What is the Hi-Tech and Mini Dairy Units Scheme in Haryana?

Scheme for Establishment of Hi-Tech and Mini Dairy Units is the Department of Animal Husbandry and Dairying, Haryana's main self-employment scheme for dairying. The scheme helps an unemployed Haryana resident buy milch animals and set up a commercial dairy unit, with the state paying part of the cost of the animals as a subsidy and, for the largest unit size, subsidising the interest on the bank loan.

Haryana has a specific reason for running this scheme. The state has one of the highest per-capita milk availabilities in India and a livestock economy built on Murrah buffalo and Hariana cattle, but most of that milk comes from households keeping one or two animals as a side activity. The Hi-Tech and Mini Dairy Units Scheme is the department's attempt to move families from two-animal subsistence dairying to units of 3, 5, 10 or 50 animals that can support a household on their own.

The scheme is listed on the State DBT Portal, dbtharyana.gov.in, under the Department of Animal Husbandry and Dairying as "Scheme for establishment of Hi-tech and Mini Dairy units", and the department publishes fresh scheme guidelines each financial year on pashudhanharyana.gov.in.

How many animals can a unit have, and what is the subsidy?

Haryana runs the scheme in distinct unit sizes, and the support changes with the size. According to the scheme details published by district animal husbandry offices in Haryana:

Unit Size Support
Hi-Tech Dairy Unit 50 milch animals Interest subvention for 5 years on 75 per cent of the unit cost; the applicant puts in 25 per cent as margin money
Mini Dairy Unit 3, 5 or 10 milch animals 25 per cent subsidy on the cost of the milch animals
Indigenous Cattle Dairy Unit Mini dairy unit built on desi cows 50 per cent subsidy
SCSP Mini Dairy Unit 3 milch animals, Scheduled Caste families 50 per cent subsidy, on a loan of up to Rs 1 lakh

Two design points matter to anyone reading the table.

First, the hi-tech unit is not a cash subsidy scheme. A 50-animal unit is a capital-heavy business, and the state's support takes the form of interest subvention over five years on three-quarters of the project cost. The applicant still has to arrange the loan and bring 25 per cent of the unit cost as margin.

Second, the indigenous cattle rate is double the ordinary rate. Haryana, like the Government of India under the Rashtriya Gokul Mission, wants to arrest the decline of desi breeds. Building a mini dairy around Hariana, Sahiwal, Belahi, Red Sindhi, Tharparkar or Gir cows attracts 50 per cent instead of 25 per cent.

The eligible animals across unit types are indigenous cows, crossbred cows and buffaloes. Haryana's Murrah buffalo is the animal most commonly financed in the state's mini dairy units.

Who is eligible for a hi-tech or mini dairy unit in Haryana?

A person qualifies if:

  • The applicant is a resident of Haryana.
  • The applicant is unemployed and intends to take up dairying as an occupation. District animal husbandry offices list the age band as 18 to 55 years for both hi-tech and mini dairy units; some listings of the scheme show an upper limit of 60, so confirm the current year's guideline with the area Veterinary Surgeon before applying.
  • The applicant can arrange the bank loan and the margin money for the unit size applied for.
  • The applicant has space, shed and fodder arrangements for the number of animals proposed.
  • For the SCSP unit, the applicant belongs to a Scheduled Caste family and holds a valid caste certificate.

A person cannot apply if:

  • The applicant is not a resident of Haryana.
  • The applicant is outside the age band notified for the year.
  • The applicant is already in salaried government employment, since the scheme is framed as a self-employment programme for the unemployed.
  • The applicant has already taken the subsidy for a dairy unit of the same category and the mandatory gap between benefits has not passed.
  • The claim is for animals already owned rather than animals newly purchased to establish the unit. The subsidy is a capital subsidy on establishment of a new unit.
  • The proposed unit is outside Haryana, even if the applicant is a Haryana resident.

How to apply for a hi-tech or mini dairy unit in Haryana

  1. Visit the government veterinary hospital or dispensary that covers your village or ward and meet the area Veterinary Surgeon, who is the application authority named by the animal husbandry department for both hi-tech and mini dairy units.
  2. Decide the unit size to 3, 5 or 10 animals for a mini dairy unit, 3 animals for the Scheduled Caste sub-plan unit, or 50 animals for a hi-tech unit, and ask the Veterinary Surgeon for the current financial year's scheme guideline and the prescribed application form.
  3. Fill the application form with your Aadhaar number, Family ID, bank details and the proposed unit composition, and attach the age proof, residence proof, PAN card, caste certificate where applicable and the recommendation of the local authority.
  4. Submit the form to the Veterinary Surgeon, who verifies your particulars and forwards the case to the Deputy Director of Animal Husbandry for the district.
  5. Approach the bank with the departmental sanction and complete the loan formalities. The unit is financed by a bank loan, with the state's help coming as capital subsidy or as interest subvention depending on unit size.
  6. Purchase the milch animals in the presence of, or with the concurrence of, the departmental officer, keeping every purchase receipt and the ear-tag numbers of the animals bought.
  7. Get the unit physically verified. Departmental staff inspect the shed and count and identify the animals before the subsidy is released.
  8. Check the bank account for the subsidy credit, which is released after verification through Direct Benefit Transfer.

