Financial Assistance to Women and Girls Acid Attack Victims
Haryana state government scheme
Financial Assistance to Women and Girls Acid Attack Victims pays a monthly allowance in Haryana set as a multiple of the Divyang pension to 2.5 times for 40 to 50 percent disability, 3.5 times for 51 to 60 percent, and 4.5 times above 61 percent. The scheme started on 26 February 2019. Apply free at the District Social Welfare Office.
What is the Haryana acid attack victims financial assistance scheme?
Financial Assistance to Women and Girls Acid Attack Victims is a state-funded monthly allowance run by the Directorate of Social Justice and Empowerment, Government of Haryana. The scheme exists because an acid attack leaves a survivor with a combination of disfigurement, functional impairment and repeated reconstructive surgery that ordinary disability pension rates were never set to cover.
According to the Directorate of Social Justice and Empowerment, the scheme was launched on 26 February 2019, following approval by the Haryana Cabinet in September 2018. Rather than fixing a rupee figure that would need separate revision every year, the scheme pegs the allowance to a multiple of the Haryana Divyang pension, so it rises automatically whenever the state raises the disability pension.
How the benefit is calculated
| Certified disability | Monthly allowance | Value at the Rs 3,200 Divyang pension rate |
|---|---|---|
| 40 to 50 percent | 2.5 times the Divyang pension | Rs 8,000 |
| 51 to 60 percent | 3.5 times the Divyang pension | Rs 11,200 |
| 61 percent and above | 4.5 times the Divyang pension | Rs 14,400 |
The Haryana Divyang Pension Scheme rate is Rs 3,200 per month with effect from 1 November 2025, so the three slabs currently work out to Rs 8,000, Rs 11,200 and Rs 14,400 a month. If the Divyang pension is revised again, these figures move with it without a fresh notification for this scheme.
What the scheme is designed to do
- Provide a lifelong monthly income to survivors whose earning capacity has been destroyed by an acid attack.
- Scale the payment with the severity of the resulting disability rather than paying one flat rate.
- Reach beneficiaries through Direct Benefit Transfer into their own accounts.
Who is eligible for the acid attack victims allowance?
A survivor can receive the allowance if:
- She is a woman or a girl who has faced an acid attack.
- She is residing in the State of Haryana.
- She holds a disability certificate from a government medical board showing a disability percentage that falls in one of the three published slabs, that is 40 percent or more.
- She has a Parivar Pehchan Patra and a bank account that can receive DBT.
The Directorate's own wording is broad; "any woman or girl victim facing acid attack residing in the State of Haryana is eligible for financial benefit in this scheme". Notably, the scheme text does not impose an income ceiling or an age bar, which sets it apart from almost every other Haryana social security allowance.
You are not eligible and cannot apply if:
- You are a male survivor. The scheme is written for women and girls only. Male survivors with 60 percent or more certified disability should apply for the Haryana Divyang Pension Scheme at Rs 3,200 a month instead.
- Your certified disability is below 40 percent, which falls under the lowest published slab.
- You are not residing in Haryana.
- Your injury was not caused by an acid attack. Burns from fire, chemicals in an industrial accident or scalding are not covered by this scheme, though they may qualify for the general Divyang pension if certified at 60 percent or more.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Disability certificate | Yes | Government medical board, stating the percentage caused by the attack |
| FIR or police report | Yes | Establishes the injury was an acid attack |
| Medical treatment records | Yes | Burn or plastic surgery unit admission and treatment papers |
| Parivar Pehchan Patra (Family ID) | Yes | Identification and routing through the Haryana pension system |
| Aadhaar card | Yes | Identity plus bank seeding for DBT |
| Residence proof | Yes | Applicant must be residing in Haryana |
| Bank passbook | Yes | Aadhaar-seeded account; guardian's account for a minor |
The percentage on the disability certificate decides the slab, so it is worth getting right. Acid attack injuries often produce both disfigurement and functional loss, contractures limiting arm movement, loss of vision in one or both eyes, damage to the airway — and a certificate that records only the cosmetic disfigurement can understate the assessment. Ask the medical board to assess every affected system, and if the assessment looks low, request a review before the pension application is filed rather than after.
How to apply for the acid attack victims allowance
- Obtain the disability certificate from the government medical board of your district, recording the percentage of disability resulting from the attack.
- Collect the FIR or police report and the hospital treatment records that establish the cause and course of the injury.
- Update the Parivar Pehchan Patra at meraparivar.haryana.gov.in so that your details and address are recorded correctly and verified.
- Open the Antyodaya-SARAL portal at saralharyana.gov.in, register with your mobile number and email or sign in, and select Apply for Services.
- Search for the Social Justice and Empowerment Department service for financial assistance to women and girls acid attack victims, and open the form.
- Enter the Family ID, Aadhaar number, disability certificate number and percentage, residence details and bank account particulars, then upload the scanned documents.
- Submit the form and save the Application Reference ID shown on screen and sent by SMS.
- Wait for verification by the District Social Welfare Officer, who checks the certificate, the police record and the residence before sanction.
