Deen Dayal Lado Lakshmi Yojana
Haryana state government scheme
Deen Dayal Lado Lakshmi Yojana pays Rs 2,100 per month to every eligible woman in Haryana aged 23 years or above whose verified annual family income is up to Rs 1,00,000. The SEWA Department transfers the money by DBT through PFMS. Applications are filed only on the Lado Lakshmi App built by HARTRON.
What is Deen Dayal Lado Lakshmi Yojana?
Deen Dayal Lado Lakshmi Yojana is a monthly cash transfer scheme of the Haryana Government run by the Social Justice, Empowerment, Welfare of Scheduled Castes and Backward Classes and Antyodaya (SEWA) Department. Haryana notified the scheme in the Extraordinary Gazette on 15 September 2025 under notification No. 40/10/2025-4SW, and it came into operation on 25 September 2025 across the whole state. Readers who search for it as "Lado Lakshmi Yojana" or "Deendayal Lado Laxmi Yojana" are looking at the same scheme.
Deen Dayal Lado Lakshmi Yojana pays Rs 2,100 per month to every eligible woman, unless the beneficiary voluntarily chooses to take a lesser amount. Over a full year that is Rs 25,200. The stated aim in the notification is to promote women's empowerment by strengthening financial independence and providing social security.
Key features
- Benefit of Rs 2,100 a month, paid per eligible woman rather than per family.
- Payment through Direct Benefit Transfer using the Public Finance Management System (PFMS).
- Registration and grievance handling done entirely on the Lado Lakshmi App built by HARTRON.
- Eligibility verified by the Citizen Resources Information Department (CRID) against the Parivar Pehchan Patra database, not by paper certificates.
- Director, SEWA Department is the chief executive; a Governing Body chaired by the Chief Minister meets quarterly.
Who is eligible for Deen Dayal Lado Lakshmi Yojana?
A woman qualifies if all three conditions hold:
- Her age is 23 years or above.
- She belongs to a family whose verified annual family income, as per the Family Information Database Repository (FIDR), is not more than Rs 1,00,000.
- She, or her husband in the case of a woman married into Haryana from another state, is a resident of Haryana and has been residing in the state for the last 15 years or more at the time of application.
The notification adds a note that matters in large households: there is no restriction on the number of eligible women in a family who can avail the benefit. Two or three women in the same house can each draw Rs 2,100 a month.
A woman is not eligible, and cannot apply, if:
- She is already receiving financial assistance under the Old Age Samman Allowance Scheme, the Financial Assistance to Widows and Destitute Women Rules, the Haryana Divyang Financial Assistance Rules 2025, Ladli Social Security Allowance, Financial Assistance to Kashmiri Migrant Families, the Haryana Allowance to Dwarf, Financial Assistance to Women and Girl Acid Attack Victims, the Financial Assistance to Widower and Unmarried Persons Scheme 2023, the Haryana Gaurav Samman Scheme for Padma Awardees, or any similar scheme notified later.
- She receives any other financial assistance or annuity from a government body, local or statutory body, or a government-owned organisation.
- She is employed on a regular or contractual basis, full time or part time, in a government department, local or statutory body, or government-owned organisation, and her family income exceeds the Rs 1 lakh limit.
- She is an income tax payee.
One important carve-out: the benefit can be drawn alongside financial assistance for stage III and stage IV cancer patients, assistance for persons suffering from rare diseases, and assistance for persons with haemophilia, thalassemia and sickle cell anaemia. These medical schemes do not knock out a Lado Lakshmi claim.
What documents are required for Lado Lakshmi Yojana?
| Document | Mandatory | Notes |
|---|---|---|
| Parivar Pehchan Patra (Family ID) | Yes | Verified family income is read from the FIDR linked to the PPP |
| Aadhaar of self and family members | Yes | Furnished at registration inside the app |
| Residence certificate | Yes | Establishes 15 years or more of residence in Haryana |
| Bank account details | Yes | Active account in the woman's own name, validated by PFMS |
| Electricity connection details | Yes | Household detail listed in the notification |
| Vehicle ownership details | Yes | Declared at registration for cross-verification |
| HKRN ID | No | Only if the applicant is engaged through Haryana Kaushal Rozgar Nigam |
There is no paper income certificate in this list. Haryana deliberately reads income from the Parivar Pehchan Patra record, which is why a stale or wrong PPP income figure is the single biggest cause of rejection.
How to apply for Deen Dayal Lado Lakshmi Yojana
- Install the Lado Lakshmi App, developed by HARTRON, from the Play Store on Android or the App Store on iPhone.
- Register inside the app and furnish the details the notification requires: Aadhaar of yourself and your family members, residence certificate, income, HKRN ID if applicable, electricity connection details, vehicle ownership and bank account details.
