What is the SC tuition fee and transport reimbursement scheme in Haryana?

Reimbursement of Tuition Fee and Transport Facilities to Scheduled Caste Students is a Haryana state scheme run by the Directorate of Technical Education, Panchkula under the Scheduled Caste Sub-Plan (SCSP). The scheme has two distinct money flows for the same group of students: the tuition fee a Scheduled Caste student pays at a technical institution is refunded up to a ceiling, and the money spent on a state transport bus pass or a railway season pass to reach that institution is refunded at the actual amount.

According to the department's own comparison sheet, the SCSP scheme has been in force with effect from 2007-08. It sits alongside, and deliberately does not overlap with, the centrally funded Post Matric Scholarship (PMS) scheme, which the Directorate of Technical Education has implemented since 2009-10 and which was earlier handled by the SC/BC Welfare Department. The Direct Benefit Transfer portal of the state lists this scheme under the Department of Technical Education as "Reimbursement of Tuition fee and transport facilities to Scheduled Caste students studying in Technical Institution in Haryana".

The practical point for a student: the two schemes are separated by parental income band, not by preference. A Scheduled Caste family earning up to Rs 2.50 lakh a year falls under PMS. A family earning between Rs 2.50 lakh and Rs 3.50 lakh falls under SCSP. Applying under the wrong one is the single most common reason a technical-education claim comes back rejected.

How much money does the scheme pay?

Component Course type Amount
Tuition fee reimbursement Diploma courses Tuition fee or Rs 20,000, whichever is less
Tuition fee reimbursement UG and PG courses Tuition fee or Rs 40,000, whichever is less
Transport reimbursement All covered courses Actual amount of the state transport facility or train pass

Under SCSP only the tuition fee is reimbursed. Development fund, student fund, examination fee and maintenance allowance are features of the Post Matric Scholarship scheme, not of SCSP, and a student in the SCSP income band should not expect them.

For comparison, the maintenance allowance rates the department publishes for the PMS scheme are Rs 550 a month for a day scholar and Rs 1,200 for a hosteller in B.E./B.Tech, MBA and MCA; Rs 530 and Rs 820 in M.Pharm, B.Pharm and BHMCT; and Rs 230 and Rs 380 for diploma students. Knowing these figures helps a student work out which scheme is worth more in their case before filing.

The transport component is claimed per instalment of the academic year. The application form asks for the distance from and to, the kilometres, the amount paid for a six-month pass, the time period covered, and whether the claim is for a state transport pass or a train pass.

Who is eligible for the Haryana SCSP technical scheme?

You can apply if:

  • You belong to a Scheduled Caste and can produce the caste certificate.
  • You are a student of Haryana and can produce a domicile certificate.
  • Your annual parental income from all sources is between Rs 2.50 lakh and Rs 3.50 lakh, the SCSP band applicable with effect from 2013-14.
  • You are pursuing an AICTE or HSBTE approved course through regular mode: Polytechnic Diploma, D.Pharmacy, B.Pharmacy, M.Pharmacy, DHMCT, BHMCT, B.Arch, B.E./B.Tech, M.Tech, PhD in engineering subjects, MBA or MCA.
  • You have 70 per cent attendance in the semester and appeared in at least one theory paper of the semester examination.
  • You have an Aadhaar or UID number.

You cannot apply, or you are not eligible, if:

  • You are a Scheduled Caste student residing in the campus hostel, hostel residents are expressly excluded from the transport and train pass component, because they do not commute.
  • Your parental income is above Rs 3.50 lakh a year from all sources.
  • Your parental income is at or below Rs 2.50 lakh, that band belongs to the Post Matric Scholarship scheme, and the department treats the two as separate.
  • You have no Aadhaar or UID number. The department's instruction is unambiguous: without a UID number the scholarship claim shall not be entertained.
  • Your attendance is below 70 per cent, or you did not physically appear in a theory paper of the semester examination.
  • You are studying through distance or non-regular mode. The advertisement specifies regular mode only.
  • For the SCSP tuition fee component, you were not admitted through the central counselling conducted by the state counselling society. The department's own scheme summary applies this restriction to SCSP tuition fee claims.