How to apply offline
- Visit the District Social Welfare Office, a SARAL Kendra or a Common Service Centre with the originals and one photocopy set. The Directorate also publishes a downloadable application form for financial assistance for acid attack victims on socialjusticehry.gov.in.
- Ask the officer or operator to file the application on the Antyodaya-SARAL portal on your behalf.
- Collect the printed acknowledgement carrying the Application Reference ID before leaving.
Given the sensitivity of the case, the District Social Welfare Office is often the better route than a crowded public counter, and the office can also point the survivor to the Women and Child Development Department's relief and rehabilitation measures for acid victims, which run separately from this allowance.
When does payment start, and are arrears paid?
Payment starts from the date of application, not from the date of the attack. The Directorate states plainly that financial assistance will be given from the current date after the survivor has applied under the scheme, and that no arrears will be given to acid attack victims.
That single rule has a hard practical consequence: every month a survivor delays applying is a month permanently lost. A survivor still undergoing surgery should file as soon as a disability certificate can be issued, even a provisional one, and seek a re-assessment for a higher slab later, rather than waiting until treatment is complete to apply for the first time.
Once sanctioned, the allowance is credited monthly by Direct Benefit Transfer to the survivor's Aadhaar-seeded bank account. There is no annual re-application, but a certificate issued for a fixed period must be renewed before it expires or the credit stops.
How to check application and payment status
- Open saralharyana.gov.in and enter your Application Reference ID in the Track Application Status box on the home page.
- Or sign in to the SARAL account used for the application and open Track Application Status for the full case history.
- After sanction, check the bank passbook or statement first if the credit does not arrive, because a sanctioned case with no payment is usually a bank-seeding failure.
Why applications get rejected, and how to fix them
- No disability certificate from a government medical board, a private hospital's assessment is not accepted; the district board must certify.
- Disability assessed below 40 percent, which falls under the lowest slab. Request a re-assessment covering functional loss, not only disfigurement.
- No FIR or police record linking the injury to an acid attack.
- PPP record incomplete or unverified: correct it at meraparivar.haryana.gov.in before filing.
- Bank account not Aadhaar-seeded, so DBT fails after sanction.
- Name mismatch between the Aadhaar, the certificate, the FIR and the bank record. Reconcile the spellings before reapplying.
Grievance and contact route
- District Social Welfare Officer of your district is the first authority for verification disputes, slab disagreements and sanction delays.
- Antyodaya-SARAL helpline: 0172-3968400, for portal and tracking problems.
- Directorate of Social Justice and Empowerment, Haryana, at socialjusticehry.gov.in, which publishes the scheme notification and its amendments.
- Women and Child Development Department, Haryana, at wcdhry.gov.in, which runs a separate scheme for relief and rehabilitation of women acid victims.
- Parivar Pehchan Patra grievances are raised at meraparivar.haryana.gov.in.
Applying is free. No agent can charge a fee for adding a survivor's name to the beneficiary list, and no government official will ask for an OTP or bank password.

Frequently asked questions
How much does Haryana pay to acid attack survivors every month?
The allowance is set as a multiple of the Haryana Divyang pension — 2.5 times for 40 to 50 percent disability, 3.5 times for 51 to 60 percent, and 4.5 times for 61 percent and above. With the Divyang pension at Rs 3,200 a month from 1 November 2025, the three slabs work out to Rs 8,000, Rs 11,200 and Rs 14,400 respectively.
Who is eligible for the Haryana acid attack victims scheme?
Any woman or girl who has survived an acid attack and is residing in the State of Haryana is eligible. The scheme sets no income limit and no age limit, but the amount depends on the disability percentage certified by a government medical board.
Will I get arrears from the date of the attack?
No. The Directorate of Social Justice and Empowerment states that financial assistance is given from the date the survivor applies, and that no arrears are paid to acid attack victims. Applying late permanently forfeits the months before the application.
Can men who survive an acid attack apply under this scheme?
No. This scheme is restricted to women and girls, and male survivors are not eligible under it. A male survivor with a certified disability of 60 percent or more should instead apply for the Haryana Divyang Pension Scheme, which pays Rs 3,200 per month.
When did the Haryana acid attack victims scheme start?
The scheme was launched on 26 February 2019, after approval by the Haryana Cabinet in September 2018. The Directorate has since issued amendments to the scheme, including a second amendment published on socialjusticehry.gov.in.
How many people receive this assistance in Haryana?
Around 10 beneficiaries were on the rolls in 2023-24, against a budget allocation of Rs 15 lakh for that year, according to the Directorate of Social Justice and Empowerment. The scheme is deliberately narrow and the beneficiary count is small.
Is this the same as the compensation paid to acid attack victims?
No. This is a recurring monthly allowance from the Social Justice and Empowerment Department. It is separate from one-time compensation under victim compensation schemes and from the Women and Child Development Department's relief and rehabilitation measures for acid victims.
What disability percentage is needed to qualify?
A certified disability of at least 40 percent is needed to enter the lowest slab. The three published bands are 40 to 50 percent, 51 to 60 percent and 61 percent and above, and the certificate must come from a government medical board.
