Marriage Registration Certificate in Haryana
Haryana state government scheme
Marriage registration in Haryana runs under the Haryana Compulsory Registration of Marriage Act, 2008 and is applied for on the Antyodaya SARAL portal at saralharyana.gov.in or at a SARAL Kendra or CSC. The registration fee is Rs 100 within 90 days of the marriage, Rs 150 after 90 days and within one year, and Rs 200 after one year, with a Rs 20 CSC service charge.
Haryana made marriage registration compulsory in 2008, and unlike most northern states it did not leave the process sitting in a tehsil register. Registration of marriage in Haryana's urban local bodies is carried out under the Haryana Compulsory Registration of Marriage Act, 2008 and the Haryana Compulsory Registration of Marriage Rules, 2008, and the paperwork has since moved onto the Antyodaya SARAL platform. What this means in practice is that the fee, the document list and the deadline are all published and fixed, so a couple who prepares properly can finish the process in a single appointment.
What is a marriage registration certificate in Haryana and who issues it?
A marriage registration certificate in Haryana is the state's official record that a marriage was solemnised on a stated date between two named persons, entered in a marriage register maintained by a Registrar of Marriage. In urban areas the Registrar sits in the Urban Local Bodies structure; typically the Municipal Corporation, Council or Committee; while in rural areas the Development and Panchayats machinery performs the same function. The certificate is what a bank asks for when a spouse's name is added to an account, what the passport office asks for when a married name is claimed, and what every foreign mission asks for on a spouse visa file.
Haryana runs two genuinely different routes, and confusing them is the single most common mistake.
The first route is registration of an already solemnised marriage under the Haryana Compulsory Registration of Marriage Act, 2008. The wedding has happened by religious or customary ceremony. You are asking the state to record it. This is the SARAL route described below, and it covers Hindu, Sikh, Buddhist, Jain, Muslim, Christian and Parsi marriages alike, because the 2008 Act is religion-neutral.
The second route is solemnisation and registration under the Special Marriage Act, 1954. Here the marriage has not yet taken place, or the couple wants a civil marriage independent of religious ceremony, most often an inter-faith couple. Under the Special Marriage Act the parties give a written notice to the district Marriage Officer, the notice is published for 30 days for objections, and only after that period does the Marriage Officer solemnise the marriage and issue the certificate. That 30-day notice is statutory and cannot be shortened, and at least one party must have resided in the district for 30 days before the notice.
Who can and cannot apply for marriage registration in Haryana?
You can apply if the marriage was solemnised in Haryana, or if either party is ordinarily resident in Haryana, and if both parties had completed the legal age at the time of the marriage. ULB Haryana states the eligibility plainly: both bridegroom and bride must have completed 21 years and 18 years respectively at the time of the marriage. Either the husband or the wife can file the application, and both then appear before the Registrar.
You cannot apply, or the application will not be registered, in the following situations. A couple where either party was below the legal minimum age on the wedding date is not eligible, because the register cannot record a marriage the law did not permit. A couple with no ceremony, no marriage card and no photographs cannot register under the 2008 Act, because the Act records a marriage that took place, and such a couple must instead use the Special Marriage Act route. A person whose earlier marriage is still subsisting is not eligible, since a second registration would record a bigamous marriage. Applicants whose marriage took place wholly outside Haryana and who have no residence in Haryana are not eligible before a Haryana Registrar and should approach the registering authority of the state where the marriage occurred.
Which documents do you need for marriage registration in Haryana?
ULB Haryana publishes the attachment list for the online application, and every listed file must be a scan no larger than 200 KB in .jpg, .jpeg or .png format. The mandatory attachments are: proof of date of birth of the bridegroom, proof of date of birth of the bride, six joint photographs of the bride and bridegroom (seven if the registration is done after one year), the marriage card, and photographs of the marriage.
The Form 1 checklist adds proof of age and residence of both parties, and, where the application is presented after 90 days, an undertaking from the parties stating the reasons for the delay. Bring two witnesses to the appointment with their own Aadhaar or voter ID and address proof; they sign the register alongside the couple.
Keep the originals with you at the appointment. The Registrar verifies the uploaded scans against the originals, and a mismatch between the date of birth on a matriculation certificate and the one typed into the form is the fastest way to have a file sent back.
What is the marriage registration fee in Haryana?
Haryana's fee is tied to how quickly you apply, and it is small in every band:
- Rs 100 when the application is presented within 90 days of the marriage.
- Rs 150 when it is presented after 90 days and within one year.
- Rs 200 when it is presented after one year, and for marriages solemnised before the 2008 Act commenced that were never registered.
- Rs 20 additional CSC fee for the counter route.
ULB Haryana further notes that all registration fee and late fee can be deposited in the state government treasury under head 0070-60-108-51-51, or paid through a bank draft or postal order payable to the concerned authority.
Those are the only amounts the government charges. No agent, lawyer's tout or "marriage certificate consultant" has any authority to add a service premium to a Rs 100 statutory fee, and paying one buys nothing the SARAL portal does not already give you. If a Kendra operator asks for more than the printed fee plus the Rs 20 CSC charge, treat it as a grievance and escalate it.

- Upload the mandatory attachments — proof of date of birth of bridegroom, proof of date of birth of bride, six joint photographs (seven if past one year), the marriage card and the marriage photographs, each scan under 200 KB in .jpg, .jpeg or .png. If you are applying after 90 days, attach the undertaking explaining the delay.

