What is Mera Pani Meri Virasat?

Mera Pani Meri Virasat is Haryana's crop diversification and groundwater conservation incentive, run by the Department of Agriculture and Farmers Welfare. The Haryana Government launched it on 6 May 2020 to persuade farmers in blocks where the water table had fallen steeply to move land out of paddy, the most water-hungry kharif crop grown in the state, and into crops that need far less irrigation. The name translates as "my water, my heritage".

According to the Department of Agriculture and Farmers Welfare's published scheme list, the Promotion of Crop Diversification and Water Conservation (Mera Pani Meri Virasat) component pays Rs 7,000 per acre to farmers who replace a highly water-intensive crop like paddy with a low water-intensive crop. In the Haryana Budget for 2025-26, presented in March 2025, Chief Minister Nayab Singh Saini announced an increase of this incentive from Rs 7,000 to Rs 8,000 per acre, with reports of an additional Rs 2,000 per acre for cotton, pulses and oilseed crops. Because the departmental list and the budget announcement carry different figures, the safest step before sowing is to confirm the rate notified for the current season with your Deputy Director Agriculture.

Mera Pani Meri Virasat is one of five components inside Haryana's wider Scheme for Promotion of Crop Diversification. The others are Direct Seeded Rice at Rs 4,000 per acre, Promotion of Pulses and Oilseeds at Rs 4,000 per acre, demonstration of maize under RKVY at Rs 2,400 per acre and demonstration of pulses under RKVY at Rs 3,600 per acre. A farmer normally claims one of these per plot, not several.

Why Haryana runs it

  • Paddy grown by flood irrigation in central and southern Haryana draws heavily on groundwater; the first phase targeted blocks where the water table had fallen below 40 metres.
  • Alternate crops such as maize, bajra, cotton and pulses use a fraction of the water per acre.
  • A per-acre cash incentive covers the income risk a farmer takes in the first season of switching.

In kharif 2020, the first season of the scheme, 41,947 farmers diversified 63,743 acres and about Rs 45 crore was paid out.

Which crops and which land qualify?

The departmental scheme list names the qualifying alternatives to paddy:

  • Maize
  • Cotton
  • Kharif pulses: moong, urd, guar, soyabean
  • Kharif oilseeds; til, groundnut, castor
  • Horticulture and vegetable crops
  • Fodder crops
  • Poplar and eucalyptus (agroforestry)

Fallow land is also covered, so a farmer who leaves a paddy plot unsown rather than switching to another crop is not automatically shut out. Farmers growing fruit and vegetables in place of paddy may also draw separate grants from the Horticulture Department on top of the diversification incentive.

Who is eligible for Mera Pani Meri Virasat?

You qualify if:

  • You farm land situated in Haryana and the plot is recorded on the Meri Fasal Mera Byora portal in your name.
  • The plot carried paddy in the previous kharif season and you are sowing an approved low water-use crop, or leaving it fallow, in the current season.
  • Your Parivar Pehchan Patra, Aadhaar and bank account details are complete and the account is Aadhaar-seeded.
  • You register before sowing, so that field verification can be done on the standing crop.

The Agriculture Department's scheme document states that farmers within Haryana and farmers of Haryana residing outside Haryana can both avail benefit under its schemes.

You are not eligible, and cannot apply, if:

  • The plot is outside Haryana, or is not registered on fasal.haryana.gov.in for the current season.
  • The plot did not carry paddy in the reference season, so there is no shift to reward.
  • You sow paddy again on the same registered plot, which is what field verification is designed to catch.
  • Land records or the crop entered on the portal do not match what the patwari finds during verification.
  • You have already claimed a different component of the crop diversification scheme, such as Direct Seeded Rice, for the same acreage.

Registration alone does not create an entitlement. Payment follows verification.

  2. Add or confirm your land details; village, khasra or khewat number and area, for the current kharif season.
  3. Select the plot you are taking out of paddy and record the alternate crop you are sowing, choosing from maize, cotton, kharif pulses, kharif oilseeds, horticulture or vegetables, fodder, poplar or eucalyptus, or record it as fallow.
  4. Enter your bank account number and IFSC code and confirm your Aadhaar details so the incentive can be paid by DBT.
  5. Submit the registration and save the acknowledgement number shown on the screen.
  6. Allow field verification. The revenue patwari and the Agriculture Department staff inspect the registered plot to confirm the standing crop is the one you declared.
  7. Track the claim on the portal. After verification is approved, the incentive is credited to your bank account by Direct Benefit Transfer.

