Haryana Labour Welfare Board - Financial Assistance (Education of children of registered worker)
Haryana state government scheme
Financial Assistance for Education of Children of Registered Workers, run by the Haryana Labour Welfare Board, pays Rs 3,000 a year for Classes 1 to 4 and Rs 4,000 a year for Classes 5 to 12 towards school uniform, books and notebooks. Contributing workers earning up to Rs 27,000 a month apply online at hrylabour.gov.in by 31 December.
What is the Haryana Labour Welfare Board education assistance for school children?
Financial Assistance for Education of Children of Registered Workers is a scheme of the Haryana Labour Welfare Board (HLWB) under the Labour Department, Government of Haryana. The Board pays a yearly grant to help a contributing worker meet the cost of school uniform, books and notebooks for children who are continuing their studies from Class 1 to Class 12.
The scheme is listed on the department portal in Hindi as Anshdata Shramikon Ke Ladke Va Ladkiyon Ke Liye Pehli Kaksha Se Barvin Kaksha Tak Padhai Jari Rakhne Par School Ki Vardi, Kitabein Va Kaapiyan Aadi Kharidne Hetu Vittiya Sahayata. The Haryana Labour Welfare Board itself was constituted under the Punjab Labour Welfare Fund Act, 1965, and finances its schemes from employee and employer contributions collected through registered establishments, unpaid accumulations, penalties, donations and interest on deposits.
Two rates apply, and both are per child per academic year:
| Class of study | Annual financial assistance |
|---|---|
| Class 1 to Class 4 | Rs 3,000 |
| Class 5 to Class 12 | Rs 4,000 |
The scheme is deliberately narrow in purpose. It does not pay school fees, hostel charges or transport costs. It addresses the fixed start-of-session expense that pushes many worker families into borrowing every June and July.
Who is eligible for this education assistance?
A contributing worker can claim for a child if all of the following are true:
- The worker is employed in an industrial or commercial establishment in Haryana covered by the Punjab Labour Welfare Fund Act, 1965.
- The worker is a contributing member of the Haryana Labour Welfare Board, with Labour Welfare Fund contribution deducted and deposited.
- The worker's monthly salary does not exceed Rs 27,000.
- The worker has completed a service period of 2 years.
- The child is continuing studies in Class 1 to Class 12 and the school Principal or Headmaster issues a certificate to that effect on the school's letterhead.
- The claim is filed on or before 31 December of the academic year.
Coverage within the family: the scheme page states that the benefit is provided for two sons and all daughters of the worker. There is no ceiling on the number of daughters, which is a deliberate design choice by the Board.
You are not eligible, and cannot apply, if:
- You are not a contributing worker of the Haryana Labour Welfare Board, or your employer has not deposited Labour Welfare Fund contribution.
- You are a registered construction worker with the Haryana Building and Other Construction Workers Welfare Board, which runs its own education benefits.
- Your monthly salary exceeds Rs 27,000.
- Your service period is under two years.
- The child has passed Class 12 or is studying beyond school level. Higher study is covered by the Board's separate scholarship scheme.
- You are claiming for a third son, since only two sons are covered.
- You file after 31 December for that academic year.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Employee Salary Slip | Yes | Proves wages are within the Rs 27,000 ceiling |
| Employer Certificate | Yes | Confirms employment and contribution |
| Education Certificate | Yes | From the Principal or Headmaster, on school letterhead |
| Employee Certificate | Yes | Board proforma, downloadable from the scheme page |
| Ration Card / ESI Card / Parivar Pehchan Patra | Yes | Any one, as family identification |
| Bank account details | Yes | For direct transfer of the assistance |
The scheme page carries Download links for sample formats of each of these, plus the undertaking. The most frequent objection on this scheme is an education certificate that is not on school letterhead or is signed by a class teacher rather than the Principal or Headmaster, so it is worth getting that one right the first time.
How to apply for the school education assistance
- Confirm that your establishment is registered on hrylabour.gov.in, that your Aadhaar and mobile number are in its employee database, and that Labour Welfare Fund contribution has been deposited for you. The Board's instructions make this a precondition for any worker claim.
- Get the education certificate from your child's school Principal or Headmaster on the school's letterhead, stating the class in which the child is continuing studies.
- Open hrylabour.gov.in and go to the Welfare Board Beneficiary login at hrylabour.gov.in/login/welfare. Use the registration link if you do not have credentials.
- Enter your Aadhaar number, receive the OTP on your registered mobile, and create your username and password.
