What is the Haryana Labour Welfare Board scholarship for children pursuing courses?

Financial Assistance for children of workers pursuing courses is the scholarship scheme of the Haryana Labour Welfare Board (HLWB) under the Labour Department, Government of Haryana. It is listed on the department portal in Hindi as Anshdata Shramikon Ke Bachchon Ke Liye Chhatravritti Yojana. The Board pays an annual scholarship so that children of workers employed in industrial and commercial establishments of Haryana can continue studying, from Class 9 all the way to postgraduate, engineering and medical degrees.

The Haryana Labour Welfare Board was constituted under the Punjab Labour Welfare Fund Act, 1965, and pays for its schemes from the Labour Welfare Fund: employee and employer contributions collected through registered establishments, unpaid accumulations transferred by employers, penalties, donations and interest on the Board's deposits. This is why only children of contributing workers can claim.

The scheme covers two sons and three dependent daughters of a contributing worker.

How much scholarship is paid for each course?

Stage of study Annual scholarship
Class 9 to Class 10 Rs 10,000
Each year of an ITI diploma course Rs 10,000
Class 11 to Class 12 Rs 12,000
Each year of any graduation degree Rs 15,000
Each year of polytechnic diploma, CA, D.Pharmacy, ANM, GNM and other undergraduate diploma courses Rs 15,000
Each year of any engineering degree and B.Pharmacy Rs 20,000
Each year of any postgraduate degree or diploma, and B.Sc Nursing Rs 20,000
Each year of a medical degree; MBBS, BDS, BAMS and similar Rs 21,000

The amounts are per year of the course, not one-time. A student in a four-year engineering degree can therefore draw Rs 20,000 in each of the four years, provided the worker parent remains a contributing member and the student clears each year without a re-appear.

Who is eligible for this scholarship?

A contributing worker can claim for a child if all of these hold:

  • The worker is employed in an industrial or commercial establishment in Haryana covered by the Punjab Labour Welfare Fund Act, 1965, and Labour Welfare Fund contribution is being deposited.
  • The worker has completed a service period of 1 year.
  • The worker's monthly salary does not exceed Rs 27,000.
  • The student is a son or dependent daughter of the worker, within the limit of two sons and three daughters.
  • The student is continuing a course listed in the rate table above.
  • The application is filed on or before 31 December.

Two conditions work in the applicant's favour and are worth knowing. First, a student who is already receiving a scholarship from another institution can still take this benefit β€” the Board does not treat other scholarships as disqualifying. Second, a child who left studies for some reason and later resumed them is expressly allowed to claim.

You are not eligible, and cannot apply, if:

  • The dependent child is self-employed or in a job. The scheme conditions state that such children are not covered.
  • The student has a re-appear or compartment in the examination. The conditions bar a student in that position from taking the benefit.
  • The worker is not a contributing member of the Haryana Labour Welfare Board, or the employer has not deposited contribution.
  • The worker is a registered construction worker with the HBOCW Board, which runs separate education benefits.
  • The worker's monthly salary exceeds Rs 27,000, or service is under one year.
  • The application is filed after 31 December.

There is also a hard consequence for misrepresentation. If a student obtains the scholarship by submitting a false certificate, the Board will never grant that student a scholarship again and will recover the amount already paid.

How to apply for the Labour Welfare Board scholarship

  1. Confirm that your establishment is registered on hrylabour.gov.in, your Aadhaar and mobile number are in its employee database, and Labour Welfare Fund contribution has been deposited for you. The Board treats this as the precondition for every worker claim.
  2. Collect the education certificate from the school, college or institute confirming the exact course and the year the student is currently studying in, the scholarship rate depends on it.
  3. Open hrylabour.gov.in and use the Welfare Board Beneficiary login at hrylabour.gov.in/login/welfare, or the registration link if you have no credentials.
  4. Enter your Aadhaar number, receive the OTP on your registered mobile number, and create your username and password.
  5. Complete the beneficiary profile with personal details, family members and their Aadhaar numbers, and nominee details. The student must appear in the family list.
  6. Submit the profile for verification by the Haryana Labour Welfare Board. The list of schemes you qualify for appears in the dashboard only after verification.
  7. Select the scholarship scheme for workers' children, choose the student, pick the course and year, upload all documents, and submit before 31 December.
  8. Save the application number and track the claim from the dashboard; updates are sent to your registered mobile and email.

How to check status and fix objections

Log in at hrylabour.gov.in/login/welfare and open the claim list in your dashboard. Each application shows whether it is pending with the employer, pending verification, under objection, sanctioned or paid. Where an objection is raised, the Board states the reason and allows a corrected document to be uploaded against the same application number.

Why scholarship claims get rejected

  • Employer has not deposited Labour Welfare Fund contribution for the period claimed.
  • Re-appear or compartment in the qualifying examination.
  • Student is employed or self-employed, which takes the child out of the dependent category.
  • Salary slip above Rs 27,000 a month, or service under one year.
  • Education certificate does not state the course and year clearly, so the rate cannot be fixed.
  • Application filed after 31 December.
  • Claim beyond the family limit of two sons and three daughters.
  • Aadhaar and bank name mismatch, which blocks payment even after sanction.
