Investment Subsidy in lieu of Net SGST (Haryana MSME)
Haryana state government scheme
Investment Subsidy in lieu of Net SGST reimburses Haryana MSMEs 75% of the net SGST paid in cash for up to 10 years, capped at 150% of fixed capital investment in D category blocks. Start-ups get 100% for 7 years. Claims are filed online with the Directorate of MSME within 3 months of the financial year end.
What is the Investment Subsidy in lieu of Net SGST?
Investment Subsidy in lieu of Net SGST is the flagship fiscal incentive of the Haryana Enterprises and Employment Policy 2020, notified by the Industries and Commerce Department on 29 July 2021. It reimburses an eligible enterprise a share of the State GST it has actually paid in cash, for a fixed number of years, capped as a percentage of the enterprise's fixed capital investment.
The scheme is the successor to the older VAT-linked investment subsidy that Haryana ran before GST replaced VAT in July 2017. Businesses and consultants still refer to it as the VAT/SGST investment subsidy, which is why the term survives, but the live scheme is entirely SGST-based.
According to the notification, the objective is to position Haryana as a pre-eminent investment destination and support balanced regional development: infrastructure and ease of doing business alone were judged insufficient to draw investment into backward blocks, so the state added a direct fiscal incentive to reduce the cost of doing business there.
The scheme commenced on 1 January 2021. The Industries and Commerce Department extended the Haryana Enterprises and Employment Policy 2020 and the schemes under it on 9 January 2026, until a new industrial policy is notified.
How much subsidy does an MSME get?
Haryana classifies its blocks into A, B, C and D categories, with D the most backward. Rates rise sharply as you move from B to D, and A category blocks are largely outside the scheme.
Micro, small and medium enterprises (new units)
| Block | Rate and period | Cap |
|---|---|---|
| D | 75% of net SGST for first 10 years, 35% for next 3 years | 150% of FCI |
| C | 75% of net SGST for first 7 years, 35% for next 3 years | 125% of FCI |
| B | 50% of net SGST for first 5 years, 25% for next 3 years | 100% of FCI |
Woman, SC and ST-led new micro enterprises get 75% of net SGST for the first 7 years and 35% for the next 3 years in B, C and D category blocks, capped at 150% of new fixed capital investment.
Other categories under the same notification
- Start-ups to 100% of net SGST for 7 years, capped at 100% of FCI.
- Thrust sector mega, large and MSME units in auto and auto components, agro-based and food processing, textiles and apparel, defence and aerospace, pharmaceuticals and medical devices, chemicals and petrochemicals, and large scale energy and data storage to 100% for 10 years in D blocks capped at 150% of FCI, 75% for 8 years in C blocks capped at 125%, 50% for 7 years in B blocks capped at 100%. Registered Farmer Producer Organisations and integrated pack houses also qualify here.
- ESDM units to 100% of net SGST for 10 years in B, C and D blocks and 5 years in A blocks, capped at 100% of FCI. This is the one head that reaches A category blocks.
- Import substitution units to 100% for 10 years in D blocks capped at 150%, 100% for 8 years in C blocks capped at 125%, 100% for 7 years in B blocks capped at 100%.
- Data centres to 100% for the developer of a co-location facility for the first 3 years and 50% for the next 7; 75% for data centre units not in co-location facilities, for 10 years, anywhere in the state.
- Service enterprises to 50% of net SGST for 5 years in B, C and D blocks, capped at 100% of new FCI.
- Essential sector enterprises of all categories to 75% for the first 10 years and 35% for the next 3 in D blocks, capped at 150% of new FCI.
- Large units to 75% for 7 years then 35% for 3 in D blocks up to 125% of FCI; 50% for 5 then 25% for 3 in C blocks up to 100%; 30% for 5 then 15% for 3 in B blocks.
- Mega projects to 75% for 5 years then 35% for 3 in D blocks capped at 125% of FCI, 50% then 25% in C blocks, 30% then 15% in B blocks. Where a mega project faces inverted duties, or where net SGST deposited in the cash ledger is less than 5% of FCI in a year, investment subsidy of up to 5% of FCI is given over 8 years in equal annual instalments, subject to an annual ceiling of Rs 5 crore per mega project.
- Ultra-mega projects and relocating clusters of at least 10 similar enterprises get a customised package decided by the Haryana Enterprises Promotion Board.
Expansion and diversification โ units making 50% additional investment in plant and machinery in one go qualify, capped at 100% of new fixed capital investment on the expanded FCI.
What counts as net SGST and fixed capital investment?
Net SGST means the SGST amount paid through the cash ledger against the output SGST liability on the sale of eligible products. The notification is strict about sequence: the eligible unit must first use all eligible input tax credit, including eligible IGST credit, in its credit ledger against the SGST output liability, and only the balance discharged through the cash ledger counts.
