What is the HSCST Fellowship Programme?

The HSCST Fellowship Programme is a doctoral research fellowship run by the Haryana State Council for Science, Innovation and Technology (HSCST), the state's apex science and technology body under the Department of Science and Technology, Government of Haryana. The council is based at Bays 35-38, Sector 2, Panchkula.

The programme funds full-time Ph.D. research in the sciences at recognised institutions and universities located in Haryana. Its purpose is to keep strong science postgraduates in the state's own research system rather than losing them to institutions elsewhere, and to build a research base in Haryana's universities across Earth Sciences, Mathematics, Chemistry, Physics and the Life Sciences.

The fellowship is listed under the Department of Science and Technology on the Haryana State DBT portal, and applications are routed through the state's centralised scholarship portal, Har-Chhatravratti, at harchhatravratti.highereduhry.ac.in.

How much does the HSCST Fellowship pay?

HSCST publishes two stipend tracks, depending on which qualification the candidate holds in the Joint CSIR-UGC National Eligibility Test:

Track Junior Research Fellow Senior Research Fellow
JRF-NET (CSIR/UGC) qualified Rs 31,000 per month Rs 35,000 per month
LS-NET qualified (eligibility for lectureship) Rs 18,000 per month Rs 21,000 per month

In addition, an annual contingency grant of Rs 20,000 is provided per fellow to the host university or institution. The contingency grant is meant for research consumables, field work, and related expenditure. It is routed through the institution rather than paid into the fellow's own account.

The move from Junior Research Fellow to Senior Research Fellow is the standard upgrade after the fellow completes the initial period of the fellowship and the institution certifies satisfactory progress, on the pattern used across Indian research fellowships.

Who is eligible for the HSCST Fellowship?

You can apply if:

  • You hold an M.Sc. or equivalent postgraduate degree with a minimum of 55% marks.
  • You have qualified the Joint CSIR-UGC NET, either for Junior Research Fellowship (JRF-NET) or for eligibility for lectureship (LS-NET). Which of the two you hold decides your stipend slab.
  • You are within the age limit of 28 years, relaxed by five years for Scheduled Caste, Scheduled Tribe, Other Backward Class, women and physically handicapped applicants.
  • You are pursuing, or about to join, full-time Ph.D. research at a recognised institution or university in Haryana.
  • You are not receiving fellowship assistance from any other source.

Who cannot apply / who is not eligible:

  • Candidates below 55% marks in the qualifying postgraduate degree.
  • Candidates who have not qualified CSIR-UGC NET in either form. A postgraduate degree on its own is not sufficient.
  • Candidates over the age limit who do not fall into a relaxation category.
  • Part-time Ph.D. scholars, and candidates registered at institutions outside Haryana.
  • Anyone already drawing a fellowship, from CSIR, UGC, DST, ICMR, an institutional fellowship, or any other source. Double-drawing is barred and the undertaking on the form is explicit.
  • Anyone applying by post or email. The council states that only online applications will be entertained.

What documents are required for the HSCST Fellowship?

Document Mandatory Notes
M.Sc./equivalent degree and mark sheets Yes Must show 55% or above
CSIR-UGC NET result card Yes JRF-NET or LS-NET; decides your stipend slab
Proof of date of birth Yes Matriculation certificate is the usual proof
Category or disability certificate For relaxation claims For SC/ST/OBC/PwD age relaxation
Ph.D. registration/admission proof Yes At a recognised Haryana institution
Supervisor and head-of-institution certificate Yes Confirms full-time enrolment
No-other-fellowship undertaking Yes Signed by the applicant and countersigned
Aadhaar and bank account details Yes For verification and stipend release

Scan every document as a clear PDF or image within the size limits the portal specifies. Applications are commonly rejected for an unreadable NET result card or a mark sheet that shows grade points without the equivalent percentage; if your university issues CGPA, upload the official conversion certificate too.

How to apply for the HSCST Fellowship

  1. Check the Notices section on harchhatravratti.highereduhry.ac.in for the current HSCST Fellowship advertisement and its closing date. The portal listed 3 September 2026 as the last date for the current round.
  2. Complete One-Time Registration (OTR) on the National Scholarship Portal if the current notice requires it, and note the OTR number.
  3. Register on the Har-Chhatravratti portal using your Parivar Pehchan Patra (PPP) ID and mobile number, and verify with the OTP generated.
  4. Sign in, select the HSCST Fellowship Programme from the list of schemes, and open the application form.
  5. Fill in your academic details: postgraduate degree, percentage, CSIR-UGC NET qualification and roll number, proposed research area, and the Haryana institution where you are or will be registered.
  6. Upload the documents, including the supervisor's certificate and the undertaking that you draw no other fellowship.
  7. Submit before the closing date and download the filled application and acknowledgement. Some rounds also require a hard copy to be routed through the head of the institution — read the current advertisement carefully on this point.

Only online applications are entertained. There is no walk-in or postal route to the council office.

How to check your HSCST Fellowship application status

  1. Log in to harchhatravratti.highereduhry.ac.in with your registered credentials.
  2. Open the application status or track application section and select the HSCST Fellowship.
  3. The status shows the stage, submitted, verified by the institution, under scrutiny at HSCST, selected, or rejected.
  4. Selection results and merit lists are also published as notices on the portal, so check the Notices page during the result period.

Why HSCST Fellowship applications get rejected

  • NET qualification not in an accepted form, for example, a state eligibility test instead of the Joint CSIR-UGC NET.
  • Postgraduate percentage below 55%, or a CGPA uploaded without a conversion certificate.
  • Over age without a valid relaxation certificate.
  • Ph.D. institution outside Haryana, or a part-time registration.
  • Another fellowship already being drawn, discovered at verification.
  • Institutional certificate missing or not signed by the head of the institution.
  • Application submitted after the closing date, since the portal locks.

Key dates to watch

HSCST advertises the fellowship in cycles rather than on a fixed annual calendar. One round closed on 29 May 2026, and the Haryana scholarship portal subsequently listed 3 September 2026 as the last date for the current round. Because the dates move, the Notices page on harchhatravratti.highereduhry.ac.in is the only reliable source: treat any date circulated on social media as unverified until you see it in a council notice.
