What is the Haryana Provision of Sports Equipment Scheme?

Haryana Provision of Sports Equipment Scheme is a state scheme of the Sports Department, Government of Haryana, that supplies sports equipment free of cost to Gram Panchayats and Municipal Bodies so that youngsters in villages and towns have something to play with. The current version was notified by the Governor of Haryana on 20 January 2026 through notification No. 12/22/2023/3S, published in the Haryana Government Gazette (Extraordinary) of the same date and signed by Vijay Singh Dahiya, Principal Secretary to Government Haryana, Sports Department.

The scheme is a continuation of earlier notifications dated 13 September 2023 and 28 June 2024. Its stated purpose is the grant of sports equipment to Gram Panchayats and Municipal bodies, which the notification says "would also lead to encouragement of youngsters in the State towards sports".

According to the Economic Survey of Haryana 2025-26, sanctions of Rs 3.87 crore were issued to various districts during the financial year 2025-26 for purchase of sports equipment under the Sports Equipment Provision Scheme.

Key features

  • Benefit is given in kind; actual balls, nets, mats and kits, never cash.
  • The applicant is a local body, not a player, club or school.
  • A maximum of 2 sports can be requested in one application.
  • Procurement is done centrally by the Director Sports.
  • The 2025-26 scheme is valid till 31 March 2026.

Who is eligible for the Haryana sports equipment scheme?

A body can receive equipment if:

  • It is a Municipal Body or a Gram Panchayat in Haryana.
  • A proper Field of Play (FoP) for the requested sport is available in its town or village.
  • Proper space for storing the equipment is available with the applicant.
  • An undertaking stating both of the above is submitted with the application.
  • The body has not received any sports items during the last two financial years.

Who is not eligible:

  • Individual sportspersons cannot apply. There is no personal-benefit route in this notification.
  • Private clubs, academies, schools, colleges and NGOs are not listed as eligible applicants.
  • A Gram Panchayat or Municipal Body that received sports items in either of the last two financial years is not eligible for a fresh grant.
  • A body that has no Field of Play for the sport it wants, or no storage space, cannot apply, because the undertaking cannot honestly be given.

For wrestling and judo the notification adds a specific restriction: equipment shall be provided for either of the two sports, not both, because the mat specification is identical.

Which sports equipment is provided?

Sport Equipment allowed
Volleyball Up to 6 balls and a net, if poles are installed
Football Up to 6 balls and a net, if poles are installed
Basketball Up to 6 balls, if poles are installed
Handball Up to 6 balls and a net, if poles are installed
Boxing Up to 6 punching bags and 12 pairs of gloves
Wrestling Mats 1 m x 2 m, 5 cm thick to 18 pieces, with cover
Judo Mats 1 m x 2 m, 5 cm thick to 18 pieces, with cover
Cricket One kit: 2 bats, 2 sets of wickets with stumps, 6 balls, 2 pairs of batting pads and gloves, 1 pair of wicket-keeping pads and gloves
Yoga Mats 210 cm x 90 cm, 8-10 mm thick
Weightlifting Plates including one pair each of 10 kg, 15 kg and 20 kg

The notification is explicit that only the sports equipment mentioned in the scheme shall be given. A request for shoes, uniforms, poles or ground construction has no basis in this scheme.

How to apply for the Haryana sports equipment scheme

  1. Confirm eligibility first. Check that a Field of Play or hall and poles exist for the sport you want, that a lockable storage space is available, and that your Gram Panchayat or Municipal Body has not received sports items in the last two financial years.
  2. Fill the prescribed application form. The form asks for the name and designation of the applicant, the name of the Municipal Body or Gram Panchayat, the district, the sports ticked (maximum 2), whether the Field of Play, hall, poles and storage are available for each, the tentative number of players, and the date on which items were last issued.
  3. Take fresh photographs of the ground and of the storage facility, writing the date and location on the photograph, and enclose them.
  4. Sign the declaration certifying that a proper Field of Play is available and that no sports items were received during the specified period.
  5. Submit the file to the office of the District Sports Officer of your district on any working day. In a Gram Panchayat the Sarpanch signs and submits; if the Sarpanch's post is vacant, the Gram Sachiv may submit. In a Municipal Body the concerned ward member or councillor submits.
  6. Collect the receipt. The notification requires that a proper receipt be given to the applicant and that the application be entered in chronological order in a register maintained for the purpose.
  7. Optionally attach an MLA or MP recommendation. Members of the Legislative Assembly and Members of Parliament are eligible to recommend applications, and the recommendation must be handed over in original to the District Sports Officer.

