Merit Scholarship to Deserving Students in Government and Government Aided Polytechnics, Haryana
Haryana state government scheme
Merit Scholarship to Deserving Students in Government and Government Aided Polytechnics is a Haryana Technical Education scheme paying Rs 500 per month for one semester to the top 15 per cent of students by sanctioned intake. Students apply on a form issued free by the scholarship branch of their own polytechnic.
What is the merit scholarship for polytechnic students in Haryana?
Merit Scholarship to Deserving Students in Government and Government Aided Polytechnics is a scheme of the Directorate of Technical Education, Haryana, which functions under the Department of Higher Education from Bays 7-12, Sector 4, Panchkula. The rules circulated to polytechnics open with the plain statement that the Haryana Government have formulated a scholarship scheme for the award of merit scholarships to deserving students studying in government polytechnics and government aided polytechnics in Haryana.
The scheme appears on the Haryana Direct Benefit Transfer portal, dbtharyana.gov.in, as one of only two schemes listed under the Department of Technical Education, the other being the SCSP reimbursement of tuition fee and transport facilities to Scheduled Caste students. That listing confirms the scheme is live and that money reaches the student's own bank account.
The design principle is worth stating clearly because it is unusual. This is a pure merit award with no caste condition and no published income ceiling. Most other technical education assistance in Haryana: Post Matric Scholarship, the Scheduled Caste Sub-Plan reimbursement, minority scholarships: is category-based and income-tested. This one is not. A diploma student who does well in the semester examination is in the running regardless of category, provided the polytechnic is a government or government aided one.
Institutes sometimes refer to it locally as the merit-cum-means scholarship, and a few polytechnic websites list it under that heading. The rules themselves describe it as a merit scholarship.
How much does the scholarship pay?
| Item | Detail |
|---|---|
| Rate | Rs 500 per month |
| Period of validity | One semester at a time |
| Number of awards | 15 per cent of the students of the total sanctioned admission capacity, or of the actual intake, whichever is less |
| Basis of award | Merit, subject to satisfactory progress and conduct |
| Renewal | Only if progress, conduct and attendance remain satisfactory |
Two features of that table deserve attention.
First, the award is semester-bound, not year-bound. A scholarship granted for one semester does not carry automatically into the next. The rules state that the grant of scholarship will depend upon the satisfactory progress and conduct of the students, and give the principal an express power to act if a scholar has by reason of his or her own act or default failed to make satisfactory progress.
Second, the 15 per cent ceiling is calculated on the lower of two figures, sanctioned admission capacity or actual intake. That matters in practice. If a polytechnic has a sanctioned intake of 60 in a branch but has actually admitted 40, the ceiling is calculated on 40, not on 60. The number of scholarships in a smaller institute, or in an under-subscribed branch, is correspondingly smaller.
Who is eligible for the polytechnic merit scholarship?
You can apply if:
- You are a student of a government polytechnic or a government aided polytechnic in Haryana.
- Your academic merit in the qualifying examination places you within the 15 per cent ceiling for your institute.
- Your progress and conduct are satisfactory in the view of the principal.
- Your attendance is regular.
- You are not already holding another scholarship, or you are willing to give up the other one.
You cannot apply, or you are not eligible, if:
- You are studying in a private or self-financing polytechnic. The scheme covers only government and government aided polytechnics.
- You already hold another scholarship and wish to keep it. A student cannot hold more than one scholarship at the same time, and a student awarded more than one must choose. Cash prizes are specifically excluded from this bar, so a prize does not disqualify you.
- Your attendance is irregular or you have been guilty of misconduct.
- You fell out of the merit ceiling for the semester. Fifteen per cent is a hard cap, so being deserving is not sufficient if others scored higher.
- You have ceased to attend the institution or have stopped studying the course for which the award was made.
- You obtained an award earlier by a false statement, in which case the amount already paid is recoverable.
There is no income ceiling published in the rules circulated to polytechnics for this particular scholarship. If an institute asks you for an income certificate, ask which order that requirement is being applied under, since it may be being confused with the Post Matric or SCSP schemes.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Application form from the scholarship branch | Yes | Issued free of cost by your own institute |
| Previous semester result or marksheet | Yes | The merit basis of the award |
| Attendance record certified by the institute | Yes | Irregular attendance is a ground for cancellation |
| Aadhaar card | Yes | Standard requirement for Technical Education scholarship disbursement in Haryana |
| Bank passbook | Yes | The scheme is on the state DBT portal, so payment goes to the student's account |
| Undertaking that no other scholarship is held | Yes | A student may hold only one scholarship at a time |
How to apply for the polytechnic merit scholarship
- Go to the scholarship branch of your own polytechnic and ask for the merit scholarship application form. The rules state that application forms are available free of cost from the scholarship branch at the institute, so refuse any demand for payment.
