Beekeeping Equipment Subsidy Scheme, Haryana

Haryana state government scheme

Quick answer

The Beekeeping Equipment Subsidy Scheme of the Haryana Department of Horticulture helps farmers take up apiculture by subsidising 3 things a beekeeper must buy; bee colonies, bee hives and the equipment set. Applications are filed online on the HORTNET portal and sanctioned by the District Horticulture Officer, with a higher rate for Scheduled Caste farmers.

Benefit
Subsidy on bee colonies, bee hives and beekeeping equipment at the rate notified in the Department of Horticulture's norms for the year
Maximum benefit
A per-colony, per-hive and per-equipment-set ceiling notified each year in the Department of Horticulture's Norms and Guidelines
Last date to apply
Applications are accepted through the financial year and cleared in seniority order subject to availability of funds — no single last date is notified
How to apply
Online on the HORTNET subsidy portal of the Haryana Horticulture Department, with sanction by the District Horticulture Officer

What is the Beekeeping Equipment Subsidy Scheme?

The Beekeeping Equipment Subsidy Scheme is the apiculture component of the Department of Horticulture, Haryana's horticulture development programme. Beekeeping: madhumakhi palan; is treated as a horticulture activity in Haryana, which means the application route is the department's HORTNET subsidy portal and the sanctioning officer is the District Horticulture Officer, not the agriculture department.

The rationale is twofold. Honey is the visible product, but the larger economic benefit is pollination: colonies placed in mustard, sunflower, and fruit and vegetable crops raise yields on those crops well beyond the value of the honey harvested. Haryana's mustard belt in the south and west of the state and its horticulture clusters make it good beekeeping country, and colonies are commonly migrated across the season to follow the flowering.

For a small farmer, beekeeping is also one of the few enterprises that needs almost no land. Colonies sit on stands at the edge of a field or beside a house, and the working capital requirement is a fraction of what a dairy animal or a polyhouse costs.

What the scheme supports

The subsidy is directed at the equipment that makes a working apiary:

  • Bee colonies; established colonies with a laying queen, supplied against a notified per-colony cost.
  • Bee hives, the standard wooden hive boxes with frames, against a notified per-hive cost.
  • Beekeeping equipment set — the working kit a beekeeper cannot manage without: honey extractor, smoker, veil and gloves, hive tool, and wax foundation sheets.

A note on rates. Haryana's Department of Horticulture publishes unit costs and subsidy percentages in a Norms and Guidelines document each year on hortharyana.gov.in. The current year's per-colony, per-hive and per-equipment-set figures could not be read from that published document at the time of checking, so this guide does not state them. Get the current unit cost and subsidy percentage in writing from your District Horticulture Officer before you buy colonies, the sanction is calculated on the department's norms, not on the price you pay.

Who is eligible for beekeeping subsidy in Haryana?

You can apply if:

  • You are a farmer in Haryana taking up or expanding beekeeping.
  • You hold a valid Parivar Pehchan Patra (Family ID).
  • You have a site for the apiary and a realistic plan for managing the colonies through the year.
  • You have a DBT-enabled, Aadhaar-linked bank account.
  • You are willing to have the colonies and equipment physically inspected before the subsidy is released.

You are not eligible if:

  • You buy the colonies and equipment before the sanction is issued. The inspection is meant to confirm that the assisted asset was created under the scheme.
  • You have already drawn subsidy on the same component within the period the department specifies for repeat assistance.
  • You cannot produce purchase bills for the colonies, hives and equipment at inspection.
  • Your bank account is not DBT-enabled, which will stop the payment even after approval.

Scheduled Caste farmers are covered by the state's Scheduled Caste Sub Plan (SCSP) component of the horticulture development scheme, which carries a higher share of the unit cost than the general category rate. A caste certificate is required to claim it.

How to apply for beekeeping subsidy in Haryana

  1. Contact the District Horticulture Officer and confirm that the beekeeping component is open for the year, and obtain the current unit costs and subsidy percentage from the department's Norms and Guidelines.
  2. Register or log in on the HORTNET portal at hortnet.hortharyana.gov.in and open the beekeeping component of the horticulture development scheme.
  3. Enter your Family ID (PPP) and check the details it fetches. Correct any error in the PPP record first. The portal will not let you overwrite it.
  4. State the number of colonies, hives and equipment sets you propose, and upload your Aadhaar, bank details, site record and, where you are claiming the SCSP rate, the caste certificate.
  5. Submit and note the application number, then wait for the district-level sanction. Files are cleared in seniority order, subject to availability of funds.
  6. Buy the colonies, hives and equipment after the sanction and keep every bill.
  7. Present the apiary for physical inspection by the horticulture staff, after which the subsidy is credited by DBT into your bank account.

Practical points before you start

  • Get trained first. Colony management, swarming control, Varroa mite and disease management, and clean extraction are all skills. District horticulture staff and CCS Haryana Agricultural University, Hisar are the usual routes.
  • Buy healthy colonies. A cheap colony with a poor queen or a mite load costs more than it saves. Insist on seeing brood pattern and queen quality.
  • Plan the migration route. Haryana beekeepers commonly move colonies between mustard, sunflower and orchard flowering. Colonies parked in one place through a dearth period need feeding.
  • Keep the bills. Both the inspection and the subsidy release depend on them.

