What is Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana?

Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana, commonly written as DAYALU, and sometimes as DAPSY after the portal name: is a Haryana state scheme that pays a one-time cash assistance to a poor family when one of its working-age members dies or is permanently disabled by an accident. The scheme was notified by the Haryana Government Planning Department in the Haryana Government Gazette (Extraordinary) of 4 January 2024, and it operates with effect from 1 April 2023.

According to the notification, the objective is "to provide socio-financial security to eligible residents of the State". The implementing agency is the Haryana Parivar Suraksha Nyas (HPSN), a trust of the Government of Haryana, whose Chief Executive Officer is in overall charge of the scheme.

DAYALU is deliberately built on top of Haryana's Parivar Pehchan Patra (PPP) system. Family income, member ages and bank details are taken from the Family Information Data Repository (FIDR) rather than from paper certificates, which is why the scheme has so short a document list compared with older relief schemes.

How much does DAYALU pay?

The assistance varies with the age of the member at the time of death or permanent disability:

Age of the member Assistance
Above 6 years and up to 12 years Rs 1 lakh
Above 12 years and up to 18 years Rs 2 lakh
Above 18 years and up to 25 years Rs 3 lakh
Above 25 years and up to 45 years Rs 5 lakh
Above 45 years and up to 60 years Rs 3 lakh

The Rs 5 lakh band is the maximum under the scheme. Where the deceased or disabled member was in that 25 to 45 band and there is a minor girl child in the family, Rs 2.5 lakh of the Rs 5 lakh is paid into the minor girl's own Aadhaar-linked bank account, if one exists, and the balance is released as per the scheme. This carve-out for the girl child is written into paragraph 7 of the notification.

Who is eligible for DAYALU?

A family can claim if all of the following hold:

  • The family income is less than Rs 1.80 lakh per annum, as verified in the FIDR database. There is no separate income certificate. The FIDR figure governs.
  • The family holds a Family ID / Parivar Pehchan Patra number.
  • The member in respect of whom the claim is made was above 6 years and up to 60 years of age.
  • The event is a death, natural or accidental, or a permanent disability caused by an accident, certified at 70 per cent or above by a Medical Authority.
  • The death or disability occurred on or after 1 April 2023.

A family cannot apply or is not eligible where:

  • The FIDR-verified annual income is Rs 1.80 lakh or more.
  • The member was 6 years or younger, or above 60 years, at the time of the event.
  • The disability is below 70 per cent, or arises from illness rather than an accident. Disability not caused by an accident is outside the scheme.
  • The death or disability occurred before 1 April 2023. The notification states plainly that such claims "shall not be entertained by the Trust".
  • No family member is alive after the death in the family. In that situation no assistance is paid.
  • The claimant is a registered construction or industrial worker's family already compensated by the Haryana Labour Welfare Board or the Haryana Building and Other Construction Workers Welfare Board. DAYALU applies only if the Labour Department rejects that claim.

One timing rule sits between eligibility and payment: where the only surviving family members are below 18 years, the assistance is paid when a member attains 18, subject to the minor girl child rule above.

What documents are required for a DAYALU claim?

Document Mandatory Notes
Parivar Pehchan Patra number Yes Age, income and bank details are drawn from FIDR
Death certificate For death claims Natural or accidental death alike
Permanent disability certificate For disability claims 70 per cent or above, issued after 1 April 2023 by a notified Medical Authority
Copy of FIR / DDR For disability claims Establishes the accident
Hospital discharge summary If hospitalised Disability claims only
Bank account and Aadhaar Yes Payment goes to the PPP-registered or Aadhaar-seeded account

The notification also allows the deciding authority to call for any further documents it considers necessary to establish the genuineness of the claim and the identity of the claimant.

How to apply for DAYALU online

  1. Open the official portal at dapsy.finhry.gov.in on a computer or phone.
  2. Use the Get Family ID option first if you do not have your PPP number to hand, and confirm that the date of birth and income shown for the family in FIDR are correct. Wrong data here is the single most common cause of rejection.
  3. Select the claim type: accidental death, natural death, or permanent disability, and enter the Family ID.
  4. Upload the required documents: death certificate for a death claim, or the 70 per cent permanent disability certificate plus FIR/DDR copy and, if applicable, the hospital discharge summary for a disability claim.
  5. Check the bank account shown against the family in the PPP database, or confirm that the Aadhaar-seeded account is active, since all payments are made into that account.
  6. Submit the claim within three months of the death or permanent disability, and save the acknowledgement or claim number.
  7. Track the claim on the portal using the same Family ID and claim number.

There is no offline route notified for DAYALU. The gazette states the claim "shall be filed by beneficiary/claimant through the online portal of the scheme". If you cannot file it yourself, an Antyodaya Saral Kendra, a Common Service Centre or the district Nyas office can help you file it online.

How the money is paid and to whom

DAYALU does not simply pay whoever files the form. The order of payment is set out in the notification:

  • When an ordinary member dies โ€” the Head of the Family, if below 60 years. If the Head of the Family is above 60, the eldest family member below 60. If nobody is below 60, the member immediately above 60.
  • When the Head of the Family dies. The eldest family member below 60, and failing that, the family member immediately above 60.
  • When nobody in the family is alive, no assistance is paid.
  • When only minors survive: payment waits until a member turns 18.
  • In permanent disability cases. The money goes to the disabled beneficiary himself, in the account registered in the PPP database or linked to Aadhaar.

