What is the Haryana Labour Welfare Board Bicycle Scheme?

The Bicycle Scheme, listed in Hindi on the department portal as Anshdata Shramikon Dwara Nayi Cycle Kharidne Par Vittiya Sahayata, is a welfare benefit run by the Haryana Labour Welfare Board (HLWB) under the Labour Department, Government of Haryana. The Board pays Rs 5,000 to a contributing worker employed in an industrial or commercial establishment in Haryana so that the worker can buy a new bicycle for travelling between home and the workplace.

The Haryana Labour Welfare Board was constituted under the Punjab Labour Welfare Fund Act, 1965, which Haryana continues to apply. The Board is financed largely by contributions collected through employers: as revised in January 2026, an employee contributes 0.2% of wages subject to a ceiling of Rs 35, and the employer contributes double that amount. Unpaid accumulations held by employers for two years, penalties, donations and interest on the Board's deposits make up the rest of the fund. Every rupee paid out under the Bicycle Scheme comes from this fund, which is why only contributing workers qualify.

The purpose is practical rather than symbolic. Large numbers of workers in Faridabad, Gurugram, Panipat, Yamunanagar, Sonipat and Hisar live within a few kilometres of their factory or shop but spend a meaningful share of monthly wages on shared autos and buses. A bicycle removes that recurring cost, and Rs 5,000 covers most of the price of a new standard commuter bicycle in Haryana.

Who is eligible for the bicycle scheme?

You can claim the Rs 5,000 if all of the following are true:

  • You are employed in an industrial or commercial establishment situated in Haryana that is covered by the Punjab Labour Welfare Fund Act, 1965. A factory, shop or commercial establishment registered on the hrylabour.gov.in portal.
  • You are a contributing worker of the Haryana Labour Welfare Board, meaning your employer deducts and deposits Labour Welfare Fund contribution for you.
  • Your monthly salary does not exceed Rs 20,000. This ceiling was raised from Rs 18,000 with effect from 20 May 2025, and the revision note is printed on the official scheme page.
  • You have completed a minimum service period of 2 years.
  • You have not taken this particular benefit in the last five years. The scheme is available once every five years.

You are not eligible, and cannot apply, if:

  • You are a registered construction worker with the Haryana Building and Other Construction Workers Welfare Board. That Board runs its own separate bicycle scheme; the two are not interchangeable and a worker cannot draw both.
  • You are self-employed, a domestic worker, a farm labourer, or otherwise outside an establishment covered by the Act.
  • Your employer has not deposited Labour Welfare Fund contribution for you. Without contribution records the Board cannot verify you as a beneficiary, and the claim fails at verification.
  • Your monthly wages exceed Rs 20,000.
  • You have less than two years of service.
  • You already received the bicycle assistance within the previous five years.

How much benefit does the bicycle scheme pay?

The Haryana Labour Welfare Board pays a flat Rs 5,000. There is no sliding scale by wage, district or gender, and there is no requirement to buy a particular brand of bicycle. The amount is credited to the worker's bank account after the claim is verified and sanctioned; the Board does not hand out cycles physically.

Because the benefit is capped at once in five years, a worker with a long service record can realistically claim it several times over a working life, for example in 2026, then again from 2031 onwards.

What documents are required for the bicycle scheme?

Document Mandatory Notes
Employer Certificate Yes On establishment letterhead, confirming employment and contribution
Employee Salary Slip Yes Proves monthly wages are within the Rs 20,000 ceiling
Employee Certificate Yes Sample proforma downloadable from the scheme page
Undertaking form Yes Declares the benefit was not drawn in the last five years
Aadhaar number Yes Login identity for the beneficiary portal and OTP
Bank account details Yes Payment is made by direct transfer

Sample formats for the employer certificate, salary slip, employee certificate and the undertaking are all available as Download links directly on the scheme page at hrylabour.gov.in. Using the Board's own proforma avoids the most common objection, which is a certificate that omits the contribution details.

How to apply for the bicycle scheme online

  1. Confirm with your employer that your establishment is registered on hrylabour.gov.in and that your Aadhaar number and mobile number have been uploaded into the establishment's employee database. The Board's instructions make this the first step: an employee cannot self-register if the employer has not seeded the record and paid contribution.
  2. Open hrylabour.gov.in, go to the Welfare Board Beneficiary login at hrylabour.gov.in/login/welfare, and select the "click here to register" link if you do not yet have credentials.
  3. Enter your Aadhaar number. A one-time password is sent to the mobile number registered against your record; enter it to create your username and password.
  4. Complete your beneficiary profile โ€” personal details, family members with their Aadhaar numbers, nominee details, and your employment history. Family details and nominee are compulsory fields.
  5. Upload the required documents in the prescribed proforma and within the file size the portal specifies.
  6. Wait for the Haryana Labour Welfare Board to verify your profile. Only after verification does the portal show the list of schemes you are eligible for.
  7. Open the scheme list, select "Financial assistance for purchase of a new bicycle", fill the claim form, attach the employer certificate, salary slip, employee certificate and signed undertaking, and submit.
  8. Note the application number shown on screen. Status updates are sent to your registered mobile number and email.

