Financial Assistance to Kashmiri Migrant Families
Haryana state government scheme
Financial Assistance to Kashmiri Migrant Families pays Rs 1,700 per month per family member, subject to a family ceiling of Rs 8,500 a month, to displaced families from Jammu and Kashmir living in Haryana with annual income under Rs 2,00,000. The Directorate of Social Justice and Empowerment pays it by DBT. Apply at saralharyana.gov.in.
What is Haryana's financial assistance to Kashmiri migrant families?
Financial Assistance to Kashmiri Migrant Families is a state scheme of the Directorate of Social Justice and Empowerment under Haryana's Social Justice, Empowerment, Welfare of SC and BC and Antyodaya (SEWA) Department. The scheme pays a monthly cash allowance to families displaced from Jammu and Kashmir who are now living in Haryana, to help them meet basic costs while they resettle.
According to the Directorate of Social Justice and Empowerment, the scheme has been implemented since 1 April 2006. Assistance is paid per family member rather than per family, the current rate is Rs 1,700 per month per member, subject to a family ceiling of Rs 8,500 per month. That ceiling means the payment reaches its maximum at five counted members and does not rise further for larger households. The earlier rate was Rs 1,500 per member per month.
This is one of the smallest schemes the Directorate runs, with 9 beneficiaries recorded in the department's published figures. It is separate from, and in addition to, the central relief and rehabilitation package for Kashmiri migrants administered by the Ministry of Home Affairs, which operates mainly in Jammu and Delhi.
The assistance is time-limited. The Directorate states that financial assistance under this scheme is provided for a maximum of five years, the period being intended for resettlement rather than as a permanent pension.
Who is eligible for the Kashmiri migrant family assistance?
A family can be covered if:
- The family is a displaced family from Jammu and Kashmir, that is, the household migrated out of J&K and can produce migration registration or an equivalent official record.
- The family is now residing in Haryana.
- The maximum annual income of the family from all sources does not exceed Rs 2,00,000 per annum.
- The family holds a Parivar Pehchan Patra (Family ID), which establishes the family composition on which the per-member calculation is based.
- The family has an Aadhaar-seeded bank account in the name of the head of the family for the DBT credit.
A family cannot apply if:
- It is not a displaced family from Jammu and Kashmir. Ordinary migration for work or marriage does not qualify.
- Its annual income from all sources is Rs 2,00,000 or more as recorded in the verified PPP data.
- It has already drawn the assistance for the maximum five years.
- It is no longer residing in Haryana. The assistance stops if the family moves out of the state.
The per-member structure means the family composition recorded in the Parivar Pehchan Patra decides the amount. If a member is missing from the Family ID record, that member is not counted, so correcting the PPP before applying is worth the effort.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Proof of migration from J&K | Yes | Migrant registration certificate or equivalent official record |
| Parivar Pehchan Patra (Family ID) | Yes | Establishes family composition and verified income |
| Aadhaar of every member claimed | Yes | The allowance is per member, so each must be identified |
| Residence proof in Haryana | Yes | The family must be residing in the state |
| Bank passbook | Yes | Aadhaar-seeded account of the head of the family |
| Income proof | No | Only where the PPP income is missing or disputed |
The migration proof is the document that decides the case. Families who registered as migrants with the Relief Commissioner in Jammu, Delhi or elsewhere should carry that registration; families who never registered anywhere will need to establish displacement through documentary evidence, which the District Social Welfare Officer assesses case by case.
How to apply for the Kashmiri migrant assistance online
- Collect your migration proof from Jammu and Kashmir and confirm that the Parivar Pehchan Patra lists every family member you intend to claim for, with correct income and bank details.
- Open saralharyana.gov.in, register as a new user with your mobile number and email, verify the OTP and sign in.
- Select Apply for Services, then View All Available Services, and search for the Social Justice and Empowerment Department's financial assistance service for Kashmiri migrant families.
- Enter the Family ID to auto-fill verified household details, then complete the remaining fields and list the members being claimed.
- Upload the migration proof, Aadhaar cards, residence proof and bank passbook, and submit the application.
- Save the SARAL reference ID on the acknowledgement — every status check needs it.
How to apply offline
- Visit a SARAL Kendra, an Atal Seva Kendra (CSC) or the District Social Welfare Office in the district where the family now lives.
- Ask the operator to fill the application and hand over photocopies of the migration proof, Family ID, Aadhaar cards of all members, residence proof and bank passbook.