How to apply offline or with help

  1. Visit your nearest Atal Seva Kendra or Common Service Centre with your Family ID, Aadhaar, land record and bank passbook and ask the operator to complete your Meri Fasal Mera Byora registration.
  2. Alternatively, contact the Deputy Director Agriculture at your district office, who is named in the departmental scheme document as the point of contact for these schemes, or the Agriculture Development Officer at your block.
  3. Collect and keep the acknowledgement carrying your registration number.

When can you register?

Mera Pani Meri Virasat is tied to the kharif season, so the registration window opens on fasal.haryana.gov.in around the start of the kharif sowing period each year and closes some weeks later. The dates move from year to year and are sometimes extended by the department. Farmers should treat the portal's live notice as authoritative rather than any date circulated on social media, and should register before sowing so that verification finds the declared crop standing in the field.

How the payment reaches you

Payment under Mera Pani Meri Virasat is made by Direct Benefit Transfer into the farmer's own Aadhaar-seeded bank account after verification is complete. The sequence is registration, patwari verification of the plot, departmental approval, then DBT credit. No cash is paid at a counter and no cheque is issued.

Common reasons a claim fails, and the fix:

  • Bank account not Aadhaar-seeded โ€” visit your bank branch and complete seeding, then update the account in your MFMB profile.
  • Land record mismatch, the area or khasra number on the portal differs from the revenue record. Get the record corrected through the patwari before the verification visit.
  • Crop on the ground differs from the crop declared: verification fails outright. Update the portal entry if you change your sowing plan.
  • Registration filed after the window closed. The claim is not considered for that season.
  • Duplicate claim on the same acreage under another diversification component.

Where to get help

  • Agriculture Department toll free helpline: 1800-180-2117, 9 am to 5 pm, Monday to Friday.
  • Department landline: 0172-2571544; email agriharyana2009@gmail.com.
  • Deputy Director Agriculture at your district office, for scheme-specific questions and verification disputes.
  • Antyodaya SARAL portal, saralharyana.gov.in, for tracking Haryana government service applications generally.

Registration for Mera Pani Meri Virasat is free. No agent can charge you a fee for getting your acreage approved, and no department official will ask for your OTP.

How to check your application status

Mera Pani Meri Virasat has no separate tracking number or SMS code system of its own. Status lives inside your Meri Fasal Mera Byora (MFMB) profile, because the diversification claim rides on top of that registration.

  1. Go to fasal.haryana.gov.in and log in with the same registered mobile number and OTP you used to register.
  2. Open your crop registration record for the current kharif season. The portal shows the plot, the declared alternate crop, and whether the field verification stage is pending, scheduled, or completed.
  3. Look for a verification status field against the plot. Before the patwari's visit it typically shows as pending; after the visit it updates to approved or rejected, with the officer's remark if the department records one.
  4. Once verification is marked approved, watch for the DBT credit in the bank account linked on the portal. There is no separate payment tracking screen beyond the registration record itself, so a credited amount in your bank statement is the practical confirmation that the claim cleared.
  5. If the online record has not moved for several weeks after you expected a visit, do not wait indefinitely. Call the Agriculture Department toll free helpline, 1800-180-2117, Monday to Friday, 9 am to 5 pm, and quote your MFMB registration or acknowledgement number.
  6. For a dispute over what the patwari recorded during verification, or if the portal shows a status you believe is wrong, follow up in person with the Deputy Director Agriculture at your district office, since the department document names this office as the point of contact for the scheme.
  7. You can also raise a general service complaint through Antyodaya SARAL, saralharyana.gov.in, if the delay is on the administrative side rather than the field verification itself.

There is no offline register or physical receipt book for this specific incentive separate from the MFMB acknowledgement, so the portal login is the primary channel and the helpline is the fallback when the portal gives no clear answer.

