Haryana Divyang Pension Scheme
Haryana state government scheme
Haryana Divyang Pension Scheme pays Rs 3,200 per month to persons with 60 to 100 percent disability who are 18 years or older and have lived in Haryana for at least 3 years. The Social Justice and Empowerment Department credits the pension by DBT. Apply free through Antyodaya-SARAL or a CSC.
What is the Haryana Divyang Pension Scheme?
Haryana Divyang Pension Scheme is a state-funded monthly pension run by the Directorate of Social Justice and Empowerment, Government of Haryana, for residents of the state living with a substantial disability. The scheme is often searched for as "Divyang Pension Yojana" or, in older paperwork, as the handicapped or viklang pension, but the department's current official name uses "Divyang".
According to the Directorate of Social Justice and Empowerment, the pension rate is Rs 3,200 per month with effect from 1 November 2025. The scheme has been running since 1981-82 and the rate has been raised many times over four decades, each time through a separate notification. Payment is made by Direct Benefit Transfer into the beneficiary's own bank account, so no cash is handled at any office.
What the scheme is designed to do
- Provide a predictable monthly income floor to persons whose disability limits their earning capacity.
- Reach beneficiaries directly through DBT rather than through intermediaries.
- Use the Parivar Pehchan Patra database so that eligible families can be identified without repeated document collection.
Who is eligible for the Haryana Divyang pension?
You can get the pension if all of the following are true:
- You are 18 years of age or older on the date of application.
- You are a domicile of Haryana and have been residing in the state continuously for at least 3 years at the time of application.
- You hold a disability certificate showing a disability in the 60 to 100 percent band, issued by a government medical board.
- Your own income from all sources does not exceed the minimum wages for unskilled labour as notified by the Haryana Labour Department.
The department's income definition is stricter than most readers expect. It counts not only wages but also accumulated earnings, provident fund receipts and annuities paid by banks or insurance companies. A person drawing a modest annuity can therefore cross the limit even without a salary.
You cannot apply if:
- You are under 18 years old.
- Your certified disability is below 60 percent. A 40 percent certificate, which is enough for many other disability benefits such as loans and reservation, is not eligible for this pension.
- Your personal income exceeds the notified unskilled-labour minimum wage.
- You have not completed 3 years of continuous residence in Haryana.
Disabilities recognised for the scheme include blindness, low vision, leprosy-cured, hearing impairment, locomotor disability, mental retardation and mental illness. What decides the case is the percentage recorded on the certificate, not the name of the condition.
What documents are required for the Haryana Divyang pension?
| Document | Mandatory | Notes |
|---|---|---|
| Disability certificate | Yes | Government medical board, must state 60 percent or more |
| Parivar Pehchan Patra (Family ID) | Yes | Income and disability fields must be correct and current |
| Aadhaar card | Yes | Identity plus bank seeding for DBT |
| Residence or domicile proof | Yes | Must establish 3 years of continuous residence |
| Age proof | Yes | Birth certificate, school certificate or Aadhaar |
| Bank passbook | Yes | Aadhaar-seeded account in the applicant's own name |
| UDID card | No | Useful where already issued; speeds up verification |
A practical warning: fix the Parivar Pehchan Patra first. Most rejections in Haryana pension schemes come from a PPP record that still shows an old income figure or does not carry the disability flag at all. Update it at meraparivar.haryana.gov.in before the pension application is filed.

How to apply offline
- Visit your nearest SARAL Kendra, Common Service Centre or the District Social Welfare Office with the original documents and one set of copies.
- Ask the operator to file the disability pension application on the Antyodaya-SARAL portal on your behalf; the counters run the same system.
- Give your biometric or OTP confirmation where asked, and collect the printed acknowledgement carrying the Application Reference ID.
Antyodaya-SARAL counters operate at district and tehsil level, which matters for applicants with locomotor disability who cannot travel to the district headquarters.
How much pension is paid and when?
Haryana Divyang Pension Scheme pays Rs 3,200 per month, effective 1 November 2025. The amount is uniform, the department does not publish a sliding scale by percentage above the 60 percent threshold. Payment reaches the beneficiary's Aadhaar-seeded bank account by Direct Benefit Transfer, normally as a monthly credit once sanction is issued.
