Mukhya Mantri Dugdh Utpadak Protsahan Yojana
Haryana state government scheme
Mukhya Mantri Dugdh Utpadak Protsahan Yojana is a Haryana Cooperation Department scheme that pays milk pourers of cooperative societies a per-litre subsidy above the normal milk price. The 2025-26 budget carried Rs 5 per litre from April to September and Rs 3 from October to March, with Rs 10 for Antyodaya families. Enrol at your village milk society.
What is Mukhya Mantri Dugdh Utpadak Protsahan Yojana?
Mukhya Mantri Dugdh Utpadak Protsahan Yojana is a Haryana state scheme of the Cooperation Department that pays milk producers a fixed cash incentive on every litre of milk they pour to a cooperative milk society. The scheme is often written as Mukhyamantri Dugdh Utpadhak Protsahan Yojana or simply the "milk subsidy", and it appears in the state budget under scheme code 1-11-2425-51-107-76-51 with an outlay of Rs 70,00,00,000; Rs 70 crore; in Budget Estimate 2025-26.
According to the Budget 2025-26 Explanatory Memorandum on Welfare and Development Schemes published by the Government of Haryana, the purpose is "to give remunerative prices to the milk producers for sustainable growth of Dairy Sector", by paying a subsidy in addition to the existing milk rate to milk pourers of cooperative milk societies. The subsidy is calculated on the quantity of milk supplied by the pourer, so a producer who pours 10 litres a day earns ten times what a producer pouring one litre a day earns.
The scheme sits on top of Haryana's three-tier Anand-pattern dairy structure: the village Milk Producers Cooperative Society (MPCS) at the base, the district Milk Union in the middle, and the Haryana Dairy Development Cooperative Federation Ltd (HDDCF), which markets under the Vita brand, at the apex. Haryana has six milk unions, Ambala, Ballabgarh, Hisar-Jind, Kurukshetra-Karnal, Rohtak and Sirsa. The incentive travels down that chain to the individual pourer's bank account.
How much money does the milk scheme pay?
The rates approved in the Haryana Budget 2025-26 are:
| Period | Rate per litre |
|---|---|
| 1 April 2025 to 30 September 2025 (lean season) | Rs 5 |
| 1 October 2025 to 31 March 2026 (flush season) | Rs 3 |
| Antyodaya families supplying milk to a milk union | Rs 10, for up to one year |
The Rs 10 per litre Antyodaya rate traces to an announcement made at the Antyodaya Mahasammelan at Karnal on 2 November 2023, and it is recorded in the state budget memorandum as part of this scheme.
On 31 July 2026 the Chief Minister announced a further increase, the lean or summer rate from Rs 5 to Rs 7 per litre and the flush or winter rate from Rs 3 to Rs 5 per litre; along with a Rs 10 per litre incentive for women's Self Help Groups and women's cooperative societies pouring to Vita. That announcement is very recent. Ask your milk union which rate is being applied to your current pouring month before you plan around it.
One deduction is written into the scheme itself: buffalo milk with fat below 6 per cent and Solid-not-Fat below 8.4 per cent attracts an extra Rs 1 per litre deduction in the milk rate chart. Feed and clean-milk practices therefore affect what actually lands in the account.
Who is eligible for the Haryana milk incentive?
You can get the incentive if:
- You are a milk producer resident in Haryana.
- You are an enrolled member of a Primary Milk Producers Cooperative Society affiliated to one of the six Haryana milk unions.
- You pour milk to that society during the notified incentive period. Both cow milk and buffalo milk count.
- Your bank account is Aadhaar-seeded so that DBT can reach it.
- For the higher Rs 10 per litre rate, your family is recorded as an Antyodaya family in the Parivar Pehchan Patra database.
You are not eligible and cannot apply if:
- You sell your milk to a private dairy, a milk vendor, a sweet shop or direct to households. Only pouring to a cooperative milk union is counted.
- You are not a member of any milk society, even if you keep milch animals.
- You are a trader or aggregator collecting milk from others rather than a producer pouring your own animals' milk.
- Your pouring record for the period is nil, the subsidy is quantity-based and there is no flat annual payment.
There is no landholding condition and no upper limit on herd size published in the budget provision. The binding condition is simply that the milk must reach a milk union.
How to apply for Mukhya Mantri Dugdh Utpadak Protsahan Yojana
There is no separate application form for the subsidy itself. You join the cooperative, and the subsidy follows your pouring record.
- Find your village Milk Producers Cooperative Society. Ask the society secretary, or check which of the six milk unions covers your district on the Milk Unions page of vita.haryana.gov.in.
- Fill the MPCS membership form. The Milk Producers Cooperative Society opening and membership forms are published on the Vita portal. Submit it to the society secretary with your Aadhaar card, bank passbook copy and Parivar Pehchan Patra.
- Take your membership and registration number. The society records you in its member register and allots the registration number under which your daily pouring is entered.
- Seed your bank account with Aadhaar. Visit your bank branch and confirm the account is Aadhaar-seeded and NPCI-mapped, because the incentive is paid by Direct Benefit Transfer, not in cash at the centre.