- Submit the completed application and save the Registration ID shown on screen. The application is transmitted to CRID in real time through an API.
- Wait for CRID verification, which the notification fixes at fifteen days from receipt of the application.
- When you receive the eligibility SMS, sign in to the app with your Registration ID and choose the amount you wish to draw, either the full Rs 2,100 a month or a lesser amount, and give consent to the income caution.
- After the first payment, complete face authentication (Blink to Click) in the app every month so that disbursal continues without a break.
There is no offline form, no Antyodaya SARAL Kendra counter application and no fee for this scheme. Anyone asking for money to "get your name added" is not acting for the department.
How the money reaches your account
CRID prepares and sends the final list of eligible women to the SEWA Department
by the seventh day of every month. The Department, through the District
Social Welfare Officers, generates a DDLLY ID for each eligible woman on
pension.socialjusticehry.gov.in within two working days. Once that ID is
generated, the bank account details are pushed to PFMS the same day through an
API for validation. As soon as PFMS validates the account, the benefit is
processed and credited in the subsequent month.
The notification is precise about when entitlement begins: financial assistance accrues from the same month in which the DDLLY ID is generated and is disbursed in the following month. A woman whose ID was generated in a given month therefore sees her first credit the month after.
Beneficiaries are also automatically transitioned to the Old Age Financial Assistance Scheme, the Financial Assistance to Widows and Destitute Women Scheme, or the Widower and Unmarried Persons Scheme when they become eligible for one of those, so no fresh application is needed at that transition.
Why Lado Lakshmi payments stop, and how to fix it
- Bank account rejected by PFMS. Accounts reported invalid, and payments that fail during disbursement, are sent back to CRID and the concerned DSWO. The DSWO must inform the beneficiary within two days, and the account can be corrected inside the Lado Lakshmi App.
- Two consecutive failed disbursals. Payment is put on hold. It resumes only once corrected bank details are updated in the PPP database and communicated to the SEWA Department by CRID.
- Monthly liveness certificate not done. Face authentication is required every month after the first payment.
- Application marked ineligible by CRID. The notification is explicit that an application once marked ineligible cannot be converted into an eligible one later. A fresh application with corrected details must be filed and is considered afresh.
- Eligibility breached or wrong information found. Assistance is stopped immediately.
On death of a beneficiary, assistance ceases but the full month's amount in which the death occurred is still paid.
Recovery of wrongly drawn assistance
Haryana treats wrongly drawn assistance seriously. Where the benefit was sanctioned on wrong information supplied in the application form, the District Social Welfare Officer has the right to recover the amount with interest at 12 per cent per annum. Recovery may be enforced against the beneficiary or a family member such as a husband or son, or as arrears of land revenue under the Haryana Land Revenue Act. Where no movable or immovable property exists in the beneficiary's name, the notification records a provision of civil imprisonment to enforce a decree.
How to raise a grievance
- Open the grievance window inside the Lado Lakshmi App, pick the relevant category and write your remarks.
- The grievance is routed to the District Social Welfare Officer (DSWO), who must act within 7 working days. Data and information issues go to CRID; app and technical issues go to HARTRON.
- If unresolved after 7 days, the grievance escalates automatically to the Additional Deputy Commissioner (ADC), who is also the district nodal officer as Antyodaya Commissioner.
- If still unresolved within the next 7 days, it escalates automatically to the Deputy Commissioner (DC), whose decision is final.
For general state scheme queries, the Antyodaya SARAL helpline on 1800-2000-023 operates from 7 am to 9 pm. Scheme documents and the DDLLY page are published on socialjusticehry.gov.in.

Common reasons for rejection
CRID marks a Deen Dayal Lado Lakshmi Yojana application ineligible at the fifteen-day verification stage, and the notification is explicit that an ineligible application cannot later be converted into an eligible one, a fresh application has to be filed. These are the specific reasons applications get turned down, and what actually fixes each one.
- Family income shown in the Parivar Pehchan Patra is above Rs 1,00,000. CRID checks the Family Information Database Repository linked to the PPP, not any figure the applicant types into the app. If a family's PPP income record is outdated, higher than the household's real income, or was never updated after a change in circumstances, the application fails on this ground alone. The fix is to get the PPP income record corrected first, through the normal Parivar Pehchan Patra update process, and only then submit or resubmit the Lado Lakshmi application; correcting the app entry without correcting the PPP record changes nothing.
- Age recorded in the PPP is below 23 years. Because eligibility is matched against the PPP, a wrong date of birth in the family ID record, not the applicant's own understanding of her age, is what causes this rejection. The date of birth must be corrected in the PPP first.