Common reasons for rejection

Beyond the mismatches already covered under payment, a claim under Mera Pani Meri Virasat can also fail for these reasons:

  • Registration made after sowing had already started, or after the crop was already visible in the field. Verification is meant to confirm a declared crop as it stands; registering late, or after your neighbours have already reported you sowed something else, weakens the claim even if the crop is genuinely the approved alternate. Register the plot and the intended crop before, or at the very start of, sowing.
  • Name on the land record does not match the name on the MFMB profile or the bank account. A plot still recorded in a deceased parent's name, or a joint holding where only one name is entered, causes the claim to stall at the identity-matching stage. Get the mutation done at the tehsil, or add the correct joint names, before the season you plan to claim.
  • Area claimed exceeds the area actually shown as paddy in the previous season's records. If you registered more acreage as "diverted" than the revenue and irrigation records show was under paddy the prior kharif, the excess portion is usually disallowed rather than the whole claim being paid.
  • Tenant or oral lessee cultivating the land cannot produce the landowner's consent or the tenancy is not reflected in any record. Because the incentive is tied to the registered landholder on MFMB, a cultivator who is not the recorded owner needs the owner's cooperation to register the plot; without it, the claim cannot be processed in the tenant's name.
  • Farmer was not present or reachable when the patwari made the verification visit, so the field could not be inspected on schedule. Repeated missed visits can push a claim past the season's processing window. Keep your registered mobile number active and responsive during the verification period.
  • Same plot already carries an active claim under a different component of the crop diversification scheme, such as Direct Seeded Rice or the RKVY maize demonstration, for the same season. The department reconciles claims across components, and a plot flagged as double-claimed is held back until the farmer clarifies which single component applies.
  • Bank account closed, frozen, or changed after registration without updating the MFMB profile. Even after successful verification, the DBT credit fails silently if the account on file is no longer valid; the farmer must update the bank details and request the payment be reprocessed.

In most of these cases the fix is procedural rather than a rejection of the crop shift itself: correct the record, update the portal entry, or clarify the ownership or account detail, then ask the Deputy Director Agriculture's office to re-trigger verification or the DBT credit for that season.

Frequently asked questions

How much does Mera Pani Meri Virasat pay per acre?

Mera Pani Meri Virasat pays Rs 7,000 per acre in the Department of Agriculture and Farmers Welfare's published scheme list for shifting land out of paddy into an approved low water-use crop. The Haryana Budget 2025-26 announced a rise to Rs 8,000 per acre, with a further Rs 2,000 per acre bonus reported for cotton, pulses and oilseeds. Confirm the rate for the current season with your Deputy Director Agriculture.

Which crops qualify as alternatives to paddy?

Maize, cotton, kharif pulses such as moong, urd, guar and soyabean, kharif oilseeds such as til, groundnut and castor, horticulture and vegetable crops, fodder crops, poplar and eucalyptus all qualify. The departmental scheme list also covers land left fallow instead of being sown with paddy.

Where do I register for Mera Pani Meri Virasat?

Registration is on the Meri Fasal Mera Byora portal at fasal.haryana.gov.in. The Agriculture Department's own scheme document instructs farmers to "apply at fasal.haryana.gov.in" for the crop diversification and water conservation component.

Do I have to give up all my paddy area?

No. Mera Pani Meri Virasat is an area-based incentive, so a farmer is paid for the acres actually shifted out of paddy. In the scheme's early phase the state asked farmers in deep-groundwater blocks to divert at least 50 per cent of the previous year's paddy area, and the department fixes the condition afresh each season.

How is the incentive paid?

Payment is made by Direct Benefit Transfer into the farmer's Aadhaar-seeded bank account after the Agriculture Department and the revenue patwari verify that the registered plot actually carries the alternate crop. No cash or cheque is handed over at any office.

Can a tenant or a farmer living outside Haryana claim it?

The Agriculture Department's scheme list states that farmers within Haryana and farmers of Haryana residing outside Haryana can both avail its schemes. The land itself must be in Haryana and correctly recorded on the Meri Fasal Mera Byora portal.

Is there a fee to apply?

No. Registration on fasal.haryana.gov.in is free. A Common Service Centre or Atal Seva Kendra may charge a small notified assistance fee for filling the form, but no official or agent may charge for approving your claim.