How to check the status of a dairy unit application

  1. Ask the area Veterinary Surgeon for the diary or file number under which your application was forwarded and the date it went to the district office.
  2. Follow up at the office of the Deputy Director, Animal Husbandry and Dairying in your district, which sanctions unit cases and maintains the district's target allocation.
  3. Check the State DBT Portal at dbtharyana.gov.in for the department's scheme listing and its DBT cell contacts, since the subsidy is routed as a direct benefit transfer.
  4. Check the bank account and passbook after the physical verification of the unit, since the subsidy credit follows verification.

Why dairy unit applications get rejected

  • Target for the year exhausted. Each district gets a fixed physical target for hi-tech, mini and SCSP units, and applications beyond the target are held over to the next year.
  • No bank loan sanctioned. The unit is loan-financed; where the bank declines the loan, the departmental sanction cannot be operationalised.
  • Age outside the notified band on the date of application.
  • Animals not purchased, or fewer animals than declared found at physical verification.
  • Caste certificate missing or invalid in a case claimed under the Scheduled Caste sub-plan at the 50 per cent rate.
  • Bank account not Aadhaar-seeded, which causes the DBT credit to fail.
  • Duplicate benefit — the same family already assisted for a dairy unit of the same category within the prescribed period.

Where to get help

  • Area Veterinary Surgeon at the government veterinary hospital or dispensary. The first and most important contact, since applications originate there.
  • Deputy Director, Animal Husbandry and Dairying at the district headquarters, for sanction, target and payment queries.
  • Director General, Animal Husbandry and Dairying, Haryana in Panchkula, for escalation.
  • pashudhanharyana.gov.in, the department portal, which publishes the scheme document for each financial year, including the separate "Scheme for establishment of Hi-Tech Dairy Units" guideline issued for 2025-26.
  • dbtharyana.gov.in, the State DBT Portal, which lists the scheme and the department's DBT cell.
  • CM Window, Haryana's grievance portal, if an application is neither sanctioned nor rejected within a reasonable time.

Application under this scheme is free. No agent or middleman can charge a fee to "get a dairy unit sanctioned", and the subsidy reaches the beneficiary only through the banking channel after departmental verification of the animals actually purchased.

Frequently asked questions

How much subsidy does Haryana give for a mini dairy unit?

Haryana gives a 25 per cent subsidy on the cost of milch animals for a mini dairy unit of 3, 5 or 10 animals, and 50 per cent for an indigenous cattle dairy unit, according to the district animal husbandry offices that publish the scheme details. Scheduled Caste beneficiaries under the special component sub-plan get a 50 per cent subsidy on a three-animal unit.

What is the difference between a hi-tech dairy unit and a mini dairy unit?

A hi-tech dairy unit under this Haryana scheme is a 50 milch animal commercial unit supported through a five-year interest subvention on 75 per cent of the unit cost, while a mini dairy unit is a 3, 5 or 10 animal unit supported by a direct capital subsidy on the cost of the animals.

Who can apply for the Hi-Tech and Mini Dairy Units Scheme?

An unemployed resident of Haryana in the scheme's working-age band can apply, with district animal husbandry offices listing the range as 18 to 55 years for both hi-tech and mini dairy units. The applicant must be willing to rear the animals personally and to arrange the margin money and bank loan.

Where does a person apply for a dairy unit under this scheme?

Applications are submitted through the area Veterinary Surgeon at the government veterinary hospital or dispensary covering the applicant's village or ward, who forwards the case to the Deputy Director of Animal Husbandry for the district.

Which animals can be bought under the scheme?

Indigenous cow breeds such as Hariana, Sahiwal, Belahi, Red Sindhi, Tharparkar and Gir, crossbred cows and buffaloes are the milch animals covered, and the higher 50 per cent rate applies where the unit is built around indigenous cattle.

Is the subsidy paid before or after the animals are bought?

The subsidy is a back-ended capital subsidy released after the unit is actually established and physically verified by the animal husbandry department, not as an advance before purchase.

Does an applicant need a bank loan?

A bank loan is the normal route because the scheme is designed around a loan-plus-subsidy structure, with the hi-tech unit specifically supported by interest subvention on 75 per cent of the unit cost and the applicant contributing 25 per cent as margin money.

Is this the same as the milk producer incentive scheme?

No. Mukhya Mantri Dugdh Utpadhak Protsahan Yojana is run by the Department of Cooperation and pays an incentive per litre of milk poured into cooperative societies, while the Hi-Tech and Mini Dairy Units Scheme is run by the Department of Animal Husbandry and Dairying and subsidises the purchase of milch animals.
