What is the Crop Diversification Programme in OGR states?

Crop Diversification Programme (CDP) in Original Green Revolution states is a centrally funded programme that pays farmers in Haryana, Punjab and Western Uttar Pradesh to move land out of water-guzzling paddy and into alternative crops. The Department of Agriculture and Farmers Welfare, Government of India has run CDP since 2013-14 as a sub-scheme of the Rashtriya Krishi Vikas Yojana, now the Pradhan Mantri Rashtriya Krishi Vikas Yojana. In Haryana it is implemented by the Department of Agriculture and Farmers Welfare, Haryana, and farmers apply on the department portal at agriharyana.gov.in.

"OGR" is not an obscure administrative code, it stands for the states where the Green Revolution originally took hold. Haryana and Punjab were the states that adopted the paddy-wheat rotation most completely, and both are now paying for it in falling water tables. CDP is the policy answer: pay the farmer the difference so that switching out of paddy is not a loss-making decision.

The programme has two stated objectives. The first is to demonstrate and promote improved production technologies of alternate crops so that a farmer sees the package of practices working on real fields before committing acreage. The second is to restore soil fertility through leguminous crops that generate heavy biomass and draw fewer nutrients from the soil than paddy does.

How much assistance does a Haryana farmer get?

According to the scheme details published by the Department of Agriculture and Farmers Welfare, Haryana, the Crop Diversification Programme under RKVY pays:

Component Assistance
Demonstration of Maize Rs 2,400 per acre
Demonstration of Pulses: moong, urad, arhar Rs 3,600 per acre

Both components are applied for at agriharyana.gov.in.

Haryana runs several other diversification lines alongside CDP, and farmers routinely confuse them. The state's own schemes, applied for at fasal.haryana.gov.in, are:

State scheme Assistance
Mera Pani Meri Virasat; replacing paddy with a low-water crop Rs 7,000 per acre
Direct Seeded Rice using a DSR machine Rs 4,000 per acre
Promotion of Pulses and Oilseeds Rs 4,000 per acre

Mera Pani Meri Virasat covers farmers who replace paddy with maize, cotton, kharif pulses (moong, urad, guar, soyabean), kharif oilseeds (til, groundnut, castor), horticulture and vegetables, fodder crops, poplar or eucalyptus, and it also covers land left fallow. For kharif 2025 the state announced an enhanced rate of Rs 8,000 per acre over a target of 1 lakh acres, with registration through the Meri Fasal Mera Byora portal.

Beyond per-acre demonstration money, CDP also funds farm mechanisation and value addition items, site-specific activities and awareness and training programmes. Those components reach farmers through the department's machinery subsidies and training camps rather than as a direct per-acre transfer.

Who is eligible for the Crop Diversification Programme in Haryana?

A farmer qualifies if:

  • The farmer cultivates land in Haryana and has registered that land and the season's crop on the Meri Fasal Mera Byora (MFMB) portal.
  • The land being claimed was under paddy and is being sown with an eligible alternative crop; maize, or pulses such as moong, urad or arhar, for the CDP demonstration rates.
  • The farmer holds a valid Family ID (Parivar Pehchan Patra), Aadhaar and an Aadhaar-seeded bank account.
  • The sown crop can be verified in the field by the agriculture department's staff during the verification round.

A farmer is not eligible if:

  • The land and crop are not registered on Meri Fasal Mera Byora. Every Haryana agriculture benefit is built on this record, and an unregistered farmer cannot apply.
  • The claimed crop is not the crop actually standing in the field at verification. A mismatch at verification cancels the claim.
  • The same acreage is being claimed twice under two overlapping schemes for the same season.
  • The farmer already shifted away from paddy in earlier years; under Mera Pani Meri Virasat for kharif 2025, farmers who moved out of paddy within the previous four years were declared ineligible for the fresh incentive. Check the current year's guidelines before assuming continuity.
  • The area is outside the district or block cluster notified for that year's demonstration allocation. CDP demonstrations are allotted cluster-wise, and allocations are exhausted once the target area is filled.

How to apply for crop diversification assistance in Haryana

  1. Register on Meri Fasal Mera Byora at fasal.haryana.gov.in with your Family ID and mobile number, and enter the khewat, khasra and area for every parcel you cultivate.
  2. Enter the season's crop on the same portal as soon as the kharif window opens, recording the alternative crop — maize, moong, urad or arhar, on the parcel you are shifting out of paddy.
  3. Open agriharyana.gov.in, go to the scheme section and select the Crop Diversification Programme demonstration component for maize or for pulses.
  4. Fill the application with your MFMB registration number, Aadhaar number, bank account details and the area being diversified, and verify with the OTP sent to your registered mobile number.
  5. Upload the land record and any other document the portal asks for, submit the form, and save the acknowledgement number.
  6. Sow the declared crop on the declared parcel and keep it standing for the field verification visit by the Agriculture Development Officer or the Kisan Mitra for your village.
  7. Cooperate with field verification. The department verifies the sown crop against the declared parcel before payment is released.
  8. Check your bank account for the DBT credit after verification and after the season's payment run.

