Haryana Fasal Suraksha Yojana
Haryana state government scheme
Haryana Fasal Suraksha Yojana is a state crop protection scheme of the Department of Agriculture and Farmers Welfare under which enrolled farmers pay Rs 1,500 per acre and receive compensation of up to Rs 30,000 per acre for notified crop losses, assessed through crop cutting experiments. Enrolment is online on the Meri Fasal Mera Byora portal during a notified window.
What is Haryana Fasal Suraksha Yojana?
Haryana Fasal Suraksha Yojana is a state crop protection scheme of the Department of Agriculture and Farmers Welfare, Government of Haryana, listed on the Haryana State DBT portal under that department. The scheme provides financial compensation to farmers whose notified crop suffers loss from natural causes, with the loss measured through the department's own crop cutting experiments rather than through a commercial insurer's surveyor.
The scheme operates on a notification basis. The state notifies the crop, the districts and the season for which enrolment opens, and the scheme runs for that notified combination. For the Kharif 2023 season, the scheme was notified for cotton growers in Cluster II districts, Hisar, Jind, Ambala, Gurugram, Karnal, Mahendragarh and Sonepat, with an enrolment window from 21 to 30 September 2023.
Haryana Fasal Suraksha Yojana is distinct from the two other crop-risk schemes farmers in the state deal with. Pradhan Mantri Fasal Bima Yojana (PMFBY) is the national crop insurance scheme delivered through empanelled insurance companies. Mukhyamantri Bagwani Bima Yojana (MBBY) is Haryana's own horticulture insurance scheme, registered separately at mbby.hortharyana.gov.in, covering fruit, vegetable and spice crops. Fasal Suraksha Yojana sits alongside both as a state-run protection route for notified field crops.
What does Haryana Fasal Suraksha Yojana pay, and what does it cost?
| Item | Amount |
|---|---|
| Maximum compensation | Rs 30,000 per acre |
| Farmer contribution at enrolment | Rs 1,500 per acre |
| Basis of assessment | Crop cutting experiments (CCE) |
| Cross-verification | At least 10% of beneficiaries before final payment |
The Rs 30,000 per acre is a ceiling, not a flat payout. The department assesses the actual yield achieved in the sample plots against the threshold yield for the unit area, and pays in proportion to the measured shortfall. A crop that lost a third of its expected yield does not draw the full Rs 30,000.
Payment is made by Direct Benefit Transfer into the enrolled farmer's Aadhaar-seeded bank account, after the cross-verification stage is complete.
Which losses are covered?
The perils that trigger a claim under the scheme are:
- Floods
- Drought
- Inundation
- Hailstorm
- Unseasonal rain
- Widespread pest or disease attack
Losses arising from anything outside this list, post-harvest fire in a stored heap, theft, damage caused by the farmer's own management decisions, or damage to a crop that was never enrolled; are not covered.
Who is eligible for Haryana Fasal Suraksha Yojana?
You can enrol if:
- You are a farmer in Haryana growing a notified crop in a notified district for the season in which enrolment is open.
- You are registered on the Meri Fasal Mera Byora portal at fasal.haryana.gov.in, with the crop and area entered for that season.
- You hold a valid Parivar Pehchan Patra (Family ID).
- You pay the contribution of Rs 1,500 per acre within the notified enrolment window.
- Your bank account is Aadhaar-seeded so that a DBT credit can reach you.
Who cannot apply / who is not eligible:
- Farmers growing a crop that is not notified for the season, or farming in a district outside the notified cluster.
- Farmers not registered on Meri Fasal Mera Byora, since enrolment is built on that record.
- Anyone who misses the enrolment window. There is no late enrolment and no retrospective cover after a loss has occurred.
- Farmers who did not pay the Rs 1,500 per acre contribution for the area claimed. Area enrolled and area claimed must match.
- Claims for area over-declared beyond what the land record and MFMB entry support.

How to apply for Haryana Fasal Suraksha Yojana
- Check that an enrolment window is open for your crop and district. The department notifies the crop, cluster and dates before each season — the Kharif 2023 cotton window ran from 21 to 30 September 2023.
- Register your crop on Meri Fasal Mera Byora at fasal.haryana.gov.in for the current season, entering the khasra numbers and the area sown. Do this first; the enrolment form is built on this record.
- Log in to fasal.haryana.gov.in with your Parivar Pehchan Patra number and verify with the OTP sent to your registered mobile.
- Open the Fasal Suraksha Yojana enrolment option, select the notified crop and the area you want covered.
- Pay the contribution of Rs 1,500 per acre online and save the payment receipt, which is your proof of enrolment.
- Download and keep the enrolment acknowledgement, showing the crop, the area enrolled and the khasra numbers covered.
How to report a loss and claim compensation
- Report a localised loss within 72 hours of the event. Intimation inside that window is a condition of the claim for localised damage.
- Inform the Agriculture Development Officer (ADO) at your block office and the Deputy Director of Agriculture (DDA) at the district headquarters, and note the intimation reference.
- Allow the department to conduct the crop cutting experiments in your area. The measured yield in the sample plots is the operative evidence, so a farmer who prevents or delays the CCE damages their own claim.
- Wait for the cross-verification stage; at least 10% of beneficiaries are cross-verified before final payments are processed.
- Check your Aadhaar-seeded bank account for the DBT credit once the district payout is released.
Why Fasal Suraksha claims fail
- Crop not enrolled, or the contribution paid for a smaller area than the area claimed.
- Late intimation of a localised loss, beyond the 72-hour window.
- Loss caused by a peril outside the notified list.
- Meri Fasal Mera Byora entry missing or wrong, so the enrolled area cannot be matched to a khasra number.
- Bank account not Aadhaar-seeded, which stops the DBT credit even after the claim is approved.
- Cross-verification finds the declared area larger than the actual sown area.