- Complete your beneficiary profile, including family members with their Aadhaar numbers and nominee details. Your children must appear in the family list for a child-linked claim to be possible.
- Submit the profile for verification by the Haryana Labour Welfare Board. The scheme list appears in your dashboard only after verification.
- Select the school uniform, books and notebooks assistance scheme, choose the child, enter the class, upload the education certificate, salary slip, employer certificate, employee certificate and family ID document, and submit before 31 December.
- Save the application number and track it from the dashboard. Updates are also sent to your registered mobile number and email.
How to check the status and what happens next
Log in at hrylabour.gov.in/login/welfare and open the application list in your beneficiary dashboard. Each claim shows one of a few states β pending with the employer, pending verification, objection raised, sanctioned, or paid. If an objection is raised, the reason is displayed and you can upload the corrected document against the same application number. Filing a fresh application instead pushes you back to the end of the queue.
Sanctioned amounts are transferred to the worker's bank account. A mismatch between the name on Aadhaar and the name on the bank account is the usual reason a sanctioned amount fails to credit.
Common reasons claims are rejected
- Contribution not deposited by the employer for the relevant period.
- Service under two years on the date of application.
- Salary slip above Rs 27,000 a month.
- Education certificate not on school letterhead, or not signed by the Principal or Headmaster.
- Application filed after 31 December of the academic year.
- Claim for a third son, which falls outside the two-sons limit.
- Child not listed in the worker's family details on the beneficiary profile.
How this scheme fits with the Board's other education benefits
The Haryana Labour Welfare Board runs a ladder of education benefits rather than a single grant, and a worker family often draws from more than one of them at different stages:
- This scheme covers Classes 1 to 12 and pays Rs 3,000 or Rs 4,000 a year for uniform, books and notebooks, with a two-year service requirement and a Rs 27,000 wage ceiling.
- The scholarship scheme for workers' children starts at Class 9 and pays Rs 10,000 a year for Classes 9 and 10, Rs 12,000 for Classes 11 and 12, Rs 15,000 for each year of graduation, Rs 20,000 for engineering and postgraduate courses and Rs 21,000 for medical degrees. It covers two sons and three dependent daughters and needs only one year of service.
- The coaching assistance scheme pays up to Rs 20,000 for coaching for professional course entrance examinations, and up to Rs 1 lakh to a worker's child who clears the UPSC or HPSC preliminary examination.
- Separate Board schemes fund children who show talent in sport or in the cultural field, and there is a distinct benefit for children of workers with a disability.
Because the class ranges overlap between Class 9 and Class 12, a family with a child in Class 10 should look at both this scheme and the scholarship scheme, and read the conditions of each before deciding which claim to file for that academic year.

Frequently asked questions
How much does the Haryana Labour Welfare Board pay for a worker's school-going child?
The Board pays Rs 3,000 a year for a child continuing studies in Classes 1 to 4 and Rs 4,000 a year for Classes 5 to 12. The money is meant for school uniform, books and notebooks, and it is paid per child per academic year.
How many children of one worker are covered?
Two boys and all girls of a contributing worker are covered. The scheme page states the benefit is available for two sons and for every daughter, with no cap on the number of daughters.
What is the last date to apply?
31 December of the academic year is the last date fixed by the Haryana Labour Welfare Board. An application filed after that date for the same academic year is not entertained.
What is the salary limit for this education assistance?
The worker's monthly salary must not exceed Rs 27,000. This is a higher ceiling than the Rs 20,000 that applies to the Board's bicycle and sewing machine schemes.
Who cannot apply for this scheme?
Workers who are not contributing members of the Haryana Labour Welfare Board cannot apply, and neither can registered construction workers under the HBOCW Board, workers with less than two years of service, or workers earning above Rs 27,000 a month. Children beyond Class 12 are also outside this scheme.
What proof of study does the school have to give?
A certificate from the school Principal or Headmaster on the school letterhead, confirming that the child is continuing studies in the stated class, must be uploaded. The scheme conditions make this a specific requirement rather than a general education certificate.
Is this the same as the Labour Welfare Board scholarship scheme?
No. This scheme covers Classes 1 to 12 and pays Rs 3,000 to Rs 4,000 a year for uniform, books and notebooks. The Board's separate scholarship scheme starts at Class 9 and pays Rs 10,000 to Rs 21,000 a year by course. A worker may qualify for both under different children or different stages.
How is the money paid?
The assistance is transferred directly to the bank account of the contributing worker after the claim is verified and sanctioned. The Board does not distribute uniforms or books in kind.
