Labour Card (BOCW Board Registration) in Haryana
Haryana state government scheme
Labour Card in Haryana is the registration certificate of the Haryana Building and Other Construction Workers Welfare Board, applied for on hrylabour.gov.in or at an Antyodaya Saral Kendra. The board charges Rs 25 as registration fee and Rs 5 per month as membership contribution, and the competent officer is bound to act on the application within 30 days.
What is a labour card in Haryana?
A labour card in Haryana is the beneficiary registration issued by the Haryana Building and Other Construction Workers Welfare Board (HBOCWWB), a board constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. The Labour Department, Haryana runs it through its e-governance portal at hrylabour.gov.in, and the board sits at Bays No. 29-30 (Pocket-II), Sector-4, Panchkula 134112.
The card is not a benefit by itself. It is the gate. The Haryana Labour Department states that the board currently runs 22 welfare schemes, maternity and paternity benefit, tool kit purchase assistance, a sewing machine scheme, a bicycle scheme, the Chief Minister Registration Incentive Scheme and others, and every one of them starts from a live HBOCWWB registration. An unregistered construction worker in Haryana can apply for none of them.
Haryana keeps this board separate from the Haryana Labour Welfare Board (HLWB). HLWB covers employees working in factories, shops and establishments and needs only a PPP ID, Aadhaar card and photograph. HBOCWWB covers construction workers and asks for proof of 90 days of construction work. Applying at the wrong board is the single most common mistake Haryana workers make.
Who can and who cannot apply?
You can apply for HBOCWWB registration if you meet the three conditions the Labour Department lists:
- Your age is more than 18 years and less than 60 years.
- You have worked as a construction worker for 90 days in the previous one year.
- You are not a member of any other welfare board.
The trades covered are wide. The department names building construction workers, carpenters, roller operators, plumbers, electricians, chowkidars and all kinds of stone cutting, breaking and grinding workers. The construction works covered include buildings, streets, roads, railways, airfields, irrigation, drainage, embankments and shipping works, flood control works, generation of electricity, waterworks, oil and gas installations, electric lines, wireless, radio, television, telephone, telegraph and overseas communication, dams, canals, distributaries, waterways, tunnels, bridges, aqueducts and cooling towers.
You cannot apply if you are under 18 or 60 and above, if you cannot produce a 90-day work record for the last year, or if you are already registered with another welfare board. The Haryana Labour Welfare Board included. Workers in factories, shops and commercial establishments are not eligible here; their route is HLWB registration on the same portal.
What documents are required?
The Labour Department's FAQ lists four documents for HBOCWWB registration:
- Parivar Pehchan Patra (Family ID), the Haryana Family ID record.
- Proof of age — establishing the 18-to-60 band.
- Certificate that the applicant is a construction worker.
- Employer's statement of the 90 days worked in the previous year, in the proforma available on the website.
Alongside those, the portal requires a working mobile number and an Aadhaar number. The Aadhaar is validated before the application form opens, and the name written on the application must match the name on the Aadhaar card exactly. Add bank account details as soon as the card is issued, because scheme money is paid to the worker's account and not in cash.
How to apply for a labour card in Haryana
- Create your login ID on hrylabour.gov.in. Open the Labour Department website and register with a mobile number you are actually carrying. The portal sends the login ID and password to that number by SMS, so a dead SIM stops the process here.
- Enter and validate your Aadhaar number. The portal validates the Aadhaar first; only after validation does the application form open. Write your name exactly as it appears on Aadhaar.
- Build your worker profile. Fill in your basic information, your work experience, your family details and the documents relating to your work experience.
- Search your work slip and get it verified. Using your Aadhaar number, search for your work slip on the portal, then get it verified by the verifying officer. This step is what proves the 90 days of construction work.
- Upload the registration application with the documents. Take the verified work slip and the other documents to a board help desk or an Antyodaya Saral Kendra and have the registration application uploaded there.
- Pay Rs 25 as registration fee and Rs 5 per month as contribution, and keep the acknowledgement. The competent officer must act on the application within 30 days.
How to apply offline through a help desk or Saral Kendra
- Visit the help desk set up by the Haryana Building and Other Construction Workers Welfare Board at your district office, or the nearest Antyodaya Saral Kendra, with the Family ID, age proof, construction-worker certificate and the employer's 90-day work statement.
- Ask the operator to create your login on hrylabour.gov.in and file the HBOCWWB registration in your name, it is the same online application, not a separate paper channel.
- Get the work slip verified by the verifying officer, pay the Rs 25 fee and the Rs 5 monthly contribution, and take the acknowledgement with you.
How do you check the application status?
Log in to hrylabour.gov.in with your own user ID; the dashboard shows the history of your application and the "Process" option displays where the file has reached. If you filed through a help desk or Saral Kendra, the same login works, the operator only filed on your behalf.
The 30-day limit for action on a registration application, and the 90-day limit under the Haryana Right to Service Act, 2014 for scheme benefits, are the two deadlines to hold the department to. Beyond those, escalate through the board.
Why are Haryana labour card applications rejected?
- The 90-day work slip is missing, unverified, or covers fewer than 90 days in the last year.
- The applicant is under 18 or has crossed 60.
- The applicant is already a member of another welfare board.
- The name on the application does not match the name on Aadhaar.
- The Family ID record does not carry the applicant's correct details.
- The mobile number given is not in use, so the login ID and OTP never reach the applicant.
What does it cost, and what about agents?
The Haryana labour card costs Rs 25 as registration fee and Rs 5 per month as membership contribution. That is the entire published cost. The Labour Department's own portal tells workers to avoid paying money anywhere and to visit the help desk at the district office, and the Worker Helpline on 0172-2971057 and the toll-free number 1800-180-2129 exist specifically to receive complaints about unauthorised payments. Agents who promise a card "in a week" for a few thousand rupees are selling a Rs 25 service, and the file still waits for the same verifying officer.
Where do you complain about registration or a scheme?
Call the board's toll-free number 1800-180-2129 or 0172-2575300, or send a written complaint to the board's official email hbocwwb@gmail.com. The Shramik Sahayata Sewa on 1800-180-2129 runs 8am to 8pm from Monday to Saturday, and the Antyodaya Saral helpline is 0172-3968400. For non-technical departmental matters the Labour Commissioner's office in Chandigarh is reachable on 0172-2701373.
Renewal and keeping the card live
Registration with HBOCWWB is a continuing membership, not a one-time paper. The Rs 5 monthly contribution is what keeps the membership alive, and the portal supports both new registrations and renewals through the worker registration portal. A worker whose contribution lapses will find scheme applications refused later, usually at the worst possible moment; after an accident, a delivery or a daughter's admission. Pay the contribution, keep the mobile number active, and keep the Family ID record updated.
