What is Aapki Beti Hamari Beti?

Aapki Beti Hamari Beti is a girl-child welfare scheme of the Department of Women and Child Development, Government of Haryana. The scheme was launched on 24 August 2015 and remains one of the state's flagship responses to Haryana's historically low child sex ratio, sitting alongside the national Beti Bachao Beti Padhao campaign that was itself launched from Panipat in January 2015.

According to the Women and Child Development Department portal, Aapki Beti Hamari Beti invests a one-time sum of Rs 21,000 with the Life Insurance Corporation of India in the name of an eligible girl child. The money is not handed to the parents. LIC holds it in the girl's name, and the accumulated amount together with interest is released to her once she completes 18 years of age. The scheme is sometimes written as "Apki Beti Hamari Beti" or in Hindi as "आपकी बेटी हमारी बेटी", and all three refer to the same programme.

The department reported that more than 4.6 lakh girl children had been enrolled under the scheme as of October 2023, making it one of the widest-reach child welfare schemes run by the state.

What the scheme is designed to do

  • Create a financial asset in the girl's own name that matures at adulthood.
  • Reduce the economic argument parents make against a second or third daughter.
  • Link the girl child into the Anganwadi system, since immunisation and registration records are checked at the verification stage.

Who is eligible for Aapki Beti Hamari Beti?

Eligibility turns on three things: the birth order of the girl, the date of birth, and the family's residence in Haryana.

You can claim the Rs 21,000 investment if:

  • Your first girl child was born on or after 22 January 2015 and your family belongs to a Scheduled Caste or is Below Poverty Line.
  • Your second girl child was born on or after 22 January 2015 to regardless of caste, religion, income, or how many sons you have.
  • Your third girl child was born on or after 24 August 2015, the date from which the third-girl extension applies, again regardless of caste or income.
  • Twins or multiple girls were born on or after 22 January 2015. Each girl is counted separately, so Rs 21,000 is invested for each of them.
  • At least one parent is a resident of Haryana and lives in the state with the girl child.

A separate older component: for families whose second girl child was born on or before 21 January 2015, the department's published scheme details record assistance of Rs 5,000 per girl child per year for five years, again without any caste, religion, income or number-of-sons condition. This is the pre-2015 arm of the scheme and is different from the Rs 21,000 LIC investment.

Who cannot apply / who is not eligible:

  • Families whose first girl child is neither Scheduled Caste nor Below Poverty Line. A general-category first daughter in an above-poverty-line household does not qualify for the Rs 21,000 component.
  • Girls born before 22 January 2015 are not eligible for the Rs 21,000 LIC investment; only the older Rs 5,000-per-year component may apply.
  • Families with no parent resident in Haryana, even if the child was born in a Haryana hospital.
  • A fourth or later girl child, which the published scheme details do not cover.
  • Applications where the birth is not registered with the registrar of births and deaths, since the birth certificate is the anchor document.

What documents are required for Aapki Beti Hamari Beti?

Document Mandatory Notes
Birth certificate of the girl child Yes Date of birth decides which component applies
Parivar Pehchan Patra (Family ID) Yes Caste, income and family composition are read from PPP
Residence/domicile proof of parent Yes At least one parent must reside in Haryana
Immunisation card Yes Verified by the Anganwadi worker
Aadhaar of parent and child Yes Identity and bank seeding
Bank passbook of parent/guardian Yes For correspondence and instalment release
Scheduled Caste certificate Only for SC first-girl claims Issued by the tehsildar
BPL ration card or certificate Only for BPL first-girl claims Must be current, not lapsed

Keep the spelling of the child's name identical across the birth certificate, the Parivar Pehchan Patra and Aadhaar. A single spelling difference is enough to send the file back for correction.

How to apply for Aapki Beti Hamari Beti online

  1. Open the Saral Haryana portal at saralharyana.gov.in and create a login using your mobile number and email if you do not already have one.
  2. Sign in and choose Apply for Services → View All Available Services, then search for Aapki Beti Hamari Beti under the Women and Child Development Department.
  3. Enter your Parivar Pehchan Patra (Family ID) and authenticate with the OTP sent to the registered mobile number, so that family and caste details auto-populate.
  4. Fill in the girl child's name, date of birth, birth registration number, birth order, and the parents' details exactly as they appear on the birth certificate.
  5. Upload the scanned documents: birth certificate, residence proof, immunisation card, Aadhaar, bank passbook, and the SC or BPL certificate if you are claiming on the first-girl route.
  6. Submit the application and save the Saral reference ID shown on the acknowledgement. This is the only number that tracks your file.
  7. Wait for the Anganwadi worker and the CDPO office to complete field verification. The Right to Service time limit published for this service is 30 days.