Why DAYALU claims get rejected, and how to fix them

  • Income above Rs 1.80 lakh in FIDR. The scheme takes the FIDR figure as final, so the fix is to get the family income corrected in the PPP record through a Saral or Antyodaya Kendra, not to argue the claim.
  • Age outside the 6 to 60 band in PPP data, often because the date of birth was recorded wrongly at PPP registration. Correct the DOB in PPP first.
  • Disability certificate below 70 per cent, or issued before 1 April 2023, or by an authority not notified under S.O. 76(E) of 4 January 2018.
  • Claim filed after three months of the event.
  • Missing FIR or DDR in an accident-based disability claim.
  • Bank account not seeded with Aadhaar, so the transfer fails.
  • Event before 1 April 2023, which is outside the scheme's effective date.

The portal notes that the application window for corrections is opened only once, for one month, and that errors have to be corrected and documents resubmitted within that period, so respond quickly if the portal asks for a correction.

Recovery for false claims

Paragraph 8 of the notification is blunt: where assistance is sanctioned by suppressing true information, making a wrong claim, or on the basis of wrong information given by the claimant in the claim form, the amount is recovered along with interest at 12 per cent per annum. Families should therefore not allow an agent to "improve" the income or age figures in a claim.

DAYALU-II, the stray animal scheme

Haryana Parivar Suraksha Nyas also runs DAYALU-II, effective 25 May 2023, which provides financial assistance for accidental death or permanent disability caused by stray cattle, other animals or a dog bite. DAYALU-II is claimed on the same portal, dapsy.finhry.gov.in, and is also age-linked, but it is a separate scheme from the income-linked DAYALU described here. Families should check which of the two fits their case before filing.

Filing a DAYALU claim is free. No fee is payable to any agent for "getting the claim passed", and the assistance is credited only to the family's own bank account recorded in the PPP database.

How to check your DAYALU application status

DAYALU does not send a separate tracking ID by post or SMS. The claim number generated when you submit the form on the portal is the only reference you need, so the first rule is to save that acknowledgement the moment you file.

  1. Go to dapsy.finhry.gov.in, the same portal used to file the claim.
  2. Look for the claim status or track application option on the portal, and log in with the Family ID used at the time of filing.
  3. Enter the claim number from your acknowledgement to pull up the current stage of the claim: submitted, under verification at the district Nyas office, sanctioned, or paid.
  4. If the status shows a request for correction, note that the correction window under the scheme opens only once, for one month, so check back promptly rather than waiting, since a missed correction window can mean the claim lapses.
  5. If the portal shows no movement for an unusually long time, or you cannot log in with your Family ID, call the DAYALU helpline at 0172-2996024 or write to dayaluhelpline@gmail.com with the claim number and Family ID.
  6. For a claim stuck at the district level, the district Nyas office, an Antyodaya Saral Kendra, or a Common Service Centre can look up the file offline and tell you which document or verification step is pending.
  7. Once the claim is marked sanctioned, check your bank account linked in the PPP database (or Aadhaar-seeded account) directly, since that is where the payment lands. No separate payment intimation is issued beyond what the portal shows.

Because payment depends on the bank account recorded against the Family ID in the PPP system, an application that looks "sanctioned" but never credits money is most often a sign that the linked account is inactive or not Aadhaar-seeded, which is worth checking at a bank branch or PPP update centre rather than only rechecking the portal.

A family whose annual income is verified below Rs 1.80 lakh in the Family Information Data Repository, which holds a Parivar Pehchan Patra, and where the member who died or became permanently disabled was above 6 and up to 60 years of age.

By when must the DAYALU claim be filed?

Within three months of the accidental death, natural death or permanent disability. The claim is filed by the beneficiary or claimant on the online portal dapsy.finhry.gov.in.

Does DAYALU cover natural death or only accidents?

DAYALU covers both natural and accidental death. Permanent disability is covered only where it is caused by an accident and certified at 70 per cent or above.

Who in the family receives the DAYALU money?

Where an ordinary member dies, the assistance goes to the Head of the Family if below 60 years; otherwise to the eldest family member below 60; and if none is below 60, to the member immediately above 60. Where the Head of the Family himself dies, it goes to the eldest family member below 60 on the same fallback rule.

Is there a special rule for a minor girl child in the family?

Yes. Where the beneficiary was above 25 and up to 45 years and the family has a minor girl child, Rs 2.5 lakh of the Rs 5 lakh is paid into the minor girl's Aadhaar-linked bank account and the balance is paid as per the scheme.

Can a registered construction worker or labourer claim DAYALU?

Registered workers under the Haryana Labour Welfare Board or the Haryana Building and Other Construction Workers Welfare Board are compensated by those boards first. If the Labour Department rejects the claim, DAYALU assistance can then be given as per eligibility.

The assistance is recovered along with interest at 12 per cent per annum where it was sanctioned by suppressing true information, making a wrong claim, or on the basis of wrong information in the claim form.

How can I check my DAYALU claim status online?

Is there an offline way to apply for DAYALU?

No. The gazette notification states the claim "shall be filed by beneficiary/claimant through the online portal of the scheme" at dapsy.finhry.gov.in. If you cannot file it yourself, an Antyodaya Saral Kendra, a Common Service Centre or the district Nyas office can help you file it online.
