Indira Gandhi National Disability Pension Scheme in Haryana
Haryana state government scheme
Indira Gandhi National Disability Pension Scheme gives central assistance of Rs 300 a month to BPL persons aged 18 to 79 with 80 percent or more disability, and Rs 500 a month at 80 years and above. In Haryana the Social Justice and Empowerment Department pays a single combined Divyang pension of Rs 3,200 a month. Apply on saralharyana.gov.in.
What is the Indira Gandhi National Disability Pension Scheme?
Indira Gandhi National Disability Pension Scheme (IGNDPS) is a centrally funded pension run by the Ministry of Rural Development as one of the five sub-schemes of the National Social Assistance Programme (NSAP). IGNDPS was introduced in 2009 to give a monthly pension to persons with severe or multiple disability living in households below the poverty line.
Central assistance under IGNDPS is Rs 300 per month for beneficiaries aged 18 to 79 years and Rs 500 per month from 80 years of age. Those figures are the Government of India's share alone. NSAP guidelines expect states and union territories to add a top-up from their own budgets, and the amount a beneficiary actually receives therefore varies widely across India.
In Haryana the top-up is unusually large. The Directorate of Social Justice and Empowerment runs the Haryana Divyang Pension Scheme, which pays Rs 3,200 per month with effect from 1 November 2025 to persons with a certified disability of 60 to 100 percent. Beneficiaries in the state do not receive two separate credits. The central IGNDPS share is absorbed into that single monthly Divyang pension credit, which is why almost no one in Haryana encounters IGNDPS by name.
What this means for an applicant in Haryana
- There is no separate IGNDPS application in Haryana. The application to file is for the Haryana Divyang Pension Scheme.
- The state pension is what appears in the bank account: Rs 3,200 a month, not Rs 300 or Rs 500.
- Haryana's own eligibility is wider than the central norm on disability percentage and narrower on some other tests, as set out below.
Who is eligible for the disability pension in Haryana?
Two sets of rules matter, the central IGNDPS norms, which decide whether the Government of India shares the cost, and the Haryana Divyang Pension rules, which decide whether you get paid at all.
Central IGNDPS norms under NSAP
- Age 18 years or above, with no upper limit.
- Severe or multiple disability of 80 percent or more, covering the categories recognised under the Rights of Persons with Disabilities Act, 2016.
- The household must be below the poverty line as identified by the state.
Haryana Divyang Pension Scheme rules, the ones you actually apply under
- You are 18 years of age or older on the date of application.
- You are a domicile of Haryana and have been residing in the state continuously for at least 3 years.
- Your disability certificate, issued by a government medical board, shows a disability in the 60 to 100 percent band.
- Your own income from all sources does not exceed the minimum wage for unskilled labour notified by the Haryana Labour Department.
The practical effect is that Haryana pays a person certified at 60 to 79 percent disability, who would not qualify under the central 80 percent norm at all. Those cases are borne by the state exchequer.
You are not eligible and cannot apply if:
- You are under 18 years of age. A disabled child under 18 in Haryana should instead apply for Financial Assistance to Non-School Going Disabled Children, which pays Rs 2,600 a month.
- Your certified disability is below 60 percent. A 40 percent certificate, enough for reservation and concessional loans, is not eligible for this pension.
- Your personal income exceeds the notified unskilled-labour minimum wage. Haryana's income definition counts provident fund receipts and annuities from banks or insurance companies, not just wages.
- You have not completed 3 years of continuous residence in Haryana.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Disability certificate | Yes | Government medical board; 60 percent or more for the state pension, 80 percent or more for the central share |
| Parivar Pehchan Patra (Family ID) | Yes | Income and disability fields must be verified and current |
| Aadhaar card | Yes | Identity plus bank seeding for DBT |
| Age proof | Yes | 18 or above; the central rate changes at 80 |
| Residence or domicile proof | Yes | 3 years of continuous residence in Haryana |
| BPL ration card or income proof | No | BPL is the central IGNDPS test; Haryana uses its own minimum-wage income test |
| Bank passbook | Yes | Aadhaar-seeded account in the applicant's own name |
| UDID card | No | Speeds up verification where already issued |
Fix the Parivar Pehchan Patra first. Most rejections in Haryana pension cases come from a PPP record that carries an old income figure or does not carry the disability flag at all. Update it at meraparivar.haryana.gov.in and wait for the verification to complete before filing the pension application.
How to apply for the disability pension in Haryana
- Update the Parivar Pehchan Patra at meraparivar.haryana.gov.in so that the disability status and annual income of the applicant are recorded correctly and shown as verified.
- Obtain or renew the disability certificate from the government medical board of your district, ensuring the percentage is written on it.
- Open the Antyodaya-SARAL portal at saralharyana.gov.in and register with your mobile number and email address, or sign in to an existing account.
- Select Apply for Services and search for the Social Justice and Empowerment Department's disability pension service. This single service covers the state pension and the central IGNDPS share — do not look for a separate IGNDPS form.
- Enter the Family ID, Aadhaar number, disability certificate number and percentage, residence details and bank account particulars.
- Upload the scanned certificate, age proof, residence proof and bank passbook page within the file size limits shown, then submit.