- Residence period in Haryana cannot be established at 15 years or more. This applies in particular to women married into Haryana from another state, where the notification allows the husband's residence history to count. If the husband's own residence record in the state is not established for 15 years, or the residence certificate submitted does not support that period, the claim is rejected. A residence certificate covering the full 15-year period, obtained through the normal tehsil process, is the fix.
- Applicant is already listed as a beneficiary of an overlapping scheme. The notification lists specific schemes, the Old Age Samman Allowance, widow and destitute women assistance, the Divyang Financial Assistance Rules, Ladli Social Security Allowance, and several others, that cannot be combined with Lado Lakshmi. CRID's database matching catches this automatically even if the applicant does not mention it. There is no workaround here: a woman must be receiving none of the listed overlapping benefits at the time of application.
- Family income exceeds the limit and the applicant also holds a regular or contractual government-linked job. The notification disqualifies women employed by a government department, local body, statutory body or government-owned organisation only when the family income is also above Rs 1 lakh; if the family income is genuinely under the limit, government employment by itself does not disqualify. Rejections on this ground usually trace back to the same PPP income mismatch described above.
- Applicant is recorded as an income tax payee. This is checked against available government data matching, so an income tax record under the applicant's own PAN blocks the application regardless of what the family's PPP income shows.
- Bank account details cannot be validated by PFMS at registration. An account that is not in the woman's own name, is closed, or fails PFMS's own validation checks will not go through even if the application otherwise clears CRID. Registering with a correctly linked, active bank account in the applicant's own name avoids this.
- Incomplete registration inside the Lado Lakshmi App. Since the app is the only channel, and there is no offline SARAL Kendra counter for this scheme, an application left half-filled, or submitted without the required Aadhaar, residence, electricity and vehicle details the notification asks for, will not reach CRID for verification in a usable form. Completing every field the app asks for before final submission, and keeping the Registration ID it generates, prevents this.
Because none of these checks rely on a paper income certificate, the practical first step before reapplying after a rejection is always the same: verify and, if needed, correct the underlying Parivar Pehchan Patra record, since that is the single database CRID actually verifies against.

Frequently asked questions
How much money does Deen Dayal Lado Lakshmi Yojana give?
Deen Dayal Lado Lakshmi Yojana gives Rs 2,100 per month to every eligible woman, which works out to Rs 25,200 a year. The 15 September 2025 gazette notification allows a beneficiary to voluntarily choose a lesser amount if she wishes. Payment is made by Direct Benefit Transfer through the Public Finance Management System into her own bank account.
What is the age and income limit for Lado Lakshmi Yojana?
Applicants must be women aged 23 years or above whose verified annual family income is not more than Rs 1,00,000. Income is taken from the Family Information Database Repository linked to the Parivar Pehchan Patra, not from a self-declaration or a paper income certificate.
Who cannot apply for Deen Dayal Lado Lakshmi Yojana?
Women already drawing Old Age Samman Allowance, the widow and destitute women allowance, Divyang financial assistance, Ladli Social Security Allowance, assistance for Kashmiri migrant families, the dwarf allowance, acid attack victim assistance, the widower and unmarried persons allowance or Haryana Gaurav Samman are not eligible. Income tax payers and government employees whose family income exceeds the limit are also excluded.
How do I apply for Lado Lakshmi Yojana?
Applications are accepted only through the Lado Lakshmi App developed by HARTRON, available for Android and iPhone. The notification makes the app the single end-to-end channel covering registration, verification, reconciliation, grievance redressal and monitoring, so there is no paper form and no separate website form.
How long does verification take?
CRID verifies each application within fifteen days of receiving it by matching the details against the Parivar Pehchan Patra database. CRID then sends the final list of eligible women to the SEWA Department by the seventh day of every month, and District Social Welfare Officers generate the DDLLY ID within two working days.
Why has my Lado Lakshmi payment stopped?
The commonest cause is a bank account that PFMS could not validate, and the notification puts payment on hold if disbursal fails for two consecutive months. Payment also stops if eligibility conditions are breached, if the benefit was sanctioned on wrong information, or if the monthly face authentication in the app is not completed.
Do I have to do anything every month to keep receiving the money?
Yes. After the first disbursal every beneficiary must complete monthly liveness detection by face authentication in the Lado Lakshmi App, using the Blink to Click feature. CRID sends an SMS reminder each month and the app also generates notifications.
Can more than one woman in the same family get the benefit?
Yes. The notification states plainly that there is no restriction on the number of eligible women in a family who can avail the benefit, so a mother, daughter and daughter-in-law in one household can each draw Rs 2,100 a month if each meets the age, income and residence conditions.