How to apply for Aapki Beti Hamari Beti offline

  1. Visit your nearest Saral Kendra, Antyodaya Kendra, Common Service Centre, or the Anganwadi centre / CDPO office in your block.
  2. Ask for the Aapki Beti Hamari Beti form and hand over the original documents along with one photocopy set.
  3. Pay the notified service charge of Rs 10 at an authorised centre, if the centre charges it, and collect a stamped receipt.
  4. Collect the acknowledgement slip carrying the Saral reference ID before you leave the counter.

Rural applicants usually find the Anganwadi route fastest, because the Anganwadi worker who registers the birth and immunisation is the same official who signs the verification report.

How to check your Aapki Beti Hamari Beti application status

  1. Go to saralharyana.gov.in and open Track Application Status on the home page.
  2. Select Women and Child Development as the department and Aapki Beti Hamari Beti as the service.
  3. Enter your Saral reference ID and submit.
  4. If the status has not moved for more than 30 days, escalate to the District Programme Officer (DPO), Women and Child Development in your district, or call the Saral helpline on 0172-3968400.

The status screen shows one of a few stages — pending at the Anganwadi/CDPO level, pending at the district level, sanctioned, or rejected with a reason.

Why Aapki Beti Hamari Beti applications get rejected

  • Birth order recorded differently in the Parivar Pehchan Patra than in the application. A daughter shown as a first child in a general-category, above-poverty-line family is rejected outright.
  • Date of birth before 22 January 2015, which places the child outside the Rs 21,000 component.
  • SC or BPL proof missing or expired on a first-girl claim.
  • Name or spelling mismatch between the birth certificate, PPP and Aadhaar.
  • No parent resident in Haryana, which fails the residence condition.
  • Duplicate application for the same girl child filed twice through different centres.

Most of these are correctable. Get the Parivar Pehchan Patra record updated first through the PPP grievance route at a Saral or Antyodaya Kendra, and only then re-file the scheme application, otherwise the same mismatch repeats.

What happens after sanction, and when the money comes

Once the application is sanctioned, the department deposits the Rs 21,000 with LIC in the girl child's name. Parents do not receive a monthly or annual payment for this component. Keep the sanction letter and the LIC policy reference safe: the girl will need them, along with her Aadhaar and a bank account in her own name, to claim the matured amount after her eighteenth birthday. Families who moved house, changed bank, or changed mobile number in the intervening years should update the record at the district Women and Child Development office well before the girl turns 18, rather than at the last moment.

For the older Rs 5,000-per-year component, the payment runs for five years and is credited through Direct Benefit Transfer, so an Aadhaar-seeded bank account must stay active for the whole period.

Frequently asked questions

How much money does Aapki Beti Hamari Beti give?

Aapki Beti Hamari Beti invests a one-time Rs 21,000 with the Life Insurance Corporation of India in the name of each eligible girl child, and the accumulated amount with interest is paid to the girl after she completes 18 years of age. For families whose second girl child was born on or before 21 January 2015, the Women and Child Development Department records an older component of Rs 5,000 per girl child per year for five years instead.

Who is eligible for Aapki Beti Hamari Beti?

The first girl child of a Scheduled Caste family or a Below Poverty Line family, and the second or third girl child of a family of any caste, qualify when born on or after 22 January 2015. At least one parent must be a resident of Haryana and living with the girl child. Twins or multiple girl births on or after that date are counted individually, so Rs 21,000 is invested for each girl.

When does the girl actually receive the money?

The girl receives the LIC amount with accrued interest after she turns 18. The Rs 21,000 is not paid to the parents at the time of sanction — it is placed with LIC in the girl's name and matures on her eighteenth birthday.

Where do I apply for Aapki Beti Hamari Beti?

Applications are filed on the Saral Haryana portal at saralharyana.gov.in, either online yourself or at a Saral Kendra, Antyodaya Kendra or Common Service Centre. The Women and Child Development Department lists a service charge of Rs 10 at authorised centres and a Right to Service time limit of 30 days for the service.

Does family income matter for the second girl child?

No. For the second or third girl child the department applies no caste, religion or income test, and the number of sons in the family is irrelevant. Income and caste conditions apply only to the first-girl-child route, which is limited to Scheduled Caste and BPL families.

What is the most common reason an Aapki Beti Hamari Beti application is rejected?

Mismatch between the birth certificate and the Parivar Pehchan Patra record is the most common reason. A girl recorded as a first child in a non-SC, non-BPL family, a date of birth before 22 January 2015 for the Rs 21,000 component, and missing SC or BPL proof are the other frequent grounds.

Is there any fee to apply?

There is no government application fee. Authorised Saral and Antyodaya centres may charge the notified service charge of Rs 10 for assisted filing. No agent can charge for "getting the name added" to the scheme.

How do I track my application?

Use the "Track Application Status" option on saralharyana.gov.in with the Saral reference ID printed on your acknowledgement receipt. The same ID works at any Saral Kendra counter and on the Saral helpline 0172-3968400.
