Allowance to Eunuchs
Haryana state government scheme
Allowance to Eunuchs pays Rs 3,200 per month to eunuch and transgender persons aged 18 or above who have lived in Haryana for at least 5 years and hold a Civil Surgeon certificate. The Directorate of Social Justice and Empowerment credits the allowance by DBT every month. Apply free at saralharyana.gov.in or the District Social Welfare Office.
What is the Allowance to Eunuchs in Haryana?
Allowance to Eunuchs is a monthly social security allowance run by the Directorate of Social Justice and Empowerment under Haryana's Social Justice, Empowerment, Welfare of SC and BC and Antyodaya (SEWA) Department. The scheme gives an unconditional monthly cash payment to eunuch and transgender persons living in Haryana, the community is commonly referred to as kinnar or hijra in the state, so that they have a guaranteed income floor independent of begging or informal work.
The Directorate records that the scheme has been implemented since June 2006. The allowance is now Rs 3,200 per month with effect from 1 November 2025, after a Rs 200 across-the-board increase in Haryana's social security pension rates. Earlier rates were Rs 2,750 per month from 1 April 2023 and Rs 3,000 per month from 1 January 2024.
Allowance to Eunuchs is deliberately a small scheme with a narrow beneficiary base. Departmental figures show 31 beneficiaries in 2019-20, 37 in 2021-22 and 39 in 2023-24, with budget provision of Rs 8.00 lakh, Rs 10.94 lakh and Rs 20.00 lakh in those years respectively. Payment is made by Direct Benefit Transfer in the same monthly cycle as Haryana's other social security pensions.
Who is eligible for the Haryana eunuch allowance?
You can get the allowance if:
- You are a permanent resident of Haryana with at least 5 years of continuous residence in the state.
- You are 18 years of age or above.
- You hold a certificate from the district Civil Surgeon in support of being a eunuch.
- You are not involved in unlawful activities, a condition the Directorate states explicitly for this scheme.
- You hold a Parivar Pehchan Patra (Family ID) and a bank account in your own name for the DBT credit.
You cannot apply if:
- You are below 18 years of age on the date of application.
- You have lived in Haryana for less than 5 years. This is the strictest residence condition among Haryana's social security allowances, and the District Social Welfare Officer verifies it against ration card, voter roll, school or municipal records.
- You do not hold the Civil Surgeon certificate. A self-declaration, an affidavit or a private hospital note is not a substitute.
- You are already drawing another Haryana social security pension, because the state pays one such allowance per person.
The scheme predates the Transgender Persons (Protection of Rights) Act, 2019, and uses the older statutory wording. If you hold a transgender identity certificate or identity card issued under that Act, carry it with your application. It supports your case even though the Civil Surgeon certificate remains the document the department formally requires.
What documents are required for the eunuch allowance?
| Document | Mandatory | Notes |
|---|---|---|
| Civil Surgeon certificate | Yes | Issued by the district Civil Surgeon in support of eunuch status |
| Parivar Pehchan Patra (Family ID) | Yes | 8-digit Haryana Family ID; must match the application |
| Aadhaar card | Yes | Identity and bank seeding for DBT |
| Residence proof | Yes | Must establish 5 years of continuous residence in Haryana |
| Age proof | Yes | Applicant must be 18 or above |
| Bank passbook | Yes | Account in the applicant's own name, Aadhaar-seeded |
| Transgender identity certificate | No | Useful supporting document where the applicant holds one |
Residence proof is the practical bottleneck. Applicants who have moved between districts should collect a combination of documents, ration card, voter list entry, electricity or rent records, school records or a municipal certificate — covering the full five-year period rather than relying on a single paper.
How to apply for the Allowance to Eunuchs online
- Obtain the Civil Surgeon certificate from your district civil hospital and check that your Parivar Pehchan Patra record carries the correct age, address and bank details.
- Open saralharyana.gov.in, register as a new user with your mobile number and email, verify the OTP and sign in.
- Choose Apply for Services, then View All Available Services, and search for the Social Justice and Empowerment Department's allowance service for eunuchs.
- Enter your Family ID so the portal auto-fills your verified PPP details, then complete the remaining fields.
- Upload the Civil Surgeon certificate, Aadhaar, residence proof, age proof and bank passbook, and submit the form.
- Save the SARAL reference ID on the acknowledgement; every later status check needs it.
How to apply for the Allowance to Eunuchs offline
- Visit a SARAL Kendra, an Atal Seva Kendra (CSC) or the District Social Welfare Office in your district.
