Mahila Samiriddhi Yojana for Backward Classes (Haryana)
Haryana state government scheme
Mahila Samiriddhi Yojana for Backward Classes is a Haryana Kalyan Nigam micro-credit scheme lending up to Rs 1,25,000 per woman, covering up to 90% of project cost, to Backward Class women aged 18 to 45 with family income under Rs 3 lakh. Apply free on saralharyana.gov.in or at the district office.
What is Mahila Samiriddhi Yojana for Backward Classes in Haryana?
Mahila Samiriddhi Yojana for Backward Classes is the women's micro-credit window of the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam. The state corporation set up in December 1980 under the Department of Welfare of Scheduled Castes and Backward Classes for the economic development of Backward Classes in Haryana. The name is often written Mahila Samriddhi Yojana or, in Hindi, महिला समृद्धि योजना.
The scheme exists because of a specific gap. A woman running a tailoring unit, a dairy animal, a beauty parlour, a papad or pickle operation or a small shop usually needs somewhere between Rs 20,000 and Rs 1.25 lakh; too little for a commercial term loan to be worth the bank's paperwork, and too much to raise from savings. Mahila Samiriddhi Yojana finances exactly that band, at a concessional rate, either directly to the woman or through a Self-Help Group.
According to the scheme description published for the Nigam, the loan is up to Rs 1,25,000 per woman beneficiary, covering up to 90% of the project cost. Eligibility is limited to women who are permanent residents of Haryana, aged 18 to 45, from a notified Backward Class, with annual family income below Rs 3 lakh.
The money comes through the National Backward Classes Finance and Development Corporation (NBCFDC), the Government of India company under the Ministry of Social Justice and Empowerment, for which the Kalyan Nigam is Haryana's state channelising agency. NBCFDC's published Mahila Samriddhi parameters set the per-beneficiary ceiling at Rs 1,25,000, allow a maximum of 20 women per Self-Help Group, charge the beneficiary 4% a year, and provide for quarterly instalments over four years with a six-month moratorium on principal recovery. NBCFDC funds 95% of the loan and the channel partner or beneficiary the remaining 5%.
NBCFDC then restructured its schemes with effect from 1 April 2025. Group lending now runs under a consolidated Group Loan Scheme: Rs 1.25 lakh per beneficiary, Rs 25 lakh maximum per group, 7% a year charged by the channel partner, three-year repayment, and the requirement that at least 60% of SHG members belong to Backward Classes with the rest from other weaker sections. Both sets of numbers appear in official material because the state service pages have not all been rewritten. Ask the district office which applies to your sanction.

Who is eligible for Mahila Samiriddhi Yojana in Haryana?
You can apply if:
- You are a woman, aged 18 to 45 years.
- You belong to a Backward Class notified in Haryana and can produce the certificate.
- You are a permanent resident of Haryana.
- Your annual family income is below Rs 3,00,000, as shown on your Parivar Pehchan Patra.
- You have a specific income-generating activity in view. The loan is tied to an activity, not given as general-purpose cash.
- You are borrowing individually or as a member of a Self-Help Group in which at least 60% of members are from Backward Classes.
You cannot apply, or you are not eligible, if:
- You are a man. This window is reserved for women; male Backward Class applicants should use the Nigam's Term Loan Scheme instead.
- You are under 18 or over 45 on the date of application.
- You do not belong to a notified Backward Class in Haryana. Scheduled Caste women are served by the Haryana Scheduled Castes Finance and Development Corporation, and minority-community women by the Nigam's separate NMDFC micro finance credit lines.
- Your family income is Rs 3 lakh a year or more.
- You are not a resident of Haryana.
- Anyone in your family is a defaulter on an earlier Kalyan Nigam, NBCFDC or bank loan.