The pension is not a one-time grant and does not need annual re-application. It continues as long as the beneficiary remains eligible, remains resident in Haryana, and the disability certificate on record stays valid. Where a certificate was issued for a fixed period, it must be renewed before expiry or the credit stops.
How to check your pension application status
- Open saralharyana.gov.in and enter your Application Reference ID in the Track Application Status box on the home page.
- Alternatively, sign in to your SARAL account and open Track Application Status for a full history of the case.
- For payment queries after sanction, check the bank passbook or account statement first, because a sanctioned pension that has not arrived is usually a bank-seeding failure rather than a rejection.
SMS and email alerts are sent at each stage, so keep the registered mobile number active.
Common reasons for rejection and how to fix them
- Disability below 60 percent, the single most common cause. A fresh assessment by the government medical board is the only route; the department cannot relax the threshold.
- PPP income mismatch, the Family ID shows income above the unskilled-wage limit. Correct it through the PPP grievance route before re-applying.
- Residence not established for 3 years — attach a stronger residence document such as a domicile certificate rather than a recent utility bill.
- Bank account not Aadhaar-seeded: sanction succeeds but the DBT credit fails. Get the account seeded at your bank branch.
- Expired disability certificate, a time-bound certificate must be renewed and the new one submitted.
- Already drawing another state pension. A person cannot simultaneously draw two social security pensions of the state for the same ground.
Where to complain if the pension is delayed
- Antyodaya-SARAL helpline: 0172-3968400, and the email saral.haryana@gov.in, working 7:00 AM to 8:00 PM Monday to Saturday.
- District Social Welfare Officer of your district, who is the sanctioning and verification authority for this pension.
- CM Window, Haryana's central grievance platform, for cases stuck beyond the normal processing period.
- Parivar Pehchan Patra grievance redressal at meraparivar.haryana.gov.in where the problem is a wrong income or disability entry in the Family ID.
Applying for the Haryana Divyang pension is free. No official will ask for a payment, and no agent can guarantee sanction, the case is decided on the certificate, the PPP income record and the residence proof alone.

Frequently asked questions
How much is the Haryana Divyang pension per month?
Haryana Divyang Pension Scheme pays Rs 3,200 per month with effect from 1 November 2025, according to the Directorate of Social Justice and Empowerment. The rate has been revised upward repeatedly since the scheme began in 1981-82, and the department notifies each revision separately.
What disability percentage is needed for the Haryana Divyang pension?
A certified disability of 60 percent or more is required. The department records the eligible band as 60 to 100 percent, and the certificate must be issued by a government medical board stating the exact percentage. An applicant assessed below 60 percent is not eligible.
Is there an income limit for the Haryana Divyang Pension Scheme?
Yes. The applicant's own income from all sources must not exceed the minimum wages for unskilled labour notified by the Haryana Labour Department. The department counts provident fund withdrawals and annuities from banks or insurance companies as income for this test.
Who cannot apply for the Haryana Divyang Pension Scheme?
Persons below 18 years, persons with a certified disability under 60 percent, and applicants whose personal income exceeds the notified minimum wage for unskilled labour cannot apply. Applicants who have not completed 3 years of continuous residence in Haryana are also not eligible.
How do I apply for the Haryana Divyang pension online?
Apply on the Antyodaya-SARAL portal at saralharyana.gov.in after your Parivar Pehchan Patra shows the correct disability and income details. Register with a mobile number, search for the disability pension service, upload the disability certificate and bank passbook, and note the Application Reference ID.
Which disabilities are covered by the Haryana Divyang pension?
The Social Justice and Empowerment Department lists blindness, low vision, leprosy-cured, hearing impairment, locomotor disability, mental retardation and mental illness. The certified percentage matters more than the label — the assessment must reach 60 percent.
Why has my Haryana disability pension stopped?
The usual causes are a Parivar Pehchan Patra record showing income above the limit, a bank account that is not Aadhaar-seeded, an expired time-bound disability certificate, or a failed DBT credit. Correct the PPP entry at meraparivar.haryana.gov.in and follow up with the District Social Welfare Officer.
Is there any fee to apply for the Haryana Divyang pension?
No. Application through the Antyodaya-SARAL portal is free. A Common Service Centre may charge only the small government-notified assistance fee, and no agent can charge to get a name added to the pension list.