A note on scope. Haryana Fasal Suraksha Yojana is notified crop by crop and season by season, and the crop, district cluster and dates change between notifications. The figures above: Rs 30,000 per acre compensation, Rs 1,500 per acre contribution, and the seven-district Cluster II list: reflect the notification under which the scheme has been publicly implemented. Before enrolling, read the current season's notification on agriharyana.gov.in or fasal.haryana.gov.in rather than assuming these terms carry forward unchanged.
How to check your application status
Haryana Fasal Suraksha Yojana does not issue a single tracking number the way a portal-based subsidy application does, since enrolment, crop cutting and payout are three separate stages run by the Agriculture Department rather than a single online workflow with a status field. Here is how to check where you stand at each stage.
Confirm your enrolment went through. Log in to fasal.haryana.gov.in with your Parivar Pehchan Patra number and OTP, and open your Meri Fasal Mera Byora record for the current season. Your enrolled crop, area and khasra numbers should show against Fasal Suraksha Yojana. If the enrolment does not appear here, the contribution payment did not register, and you should raise this with the block office before the enrolment window closes rather than after.
Check whether crop cutting experiments have been conducted in your area. The department schedules CCEs after the notified crop is harvested. There is no online CCE schedule for farmers to check directly, so this stage is tracked by asking the Agriculture Development Officer (ADO) at your block office whether the CCE round for your village or cluster has been completed.
Ask about the cross-verification stage. Payment does not release until at least 10% of beneficiaries in the notified cluster are cross-verified. If your area has not yet been cross-verified, no farmer in that batch will see a payout yet, so a delay at this stage is not specific to your individual application.
Watch your Aadhaar-seeded bank account. Since payment is by Direct Benefit Transfer with no separate disbursal notice sent to farmers, the credit itself is the confirmation. Checking your bank statement or passbook after the district announces that payouts for the season have started is the most direct way to know your claim was processed.
Call or visit if nothing has moved. For a status check beyond what the portal record shows, contact the toll-free helpline 1800-180-2117 or the department landline 0172-2571544, or visit the Deputy Director of Agriculture (DDA) office at your district headquarters. Have your Parivar Pehchan Patra number, the enrolled khasra numbers and the season on hand, since the department's records are organised by these rather than by an application ID.

Frequently asked questions
How much compensation does Haryana Fasal Suraksha Yojana pay?
Haryana Fasal Suraksha Yojana provides compensation of up to Rs 30,000 per acre for notified crop losses, assessed on the basis of crop cutting experiments conducted by the department. The exact payout depends on the measured yield shortfall, so a partial loss draws a proportionate amount rather than the full Rs 30,000.
What does a farmer have to pay to join?
Enrolled farmers pay a contribution of Rs 1,500 per acre at the time of registration on the Meri Fasal Mera Byora portal. This is a state scheme contribution, not a commercial insurance premium paid to an insurance company.
Which losses are covered?
The perils covered are floods, drought, inundation, hailstorm, unseasonal rain, and widespread pest or disease attack. Losses from causes outside this list — for example, fire in a stored heap or damage after harvest — are not covered under the notified perils.
Who is eligible for Haryana Fasal Suraksha Yojana?
Farmers in Haryana who grow a notified crop in a notified district, are registered on the Meri Fasal Mera Byora portal, and enrol and pay the contribution within the notified window. The scheme was notified for cotton growers in Cluster II districts — Hisar, Jind, Ambala, Gurugram, Karnal, Mahendragarh and Sonepat — for the Kharif 2023 season.
How is the loss assessed?
Loss is assessed through crop cutting experiments (CCE) conducted by the department, which measure actual yield in sample plots against the threshold yield for the unit area. At least 10% of beneficiaries are cross-verified before final payment is processed.
What should I do immediately after crop damage?
Report a localised loss within 72 hours. Intimation within that window is a condition of the claim for localised damage, and a late report is the most common reason a genuine loss goes uncompensated.
Is this the same as Pradhan Mantri Fasal Bima Yojana?
No. Haryana Fasal Suraksha Yojana is a state scheme of the Department of Agriculture and Farmers Welfare and is listed separately on the Haryana State DBT portal, while PMFBY is the national crop insurance scheme run through empanelled insurance companies. Haryana also runs a separate Mukhyamantri Bagwani Bima Yojana for horticulture crops.
Where do I get help with enrolment?
Call the Department of Agriculture and Farmers Welfare toll-free number 1800-180-2117 or 0172-2571544, or visit the Agriculture Development Officer at your block office or the Deputy Director of Agriculture at the district headquarters.