Note that the income ceilings have moved over the years. The department records the earlier SCSP band as Rs 1 lakh to Rs 2.40 lakh, and the earlier PMS ceilings as Rs 1 lakh from 1 April 2003 to 1 July 2010 and Rs 2 lakh from 1 July 2010 to 2012-13. If an old circular in your college file quotes a different figure, the 2013-14 revision is the one in force.

What documents are required?

The department prints a check list of documents attached on Part B of the application form itself:

How to apply for the SC tuition fee and transport reimbursement

  1. Get the form. Download the SCSP application proforma from the Notification or SC Scholarships section of techeduhry.gov.in, or collect it free of cost from your own institute. The department states plainly that the form is available free from the concerned institutes, so no one should charge you for it.
  2. Fill Part A yourself. Enter your name in block letters, father's or husband's name, category, full address, email, mobile number, Aadhaar or UID enrolment number, bank account number with IFSC code, name of the institution, year of admission, course or trade, class or semester, whether you are residing in the institute's hostel, and the pass details, distance from and to, kilometres, amount for the six-month pass, time period, and whether it is a state transport pass or a train pass.
  3. Sign the declaration. You and your parent or guardian both sign an undertaking that the statements are correct and that you will refund any amount over-paid to you, failing which it can be recovered.
  4. Attach the check-list documents listed above and hand the complete file to the Principal of your institution, not to the directorate. The instruction on the form is that candidates submit to the principal concerned no later than the last date of submission.
  5. Get Part B certified. The head of the institution certifies that your Part A details were checked and found correct, that the course is a post-matric one, that the institute is affiliated to a named university or board and recognised by government, that you are a bonafide student not residing in the campus hostel, and that you have been regular in attendance.
  6. Track the file through the three levels. The institution forwards a consolidated list with the complete applications to its Processing Centre designated by the department, and the processing centres forward the consolidated list to the Disbursing Centre. In the 2017-18 cycle the disbursing centre was Government Polytechnic, Hisar.
  7. Watch your bank account. The reimbursement is credited to the account whose number and IFSC you entered in Part A.

What are the key dates?

The Directorate of Technical Education announces the calendar afresh for each session, and the deadlines are strict. In the cycle covered by the department's advertisement dated 13 April 2018, for session 2017-18:

  • 14 May 2018; last date for students to submit the completed form with all required documents to their institution. The advertisement says applications received after the due date will not be entertained.
  • 28 May 2018 โ€” last date for heads of technical institutions to submit the consolidated list with complete application forms and supporting documents to their processing centres. Claims received after this date by disbursing centres will not be entertained.
  • 5 June 2018, last date for heads of processing centres to submit the consolidated list to the disbursing centre, Government Polytechnic, Hisar.

Check the Notices / Notifications section of techeduhry.gov.in at the start of each session for the current dates rather than assuming last year's calendar repeats.

How is the claim verified before payment?

The department describes an inspection-first approach. Intensive checking and inspections are made by the respective disbursing institutes during the conduct of the session. Only after the disbursing institute verifies the records of the admitted Scheduled Caste students, confirms minimum 70 per cent attendance, and confirms the physical presence of the student in at least one theory paper of the semester examination, is the claim settled and the scholarship released. The department describes this as a time-bound settlement.

This matters for planning. A student who stops attending after admission, or who skips the semester examination entirely, will fail verification even if every document in the file is perfect.

Why do these claims get rejected?

  • Wrong scheme chosen: filing under SCSP when parental income is below Rs 2.50 lakh, which belongs to the Post Matric Scholarship scheme, or the reverse.
  • No Aadhaar or UID number on the form, which the department treats as an outright bar.
  • Attendance below 70 per cent in the semester, or absence from every theory paper.
  • Hostel residence claimed alongside a transport reimbursement, which Part B of the form specifically certifies against.
  • Missing pass receipt, so the actual amount paid for the bus or train pass cannot be established.
  • Late submission to the institute, or the institute missing its own date for forwarding the consolidated list to the processing centre.
  • Course not approved by AICTE or HSBTE, or pursued in a non-regular mode.
  • Bank details wrong, an incorrect IFSC or a closed account stops the credit even after sanction.