New fixed capital investment means investment in land under use, new construction, and new plant and machinery, including a generating set, tools and equipment, that has not been used before in India.
Three limits apply. Where the unit is on leased land, new building construction counts only if the land is on irrevocable lease for at least 10 years from the date of commercial production. Transfer of plant and machinery from another unit anywhere does not count. And only investment made before commercial production and within 1 year after it counts towards the cap, for mega projects with a special package approved by the Haryana Enterprises Promotion Board, the window is 3 years from the date of approval.
Who is eligible, and who cannot claim
Your unit can claim if:
- It has gone into commercial production on or after 1 January 2021, or has taken effective steps before 31 December 2025 and will start commercial production before 31 December 2027 to 31 December 2028 for mega projects with a special incentive package.
- Micro, small and medium enterprises have filed the Udyam Registration Certificate and Haryana Udhyam Memorandum; ultra, mega and large units have filed an IEM with DPIIT, Government of India.
- The unit has obtained GST registration.
- The unit has obtained NOC or CLU from the competent authority, where applicable.
- The unit is in commercial production and in regular production at the time of disbursement.
"Effective steps" means the unit has arranged land or premises by purchase, allotment, transfer or registered lease; has obtained sanction for finance or made adequate investment arrangements; and has applied for CLU or NOC where applicable.
Your unit cannot claim, or loses the benefit, if:
- It is on the restrictive list notified by the State Government.
- It is a closed unit. Subsidy is not released to a closed unit.
- It disposes of or transfers fixed assets in a way that adversely affects manufacturing or production capacity.
- It remains out of production for more than 6 months, other than for reasons beyond its control such as fire, strike, earthquake or natural calamity. The benefit for that financial year is lost.
- It conducts other business from the GST registration under which the scheme is availed, or manufactures products other than the eligible products.
- It shows inter-state supplies as intra-state supplies through an intermediary, marketing network or middleman it directly or indirectly controls, in order to claim higher incentives. The benefit is cancelled from the date of contravention and the incentives must be returned with interest at 18% per annum.
- It seeks the incentive on export or deemed export refunds, which are excluded, or on tax arising from a show-cause notice issued on grounds of collusion, fraud or misrepresentation, or on tax credits it failed to avail for any reason including late filing of returns.
Individuals cannot apply. This is an enterprise incentive, claimed by a GST-registered unit against tax it has already paid.
How to apply for the SGST investment subsidy
- Complete your registrations first: Udyam Registration Certificate and Haryana Udhyam Memorandum for MSMEs, or an IEM with DPIIT for large and mega units, plus GST registration.
- For expansion or diversification, obtain a separate GST registration and set up separate books of account for the existing and expanded units, so the turnover of each can be shown independently.
- Obtain the DETC certificate on net SGST paid, issued by the Deputy Excise and Taxation Commissioner in the format at Annexure-IV, IV-A or IV-B of the notification.
- Get a Chartered Accountant certificate covering new fixed capital investment in land under use, new construction and new plant and machinery.
- Fill the Annexure-I application and submit it online on the department's web portal at haryanaindustries.gov.in, within 3 months of the close of the financial year or the date of notification of the scheme, whichever is later.
- Clear deficiencies within 10 days. The Joint Director or Deputy Director of your District Industries Centre or District MSME Centre scrutinises the claim and communicates deficiencies through the portal within 7 days. If they are not removed in time, the claim is filed and you are told by email.
- Host the inspection. After the case is complete, the Joint Director or Deputy Director physically inspects the unit to ascertain the new investment claimed.
Who sanctions the subsidy?
- The Haryana Enterprises Promotion Board considers and approves customised packages for ultra-mega projects and special packages for mega projects over and above the standard package.
- The Director or Director General, Industries and Commerce / MSME is the competent authority for approval and sanction for large and mega projects and ultra-mega projects.
A special rule for expansion cases. During the subsidy entitlement period, the turnover of the existing unit must not fall below its average sales turnover for the previous 3 years, or a shorter period if the unit has operated for less than 3 years. Where separate registration is not feasible for an expansion at the same business place, the highest turnover reported by the existing unit in the last 3 years is treated as the existing unit's turnover for the entitlement period. Failure to comply renders the unit liable to have the investment subsidy withdrawn for the remaining eligibility period.
Units that have opted for the composition levy under Section 10 of the Haryana GST Act 2017 are not excluded: their incentive is linked to the amount paid to the state, and the applicable percentage is applied to that amount as per the returns filed.
Why claims fail
- Input tax credit not exhausted first. Net SGST only counts what was paid through the cash ledger after all eligible credit, including IGST credit, was used. Claims that compute on gross SGST are rejected.
