What is the Shubhra Jyotsna Pension Scheme?

The Haryana State Shubhra Jyotsna Pension and Other Facilities Scheme, 2018 is a state honour pension for people who were jailed during the Emergency. The General Administration Department, Government of Haryana notified the scheme on 16 April 2018, made it applicable from 1 November 2017, and opened registration from 1 November 2018. Under it, an eligible person receives Rs 10,000 per month.

The scheme is often searched for as Shubhra Jyotsna Yojana. The name: roughly "bright moonlight", is a deliberate counterpoint to the period the scheme commemorates: the Emergency declared from 25 June 1975 to 21 March 1977, during which people were detained under the Maintenance of Internal Security Act, 1971 (MISA) and the Defence of India Act, 1962.

Shubhra Jyotsna is not a poverty-relief pension. Unlike the old-age samman bhatta or the widow pension run by Haryana's Social Justice and Empowerment Department, it carries no income test and no age test. Entitlement rests on a single historical fact: imprisonment during the Emergency, evidenced by a jail certificate. That makes the applicant pool small, fixed, and elderly, and it makes the documentation, rather than the eligibility rules, the real hurdle.

The expenditure is borne entirely by the state government, and the Chief Secretary, Haryana is the competent authority to sanction the pension, acting on the recommendation of the Deputy Commissioner of the district.

Who is eligible for the Shubhra Jyotsna pension?

You can apply if:

  • You are a resident of Haryana who participated actively during the Emergency and faced imprisonment, for any period, the scheme covers detention even for a very short spell; under the MISA Act, 1971 or the Defence of India Act, 1962.
  • You were arrested and jailed inside Haryana during the Emergency but do not hold a Haryana domicile certificate. The scheme was extended expressly to cover this group.
  • You are the widow of such a person. The scheme is applicable to widows of Emergency detainees.
  • You hold an Aadhaar-linked savings bank account in a nationalised bank.

You cannot apply, or are not eligible, if:

  • You were not imprisoned during the Emergency period. Political activity alone, without detention, does not qualify; the jail certificate is the entitlement document.
  • The detention fell outside 25 June 1975 to 21 March 1977 or outside MISA 1971 and the Defence of India Act 1962.
  • You are a son, daughter, sibling or other relative of a deceased detainee. Succession under this scheme runs to the widow only.
  • You have already applied from another district. Applications are restricted to one district, backed by an affidavit.

One important adjustment applies rather than an outright bar. Where a beneficiary already receives a pension from another state government for the same purpose — several states run comparable Emergency detainee pensions. The Haryana pension of Rs 10,000 is reduced by the amount of that other pension, so the combined benefit does not exceed the state's own figure.

What documents are required?

Document Mandatory Notes
Jail certificate Yes From the Jail Superintendent, countersigned by the District Magistrate
Residence proof Yes Haryana residence, or proof of arrest and detention within Haryana
Aadhaar card Yes Identity and bank seeding
Aadhaar-linked bank passbook Yes Nationalised bank account for direct credit
Affidavit of single-district application Yes Confirms no parallel application elsewhere
Death certificate of the detainee No Only where a widow applies
Live certificate Yes, annually Submitted every January to continue the pension

The jail certificate deserves special attention. Records from 1975 to 1977 sit with the jail concerned, and applicants routinely find that the jail has been reorganised, the register transferred, or the entry made under a variant spelling of their name. Start with the Superintendent of the jail where the detention took place, ask for a search of the admission register for the relevant dates, and then take the certificate to the District Magistrate for countersignature. Allow weeks rather than days for this.

How to apply for the Shubhra Jyotsna pension

  1. Obtain the jail certificate first. Apply in writing to the Superintendent of the jail where you or your late husband were detained during the Emergency, giving the dates and the Act under which the detention was ordered, then have the certificate countersigned by the District Magistrate.
  2. Prepare the supporting papers: residence proof, Aadhaar, an Aadhaar-linked savings account passbook from a nationalised bank, a photograph, and where a widow is applying, the death certificate of the detainee.
  3. Swear the affidavit stating that you have not applied for this pension from any other district.
  4. Register on the Antyodaya-SARAL portal at saralharyana.gov.in, which is the state's single window for citizen services. Create an account with your mobile number and email, then log in.
  5. Search for the Shubhra Jyotsna pension service in the SARAL service list under the General Administration Department and open the application form.
  6. Fill the form and upload the documents, then submit and note the SARAL reference or ticket number shown on screen.
  7. Follow up with the office of the Deputy Commissioner of your district, which verifies the claim and makes the recommendation. The Chief Secretary, Haryana issues the sanction on that recommendation.

