Merit-Cum-Means Scholarship for Professional and Technical Courses (Minorities), Haryana
Haryana state government scheme
Merit-Cum-Means Scholarship in Haryana supports minority students in professional and technical courses with a course fee of up to Rs 20,000 a year plus a maintenance allowance of Rs 10,000 a year for hostellers and Rs 5,000 for day scholars. Applicants need 50% marks and family income under Rs 2.5 lakh.
What is the Merit-Cum-Means Scholarship for minorities in Haryana?
Merit-Cum-Means Scholarship for Professional and Technical Courses is a scholarship for students of notified minority communities who are studying degree and postgraduate level professional or technical courses. In Haryana the scheme is handled by the Directorate of Social Justice and Empowerment, the department better known as SEWA, working with the Union Ministry of Minority Affairs, which designed the Merit-Cum-Means scheme in 2012.
The scheme has one simple idea behind it. Professional courses such as engineering, medicine, law, management, pharmacy, architecture and nursing cost far more than an ordinary arts or commerce degree, and a bright student from a poor minority household often drops the plan for financial reasons alone. Merit-Cum-Means combines a merit test (marks in the previous examination) with a means test (family income) so that only students who are both capable and genuinely short of money are funded.
The Haryana government page for the scheme records a start date of 1 November 2014 for state-level implementation, and notes that the scholarship is available for study inside India only.
How much money does the Haryana Merit-Cum-Means Scholarship give?
The Directorate of Social Justice and Empowerment publishes two components, paid on top of each other.
| Component | Hosteller | Day scholar |
|---|---|---|
| Maintenance allowance | Rs 10,000 a year (Rs 1,000 a month for 10 months) | Rs 5,000 a year (Rs 500 a month for 10 months) |
| Course fee | Rs 20,000 a year, or the actual fee, whichever is less | Rs 20,000 a year, or the actual fee, whichever is less |
| Maximum per year | Rs 30,000 | Rs 25,000 |
Three points about the money matter in practice. First, the course fee component is a reimbursement capped at Rs 20,000, so a student in a private college paying Rs 90,000 a year still receives only Rs 20,000. Second, the maintenance allowance is calculated for a ten-month academic year, not twelve. Third, the hosteller rate is only paid where the student produces a hostel certificate; students who commute daily are paid the day-scholar rate even if they live far from the college.
Payment is made by Direct Benefit Transfer into the student's own bank account. Under the Merit-Cum-Means design, 30% of the scholarships are earmarked for girl students.
Who is eligible for the Merit-Cum-Means Scholarship in Haryana?
You can claim the scholarship if:
- You belong to one of the six notified minority communities: Muslim, Christian, Sikh, Buddhist, Jain or Parsi.
- You are a resident of Haryana. The state page says the scholarship is available irrespective of the place of study, so a Haryana student in a college in another state remains covered.
- You have secured admission to a professional or technical course at degree or postgraduate level in a recognised institution.
- You scored at least 50% marks in the last qualifying examination.
- Annual income of your parents or guardian from all sources is less than Rs 2.5 lakh.
You are not eligible if:
- You scored below 50% in the previous qualifying examination.
- Your family income is Rs 2.5 lakh a year or more from all sources combined.
- You do not belong to a notified minority community.
- Your course is a general arts, commerce or science course rather than a professional or technical one. Those students are covered by the separate Post-Matric Scholarship for Minorities instead.
- You are already drawing another scholarship or stipend for the same course. Double-funding for one course is not permitted.
- You are studying outside India. The scheme funds courses within India only.
Selection among eligible applicants is on merit, meaning the marks obtained in the qualifying examination, subject to the income ceiling being satisfied.

How to apply for the Merit-Cum-Means Scholarship in Haryana
- Confirm the window is open for the current academic year with your institution's scholarship cell or your District Welfare Officer, because minority scholarship windows have not opened on a fixed calendar in recent years.
- Complete One Time Registration on the National Scholarship Portal at scholarships.gov.in using your Aadhaar number and a mobile number that stays with you, since the same login is used for renewals in later years.
- Select Merit-Cum-Means Scholarship for Professional and Technical Courses under the Ministry of Minority Affairs, choose Haryana as your state of domicile and enter your institution details.
- Fill in the application form with your community, family income, previous examination marks, course details and hosteller or day-scholar status.
- Upload the supporting documents listed above and submit the form, then save and print the acknowledgement carrying your application ID.
- Get your application verified by the institution. The college or university must verify it online before it moves to the state department. An application that stays unverified at institution level is never processed.
- Track the application with the same login and respond immediately if it is marked "defective", because reopened applications carry a short correction window.
Students who cannot fill the form themselves can use an Antyodaya SARAL Kendra, Atal Seva Kendra or e-Disha centre. The Haryana government scheme page specifically names E-Disha centres and Atal Seva Kendras as the assisted route. Take the same original documents and a photocopy set to the centre.