- Sign the form and collect the printed acknowledgement with the SARAL reference ID.
- Follow up directly with the District Social Welfare Officer, who is the sanctioning authority. Given that the scheme has only single-digit beneficiaries statewide, a personal follow-up is usually the fastest route.
How much is paid and when?
Financial Assistance to Kashmiri Migrant Families pays Rs 1,700 per month per family member, with a maximum of Rs 8,500 per month per family. The per-member amount was previously Rs 1,500.
| Members counted | Monthly amount |
|---|---|
| 1 | Rs 1,700 |
| 2 | Rs 3,400 |
| 3 | Rs 5,100 |
| 4 | Rs 6,800 |
| 5 or more | Rs 8,500 (ceiling) |
The money is credited monthly by Direct Benefit Transfer into the Aadhaar-seeded account of the head of the family, in the same disbursement cycle as Haryana's social security pensions. The assistance runs for a maximum of five years from sanction.
How to check your application and payment status
- Open saralharyana.gov.in and select Track Application Status.
- Choose the Social Justice and Empowerment department and enter your SARAL reference ID.
- After sanction, search on pension.socialjusticehry.gov.in using the pension ID, Aadhaar number or Family ID to view each month's credit.
- If a credit is shown as released but has not arrived, take the transaction reference to the bank branch before raising it with the DSWO.
Why applications get rejected
- No acceptable proof of displacement from Jammu and Kashmir.
- PPP income above Rs 2,00,000, frequently because of an outdated income entry in the Family ID record rather than the family's real position.
- Family members missing from the Family ID, which reduces the counted members and therefore the monthly amount.
- Bank account not Aadhaar-seeded or not in the name of the head of the family, so the DBT credit fails.
- Five years of assistance already drawn, after which the scheme does not continue.
- Family no longer resident in Haryana at the time of verification.
Correct the Parivar Pehchan Patra first through the PPP portal or a CRID update centre, then ask the District Social Welfare Officer to revive the existing file rather than filing a fresh application.
Grievance route
- Directorate of Social Justice and Empowerment, SCO 20-27, Jeevandeep Building, 3rd floor, Sector 17-A, Chandigarh: phone 0172-2715090, email sje[at]hry[dot]nic[dot]in.
- District Social Welfare Officer at the district headquarters, for verification, sanction and payment issues.
- Antyodaya-SARAL grievance option on saralharyana.gov.in for problems with the online application itself.
Applying is free. No official will ask for your OTP, and no agent can charge a fee for adding a family to the beneficiary list.

Frequently asked questions
How much does Haryana pay Kashmiri migrant families per month?
Haryana pays Rs 1,700 per month for each member of a displaced Kashmiri family, subject to a maximum of Rs 8,500 per month for the family. The rate was Rs 1,500 per member before the revision, and the family ceiling means the payment stops rising after five members.
What is the income limit for the Kashmiri migrant assistance in Haryana?
The maximum annual income from all sources of the displaced family from Jammu and Kashmir must not exceed Rs 2,00,000 per annum, as stated by the Directorate of Social Justice and Empowerment. Income is taken from the verified Parivar Pehchan Patra record.
How long is the Kashmiri migrant assistance paid for?
The Directorate records that financial assistance is provided for a maximum of five years, the period being intended for resettlement. Families should plan on the assistance ending at that point rather than continuing indefinitely like an old age pension.
Who cannot apply for the Haryana Kashmiri migrant family assistance?
Families whose annual income from all sources exceeds Rs 2,00,000, families who are not displaced from Jammu and Kashmir, and families no longer residing in Haryana are not eligible. Families who have already drawn the assistance for five years also cannot apply again.
How many families receive this assistance in Haryana?
The scheme is very small — the Directorate recorded 9 beneficiaries. Because the caseload is tiny, District Social Welfare Officers handle these files personally and can usually confirm the status of an application on request.
When did the Kashmiri migrant assistance scheme start in Haryana?
The scheme has been implemented since 1 April 2006 by the Directorate of Social Justice and Empowerment, Haryana. It runs alongside the central relief and rehabilitation package for Kashmiri migrants administered by the Ministry of Home Affairs, which is a separate arrangement.
How do I apply for the Kashmiri migrant assistance in Haryana?
Apply free on the Antyodaya-SARAL portal at saralharyana.gov.in, or in person at a SARAL Kendra, an Atal Seva Kendra or the District Social Welfare Office. Proof of migration from Jammu and Kashmir and a Parivar Pehchan Patra are required.