How to check your application and payment status

  1. Log in to agriharyana.gov.in with the mobile number used at registration and open the application status page for your acknowledgement number.
  2. Check the Meri Fasal Mera Byora dashboard for the verification status of the parcel and crop entry.
  3. Visit the Agriculture Development Officer at the block agriculture office with your acknowledgement number if verification has not happened after sowing.
  4. Check the bank passbook for the DBT credit, which follows verification and the departmental payment run, generally after the season.

Why crop diversification claims get rejected

  • No MFMB registration, or the parcel registered under a different name.
  • Crop mismatch at field verification, the field shows paddy or a crop other than the one declared.
  • Duplicate claim of the same acreage under both CDP and a state diversification scheme in the same season.
  • Bank account not Aadhaar-seeded, so the DBT credit fails and returns.
  • Application filed after the season's last date, which is announced fresh each year.
  • Cluster target exhausted in that block before the application was filed.

Scale of the programme

Between 2018-19 and 2024-25, alternate crop demonstrations under CDP covered about 1.87 lakh hectares across the OGR states for paddy and tobacco replacement. On the state side, Haryana reported that in kharif 2020, the first season of Mera Pani Meri Virasat, 41,947 farmers diversified 63,743 acres, drawing about Rs 45 crore in grant. For kharif 2023 the state set a target of 1.20 lakh acres with an expected grant of about Rs 84 crore, and for kharif 2025 it announced a target of 1 lakh acres at Rs 8,000 per acre.

Where to get help

  • Agriculture Development Officer at your block agriculture office, the first point of contact for registration, verification and payment queries.
  • Deputy Director of Agriculture at the district agriculture office for escalation.
  • agriharyana.gov.in, the Department of Agriculture and Farmers Welfare portal, which carries the current year's scheme circulars and last dates.
  • fasal.haryana.gov.in, the Meri Fasal Mera Byora portal, for land and crop registration corrections.

Registration and application under this programme are free. No agent can charge a farmer to "get the diversification grant sanctioned", and every rupee is credited by DBT into the farmer's own Aadhaar-seeded account.

Frequently asked questions

How much does Haryana pay under the Crop Diversification Programme?

Haryana pays Rs 2,400 per acre for a maize demonstration and Rs 3,600 per acre for a pulses demonstration of moong, urad or arhar under the Crop Diversification Programme funded through RKVY, as listed in the Department of Agriculture and Farmers Welfare scheme details.

What does OGR mean in this scheme?

OGR stands for Original Green Revolution states — Haryana, Punjab and Western Uttar Pradesh — the three areas where paddy-wheat monocropping took root after the Green Revolution and where the Crop Diversification Programme has been running since 2013-14.

Who runs the Crop Diversification Programme in Haryana?

The Department of Agriculture and Farmers Welfare, Haryana implements it on the ground, while the funding comes from the Department of Agriculture and Farmers Welfare, Government of India, as a sub-scheme of the Rashtriya Krishi Vikas Yojana, now the Pradhan Mantri Rashtriya Krishi Vikas Yojana.

Is this the same as Mera Pani Meri Virasat?

No. Mera Pani Meri Virasat is Haryana's own state-funded diversification scheme paying Rs 7,000 per acre for replacing paddy, applied for at fasal.haryana.gov.in, while the Crop Diversification Programme is the RKVY-funded demonstration programme applied for at agriharyana.gov.in. A farmer should check which one their village and crop plan falls under.

How is the money paid?

The assistance is paid by Direct Benefit Transfer into the farmer's Aadhaar-seeded bank account after field verification of the sown crop by the agriculture department's field staff.

Can a tenant farmer get the benefit?

The application is filed against a land record and a Meri Fasal Mera Byora crop registration, so the person whose name the land and crop are registered under receives the assistance. A cultivator with no registered land or crop entry cannot apply.

When should a farmer register?

Register the kharif crop on Meri Fasal Mera Byora as soon as the portal opens for the season and apply before the announced last date; in one recent kharif season Haryana extended crop diversification registration to 15 July.

What crops count as alternative crops?

Maize and pulses such as moong, urad and arhar carry the notified demonstration rates, and the wider diversification effort in Haryana also covers cotton, kharif oilseeds like til, groundnut and castor, fodder, vegetables and horticulture, and agroforestry species such as poplar and eucalyptus.
