Bhavantar Bharpayee Yojana (BBY)
Haryana state government scheme
Bhavantar Bharpayee Yojana is a Haryana Horticulture Department scheme that pays growers the gap between the mandi price and a fixed protected price for 21 fruit and vegetable crops. Registration is free on Meri Fasal Mera Byora during the sowing window, sale must be on a J-Form, and the difference is credited to an Aadhaar-linked bank account.
What is Bhavantar Bharpayee Yojana?
Bhavantar Bharpayee Yojana, often written as BBY and locally called the bhavantar bharpai scheme, is a price-deficiency payment scheme of the Department of Horticulture, Government of Haryana, implemented jointly with the Haryana State Agricultural Marketing Board.
The Horticulture Department describes BBY as a scheme under which the government makes good the loss when horticulture producers get a low price for their produce in the mandi. Instead of buying the crop, the state fixes a protected price for each notified crop and pays the grower the gap between that protected price and the price actually realised in the market.
Bhavantar Bharpayee Yojana has two stated objectives. The first is to reduce the risk that vegetable and fruit growers carry when mandi prices crash, by guaranteeing them a fixed protected price. The second is to encourage farmers to diversify away from the paddy and wheat cycle into horticulture, which is otherwise a higher-risk choice precisely because prices swing so hard.
The scheme is listed on the Haryana State DBT Portal under the Department of Horticulture, and it runs on its own e-portal at bby.hortharyana.gov.in, maintained by the Directorate of Horticulture at Udyaan Bhawan, Sector 21, Panchkula.
Which crops does Bhavantar Bharpayee Yojana cover?
Bhavantar Bharpayee Yojana covers 21 crops, and the protected price is fixed separately for each of them. The Horticulture Department's list is:
- Vegetables: okra (bhindi), chilli, bottle gourd (lauki), bitter gourd (karela), cabbage, radish, tomato, onion, potato, cauliflower, carrot, peas, capsicum and brinjal.
- Spices: turmeric and garlic.
- Fruits: mango, kinnow, guava, litchi and ber.
A crop not on this list is outside the scheme, however badly its price falls. The department also runs a separate Bhavantar Bharpayee Yojana for honey, with its own circular and a beekeeper registration route at htc.hortharyana.gov.in, which is a distinct component and not part of the 21-crop list.
Who is eligible for Bhavantar Bharpayee Yojana?
You can register if:
- You grow one or more of the 21 notified crops in Haryana.
- You are a land owner, a lessee (pattedar) or a tenant cultivator. The Horticulture Department states explicitly that all three are entitled to the benefit of this scheme.
- You register on Meri Fasal Mera Byora during the sowing period for that crop.
- Your area is verified by the Horticulture Department after registration.
- You sell the produce on a J-Form in a notified mandi within the prescribed sale period.
- You have an Aadhaar-linked bank account to receive the payment.
You cannot apply, or are not eligible to claim, if:
- You did not register on Meri Fasal Mera Byora during the sowing window. Registration during that window is compulsory, and a late registration is not eligible for that crop.
- You grow a crop outside the 21 notified crops.
- You sold outside the J-Form system: to a private trader without a J-Form, or outside a notified mandi. Sale on a J-Form is mandatory for the incentive.
- You sold outside the prescribed sale period notified for the crop.
- Your area could not be verified by the Horticulture Department.
How is the Bhavantar Bharpayee Yojana payment calculated?
The calculation has three moving parts, all fixed by the department rather than by the grower.
- The protected price. A protected price is fixed for each of the 21 crops under the scheme. This is the floor the state is guaranteeing.
- The actual wholesale price. The Marketing Board determines the average daily wholesale price from the daily rates of the mandis it has identified for the purpose, following the scheme's norms and guidelines.
- The eligible quantity. The incentive is calculated on the quantity sold on the J-Form or the notified production per acre, whichever is lower. This cap is what stops a grower claiming on produce brought in from elsewhere.
Where the wholesale price during the sale period falls below the protected price, the grower becomes eligible for the difference. The incentive is the price difference multiplied by the eligible quantity, and it is released into the grower's Aadhaar-linked bank account.
Because the protected prices and the notified per-acre production figures are revised season by season, a grower should read the current season's notification from the District Horticulture Officer rather than relying on last year's figures.