How to apply offline or with help

  1. Ask your establishment's HR or welfare officer to file the claim through the employer login. Most large factories in Haryana submit Welfare Board claims in batches for their workers.
  2. Visit the Haryana Labour Welfare Board office, Bays No. 29-30 (Pocket-II), Sector 4, Panchkula 134 112, with your documents if the portal rejects an upload.
  3. Call the Shramik Sahayata Sewa helpline on 1800-180-2129 (8 am to 8 pm, Monday to Saturday) or the Board's own line on 0172-2560015 for guidance on a stuck application.

Why bicycle scheme applications get rejected

  • Contribution not deposited by the employer for the relevant period, the single most common reason a claim fails verification.
  • Service period short of two years on the date of application.
  • Salary slip above Rs 20,000, or a salary slip that shows gross pay in a way that crosses the ceiling.
  • Employer certificate not on the Board's proforma, or unsigned and unstamped.
  • Benefit already drawn within five years under the same Aadhaar number.
  • Aadhaar and bank name mismatch, which blocks the payment even after sanction.

Most objections are curable. The beneficiary dashboard shows the objection text, and you can upload the corrected document against the same application number rather than filing a fresh claim.

Where to complain if the claim is delayed

  • Haryana Labour Welfare Board: 0172-2560015, toll free 1800-180-4818
  • Email: hlwbgrievance@gmail.com
  • Shramik helpline: 0172-2971057 / toll free 1800-180-2129
  • Online: the Grievance Redressal section on hrylabour.gov.in, where you can file a complaint and track it with the complaint number

The Bicycle Scheme is also listed as a citizen service on the Saral Haryana portal (saralharyana.gov.in), which is useful if you want the Right to Service tracking reference for the department.

How to check your application status

The Bicycle Scheme claim is tracked entirely through the same beneficiary account you used to apply, so there is no separate tracking ID or SMS-based status system to remember.

  1. Go to hrylabour.gov.in/login/welfare and sign in with the username and password created at registration. If you have forgotten the password, use the "Forgot Password" link and verify again with the Aadhaar-linked mobile number.
  2. Open the beneficiary dashboard and look at "My Applications" or "Scheme Status" against the claim you filed for the bicycle assistance. The dashboard shows one of a small set of stages: submitted, under verification with the employer's contribution record, sanctioned, or payment released.
  3. If the status reads objection raised, the dashboard also shows the objection text (for example, a missing employer signature or a salary slip above the wage ceiling). Correct and re-upload the same document against the existing application number rather than filing a new claim, since a fresh claim resets the queue.
  4. If the portal shows no movement for several weeks after submission, or the status field itself will not load, call the Haryana Labour Welfare Board on 0172-2560015 or the toll-free number 1800-180-4818 with your application number ready. The Shramik Sahayata Sewa helpline at 1800-180-2129 can also look up a claim if the establishment routed it through the employer login rather than your own.
  5. Workers whose establishment filed the claim in bulk through the employer's own login should ask their HR or welfare officer for the batch reference number; the individual worker's own login may not show a claim that was never linked to their personal account, and the employer's dashboard is the faster place to check in that case.
  6. Once the claim is marked sanctioned, the Rs 5,000 is transferred directly to the bank account on file. If sanction shows on the dashboard but the amount has not arrived after a reasonable interval, the mismatch is almost always an Aadhaar-to-bank name mismatch, which the helpline can flag for correction without requiring a fresh application.

Frequently asked questions

How much money does the Haryana Labour Welfare Board bicycle scheme give?

The Bicycle Scheme pays Rs 5,000 to a contributing worker to buy a new bicycle. According to the scheme page on hrylabour.gov.in, the benefit can be claimed only once in five years, so a worker who received it in one year must wait five years before applying again.

What is the salary limit for the bicycle scheme?

Monthly wages must not exceed Rs 20,000. The Haryana Labour Welfare Board raised this ceiling from Rs 18,000 to Rs 20,000 with effect from 20 May 2025, and the note recording that revision appears on the official scheme page.

Who cannot apply for the bicycle scheme?

Workers who are not contributing members of the Haryana Labour Welfare Board cannot apply. That excludes construction workers registered with the HBOCW Board, self-employed people, agricultural labourers, workers in establishments that have not paid Labour Welfare Fund contribution, anyone earning more than Rs 20,000 a month, and anyone with less than two years of service.

Do I get a bicycle or the money?

You get money, not a bicycle. The Haryana Labour Welfare Board reimburses Rs 5,000 as financial assistance towards the purchase of a new bicycle; the Board does not distribute cycles itself.

How many years of service are needed for the bicycle scheme?

Two years of continuous service are needed. The scheme conditions on hrylabour.gov.in fix the minimum service period at 2 years with the establishment covered by the Punjab Labour Welfare Fund Act, 1965.

How do I check the status of my bicycle scheme application?

Log in at hrylabour.gov.in/login/welfare with your username and password and open the application list in your beneficiary dashboard. Status updates are also sent to the mobile number and email registered on your profile.

Is the bicycle scheme the same as the one run for construction workers?

No. Haryana runs two separate bicycle schemes. This one belongs to the Haryana Labour Welfare Board and covers factory, shop and commercial establishment workers; a separate bicycle scheme belongs to the Haryana Building and Other Construction Workers Welfare Board and covers registered construction labour.

Is there any fee to apply for the bicycle scheme?

No fee is charged. Registration and application on hrylabour.gov.in are free, and no agent, employer or middleman is authorised to charge a worker for filing a Welfare Board claim.
