram Panchayat in a village or the Municipal Committee in a town.
- One partner undergoes a vasectomy or tubectomy at a government or approved health facility and holds the sterilisation certificate.
- Neither spouse is an income tax payer.
- The number and sex of the children match one of the three categories in the table above.
Conditions that applied to couples married before 25 September 2002:
- The husband had to be 45 years or younger and the wife 40 years or younger as on 25 September 2002.
- Neither spouse could already have been sterilised.
- Sterilisation had to be completed by 26 January 2003.
Conditions for couples married on or after 25 September 2002:
- The husband had to be at least 21 years and the wife at least 18 years at the time of marriage.
- Registration had to be completed within 6 months of marriage.
- The first child was expected not before two years of marriage.
- Sterilisation had to be done within 3 months of the birth of the first or the second child.
A couple is not eligible if either spouse pays income tax, if the family has three or more children, if the children are one son and one daughter or two sons, if no terminal method of family planning has been adopted, or if the registration and sterilisation timelines above were missed. A couple that is not resident in Haryana cannot apply.

- Record the birth of the first child with the same Panchayat or Municipal Committee and obtain the birth certificate.
- Undergo sterilisation — a vasectomy or tubectomy, at a government hospital, Community Health Centre or Primary Health Centre within 3 months of the birth of the first or second child, and collect the sterilisation certificate.
- Submit the claim with the marriage certificate, birth certificate, sterilisation certificate, income tax non-payment declaration, residence proof, Aadhaar card and bank passbook to the Civil Surgeon or Chief Medical Officer's office in your district through the Medical Officer of your PHC or CHC.
- Get the bank account DBT-seeded, since the scheme is onboarded on the Haryana State DBT portal and the monthly amount is credited electronically.
- Check the first credit in your passbook, and follow up with the CMO office if it does not appear within a few months of sanction.
How to check Devi Rupak payment status
- Check the bank passbook or SMS alerts for the monthly DBT credit.
- Ask the Medical Officer at your PHC or CHC for the sanction number and the month from which payment was ordered.
- Take the sanction number to the Civil Surgeon's office in your district if credits stop mid-term.
Why Devi Rupak claims get rejected
- Sterilisation done outside the 3-month window after the child's birth.
- Marriage or birth not registered with the Gram Panchayat or Municipal Committee within the prescribed period.
- Income tax payer status of either spouse.
- Family composition outside the three eligible categories, most often a couple with one son and one daughter.
- Bank account not Aadhaar-seeded, so the DBT credit fails.
