Haryana State Merit Scholarship to Under Graduate Girls Students
Haryana state government scheme
Haryana State Merit Scholarship to Under Graduate Girls Students pays Rs 3,000 a year to girl students who scored at least 60 per cent in class 12 and joined a general degree course in a government college of Haryana. The award runs for up to three years, renewed each year on at least 55 per cent marks, and is applied for online on the Har-Chhatravratti portal.
What is the Haryana State Merit Scholarship for undergraduate girls?
Haryana State Merit Scholarship to Under Graduate Girls Students is a merit award of the Directorate of Higher Education, Panchkula, for girl students who have done well in class 12 and joined a general degree course in a government college of Haryana. On the Har-Chhatravratti centralised scholarship portal it is listed as "State Merit Scholarship To Under Graduate Girls Students" under the Directorate of Higher Education.
The award sits inside Haryana's older State Merit Scholarship Scheme, framed as merit scholarships in colleges for general university education. The parent scheme was created, in its own words, so that no really brilliant student is prevented on grounds of poverty alone from pursuing an academic career, and it covers degree, post-graduate and doctorate courses through several categories of scholarship; open merit and rural area merit, for boys and for girls. The undergraduate girls component is the slice of that structure aimed specifically at women entering a first degree.
The scholarship is modest in size and precise in its conditions. It is worth applying for chiefly because it is renewable across the whole degree and because government college fees in Haryana are low, so Rs 3,000 a year covers a real share of a student's costs.
How much does the merit scholarship for UG girls pay?
| Item | Detail |
|---|---|
| Amount | Rs 3,000 per annum |
| Tenure | Up to three years, matching the general degree course |
| Renewal condition | At least 55 per cent marks in the preceding qualifying examination |
| Number of awards | Published as up to ten per government college |
| Mode of payment | Direct Benefit Transfer to the student's Aadhaar-seeded account |
The Rs 3,000 figure and the ten-per-college allocation are as published for the scheme on the Directorate's scholarship listings. Because the parent State Merit Scholarship Scheme has had its rates and numbers revised more than once. The scheme document itself records revisions in 1996-97 and again in 2007-08 to confirm the current sanctioned amount and the number of awards for your college with the college office before you plan around it.
Who is eligible for this merit scholarship?
You can apply if:
- You are a girl student.
- Your parent or guardian is a citizen of India domiciled in Haryana.
- You have passed class 12 with at least 60 per cent marks.
- You are enrolled in an undergraduate general degree course; BA, BSc, BCom and similar — in a government college of Haryana.
- You are studying as a regular student in a recognised institution.
You cannot apply, or you lose the award, if:
- You are studying through correspondence or an open university. Distance-mode students are outside the scheme.
- You scored below 60 per cent in class 12.
- You are in a professional or technical course rather than a general degree course. Technical education students have separate schemes on the same portal, run by the Directorate of Technical Education.
- You are already drawing another scholarship or stipend from a government source. The parent scheme states that scholars shall not be permitted to combine any other merit, merit-cum-poverty or merit-cum-means scholarship or stipend from any source, including a university scholarship, with these scholarships, apart from the narrow exceptions written into it.
- You fail to pass your annual promotion examination in the first attempt in a continuous course, which is a stated ground for cancellation under the parent scheme.
- The particulars in your application or declaration are found to be incorrect, incomplete or misleading, in which case the scheme allows cancellation and recovery of amounts already paid.
How are candidates selected?
Selection is strictly on merit, determined on the basis of the aggregate marks including optional subjects obtained in the specified examination held at the end of the preceding academic year. Where an examination is conducted by more than one recognised examining body, the percentage is worked out to three decimal places and a combined merit list is prepared by the awarding authority.
If two candidates still tie, the parent scheme gives first priority to the candidate junior most in age. That is why your class 10 certificate, which carries your date of birth, matters at application time.

- Update your Parivar Pehchan Patra (Family ID) so that your name, date of birth and mobile number are correct. Har-Chhatravratti registration runs off the Family ID and OTP verification on the mobile number recorded there.

- Upload the scanned documents in the prescribed size and format, marksheets, domicile certificate, Aadhaar, bank passbook, bonafide certificate and the undertaking.
- Submit before the closing date and save the application number and a printout. The 2025-26 window on the portal closed on 11 February 2026.
- Get the college to verify your application on the portal. Verification runs from the college to the university registration branch and then to the Directorate for final sanction.
- Apply for renewal each year after the annual result, showing at least 55 per cent marks.
How does renewal work?
Renewal is annual, and the test is the 55 per cent mark in the qualifying examination of the preceding year. The award is tenable for the full duration of the specified course, up to three years for a general degree, or until the student ceases to be on the rolls of the institution, or until the award is cancelled or forfeited, whichever comes first.
The parent scheme also protects students who fall ill. A scholar unable to appear in the annual examination because of illness may have the award renewed on production of a medical certificate from the prescribed authority, accepted by the institution.
If you migrate to another college where the scholarship is tenable and continue in the same course, you must inform the awarding authority immediately on leaving the former institution, and the new head of institution takes up the transfer and renewal case with the awarding authority quoting the earlier sanction number.
Why do merit scholarship applications fail?
- Class 12 percentage below 60, which puts the application outside the scheme from the start.
- Merit position outside the sanctioned number for the college, since the award is capped and competitive.
- Course not a general degree: professional and technical courses are covered by other schemes.
- Correspondence or open university enrolment, which is excluded.
- Another scholarship already sanctioned, which bars combination.
- Bank account not in the student's own name or not Aadhaar-seeded, so the DBT credit fails.
- Family ID details out of date, which blocks registration at the first step.
- College or university verification pending when the Directorate closes the sanction list.
- Failure to renew on time after the annual result, which forfeits the remaining years.
The parent scheme is strict about consequences: a scholarship once cancelled shall not be revived for the same student, and the awarding authority may recover amounts already paid where a scholar is later found ineligible.

Other Haryana higher education schemes for girls
The same portal carries several awards a girl student in a Haryana government college may qualify for, so it is worth checking all of them in one sitting:
- State Merit Scholarship to UG/PG Students, the open merit and rural area merit scholarships under the same parent scheme, for both boys and girls.
- Kalpana Chawla Chhatravratti Yojna for Girls, run by the Directorate of Science and Technology.
- Consolidated Stipend Scheme for SC Students and Free Books for SC Students, for Scheduled Caste girls in government colleges.
- Haryana State Meritorious Incentive Scheme, for board toppers.
Remember the no-combination rule before accepting two awards. Applications on the portal are free, and no agent can charge you to get a name on the merit list, which is generated from marks alone.
