What is Bhed/Bakri Palak Utthan Yojna?

Bhed/Bakri (Sheep/Goat) Palak Utthan Yojna is a state scheme of the Department of Animal Husbandry and Dairying, Haryana, listed on the Haryana State DBT portal as one of the department's eight direct benefit transfer schemes. The scheme helps unemployed Scheduled Caste youth set up a sheep or goat rearing unit as a self-employment activity, by paying most of the cost of the animals themselves.

According to the Economic Survey of Haryana 2025-26, published by the Department of Economic and Statistical Affairs, the scheme works like this: to provide employment opportunities to unemployed youth belonging to Scheduled Castes in the State, 800 units of 15 female + 1 male sheep or goat are to be established by providing a 90 percent subsidy on unit cost.

The subsidy rate is the standout feature. At 90 percent, the beneficiary's own contribution is a tenth of the animal cost; far lighter than the 50 percent subsidy the same department offers on Scheduled Caste dairy and piggery units. Small ruminants also suit landless and marginal families, because sheep and goats graze on common land, need no green fodder plot, and produce saleable kids within a year.

Verified performance of the scheme

  • 827 beneficiaries assisted in 2024-25.
  • 704 beneficiaries assisted in 2025-26 up to 31 December 2025.
  • Annual target: 800 units.

The scheme is commonly written in Hindi as Bhed/Bakri Palak Utthan Yojna, and readers will also see it referred to simply as the sheep and goat unit scheme for Scheduled Castes.

Who is eligible for the sheep and goat unit scheme?

You can be considered if:

  • You belong to a Scheduled Caste and hold a valid SC certificate issued in Haryana.
  • You are a resident of Haryana.
  • You are unemployed. The scheme's stated purpose is to create self-employment for unemployed youth.
  • You have a verified Parivar Pehchan Patra (Family ID) record, which Haryana uses to establish identity, residence and income for state welfare schemes.
  • You have space and access to grazing or fodder to keep 16 animals safely.
  • You hold an active bank account capable of receiving Direct Benefit Transfer.

You cannot apply if:

  • You do not belong to a Scheduled Caste. The scheme is funded from the Scheduled Caste Sub Plan. General and Backward Class applicants are not eligible here and should look at the department's separate general-category piggery, sheep and goat unit scheme.
  • You are not a resident of Haryana.
  • You are already in salaried government employment, since the scheme is aimed at the unemployed.
  • You or your family have already drawn a subsidised livestock unit under the same head, departments normally allow one unit per family so that the limited 800 units reach more households.

Because the annual physical target is fixed at 800 units and 827 and 704 beneficiaries were covered in the last two years, sanction is competitive. Applications received after the district quota is exhausted are carried to the next financial year rather than approved on the spot.

What exactly does a beneficiary receive?

A beneficiary receives a 90 percent subsidy on the unit cost of one unit of 15 female sheep or goats and 1 male. The subsidy is paid as a Direct Benefit Transfer, not as animals handed over at a counter, so the beneficiary buys the animals and the department releases the subsidy share after the unit is verified on the ground by the veterinary staff.

Two points that applicants routinely misunderstand:

  • The subsidy is on the unit cost notified by the department for that year, not on whatever price the applicant actually paid. If you buy costlier animals, the extra is your own cost.
  • The male animal is part of the unit. A unit of 16 animals is what gets sanctioned; buying only females does not complete the unit.

How to apply for Bhed/Bakri Palak Utthan Yojna

  1. Get your Family ID in order first. Open meraparivar.haryana.gov.in and confirm that your Parivar Pehchan Patra shows the correct income, caste and family members. A mismatch here stops a Haryana welfare application before it reaches the department.
  2. Obtain or renew your Scheduled Caste certificate if you do not hold a current one. It can be applied for through the Antyodaya SARAL portal.
  3. Take the department's 11-day livestock farming training if a batch is running in your district. Haryana trained 2,624 youth in 2024-25 and 2,226 up to 31 December 2025 in dairy, sheep, goat, pig and poultry farming for self-employment.
  4. Approach the Deputy Director, Animal Husbandry and Dairying of your district, or the Senior Veterinary Surgeon at your block veterinary hospital, and ask for the current year's application form and the notified unit cost. Haryana has 2,884 veterinary institutions, so there is a government veterinary hospital or dispensary within reach of every block.
  5. Submit the completed form with all documents and obtain a dated receipt or diary number. Applications for Haryana state schemes are also accepted through Antyodaya SARAL centres and saralharyana.gov.in, which issue a trackable reference number.
  6. Cooperate with the field verification. Veterinary staff inspect the shed or grazing arrangement before sanction.
  7. Buy the 16 animals after sanction, get them tagged and verified, and the subsidy share is released to your bank account by DBT.

How to check your application status

  1. If you applied through Antyodaya SARAL, use the "Track Application Status" option on saralharyana.gov.in with the reference number printed on your receipt.
  2. If you applied directly at the district office, quote your diary number at the office of the Deputy Director, Animal Husbandry and Dairying.
  3. Call 1800-2000-023 (SARAL Kendra, 7 am to 9 pm, Monday to Saturday) or 0172-3968400 for help locating your application.
  4. Once the subsidy is sanctioned, check your bank account statement or passbook — the payment arrives as a DBT credit and no cheque is issued.

Why applications get rejected

  • Caste certificate not valid or not in the applicant's own name.
  • Family ID data mismatch, especially income or caste, which is the single most common cause of rejection in Haryana state schemes.
  • District quota exhausted for the year against the 800-unit state target.
  • Bank account not Aadhaar-seeded, so DBT fails.
  • Unit not completed as sanctioned; fewer than 15 females, or no male animal, found at verification.
  • Duplicate benefit already drawn by the same family under another livestock unit scheme.

If your file is rejected for a data problem, correct the Family ID record first at a Common Service Centre or SARAL Kendra, then reapply in the next cycle.

No agent can charge you for getting a unit sanctioned. The subsidy reaches your bank account directly, and the department's own veterinary staff carry out the verification.