- Fill the form with your semester result details, your personal particulars and your bank account details including the IFSC code.
- Attach the previous semester marksheet and any attendance record the institute asks for.
- Sign the undertaking that you are not holding another scholarship, or declare the other award and state which one you are choosing.
- Submit the completed form to the scholarship branch within the window the institute announces for the semester. There is no statewide portal deadline for this scheme; the timetable is set institute by institute around the semester result.
- Watch the merit list the institute publishes. Selection is made within the 15 per cent ceiling on the basis of merit, so the list tells you immediately whether you are in.
- Check your bank account for the credit once the institute forwards the sanctioned list.
Renewal for the following semester is not automatic. Ask the scholarship branch what it needs from you each semester, usually the new result and a fresh attendance certificate.
When can the scholarship be withdrawn?
The rules list the grounds explicitly, and a scholar should know them:
- Failure to maintain satisfactory progress in studies.
- Misconduct, or irregular attendance.
- Obtaining the award by a false statement, in which case the amount paid must be repaid.
- The scholar dies, or ceases to attend the institution.
- The scholar stops studying the course for which the scholarship was awarded.
If a scholarship is cancelled, the student may appeal within one month to the Director, Technical Education, Haryana. That one-month window is short, so record the date on which the institute communicates the cancellation.
How does this differ from the other polytechnic scholarships?
A diploma student in a Haryana government polytechnic will typically see several scholarship notices on the same board, and they are not interchangeable:
- This merit scholarship โ state scheme, merit-based, no category condition, Rs 500 a month for a semester, 15 per cent of intake, government and aided polytechnics only.
- Post Matric Scholarship (PMS), Government of India scheme run by the Directorate of Technical Education since 2009-10, for Scheduled Caste and other notified categories, with parental income up to Rs 2.50 lakh, covering tuition fee, development fund, student fund, examination fee and a maintenance allowance of Rs 230 a month for a diploma day scholar and Rs 380 for a diploma hosteller.
- Scheduled Caste Sub-Plan (SCSP); state scheme for Scheduled Caste students in the Rs 2.50 lakh to Rs 3.50 lakh parental income band, reimbursing diploma tuition fee up to Rs 20,000 and the actual cost of a bus or train pass.
- Pragati and Saksham scholarships of AICTE; central schemes for girl students and for students with disabilities in technical education, applied for through AICTE, not through the state.
Because a student cannot hold two scholarships at once under these rules, it is worth working out which of these is worth the most in your case before applying. For a Scheduled Caste diploma student paying substantial tuition fee, the PMS or SCSP route is usually larger than Rs 500 a month.
Where do I ask a question or complain?
- Ask the scholarship branch of your own polytechnic first. It holds the forms, the merit list and the sanctioned list.
- Ask the principal, who exercises the power to certify progress and conduct and to act on unsatisfactory performance.
- Appeal a cancellation to the Director, Technical Education, Haryana within one month.
- The directorate's address is Bays No. 7-12, Sector 4, Panchkula 134112, its toll-free number is 1800-180-2022, and its published email addresses are dtehry[at]hry[dot]nic[dot]in and dgte[dot]hry[at]techeduhry[dot]gov[dot]in.
- For a general Haryana service grievance, use the Antyodaya-SARAL helpline, 0172-3968400.
The form is free and the process runs entirely inside your own institute. No agent or middleman has any role in this scheme.
How to check your application status
This scheme has no statewide online portal for status tracking. It runs entirely inside the polytechnic that a student attends, so status checking means following up with the institute rather than logging into any website.
- Confirm your form was received. After you submit the application at the scholarship branch, ask for an acknowledgement or note the date and the name of the staff member who accepted it. There is no system-generated receipt number for this scheme.
- Watch for the merit list. Once the semester result is finalised, the scholarship branch prepares a merit list of students who fall within the 15 per cent ceiling for their branch. This is usually put up on the institute notice board rather than published online. If you do not see it posted within a few weeks of the result, ask the scholarship branch directly.
- Ask whether the sanctioned list has been forwarded. Being on the merit list is not the same as being sanctioned. The institute forwards a sanctioned list before payment is released, and a student can ask the scholarship branch whether this step has happened for their name.
- Check your bank account. Because the scheme sits on the Haryana DBT portal (dbtharyana.gov.in), the Rs 500 monthly amount is credited directly to the student's own bank account once sanctioned. A credit in the account is the clearest confirmation that the scholarship has gone through for that semester; absence of a credit after the sanctioned list is out is a sign to follow up.