Where to get help

The District Horticulture Officer is the practical contact for this scheme, for whether the component is open, for the current year's norms, and for the status of a pending application. Departmental scheme documents including the annual Norms and Guidelines are published on hortharyana.gov.in, and applications run through hortnet.hortharyana.gov.in.

How to check your application status

There is no separate tracking number or SMS system for this component; the HORTNET portal and the District Horticulture Officer's (DHO) office are the only two places status actually lives.

  1. Log in to HORTNET at hortnet.hortharyana.gov.in with the same credentials used to apply, and open your beekeeping application using the application number you noted at submission. The portal shows whether the file is still pending, sanctioned, or returned for correction.
  2. If the status has not moved for several weeks, call or visit the District Horticulture Officer's office directly. Sanctions are cleared in seniority order as funds become available, so a file can sit unchanged for a genuine reason (funds not yet released for the year) rather than an error in the application.
  3. After sanction, the next status that matters is the inspection date. Ask the DHO's office when the horticulture staff will visit to verify the colonies, hives and equipment, since the subsidy is not credited until that inspection is done.
  4. After inspection, check your DBT-enabled bank account directly for the credit rather than waiting on a portal update; disbursal confirmation on HORTNET can lag the actual bank transfer by some days.
  5. Keep the application number, sanction letter (once issued) and inspection date noted together, since the DHO's office will ask for the application number first when you call about a pending file.

Because there is no dedicated helpline for this scheme, the District Horticulture Officer is the only reliable point of contact for a status check; there is no state-level call centre to escalate to if the district office is slow to respond.

Common reasons for rejection

Purchase made before sanction. The single most common reason a claim is refused is buying the colonies, hives or equipment before the DHO's sanction comes through. The inspection exists to confirm the asset was created under the scheme, so a colony bought and installed earlier fails verification even if every bill is genuine. Fix: wait for written sanction before spending, whatever the delay.

No purchase bills at inspection. If the beekeeper cannot produce bills for the colonies, hives and equipment when the horticulture staff visit, the claim is refused regardless of whether the apiary physically exists. Fix: keep bills from the supplier for every item claimed, and have them ready before requesting the inspection.

Bank account not DBT-enabled. An account that is not Aadhaar-seeded and DBT-enabled will block the payout even after a clean sanction and inspection. Fix: get the account DBT-enabled at the bank branch before applying, not after sanction.

Unresolved errors in the Family ID (PPP) record. HORTNET pulls applicant details from the Parivar Pehchan Patra database and will not let the applicant overwrite mismatched details on the portal itself. An error in name, address or family composition in the PPP record blocks the application until it is corrected at source. Fix: verify and correct the PPP record before starting the HORTNET application, since fixing it after submission means resubmitting.

Repeat assistance on the same component. A farmer who has already drawn subsidy on colonies, hives or equipment within the department's specified repeat-assistance period will have a fresh claim on the same component rejected. Fix: check with the DHO how long the gap needs to be before reapplying for the same item.

Claimed SCSP rate without a caste certificate. Applying for the higher Scheduled Caste Sub Plan rate without uploading a valid caste certificate results in the claim being processed at the general rate at best, or returned for correction at worst. Fix: upload the caste certificate at the time of application, not after sanction.

Apiary does not match what was sanctioned. If the colonies or hives found at inspection do not match the number or type sanctioned (for example, more colonies installed than approved, or a different hive design), the excess or mismatched portion is disallowed. Fix: apply for exactly what you intend to install, and seek a fresh sanction before scaling up.

Frequently asked questions

Which department gives beekeeping subsidy in Haryana?

The Department of Horticulture, Haryana. Apiculture is handled as a horticulture activity in the state, so the sanctioning officer is the District Horticulture Officer and the application goes through the HORTNET portal.

Where do I apply for beekeeping subsidy in Haryana?

Online on the HORTNET subsidy portal at hortnet.hortharyana.gov.in, using your Parivar Pehchan Patra. Applications are cleared at district level in seniority order, subject to availability of funds.

What does the beekeeping subsidy cover?

Bee colonies, bee hives and the beekeeping equipment set a grower needs — typically the honey extractor, smoker, veil, gloves, hive tool and food or wax foundation sheets. The exact components and unit costs are listed in the Department of Horticulture's Norms and Guidelines for the year.

How much subsidy is given per colony or hive?

The per-colony, per-hive and per-equipment-set unit costs and the subsidy percentage are fixed each year in the Department of Horticulture's Norms and Guidelines published on hortharyana.gov.in. Ask the District Horticulture Officer for the current year's rate before buying, since the sanction follows those norms rather than your actual spend.

Do Scheduled Caste farmers get more?

Yes. Haryana runs a Scheduled Caste Sub Plan component within its horticulture development scheme under which SC farmers receive a higher share of the notified unit cost than general category farmers. A caste certificate is required.

Do I need land to keep bees?

Not in the way an orchard needs land. Bee colonies are commonly migrated to follow flowering, and the department is more concerned with the applicant being a genuine beekeeper with a place to site the apiary than with a specific area of holding.

Is training needed before starting beekeeping?

Strongly advisable. Colony management, disease control and honey extraction all require handling skill, and the district horticulture staff and CCS Haryana Agricultural University, Hisar are the usual training routes in the state.