Applicants who find the portal difficult can complete the same application at an Antyodaya Kendra, Saral Kendra or Atal Seva Kendra in the district, or with help from a Common Service Centre operator. Elderly applicants in particular should take a family member and the full document set on a single visit.

How to check the status of your application

  1. Open saralharyana.gov.in and use the Track Application Status option.
  2. Enter the department name, service name and the SARAL reference number issued when you submitted.
  3. Read the current stage; pending with the district office, verification in progress, recommended, or sanctioned.
  4. If the file has not moved for a long period, take the reference number to the Deputy Commissioner's office in person, since the verification stage sits there.

What a beneficiary must do every year

The pension is not a one-time sanction that runs untouched. A beneficiary must submit a live certificate every January, confirming that he or she is alive. Missing that submission is the most common reason a running Shubhra Jyotsna pension stops. The Aadhaar-linked savings account in a nationalised bank must also stay active and correctly seeded, because the payment is credited directly.

Beneficiaries who change bank accounts should inform the district office in writing before the change takes effect, rather than after a credit has failed.

Why applications get rejected, and how to fix them

  • No jail certificate, or a certificate not countersigned by the District Magistrate. There is no substitute document; this must be resolved at source.
  • Detention outside the Emergency window or under an Act other than MISA 1971 or the Defence of India Act 1962.
  • Duplicate application from a second district, which the affidavit is designed to catch.
  • Bank account not Aadhaar-linked, or held with a bank outside the nationalised list, which stops the credit after sanction.
  • Live certificate not filed in January, which suspends an already-running pension until it is submitted.
  • Name mismatch between the jail record, Aadhaar and the bank account; common where the jail entry from the 1970s used a different spelling. Attach a self-declaration linking the names, attested where required.

Where to get help

  • Antyodaya-SARAL helpline: 0172-3968400
  • District route: the office of the Deputy Commissioner of your district, which handles verification and recommendation
  • Administering department: the General Administration Department, Government of Haryana, Haryana Civil Secretariat, Chandigarh
  • In-person service counters: Antyodaya Kendra, Saral Kendra or Atal Seva Kendra in your district

There is no fee for applying under the Shubhra Jyotsna scheme. Because the applicant group is elderly and the paperwork is genuinely difficult, agents sometimes offer to "arrange" jail certificates for a payment. No such payment is legitimate, and a fabricated certificate would invalidate the pension entirely.

Frequently asked questions

How much pension does the Shubhra Jyotsna scheme pay?

Rs 10,000 per month. Where the beneficiary already draws a pension from another state government for the same purpose, the Rs 10,000 is reduced by that amount so that no one draws the benefit twice.

Who is eligible for the Shubhra Jyotsna pension?

Any resident of Haryana who was imprisoned, even for a short period, during the Emergency of 25 June 1975 to 21 March 1977 under the MISA Act, 1971 or the Defence of India Act, 1962. Widows of such persons are also covered, as are people without Haryana domicile who were arrested and jailed inside Haryana during that period.

Who cannot apply for the Shubhra Jyotsna pension?

People who were not imprisoned during the Emergency period are not eligible, however active their political role was, because the jail certificate is the core proof. Children and other relatives of a deceased detainee cannot apply either — only the widow succeeds to the pension.

What proof of imprisonment is accepted?

A jail certificate issued by the Superintendent of the jail concerned and countersigned by the District Magistrate. This is the document the scheme turns on, and reconstructing it from fifty-year-old records is the hardest part of most applications.

Do beneficiaries have to do anything each year?

Yes. A live certificate must be submitted every January to confirm the beneficiary is alive, and the pension is credited to an Aadhaar-linked savings account in a nationalised bank.

Can I apply from more than one district?

No. An applicant may apply from only one district and must file an affidavit confirming that no application has been made from any other district.

Who sanctions the Shubhra Jyotsna pension?

The Chief Secretary, Haryana, on the recommendation of the Deputy Commissioner of the district. The General Administration Department administers the scheme and the expenditure is borne entirely by the state government.