How to apply for Bhavantar Bharpayee Yojana
- Register on Meri Fasal Mera Byora at fasal.haryana.gov.in during the sowing period. This is the compulsory first step. Record the crop and the area sown. Registration of the producer is free.
- Use an assisted centre if you cannot register yourself. The department makes the registration facility available at Common Service Centres, e-Disha Kendras, Marketing Board offices, Horticulture Department offices, Agriculture Department offices and internet kiosks.
- Let the Horticulture Department verify your area. After registration, the department carries out area verification of registered farmers. Keep your land record, or your lease or tenancy proof, ready for the field visit.
- Sell the produce on a J-Form in a notified mandi within the prescribed sale period for that crop. No J-Form means no claim.
- Get the sale details uploaded to the BBY e-portal at bby.hortharyana.gov.in. Every concerned Market Committee office has this facility, so the upload is done at the mandi rather than by the grower at home.
- Track the credit in your Aadhaar-linked bank account. Where the wholesale price fell short of the protected price, the incentive amount is released directly to that account.
How to check your Bhavantar Bharpayee Yojana status
- Log in to bby.hortharyana.gov.in, the BBY e-portal, to see your registered crop, verified area and uploaded J-Form sales.
- Check your Meri Fasal Mera Byora record at fasal.haryana.gov.in, since the BBY claim is built on it.
- Ask the Market Committee office where you sold to confirm the J-Form sale was uploaded. This is the single step most often missed.
- Check the bank account that is seeded with your Aadhaar. A payment cannot land in an unseeded account.
Why a Bhavantar Bharpayee Yojana claim fails
- No Meri Fasal Mera Byora registration, or registration made outside the sowing window.
- Area verification not completed, or the verified area being smaller than claimed.
- Sale not on a J-Form, or the J-Form sale never uploaded to the BBY e-portal by the Market Committee.
- Sale outside the prescribed sale period for the crop.
- Claimed quantity above the notified production per acre, in which case only the lower figure is paid on.
- Bank account not Aadhaar-seeded, or a name mismatch between the Aadhaar record and the bank record.
- Market prices stayed at or above the protected price for the whole sale period, in which case no difference is payable at all. This is not a rejection, it is the scheme working as designed.
Monitoring and grievance redressal
Bhavantar Bharpayee Yojana is monitored at two levels. A state-level committee chaired by the Chief Secretary and district-level committees chaired by the Deputy Commissioner review implementation from time to time. The department also commits to publicising the scheme through newspapers, digital channels, seminars and farmer conferences, and to providing adequate funds for it.
For a specific problem, the department directs growers to contact:
- The District Horticulture Officer of the Horticulture Department at district level, or
- The DMEO of the Marketing Board at district level.
- Horticulture Help Centre toll-free number 1800-180-2021, open 9 AM to 5 PM on working days.
- Directorate of Horticulture, Udyaan Bhawan, Sector 21, Panchkula, Haryana 134116, telephone 0172-2582322.
- CM Window at cmharyanacell.nic.in for a written grievance.
Registration under Bhavantar Bharpayee Yojana carries no fee. No agent or middleman can charge a grower for enrolling a crop, and the entire claim trail — MFMB registration, area verification, J-Form sale, portal upload: is electronic and checkable.

21 crops. The Horticulture Department lists okra, chilli, bottle gourd, bitter gourd, cabbage, radish, tomato, onion, potato, cauliflower, carrot, peas, capsicum, brinjal, turmeric, garlic, mango, kinnow, guava, litchi and ber.
How does Bhavantar Bharpayee Yojana calculate the payment?
BBY pays the difference between the protected price and the actual wholesale price, multiplied by the lower of the quantity on the J-Form or the notified production per acre. The Marketing Board fixes the average daily wholesale price from the daily rates of identified mandis.
Can a tenant farmer claim Bhavantar Bharpayee Yojana?
Yes. The Horticulture Department states that land owners, lessees and tenant cultivators are all eligible to take the benefit of this scheme, which sets BBY apart from schemes limited to registered landowners.
Is registration for Bhavantar Bharpayee Yojana free?
Yes, registration of the producer is free. It is done on the Meri Fasal Mera Byora portal and is also available at Common Service Centres, e-Disha Kendras, Marketing Board, Horticulture and Agriculture Department offices and internet kiosks.
When can I register under Bhavantar Bharpayee Yojana?