- Ask the operator to fill the application and hand over photocopies of the Civil Surgeon certificate, Family ID, Aadhaar, residence proof, age proof and bank passbook.
- Sign the form and collect the printed acknowledgement with the SARAL reference ID.
- Follow up directly with the District Social Welfare Officer, who is the sanctioning authority and, given the very small number of files, can usually tell you the exact stage your case has reached.
How much is the eunuch allowance and when is it paid?
Allowance to Eunuchs pays Rs 3,200 per month with effect from 1 November 2025. The amount is credited monthly by Direct Benefit Transfer into the beneficiary's Aadhaar-seeded bank account.
| Effective from | Monthly rate |
|---|---|
| 1 April 2023 | Rs 2,750 |
| 1 January 2024 | Rs 3,000 |
| 1 November 2025 | Rs 3,200 |
Rate revisions notified by the SEWA Department are normally given retrospective effect, so arrears for the intervening months are released along with a later monthly credit rather than as a separate payment.
How to check your eunuch allowance status
- Open saralharyana.gov.in and select Track Application Status.
- Select the Social Justice and Empowerment department and enter your SARAL reference ID.
- After sanction, use the beneficiary search on pension.socialjusticehry.gov.in with your pension ID, Aadhaar number or Family ID to view each month's credit.
- If the portal shows a month as paid but the amount has not arrived, take the transaction reference to your bank branch first. A frozen or dormant account is a common cause.
Why eunuch allowance applications get rejected
- Civil Surgeon certificate missing or issued by a private facility.
- Residence proof falling short of 5 years, or documents that cover only part of the period.
- Family ID mismatch, a different name spelling, date of birth or address in the PPP record than in the application.
- Bank account not in the applicant's own name, or not Aadhaar-seeded, so the DBT credit bounces.
- Another social security pension already sanctioned against the same Aadhaar number.
Correct the Parivar Pehchan Patra record first through a CRID update centre or the PPP portal, then ask the District Social Welfare Officer to revive the existing file. Filing a fresh application instead pushes you to the back of the verification queue.
Grievance route
- Directorate of Social Justice and Empowerment, SCO 20-27, Jeevandeep Building, 3rd floor, Sector 17-A, Chandigarh, phone 0172-2715090, email sje[at]hry[dot]nic[dot]in.
- District Social Welfare Officer at the district headquarters, for verification, sanction and payment issues.
- Antyodaya-SARAL grievance option on saralharyana.gov.in for problems with the online application itself.
Applying is free. No government official will ask for your OTP, and no agent can charge a fee to get your name added to the beneficiary list.

Frequently asked questions
How much is the eunuch allowance in Haryana per month?
Allowance to Eunuchs pays Rs 3,200 per month with effect from 1 November 2025, according to the Directorate of Social Justice and Empowerment. The scheme started in June 2006 and the rate has been revised several times, standing at Rs 2,750 from April 2023 and Rs 3,000 from January 2024.
How long must I have lived in Haryana to get the eunuch allowance?
At least 5 years of continuous residence in Haryana is required. This is a longer residence condition than most other Haryana social security allowances, several of which need only 1 to 3 years, so gather your residence documents carefully before applying.
Who cannot apply for the Haryana Allowance to Eunuchs?
Persons below 18 years, applicants who have not completed 5 years of continuous residence in Haryana, and anyone without a Civil Surgeon certificate supporting eunuch status are not eligible. The department also records that the beneficiary must not be involved in unlawful activities.
What certificate is needed for the eunuch allowance?
A certificate from the district Civil Surgeon in support of being a eunuch is the mandatory document, as stated on the Directorate of Social Justice and Empowerment page for the scheme. It is obtained at the district civil hospital and cannot be replaced by a private hospital letter.
How do I apply for the Allowance to Eunuchs in Haryana?
Apply free on the Antyodaya-SARAL portal at saralharyana.gov.in, or in person at a SARAL Kendra, an Atal Seva Kendra (CSC) or the District Social Welfare Office. The Civil Surgeon certificate and Parivar Pehchan Patra must be ready before you start.
How many people receive the eunuch allowance in Haryana?
The scheme is small — the Directorate recorded 31 beneficiaries in 2019-20, 37 in 2021-22 and 39 in 2023-24. Because the numbers are low, District Social Welfare Officers usually handle these files personally and can tell you exactly where your application stands.
Can I draw the eunuch allowance along with another Haryana pension?
No. Haryana pays one social security allowance per person, so a beneficiary already drawing the Old Age Samman Allowance, Divyang Pension or widow pension cannot also draw the eunuch allowance. Choose whichever you are eligible for; the standard rate is Rs 3,200 either way.