- Start pouring milk at the collection centre. Each pouring is weighed and tested for fat and SNF, and the quantity is entered against your number.
- Collect your monthly pouring slip from the society and check it against what you actually delivered. The subsidy is computed from this record.
If your village has no milk society, the same portal carries the MPCS opening form, which a group of producers can use to have a new society registered with the district milk union.
How to check whether your milk subsidy has been paid
- Ask the society secretary for the pouring statement for the month, which shows litres poured, fat and SNF, and the rate applied.
- Check your bank passbook or account statement for a separate DBT credit from the milk union, distinct from the routine milk payment.
- If the credit is missing, raise it with the district Milk Union office, quoting your society name and registration number.
- For anything unresolved, call the HDDCF federation office in Panchkula on 0172-2587507, or the grievance line published on vita.haryana.gov.in.
Why milk subsidy payments get held up
- Bank account not Aadhaar-seeded, so the DBT transfer fails and bounces back to the milk union.
- Name mismatch between the society member register, Aadhaar and the bank account.
- Pouring recorded against the wrong member number, which happens when a family member pours on your behalf without telling the centre.
- Quality deduction applied β buffalo milk below 6 per cent fat and 8.4 per cent SNF loses Rs 1 per litre, which readers often mistake for non-payment.
- Milk poured outside the notified period, since the rate table is tied to specific date ranges.
- Antyodaya status not reflected in the Parivar Pehchan Patra, which blocks the Rs 10 per litre rate even though the ordinary rate is still paid.
Key dates for the scheme
- 2 November 2023; Rs 10 per litre for Antyodaya families announced at the Antyodaya Mahasammelan in Karnal.
- 1 April 2025 to 30 September 2025: lean-season rate of Rs 5 per litre under the 2025-26 budget.
- 1 October 2025 to 31 March 2026: flush-season rate of Rs 3 per litre.
- 31 July 2026; Chief Minister's announcement raising the seasonal rates to Rs 7 and Rs 5 per litre and adding a Rs 10 per litre rate for women's SHGs.
Where to complain or ask questions
- Haryana Dairy Development Cooperative Federation Ltd (Vita), Panchkula; phone 0172-2587507, portal vita.haryana.gov.in.
- Your district Milk Union office, the first stop for a wrong pouring entry, a missing credit or a disputed fat and SNF reading.
- Deputy Registrar / Assistant Registrar, Cooperative Societies in your district, for disputes about society membership itself.
- Saral Haryana helpline 0172-3968400 for general questions about state schemes and services.
Membership of a milk cooperative is free of any charge for "getting the subsidy". No society official or agent is entitled to take a cut of the per-litre incentive, because the money is paid directly into the producer's own bank account.

Frequently asked questions
How much subsidy does Mukhya Mantri Dugdh Utpadak Protsahan Yojana pay per litre?
The Haryana Budget 2025-26 explanatory memorandum provides Rs 5 per litre for milk poured between 1 April 2025 and 30 September 2025, and Rs 3 per litre for 1 October 2025 to 31 March 2026. Antyodaya families are paid Rs 10 per litre for supply to a milk union for up to one year. On 31 July 2026 the Chief Minister announced an increase of the two seasonal rates to Rs 7 and Rs 5 per litre; confirm the rate currently in force with your milk union before assuming it.
Who can get the milk incentive in Haryana?
Milk producers who are members of a Primary Milk Producers Cooperative Society and pour their milk to one of Haryana's six district Milk Unions qualify. The subsidy is calculated on the quantity of milk you actually pour, so it goes only to pouring members.
Do I get the subsidy if I sell milk to a private dairy or a local vendor?
No. Mukhya Mantri Dugdh Utpadak Protsahan Yojana pays only for milk sold to a cooperative milk union. Milk sold to private buyers, halwais or household customers earns no incentive because there is no cooperative pouring record against your name.
How do I join the scheme?
Enrol as a member of the Milk Producers Cooperative Society in your village, using the MPCS membership form available from the society secretary or on the Vita portal. Once you are a member with a registration number and a seeded bank account, every litre you pour is automatically counted for the incentive.
Is the subsidy paid in cash at the milk collection centre?
No. The incentive is transferred by DBT into the milk pourer's bank account, separately from the routine milk payment made by the society. An Aadhaar-seeded account is therefore essential.
Is there any deduction for poor quality milk?
Yes. Under the scheme as approved in the state budget, an additional deduction of Rs 1 per litre applies in the buffalo milk rate chart where fat is below 6 per cent and Solid-not-Fat is below 8.4 per cent.
Does the scheme cover both cow and buffalo milk?
Yes. The budget provision states that the subsidy is given per litre of milk for both cow and buffalo milk poured to the cooperative societies.
Who runs this scheme?
The Cooperation Department of Haryana runs it, with the money routed through the Haryana Dairy Development Cooperative Federation (the Vita brand) and the six district Milk Unions of Ambala, Ballabgarh, Hisar-Jind, Kurukshetra-Karnal, Rohtak and Sirsa.