How do you check the status of your application?
Log in to the National Scholarship Portal with the credentials created during One Time Registration and open the application status screen. The status moves through institution verification, district or state verification, sanction and finally payment. Where a state-level query is raised, the reason is displayed on the same screen.
For payment questions once the scholarship is sanctioned, check the DBT status against your bank account rather than the portal, since a sanctioned amount can fail at the bank stage if the account is not Aadhaar-seeded.
Why do Merit-Cum-Means applications get rejected?
- Institution did not verify the application online before the cut-off. This is the largest single cause and it is not something the state department can fix afterwards.
- Income certificate above the ceiling or issued by an authority that is not competent to issue it.
- Marks below 50% in the last qualifying examination.
- Bank account not in the student's own name or not Aadhaar-seeded, so the DBT credit fails.
- Course not classified as professional or technical, which pushes the student to the post-matric scholarship stream instead.
- Duplicate scholarship already drawn for the same course and year.
- Mismatch between the name on Aadhaar, the bank account and the mark sheet.
Most of these can be avoided by checking the three names, Aadhaar, bank and mark sheet, match exactly before you submit.
What is the current status of this scholarship?
Merit-Cum-Means is a scheme where readers should verify before planning around it. Central minority scholarship schemes routed through the National Scholarship Portal have been under investigation for irregularities involving fake institutions and ghost beneficiaries, and budget allocations for Merit-Cum-Means have been cut sharply in recent financial years. The Haryana Directorate of Social Justice and Empowerment continues to publish the scheme and its rates on its own website, but the availability of a fresh application window in any given year is not guaranteed.
The practical advice is to ask your District Welfare Officer or the SEWA department directly, in writing, before you count the money into your fee plan, and to apply for the state's own scholarship schemes in parallel.
Where do you get help or file a grievance?
- Antyodaya SARAL helpline: 0172-3968400, 7 am to 8 pm, Monday to Saturday, excluding government holidays.
- Email: saral.haryana@gov.in
- District Welfare Officer of the Directorate of Social Justice and Empowerment in your district, for verification and sanction questions.
- Your institution's scholarship cell, which is the only body that can complete institution-level verification.
No agent can get your name added to a scholarship list, and no government official will ask for your bank OTP. Applying on the National Scholarship Portal is free.

Frequently asked questions
How much does the Haryana Merit-Cum-Means Scholarship pay?
Hostellers receive up to Rs 30,000 a year and day scholars up to Rs 25,000 a year. The Directorate of Social Justice and Empowerment, Haryana lists a course fee of Rs 20,000 a year or the actual fee, whichever is less, plus a maintenance allowance of Rs 10,000 a year for hostellers (Rs 1,000 a month for ten months) and Rs 5,000 a year for day scholars (Rs 500 a month).
What is the income limit for the Merit-Cum-Means Scholarship in Haryana?
Annual income of parents or guardians must be less than Rs 2.5 lakh. The Haryana Directorate of Social Justice and Empowerment states this ceiling on its scheme page, and it covers income from all sources, not just salary. An income certificate from the competent revenue authority is the proof normally accepted.
Who is not eligible for the Haryana Merit-Cum-Means Scholarship?
Students who scored below 50% in the last qualifying examination are not eligible, and neither are students outside the six notified minority communities. Families earning Rs 2.5 lakh or more a year cannot apply, students in non-professional and non-technical courses cannot apply, and a student already drawing another scholarship for the same course cannot draw this one as well.
Which communities count as minorities for this scholarship?
Muslim, Christian, Sikh, Buddhist, Jain and Parsi students are the six notified minority communities. A community certificate or a self-declaration in the prescribed format is used to establish this at the time of application.
Can a Haryana student studying outside the state apply?
Yes. The scheme covers Haryana residents irrespective of the place of study, provided the institution is recognised and the course is a professional or technical one. Studies must be within India; the scheme does not fund courses abroad.
Is the Merit-Cum-Means Scholarship currently open for new applications?
Check the current position with your district Welfare Officer before you count on it. Central minority scholarship schemes routed through the National Scholarship Portal have faced suspended or sharply reduced allocations since 2022-23 while irregularities are investigated, so the window in a given academic year cannot be assumed to open on schedule.
How is the scholarship money paid?
Payment is made by Direct Benefit Transfer into the student's own Aadhaar-seeded bank account. A joint account or a parent's account is not accepted, and an unseeded account is the most common reason a sanctioned scholarship fails to credit.
Is there any reservation for girl students?
Yes. Under the Merit-Cum-Means design, 30% of scholarships are earmarked for girl students, and unfilled girl-student slots may be transferred to boys in the same category if enough eligible girls do not apply.