How to apply offline at a SARAL Kendra or CSC in Haryana
- Visit the nearest Antyodaya Kendra, SARAL Kendra or Common Service Centre, they operate at district, sub-division and tehsil level across Haryana.
- Ask the operator for the marriage registration service and hand over the age proofs, residence proofs, marriage card, joint photographs and marriage photographs.
- The operator files the same online form on your behalf and collects the statutory fee plus the Rs 20 CSC charge. Take the acknowledgement slip carrying your Application Reference ID.
- Attend the appointment before the Registrar of Marriage with both spouses and both witnesses, then collect or download the certificate once the entry is registered.
How do you check the status of a Haryana marriage registration application?
Use the Track Application Status link on the SARAL home page and enter the Application Reference ID. The portal shows which desk the file is currently on. The same ID works whether you filed the form yourself or through a Kendra counter, and SARAL sends SMS updates at each stage. Keep the ID safe. It is the only reference the system tracks, and no escalation goes anywhere without it.
How long is a Haryana marriage registration certificate valid?
A marriage registration certificate in Haryana has no expiry and needs no renewal. The entry in the marriage register is permanent. What you may need again is a fresh certified copy or a correction, for example when a spelling in a name has to be aligned with a passport. Corrections go back to the same Registrar of Marriage who made the original entry, supported by documentary proof of the correct particulars.
Why do Haryana marriage registration applications get rejected?
Rejections cluster around a handful of avoidable errors. Uploading a scan larger than 200 KB or in a format other than .jpg, .jpeg or .png causes the attachment to fail outright. Supplying fewer than six joint photographs; or fewer than seven when the registration is more than a year late: leaves the file incomplete. Applying after 90 days without the undertaking explaining the delay is a standard return. A date of birth typed into the form that does not match the matriculation certificate uploaded as proof triggers a rejection rather than a correction. A marriage card showing a date different from the date of marriage entered in Form 1 raises a discrepancy the Registrar cannot resolve on paper. Finally, failing to appear at the booked appointment, or arriving without both witnesses, closes the file.
Where do you complain if the Haryana marriage certificate is delayed?
Call the Antyodaya SARAL helpline on 0172-3968400, or email saral.haryana@gov.in quoting your Application Reference ID. For a problem specific to the Registrar's office, the Municipal Commissioner or the Executive Officer of the concerned urban local body is the next authority, and in a rural area the Block Development and Panchayat Officer.
Haryana's Right to Service Act, 2014 gives a formal remedy rather than a request when a notified service timeline lapses. The framework provides an automatic appeal on breach, and the Haryana Right to Service Commission can impose a penalty of up to Rs 20,000 on an officer who fails to deliver a notified service in time. Quote the Application Reference ID in every escalation.

Frequently asked questions
What does marriage registration cost in Haryana?
Marriage registration in Haryana costs Rs 100 if the application is presented within 90 days of the marriage, Rs 150 after 90 days and within one year, and Rs 200 after one year or for marriages solemnised before the 2008 Act commenced and never registered. ULB Haryana adds a Rs 20 CSC fee for the counter route. The fee is deposited into the state treasury under head 0070-60-108-51-51 or paid by bank draft or postal order to the concerned authority.
Which law governs marriage registration in Haryana?
The Haryana Compulsory Registration of Marriage Act, 2008 and the Haryana Compulsory Registration of Marriage Rules, 2008 govern registration in Haryana, and ULB Haryana states that registration in urban local bodies is carried out under exactly these two instruments. Registration is compulsory regardless of the religion of the parties.
What is the age requirement for marriage registration in Haryana?
Both parties must have completed the legal age at the time of the marriage — 21 years for the bridegroom and 18 years for the bride, as stated in the eligibility column of the ULB Haryana Form 1 table. A marriage where either party was below that age at the ceremony cannot be registered.
What happens if I register my Haryana marriage after 90 days?
Registration after 90 days is still allowed, at a higher fee and with an extra document. ULB Haryana requires an undertaking from the parties stating the reasons for the delay when the application is presented after 90 days, and the fee rises from Rs 100 to Rs 150 within one year and to Rs 200 beyond one year.
How many photographs are needed for Haryana marriage registration?
Six joint photographs of the bride and bridegroom are required, rising to seven if the registration is done more than one year after the marriage. Separate marriage ceremony photographs and the marriage card are additional mandatory attachments.
Can I register a Special Marriage Act marriage on the SARAL portal?
No. A Special Marriage Act, 1954 marriage is solemnised and registered by the Marriage Officer of the district after a 30-day public notice period, not through the SARAL certificate flow, which serves marriages already solemnised by ceremony. Approach the district Marriage Officer directly for the Special Marriage Act route.
How do I check my Haryana marriage registration status?
Use the "Track Application Status" option on saralharyana.gov.in with the Application Reference ID that SARAL sends you by SMS when you submit. The same ID is printed on the acknowledgement slip if you applied through a SARAL Kendra or CSC counter.
Do both husband and wife have to appear before the Registrar in Haryana?
Yes. Both parties appear together with two witnesses at the appointment booked after online submission, so the Registrar of Marriage can verify identity and take signatures in the marriage register. The certificate is issued after that verification.
