What is the Consolidated Stipend Scheme for SC students in Haryana?

Consolidated Stipend Scheme for Scheduled Caste Students is a Haryana state scheme run by the Directorate of Higher Education, Panchkula, that pays a monthly stipend to Scheduled Caste students studying in the government colleges of Haryana. The scheme follows an announcement made by the Chief Minister on 1 July 2008 that SC students studying in colleges would be given Rs 2,000 per student for the purchase of books and a stipend of Rs 1,000 per month.

The scheme document states plainly that the purpose is to attract Scheduled Caste students towards higher education, and that it will be implemented in all the government colleges of Haryana. Locally it is often called the SC "chhatravratti" or SC stipend for college students, and it is listed on the Har-Chhatravratti portal as "Consolidated Stipend Scheme For SC Students".

One design feature deserves attention. The stipend is deliberately treated as monetary help to meet the sundry charges of higher education so that a student receiving it does not become ineligible for the Post Matric Scholarship awarded by the Government of India. In practice this means an SC student in a Haryana government college can draw both.

How much does the Haryana SC consolidated stipend pay?

Component Amount Period
Base stipend Rs 1,000 per month 12 months, July to June
Additional hostel stipend Rs 500 per month 12 months, for students availing hostel facility
Free books allowance Rs 2,000 per student Once a year, under the linked Free Books scheme

A day scholar therefore draws Rs 12,000 in stipend over a full academic year, and a hosteller draws Rs 18,000. The Rs 2,000 book allowance is disbursed separately under the Free Books for SC Students scheme, which shares the same eligibility conditions and the same portal.

Who is eligible for the consolidated stipend?

You can apply if:

  • You belong to a Scheduled Caste and can produce the caste certificate.
  • You hold a Haryana domicile certificate.
  • You are enrolled in a government college of Haryana.
  • You can produce the marksheet of the previous examination passed, on the basis of which you sought admission to the present class.
  • You maintain at least 60 per cent attendance in classes.

You cannot apply, or you stop being eligible, if:

  • You failed the last year's university examination. The scheme document states directly that such students are not eligible for the stipend.
  • You are studying in a private or self-financing college that is not a government college of Haryana.
  • You are not from a Scheduled Caste. Grandchildren of freedom fighters have a separate but equivalent stipend scheme; other categories have their own schemes on the same portal.
  • Your attendance falls below 60 per cent in a bi-monthly period; payment for that period is withheld rather than the award being cancelled outright.

There is no published income ceiling in the scheme document for this stipend. If a district office asks for an income certificate, ask which order it is being sought under.

What documents are required for the SC stipend?

The scheme document lists the papers that a Scheduled Caste student must furnish to the principal of the college:

Document Mandatory Notes
Scheduled Caste certificate Yes Photocopy submitted to the principal
Haryana domicile certificate Yes Photocopy submitted to the principal
Previous examination marksheet Yes The exam on which the current admission is based
Parivar Pehchan Patra (Family ID) Yes Used for Har-Chhatravratti registration and OTP verification

Bank passbook Yes Student's own account, Aadhaar-seeded
College bonafide certificate Yes Confirms current enrolment
Hostel allotment proof No Only for the extra Rs 500 per month

How to apply for the Haryana SC consolidated stipend

  1. Take admission in a government college of Haryana in a course for which the college is running the scholarship. The scheme covers all government colleges of the state.
  2. Open the Har-Chhatravratti portal of the Directorate of Higher Education at harchhatravratti.highereduhry.ac.in and register as a student. Registration is done against your Parivar Pehchan Patra (Family ID) with OTP verification on the mobile number recorded in the Family ID.
  3. Select "Consolidated Stipend Scheme For SC Students" from the list of Directorate of Higher Education schemes on the portal.
  4. Fill the application with your personal, academic, caste, bank and hostel details, and upload the scanned documents in the prescribed size and format.
  5. Submit the form before the session's closing date and save the application number and the printout.
  6. Submit the photocopies to the principal of your college so that the college record matches the portal entry.
  7. Follow the three-step verification: the principal forwards the verified student data on the online scholarship portal, the registration branch of the concerned university verifies it in the second step, and the directorate does the final verification before disbursement.

The portal listing for 2025-26 shows the window for this scheme as having closed on 11 February 2026. A fresh window opens each academic session, so check the notices page of the portal at the start of the session.

How and when is the stipend money paid?

The scheme has an older and a newer payment mode, and the newer one is what applies now.

Current mode. The stipend is transferred through PFMS by the headquarters in two half-yearly instalments, in the first week of November and January, directly into the beneficiary's own Aadhaar-seeded bank account. The additional hostel stipend of Rs 500 per month for 12 months is likewise transferred through PFMS in two half-yearly instalments covering July to December and January to June. The book allowance is transferred through PFMS in a yearly instalment in October.

Older mode, described in the same document. Stipend was released in four bi-monthly instalments in September, November, January and March, with the March release covering six months from January to June because March closes the financial year and students are not attending regular classes before annual examinations. A college account operated by the principal or nodal officer was used, from which money could only be transferred to student accounts and never drawn as cash.

Knowing both helps when an older college circular still describes the four bi-monthly instalments.

What is the 60 per cent attendance rule?

The attendance condition is the part students most often misunderstand, so it is worth stating exactly as the scheme puts it. Stipend is disbursed bi-monthly on the basis of at least 60 per cent attendance in classes. A student with less than 60 per cent attendance is not paid for that particular bi-monthly period. However, that student can be considered for payment of the withheld stipend for the period if the attendance condition is fulfilled in the next two months, meaning the student is then paid for four months instead of two. The stated reason for the rule is to make students more regular in their classes.

So a bad two months does not destroy the year. It defers payment.

Why do consolidated stipend claims fail?

  • Failure in the previous university examination, which makes the student ineligible outright.
  • Attendance below 60 per cent in a bi-monthly period, withholding that period's payment.
  • Bank account not Aadhaar-seeded, so the PFMS credit fails.
  • Name mismatch between the Aadhaar record, the college record and the bank account.
  • College data not forwarded by the principal on the online scholarship portal, or not verified by the university registration branch.
  • Family ID details out of date, which blocks portal registration at the very first step.
  • Applying after the portal window closes, which the 2025-26 cycle closed on 11 February 2026.

How to check status and raise a grievance

  1. Log in to the Har-Chhatravratti portal with your registered credentials.
  2. Open the application status screen and note which of the three verification stages is pending, college, university or directorate.
  3. If it is pending at college level, meet the scholarship nodal officer or the principal, since the college has to forward verified data.
  4. If it is pending at university level, contact the registration branch of your university.
  5. For directorate-level issues, contact the Directorate of Higher Education, Shiksha Sadan, Sector 5, Panchkula on 0172-2565530, or write to the portal help desk email published on harchhatravratti.highereduhry.ac.in.

Students must have at least 60 per cent attendance in classes to be paid for a bi-monthly period. A student with less than 60 per cent is not paid for that period, but can be considered for the withheld stipend if the attendance condition is met in the next two months, effectively receiving four months of stipend at once.

How is the stipend paid?

Under the current mode, the stipend is transferred through PFMS by the headquarters in two half-yearly instalments, in the first week of November and January, into the student's own Aadhaar-seeded bank account. The college principal verifies the data on the online scholarship portal, the university registration branch verifies it in the second step, and the directorate does the final verification.