- Save the Application Reference ID displayed on screen and sent by SMS.
- Wait for verification by the District Social Welfare Officer, who checks the certificate and the PPP income record before sanction.
How to apply offline
- Visit the nearest SARAL Kendra, Common Service Centre or the District Social Welfare Office with the originals and one photocopy set.
- Ask the operator to file the disability pension application on the Antyodaya-SARAL portal on your behalf; the counters run the same system.
- Give the OTP or biometric confirmation where required, and collect the printed acknowledgement carrying the Application Reference ID.
Counters operate at both district and tehsil level, which matters for applicants with locomotor disability who cannot travel to the district headquarters.
How much is paid and when?
Haryana credits Rs 3,200 per month, effective 1 November 2025, into the beneficiary's Aadhaar-seeded bank account by Direct Benefit Transfer. The state does not publish a sliding scale above the 60 percent threshold, so a person certified at 65 percent and one certified at 95 percent draw the same amount.
The pension is not a one-time grant and needs no annual re-application. It continues as long as the beneficiary remains eligible, remains resident in Haryana, and the disability certificate on record stays valid. Where the medical board issued a certificate for a fixed period, renew it before expiry or the monthly credit stops even though the disability has not changed.
The Rs 300 or Rs 500 central IGNDPS share is settled between the Ministry of Rural Development and the state government. It is not paid separately to the beneficiary, and no beneficiary needs to track it.
How to check application and payment status
- Open saralharyana.gov.in and enter your Application Reference ID in the Track Application Status box on the home page.
- Or sign in to the SARAL account used for the application and open Track Application Status for the full case history.
- After sanction, check the bank passbook or account statement first if the monthly credit does not arrive. A sanctioned pension that has not reached the account is usually a bank-seeding failure rather than a rejection.
Why applications get rejected, and how to fix them
- Disability certified below 60 percent. The single most common reason. A re-assessment by the medical board is the only route.
- PPP income or disability field not updated; correct it at meraparivar.haryana.gov.in, then reapply.
- Residence of 3 years not established in Haryana.
- Income above the notified minimum wage for unskilled labour, often because an annuity or provident fund receipt was counted.
- Expired disability certificate, which stops an already-sanctioned pension.
- Bank account not Aadhaar-seeded, so DBT fails after sanction.
- Name mismatch between the Aadhaar, the disability certificate and the bank record.
Grievance and contact route
- District Social Welfare Officer of your district is the first authority for verification disputes and sanction delays.
- Antyodaya-SARAL helpline: 0172-3968400, for portal and tracking problems.
- Directorate of Social Justice and Empowerment, Haryana, at socialjusticehry.gov.in, for scheme policy and rate notifications.
- Parivar Pehchan Patra grievances are raised separately at meraparivar.haryana.gov.in and must be settled before the pension case moves.
Applying is free. No agent can charge a fee for adding your name to the beneficiary list, and no government official will ask for your OTP or bank password.

Frequently asked questions
How much is the Indira Gandhi National Disability Pension?
Central assistance under IGNDPS is Rs 300 per month for beneficiaries aged 18 to 79 years and Rs 500 per month from 80 years of age. States add their own share on top, and in Haryana the disability pension actually credited is Rs 3,200 a month with effect from 1 November 2025.
Is there a separate IGNDPS application form in Haryana?
No. Haryana does not run a separate citizen application for IGNDPS. Apply for the Haryana Divyang Pension Scheme on the Antyodaya-SARAL portal at saralharyana.gov.in, and the state routes the central share into the same sanction where the beneficiary meets the NSAP norms.
What disability percentage does IGNDPS require?
IGNDPS requires severe or multiple disability of 80 percent or more under the National Social Assistance Programme norms. Haryana's own Divyang pension has a wider threshold of 60 percent, so a person certified at 60 to 79 percent still receives the state pension though not the central share.
Who cannot apply for the disability pension in Haryana?
Persons under 18 years, persons whose certified disability is below 60 percent, applicants whose income exceeds the notified minimum wage for unskilled labour, and those who have not completed 3 years of continuous residence in Haryana are not eligible for the state disability pension.
Does IGNDPS require a BPL ration card?
Yes at the central level — IGNDPS is restricted to households below the poverty line under the NSAP guidelines. Haryana's own Divyang pension does not use a BPL card and instead applies an income test against the minimum wage for unskilled labour notified by the Labour Department.
What is the age limit for IGNDPS?
IGNDPS covers persons from 18 years of age with no upper limit, and the central rate steps up from Rs 300 to Rs 500 a month at 80 years. Haryana pays the same Rs 3,200 disability pension at every age above 18.
Which ministry runs IGNDPS?
The Ministry of Rural Development runs IGNDPS as one of five sub-schemes of the National Social Assistance Programme. In Haryana the delivery department is the Directorate of Social Justice and Empowerment, which pays the beneficiary directly.
How do I check whether my disability pension has been credited?
Track the case with the Application Reference ID at saralharyana.gov.in, then check the bank passbook or statement. A sanctioned pension that has not arrived is almost always a bank-seeding problem rather than a rejection.