- No separate GST registration for expansion, or books that do not separate existing and expanded turnover.
- Missing DETC certificate, which is the department's only accepted proof of net SGST paid.
- Investment made outside the window; anything spent more than a year after commercial production does not count towards the cap.
- Second-hand or transferred plant and machinery, which is excluded from fixed capital investment.
- Deadline missed, since the claim must reach the department within 3 months of the financial year close.
- Production gap of over 6 months without a qualifying reason.
Investment subsidy already released is liable to be recovered at any time if it is later discovered to have been obtained by fraud, deceit, misrepresentation, misstatement or concealment of material facts.

How to check your application status
The Investment Subsidy in lieu of Net SGST claim moves through several desks after you file Annexure-I online, so there is no single "approved/rejected" flag you get on day one. Track it in these ways:
- Log in to the portal you filed on. The claim was submitted online at haryanaindustries.gov.in, and the same login shows where your file currently sits: under scrutiny at the District Industries Centre or District MSME Centre, marked with a deficiency, cleared for inspection, or moved to the sanctioning authority.
- Watch for the deficiency notice. If the Joint Director or Deputy Director scrutinising your claim finds gaps, this is communicated through the portal within 7 days of filing, not by a phone call. Check the portal regularly in the first two weeks after submission rather than waiting for an email.
- Check your email for the "claim filed" confirmation. If you do not clear a deficiency within 10 days, the department treats the claim as filed as-is and notifies you by email, so a missed portal check can quietly cost you the chance to fix a gap.
- Confirm the inspection has been scheduled or completed. Once your file is complete, the Joint Director or Deputy Director must physically inspect the unit to verify the new investment claimed before the claim can move further. If months have passed with no inspection date, that is the point to follow up rather than wait.
- Call or email if the portal status has not moved. For claims stuck at the district level, contact your District Industries Centre or District MSME Centre directly. For claims that have escalated to large, mega or ultra-mega category, or where the Haryana Enterprises Promotion Board is involved, escalate to the Directorate of MSME, Haryana at 0172-2580710, the Additional Director at 0172-2580706, or by email at info-msme@hry.gov.in. For matters routed through the Directorate of Industries and Commerce, call 0172-2701344.
- Keep your DETC certificate and CA certificate reference numbers handy when you call or email. Officials track files by the DETC certificate on net SGST paid and the Annexure number, not by your enterprise name alone, so quoting these speeds up any status query.
Because disbursement depends on the unit staying in regular production and on the district office completing its inspection, a stalled status is more often a pending inspection or an unresolved deficiency than an outright rejection. Resolve the deficiency or push for the inspection date before assuming the claim has failed.

Frequently asked questions
How much SGST does Haryana reimburse to MSMEs?
Haryana reimburses MSMEs 75% of net SGST for the first 10 years and 35% for the next 3 years in D category blocks, capped at 150% of fixed capital investment. C blocks get 75% for 7 years then 35% for 3 years capped at 125%, and B blocks get 50% for 5 years then 25% for 3 years capped at 100%.
What is net SGST under this scheme?
Net SGST means the SGST amount paid through the cash ledger against the output SGST liability on sale of eligible products. The unit must first use all eligible input tax credit, including eligible IGST credit in its credit ledger, before adjusting SGST through the cash ledger.
What do start-ups get under the scheme?
Start-ups get 100% of net SGST for 7 years from the date of commencement of commercial production, capped at 100% of fixed capital investment. The start-up must be registered with Startup Haryana.
Do women, SC and ST-led micro enterprises get a better rate?
Yes. Woman, SC and ST-led new micro enterprises get 75% of net SGST for the first 7 years and 35% for the next 3 years in B, C and D category blocks, capped at 150% of new fixed capital investment.
Can an existing unit claim this subsidy for expansion?
Yes, if it makes 50% additional investment in plant and machinery in one go. The cap is 100% of new fixed capital investment on the expanded FCI, and the unit must obtain a separate GST registration and maintain separate books of account.
Is the scheme still open?
Yes. The scheme applies to units that went into production on or after 1 January 2021, or that took effective steps before 31 December 2025 and start commercial production before 31 December 2027. The Industries and Commerce Department extended the policy on 9 January 2026 until a new industrial policy is notified.
What can cause the subsidy to be stopped?
Disposal or transfer of fixed assets that adversely affects production capacity, and closure of industrial activity, both stop the subsidy. A unit out of production for more than 6 months, except for reasons beyond its control such as fire, strike or natural calamity, loses the SGST benefit for that financial year.
What is the penalty for showing inter-state sales as intra-state sales?
The benefit is cancelled with effect from the date of contravention and the unit must return the incentives availed together with interest at 18% per annum. This applies where the unit routes supplies through an intermediary or middleman it controls in order to claim higher incentives.
