What is the Haryana senior citizen bus fare concession?

50% Bus Fare Concession for Senior Citizens is a standing facility of the Department of State Transport, Government of Haryana, operated through Haryana Roadways. A qualifying senior citizen pays half the notified fare on a Haryana Roadways bus. The concession is not a subsidy paid into a bank account; it is applied at the point of ticketing, by the conductor, on production of the prescribed proof.

The facility has been built up through a series of Transport Department memos rather than a single scheme notification. The Haryana Roadways Free/Concessional Travelling page hosts the relevant orders, including government letters dated 3 March 2014, 7 November 2017 and 2 February 2018, and the current memo number 19/4/2008-2T(II) dated 28 March 2023.

What changed on 1 April 2023?

Until 2023 the age threshold was uneven: women qualified at 60 years, men only at 65 years. By memo dated 28 March 2023, issued with the concurrence of the Finance Department vide U.O. No. 1/27/2007-3SS/6533 dated 27 March 2023, the Governor of Haryana sanctioned 50% bus fare concession to senior citizen males at 60 years instead of 65 years, with effect from 1 April 2023.

That single change brought roughly five extra years of half-fare travel to every man in Haryana. It came with three conditions written into the memo:

  1. The facility is for residents of Haryana only, for which residence proof of Haryana is mandatory.
  2. The facility is allowed outside Haryana State only in Haryana Roadways buses.
  3. Senior citizens in the 60 to 65 age group must apply online on the concerned portal. The application is accepted only after verification of data from the Parivar Pehchan Patra (PPP) database, which the memo describes as an automatic process. On receipt of the application, the concerned General Manager, Haryana Roadways issues a concessional senior citizen bus pass, and that pass is mandatory for claiming the concession in the 60 to 65 band.

Above 65 years the pass requirement in the memo does not apply, and the long-standing arrangement of showing age and residence proof to the conductor continues.

Who is eligible for the Haryana senior citizen bus concession?

Who can claim it:

  • Women aged 60 years and above who are residents of Haryana.
  • Men aged 60 years and above who are residents of Haryana, with effect from 1 April 2023.
  • Senior citizens travelling within Haryana in Haryana Roadways buses.
  • Senior citizens travelling outside Haryana, but only in Haryana Roadways buses.

Who cannot claim it or is not eligible:

  • Residents of other states, since Haryana residence proof is mandatory under the 2023 memo.
  • Anyone below 60 years of age, whatever their circumstances.
  • Senior citizens aged 60 to 65 who have not obtained the concessional bus pass, because the memo makes the pass mandatory for that age band.
  • Passengers on buses of other operators outside Haryana, which are not covered by the state's order.
  • Passengers who cannot produce age proof or residence proof when the conductor or checking staff asks for it.

What documents are needed?

Document Mandatory Notes
Haryana residence proof Yes Expressly made mandatory by the 28 March 2023 memo
Photo identity showing age Yes Voter identity card, ration card, Aadhaar card or similar government or district authority document
Parivar Pehchan Patra / Family ID Yes for age 60 to 65 The online application is verified automatically against the PPP database
Concessional senior citizen bus pass Yes for age 60 to 65 Issued by the concerned General Manager, Haryana Roadways
Senior citizen identity card from Social Justice and Empowerment Department Optional Provided for in the 2017 memo; until issued, other photo identity documents are permitted

The 7 November 2017 memo, which extended the 50% concession to travel outside Haryana, records that identity cards for eligible senior citizens are to be issued by the Social Justice and Empowerment Department, with the financial implication reimbursed by that department to the Transport Department. Until those cards are issued, the memo permits any other proof of age along with a photo identity card issued by government or district authorities, such as a voter identity card, ration card or Aadhaar card.

How to apply for the Haryana senior citizen bus pass

  1. Check which route applies to you. If you are 65 or above, no pass application is required by the 2023 memo — carry age and residence proof and ask for the concessional ticket. If you are between 60 and 65, you must get the pass.
  2. Make sure your Parivar Pehchan Patra is correct. Your date of birth and Haryana address in the PPP record are what the system checks. If the PPP shows a wrong date of birth, get it corrected first at a Common Service Centre, Antyodaya Saral Kendra or Atal Seva Kendra, because the memo makes PPP verification an automatic gate on the application.
  3. Apply online on the concerned portal as directed by the 28 March 2023 memo, giving your PPP or Family ID and your personal details. The application is accepted only after the PPP data check clears.
  4. Collect the concessional senior citizen bus pass from the office of the General Manager, Haryana Roadways for your district, who is the issuing authority named in the memo.
  5. Carry the pass and your identity document on every journey and show them to the conductor when buying the ticket, and to checking staff on demand.

If you are unable to complete the online step, take your PPP, age proof and residence proof to the office of the General Manager, Haryana Roadways in your district. Haryana Roadways depot offices accept bus pass applications on working days between 10.00 AM and 3.00 PM, and the application form is given free of cost.

How Haryana Roadways bus passes work

The department's general instructions on bus passes are a useful guide to what to expect at the counter. Computerised passes carry a hologram, the holder's photograph, the two stations between which the pass is valid and the expiry date on top. For the general public the charge is 40 single fares for a one-month pass, 110 single fares for three months and 200 single fares for six months, plus Rs 15 covering Rs 10 for the card, lamination and form and Rs 5 as processing fee. The Rs 5 processing fee is waived if renewal is done within 3 days of expiry.