What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Backward Class certificate | Yes | Competent Haryana authority |
| Haryana residence or domicile proof | Yes | Ration card, domicile certificate, voter ID or bill |
| Parivar Pehchan Patra (Family ID) | Yes | Income and family verification |
| Family income certificate | Yes | Below Rs 3 lakh a year |
| Age proof | Yes | Must show 18 to 45 years |
| Aadhaar card | Yes | Identity and bank seeding |
| Bank passbook | Yes | Savings account in the woman's own name |
| Activity note or project plan | Yes | Cost, activity, expected earnings |
| SHG records | If applicable | Register, member list, minutes, group account |
| Passport photographs | Yes | For the loan file |
Because loan sizes here are small, security requirements are light. The pattern across these channelising-agency micro-loans is self-guarantee and post-dated cheques for loans up to Rs 1 lakh, with a guarantor required only above that. Group lending replaces individual surety with the group's own guarantee, which is one practical reason to apply through an SHG.
How to apply for Mahila Samiriddhi Yojana in Haryana
- Update your Parivar Pehchan Patra at meraparivar.haryana.gov.in so the family income and member details are correct. The Rs 3 lakh test is read from this record and a stale entry stops the file dead.
- Open a savings bank account in your own name if you do not have one, and seed it with Aadhaar. Applications with an account in a husband's or father's name are sent back.
- Collect and self-attest the documents — Backward Class certificate, residence proof, income certificate, age proof, Aadhaar and passbook.
- Write a one-page activity note: what you will do, what it costs, what you expect to earn each month, and how you will repay. Attach quotations if the loan buys a machine or an animal.
- Register on saralharyana.gov.in with your name, mobile number and email, and verify with the OTP.
- Open the Mahila Samiriddhi Yojana service listed under the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam, fill the form with your Family ID, upload the documents and submit.
- Save the application reference number, then attend the Kalyan Nigam district office when called for verification of originals and completion of the loan agreement.
If you are applying through a Self-Help Group, step 6 usually runs through the group rather than each member separately, the group's office-bearers submit a consolidated proposal to the district office listing every member, her activity and her share of the loan.
How do you check the status of the application?
Track the application on saralharyana.gov.in through the Track Application Status option, using the reference number issued at submission. The SARAL helpline accepts the same number.
Once the file reaches the Nigam, status is with the district office. Call it, or the head office on 0172-2701074 or 0172-2701722, and quote your application number. The Nigam's site, hbckn.org.in, has a loanee login where borrowers can see their own loan account, and lists 0172-4784040 as technical support for the website.
For SHG applications, ask the group's office-bearers for the proposal number the district office issued; individual members are usually not tracked separately in the Nigam's system until sanction.
What are the repayment terms?
Under the scheme parameters published for Mahila Samiriddhi, repayment is in quarterly instalments over four years, with a moratorium of six months on principal recovery, and interest of 4% a year to the beneficiary.
Under the consolidated Group Loan Scheme that NBCFDC brought into force on 1 April 2025, group loans run at 7% a year to the beneficiary with a three-year repayment period, NBCFDC funding 90% and the channel partner 10%. All NBCFDC schemes now carry a 1% timely-payment rebate, applied annually and shared equally between the channel partner and the borrower.
Either way the practical advice is the same: keep the bank account funded on the instalment date. In group lending, one member's default is felt by everyone, because the group's own guarantee is what secured the loan.
Why do applications under this scheme get rejected?
- Income on the Family ID does not match the income certificate. Correct the Family ID before applying, not after.
- Age outside 18 to 45 on the date of application, a frequent and avoidable failure.
- Backward Class certificate from another state, or naming a caste not on Haryana's notified list.
- Bank account not in the woman's own name, which defeats the purpose of a women's scheme and is refused.
- No activity described, or an activity the district office does not think will generate enough to repay Rs 1.25 lakh.
- SHG composition fails the 60% test, fewer than 60% of members from Backward Classes, or more than 20 members in the group.
- An outstanding default in the family on an earlier government loan.
- Funds for the year already committed. Ask the district office where your file sits in the queue rather than filing a fresh application.
Where do you complain?
Use the grievance option on saralharyana.gov.in with your application reference number for anything stuck in the online workflow.
Escalate beyond that to the Managing Director, Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam, SCO 813-14, Sector 22-A, Chandigarh 160022, by post, on 0172-2701074 or 0172-2701722, or by email at hbckn222@gmail.com. Quote your application number and attach copies.
Beyond the Nigam, the Haryana Chief Minister's Window at cm-window.haryana.gov.in takes grievances across departments, and the parent Department of Welfare of Scheduled Castes and Backward Classes is the administrative authority. The Antyodaya SARAL helpline on 1800-2000-023, and the alternative line 0172-3968400, run from 7 am to 9 pm for scheme and service queries.

Frequently asked questions
How much can a woman borrow under Mahila Samiriddhi Yojana in Haryana?
Up to Rs 1,25,000 per woman beneficiary, covering up to 90% of the project cost, according to the scheme description published for the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam. Older published material for the scheme shows Rs 1,00,000, so confirm the current ceiling at the district office.
Who is eligible for Mahila Samiriddhi Yojana for Backward Classes?
Women aged 18 to 45 who belong to a Backward Class notified in Haryana, are permanent residents of the state, and whose annual family income is below Rs 3 lakh. Men are not eligible under this window at all.
What interest does the micro-credit carry?
The published scheme parameters put the rate at 4% a year to the woman beneficiary, with quarterly instalments over four years and a six-month moratorium on principal. Under the revised NBCFDC Group Loan pattern effective 1 April 2025, the channel partner charges 7% a year with three-year repayment, so ask which set applies to your sanction.
Do I have to join a Self-Help Group to get this loan?
No — the scheme finances women either directly or through Self-Help Groups. Routing through an SHG is common because the group handles collection and peer guarantee, but an individual application is allowed.
How many women can one Self-Help Group have?
A maximum of 20 women, under the NBCFDC group lending norms the Kalyan Nigam follows. At least 60% of members must belong to Backward Classes, with the rest from other weaker sections.
Is Mahila Samiriddhi Yojana a grant?
No — it is a loan and must be repaid with interest. The concession is in the price and the easy security terms, not in a waiver.
How do I apply?
Apply online on saralharyana.gov.in after registering with your mobile number, or submit the application by hand at a SARAL Kendra or the Kalyan Nigam office. Registration on the portal is required before applying.