- Call or email the directorate if the institute cannot answer. For anything the scholarship branch or principal cannot resolve, contact the Directorate of Technical Education, Haryana on its toll-free number 1800-180-2022, or by email at dtehry[at]hry[dot]nic[dot]in or dgte[dot]hry[at]techeduhry[dot]gov[dot]in. For a broader Haryana government service complaint, the Antyodaya-SARAL helpline 0172-3968400 can also register a grievance.
Because the award is granted semester by semester, a student should repeat this check every semester rather than assuming a scholarship once received will keep being credited automatically.
Common reasons for rejection
Most rejections under this scheme trace back to the same small set of causes, since the eligibility rules are narrow and mechanically applied by the institute.
- Studying at a private or self-financing polytechnic. The scheme is written for government and government aided polytechnics only. A student at a private institute is not eligible at all, no matter how strong the academic record, and the fix is simply that this scheme cannot apply; the Post Matric Scholarship or SCSP route (for eligible categories) should be checked instead.
- Falling outside the 15 per cent merit ceiling. The award is capped at 15 per cent of the sanctioned admission capacity or the actual intake, whichever is lower, calculated separately for each branch. A student who did reasonably well but was not among the top scorers in their own branch and institute will be turned down for that semester purely on rank; there is no appeal against being outside the ceiling itself, since it is not a discretionary decision.
- Already holding another scholarship. A student cannot hold more than one scholarship at the same time. An application is rejected, or a running award cancelled, if the student is found to be simultaneously drawing another scholarship and has not given it up or declared the choice. The fix is to submit the undertaking honestly and pick one scheme before applying, rather than let the institute discover it later.
- Irregular attendance or a conduct issue. Because renewal and the original grant both depend on the principal certifying satisfactory progress and conduct, an attendance shortfall or a disciplinary finding against the student is grounds for the institute to withhold or cancel the award. Keeping attendance regular through the semester the scholarship covers is the only real safeguard here.
- Incomplete or late submission at the institute. Since there is no statewide deadline, each polytechnic sets its own internal window tied to the semester result. Forms submitted after the scholarship branch's own cut-off, or missing the marksheet, attendance certificate, or the undertaking, are commonly set aside rather than processed. Submitting promptly once results are declared and checking the checklist with the scholarship branch avoids this.
- Bank account or personal details not matching institute records. Since payment goes through the DBT route to the student's own account, an incorrect account number, IFSC code, or a name mismatch between the bank passbook and the institute's records can hold up or misdirect the credit even after sanction. Verifying these details on the form before submission, and updating the scholarship branch immediately if the bank account changes, prevents this.
- A false statement on a previous claim. If a student is later found to have obtained an earlier award by a false statement, the amount already paid becomes recoverable, and the student can expect any current or future application to be refused until the matter is settled. Only accurate declarations, especially on the "no other scholarship held" undertaking, protect against this.
Where a rejection or cancellation feels wrong (for example, a dispute over the merit ranking or over whether attendance was in fact satisfactory) the rules give the student a route: an appeal to the Director, Technical Education, Haryana within one month of the institute communicating its decision.

Frequently asked questions
How much is the Haryana polytechnic merit scholarship?
The scholarship is Rs 500 per month and is valid for one semester at a time. It is renewed for later semesters only if the student's progress and conduct remain satisfactory, so it is a semester-by-semester award rather than a guaranteed multi-year grant.
How many students get the merit scholarship?
The award is limited to 15 per cent of the students of the total sanctioned admission capacity, or of the actual intake, whichever is less. Selection within that ceiling is on merit, so the cut-off differs between polytechnics and between branches.
Who is eligible for this scholarship?
Meritorious students studying in government polytechnics and government aided polytechnics of Haryana are eligible. The Haryana Government formulated the scheme for the award of merit scholarships to deserving students in exactly those two categories of institution.
Can a student in a private polytechnic apply?
No. The scheme is confined to government polytechnics and government aided polytechnics in Haryana. A student in a self-financing or private polytechnic is not eligible under this scheme and should look at the Post Matric Scholarship and SCSP schemes instead.
Can I hold this along with another scholarship?
No. A student cannot hold more than one scholarship at the same time, and a student awarded more than one must choose which to keep. Cash prizes are not counted as financial assistance for this purpose, so winning a prize does not cost you the scholarship.
When is the scholarship cancelled?
The scholarship is withdrawn if the student fails to maintain satisfactory progress, is guilty of misconduct or irregular attendance, obtained the award by a false statement, dies or ceases to attend the institution, or stops studying the course for which the award was made.
Can I appeal against cancellation?
Yes. A student may appeal against cancellation within one month to the Director, Technical Education, Haryana. The appeal has to be made within that window, so act quickly once the institute communicates the decision.
Where do I get the application form?
Application forms are available free of cost from the scholarship branch of your own institute. No fee is payable for the form and no agent is involved in the process.