General public passes are valid only in Standard buses and Haryana Uday CNG Standard buses. A pass is non-transferable and non-refundable, must be carried in original, cannot be used as identity proof, and a duplicate for a lost pass costs a 50% penalty on the balance period.

The senior citizen concession orders do not themselves notify a pass fee, so confirm the exact charge for a senior citizen pass with your depot before applying.

Common reasons a senior citizen is refused the concession

  • Age between 60 and 65 without the concessional pass, which the 2023 memo makes mandatory for that band.
  • No Haryana residence proof on the journey, since residence proof is compulsory under the memo.
  • Date of birth mismatch in the Parivar Pehchan Patra, which stops the online application at the automatic verification stage.
  • Travelling outside Haryana in a non-Haryana Roadways bus, where the order does not apply.
  • Expired pass carried instead of a renewed one.
  • Photocopy of the pass rather than the original, which Haryana Roadways does not accept for any bus pass.

Help and grievance redressal

  • General Manager, Haryana Roadways of your district, the authority that issues the concessional senior citizen bus pass.
  • Department of State Transport (Haryana Roadways) website hartrans.gov.in, whose Free/Concessional Travelling page publishes the underlying memos.
  • Haryana public grievance portal: harsamadhan.gov.in for complaints about refusal of a lawful concession.
  • Antyodaya Saral helpline: 0172-3968400, 7 AM to 8 PM Monday to Saturday, for help with Parivar Pehchan Patra and related state services.

The concession is a statutory facility, not a favour. No fee is payable to any conductor or agent for it, and the correction of a PPP date of birth at a government service centre is done at the notified service charge only.

How to check your bus pass application status

There is no single online dashboard where a 60 to 65 year old applicant can look up a pass application by a reference number, so status checking here means following up at the right office for the stage the application is stuck at, not tracking a ticket online.

  1. Confirm the Parivar Pehchan Patra (PPP) verification cleared first. The online pass application is only accepted after an automatic data check against the PPP database, so if the application has not moved forward the usual cause is a mismatch in the PPP record itself, most often the date of birth or the Haryana address. Check your own PPP record status through a Common Service Centre, Antyodaya Saral Kendra or Atal Seva Kendra, since these are the same centres that correct PPP data.
  2. Call the Antyodaya Saral helpline (0172-3968400), open 7 AM to 8 PM Monday to Saturday, if you are unsure whether your PPP data cleared or where the correction request stands. This helpline handles PPP and related state service queries, which is the gate the bus pass application depends on.
  3. Follow up with the office of the General Manager, Haryana Roadways for your district once the PPP check has cleared. The General Manager's office is the issuing authority named in the 28 March 2023 memo, and it is the only place that can tell you whether the pass itself has been printed and is ready for collection, since there is no separate tracking number issued to applicants.
  4. Check the hartrans.gov.in Free/Concessional Travelling page periodically for any updated procedure or portal link the Transport Department publishes, as the application channel for the 60 to 65 age band has been notified through department memos rather than a fixed, permanently linked portal.
  5. Use the harsamadhan.gov.in grievance portal if a reasonable period has passed with no response from the district office, or if a pass already issued has not been honoured by a conductor. This route is for grievances about the concession, not for routine status checks, so use it only after direct follow-up with the General Manager's office has not worked.

For senior citizens aged 65 and above, there is no pass application to track in the first place: the concession is claimed directly at the conductor's counter on production of age and residence proof, so no status check is applicable to that age group.

Frequently asked questions

How much bus fare concession do senior citizens get in Haryana?

Senior citizens who are residents of Haryana get a 50% concession on the bus fare in Haryana Roadways buses. The concession applies to travel within Haryana and, in Haryana Roadways buses only, to travel outside the state as well.

What is the age limit for the Haryana senior citizen bus concession?

Women qualify at 60 years and above and men also qualify at 60 years and above, after the Transport Department reduced the male age limit from 65 to 60 years with effect from 1 April 2023 by memo number 19/4/2008-2T(II) dated 28 March 2023.

Do senior citizens aged 60 to 65 need a bus pass in Haryana?

Yes. For senior citizens in the 60 to 65 age group the concessional senior citizen bus pass issued by the General Manager, Haryana Roadways is mandatory. They must apply online and the application is accepted only after automatic verification against the Parivar Pehchan Patra database.

Who cannot claim the Haryana senior citizen bus concession?

Residents of other states are not eligible, because the 2023 memo makes Haryana residence proof mandatory. Travellers below 60 years of age cannot claim it, and travellers aged 60 to 65 who have not obtained the concessional bus pass will be charged full fare.

Does the concession work in private or other states' buses?

No. Outside Haryana the facility is allowed only in Haryana Roadways buses, as stated in both the 2017 and 2023 government memos. It is not a concession that other operators are required to honour.

What documents should a senior citizen carry in the bus?

Carry Haryana residence proof and a photo identity document showing age, such as a voter identity card, ration card or Aadhaar card. Travellers aged 60 to 65 must also carry the concessional senior citizen bus pass issued by the General Manager, Haryana Roadways.

Is there any fee for the senior citizen bus pass?

The government memos on senior citizen concession do not notify a pass fee. Haryana Roadways charges Rs 15 for a general public bus pass, covering Rs 10 for the card and Rs 5 as processing fee, so confirm the applicable charge with your depot's General Manager office when applying.

Where is the senior citizen concession order published?

The orders are published on the Free/Concessional Travelling page of the Department of State Transport website, hartrans.gov.in, which hosts the 28 March 2023 memo on the reduced male age limit and the earlier 2017 memo on travel outside Haryana.