There is no online application form for this scheme. It is an offline, file-based process handled entirely at the district level.

How is the application decided?

A district-level committee scrutinises applications and allocates the equipment within 10 calendar days of submission. The notification names the officers from whom the committee is drawn: the District Sports Officer of the district, the senior-most coach in the district, the Deputy Superintendent or the next senior-most official where no Deputy Superintendent is posted, and the senior-most coach of the concerned game.

After equipment is issued it must be entered in the proceeding register of the concerned Municipal Body or Gram Panchayat, and the District Sports Officer maintains an Issue Register recording every allocation in chronological order of issuance.

How to check the status of your application

  1. Note the receipt number and date given to you when the application was filed — this is the only reference the district office works with.
  2. Visit or telephone the District Sports Officer's office and ask the clerk to check the application register against your receipt.
  3. If the 10-day scrutiny window has passed with no decision, put a written reminder on record at the same office and keep the diary number.
  4. For general help on Haryana government schemes and services, call the SARAL Kendra helpline 1800-2000-023, open 7 am to 9 pm Monday to Saturday, or the Antyodaya SARAL helpline 0172-3968400.

Why applications get rejected

  • No Field of Play for the sport requested, or poles not installed where the equipment table requires them.
  • No storage space, or an undertaking that the committee finds inaccurate on inspection.
  • Photographs missing the date and location, or photographs that are clearly not recent.
  • Equipment already received in one of the last two financial years, the most common ground for refusal, and the reason column 9 of the form exists.
  • More than two sports ticked on the form.
  • Wrong signatory, for example a Panchayat member other than the Sarpanch or Gram Sachiv, or a Municipal Body application not routed through the ward member or councillor.
  • A request for wrestling and judo together, which the notification does not permit.

Most of these are fixable. A rejected body can correct the file and apply again on any working day within the validity of the scheme.

Obligations after the equipment arrives

The concerned Gram Panchayat or Municipal Body is responsible for regular upkeep, safe storage and routine maintenance of the equipment supplied. It must also send a status report every six months to the District Sports Officer covering the condition, utilisation and storage of the items. Failure to maintain the equipment or to report weakens any future claim, since the district committee sees the issue register when the next application arrives.

Where to complain

  • District Sports Officer, the first authority for anything to do with this scheme.
  • Directorate of Sports, Haryana, through haryanasports.gov.in, the department publishes the scheme notifications, contact directory and help pages there.
  • Antyodaya SARAL helpline: 1800-2000-023 (7 am to 9 pm, Monday to Saturday) or 0172-3968400, and email saral.haryana@gov.in.

No fee is payable for an application under this scheme, and no one can charge a Panchayat for "getting equipment sanctioned". Equipment is bought centrally by the Director Sports and delivered through the district office.

Frequently asked questions

Can an individual player apply for the Haryana Provision of Sports Equipment Scheme?

No. The scheme notification limits eligibility to Municipal Bodies and Gram Panchayats, which apply through the ward member or councillor and the Sarpanch respectively. An individual sportsperson cannot get personal equipment under this scheme and should instead look at the Sports Nursery scholarship and the residential sports academies run by the department.

How many sports can one Gram Panchayat ask for?

A maximum of 2 sports per application. The form asks the applicant to tick up to two of nine listed sports — volleyball, football, basketball, handball, boxing, wrestling/judo, cricket, yoga and weightlifting.

How long does the Haryana sports equipment application take?

10 calendar days. The notification fixes that timeline for scrutiny by the district-level committee and allocation of the sports equipment to the applicant body.

Which sports equipment is given under the scheme?

Up to 6 balls and a net for volleyball, football and handball, up to 6 balls for basketball, 6 punching bags and 12 pairs of gloves for boxing, 18-piece mats with cover for wrestling or judo, a full cricket kit, yoga mats of 210 cm x 90 cm, and weightlifting plates.

Can a village that already received equipment apply again?

No. A Gram Panchayat or Municipal Body that has received any sports items during the last two financial years is not eligible to apply again.

Who buys the equipment under the scheme?

The Director Sports procures all equipment centrally, following due process. Districts do not buy their own items, and no applicant is asked to purchase equipment and claim reimbursement.

Is there any reporting duty after the equipment is received?

Yes. The Gram Panchayat or Municipal Body must submit a status report on the condition, utilisation and storage of the equipment to the District Sports Officer every six months.

Until when is the current scheme valid?

The 2025-26 version of the scheme is valid till 31 March 2026. The Sports Department has renotified the scheme repeatedly — earlier notifications are dated 13 September 2023 and 28 June 2024 — so a fresh notification for the next financial year is expected.