How big is this programme in practice?

The Directorate of Technical Education publishes year-by-year figures for its Scheduled Caste scholarship disbursement. For the Post Matric Scholarship SC stream, the department reports 11,538 applications received, 9,750 approved and 9,649 disbursed in 2024-25, with Rs 1,849.75 lakh paid out. The comparable figures were 9,470 received, 8,148 approved and 8,129 disbursed in 2023-24, with Rs 1,474.11 lakh paid, and 8,768 received, 7,585 approved and 7,564 disbursed in 2022-23, with Rs 1,372.95 lakh paid.

Two things stand out from that record. Roughly 15 to 20 per cent of applications do not get approved in a normal year, which is why the document check list is worth taking seriously. And approval-to-disbursement is nearly complete once a claim is approved, so the real hurdle is the paperwork stage, not the payment stage.

Where do I go if the money does not arrive?

  1. Ask the Scholarship Branch of your own institute first, since the institute holds your file and forwards the consolidated list.
  2. If the file has left the institute, ask which Processing Centre it went to and on what date.
  3. Escalate to the Directorate of Technical Education, Bays 7-12, Sector 4, Panchkula 134112, on the toll-free number 1800-180-2022, or by email to dtehry[at]hry[dot]nic[dot]in.
  4. For general Haryana service grievances, the Antyodaya-SARAL helpline is 0172-3968400.

The application form and the scheme itself are free. No agent can charge you for "getting your scholarship sanctioned", and the department supplies the form free of cost through your institute.

Frequently asked questions

How much tuition fee is reimbursed to SC students in Haryana technical institutions?

Under the SCSP scheme the Directorate of Technical Education reimburses the tuition fee or Rs 20,000, whichever is less, for diploma courses, and the tuition fee or Rs 40,000, whichever is less, for UG and PG courses. Only the tuition fee is reimbursed under SCSP; other funds and allowances belong to the separate Post Matric Scholarship scheme.

What is the income limit for the Haryana SCSP technical education scheme?

The SCSP income band is Rs 2.50 lakh to Rs 3.50 lakh of annual parental income from all sources, applicable with effect from 2013-14. Students with parental income up to Rs 2.50 lakh fall under the Post Matric Scholarship scheme instead, so the two schemes cover adjoining income bands rather than overlapping.

Who can claim the transport or train pass reimbursement?

All Scheduled Caste students of Haryana pursuing AICTE or HSBTE approved technical courses can claim it, except Scheduled Caste students residing in the campus hostel. The reimbursement is the actual amount paid for the state transport facility or train pass, claimed for each academic instalment.

What attendance is needed for the Haryana SC technical scholarship?

Students must have 70 per cent attendance in the semester and must appear in at least one theory paper of the semester examination. The department states that claims are settled only after the disbursing institutes verify records, minimum attendance and the physical presence of the student in an examination.

Is Aadhaar compulsory for this scheme?

Yes. The Directorate of Technical Education states in capital letters that the Aadhaar number or UID number of the candidate is compulsory for claiming the scholarship and that without a UID number the claim shall not be entertained.

How do I apply for the tuition fee and transport reimbursement?

Download the SCSP proforma from techeduhry.gov.in or collect it free of cost from your institute, fill Part A, get Part B certified by the head of the institution, attach the check-list documents and submit the whole file to the principal by the date announced for the session. Students do not apply directly to the directorate.

Which courses are covered by the SCSP transport reimbursement?

The department's advertisement lists Polytechnic Diploma, D.Pharmacy, B.Pharmacy, M.Pharmacy, DHMCT, BHMCT, B.Arch, B.E./B.Tech, M.Tech and PhD in engineering subjects, MBA and MCA, pursued through regular mode only in government, private or aided technical institutions approved by the Technical Education Department, Haryana.

Can a student in a private technical college claim this?

Yes for the transport component, which covers government, private and aided technical institutions approved by the Technical Education Department. For the SCSP tuition fee component the department's summary restricts eligibility to students admitted through the central counselling conducted by the state counselling society.
