Toolkit Reimbursement for SC and Girl Students in Government ITIs, Haryana
Haryana state government scheme
Toolkit Reimbursement is a Haryana Skill Development and Industrial Training Department benefit that refunds the cost of a trade toolkit once during the training period to Scheduled Caste trainees and to all girl students in government ITIs. Claims go through the ITI Principal and the refund is paid by Direct Benefit Transfer into an Aadhaar-linked bank account.
What is the toolkit reimbursement scheme for Haryana ITI trainees?
Toolkit Reimbursement is a small, targeted benefit of the Directorate of Skill Development and Industrial Training, Haryana, the department that runs the state's government Industrial Training Institutes. The scheme reimburses the cost of the hand tools that a craftsman trainee must own to practise the trade, and it is given once during the training period to two groups: Scheduled Caste trainees and all girl students in government ITIs.
The Haryana state DBT portal lists the benefit in exactly those words, "Toolkit Reimbursement once during the training period to SC and all Girl students in Govt. ITIs": against the Skill Development and Industrial Training Department. That listing is the authoritative description of the scheme's scope.
The logic behind the scheme is practical. A trainee in a fitter, electrician, welder, turner or mechanic trade is expected to bring a personal set of tools to the workshop. For a first-generation learner from a Scheduled Caste household, or for a girl whose family is reluctant to spend on a technical course, the cost of that toolkit is a genuine barrier at the start of the session, which is exactly when there is no income yet.
Who is eligible for the toolkit reimbursement?
A trainee can claim if:
- The trainee is enrolled in a government ITI in Haryana in a regular craftsman trade course.
- The trainee is a girl student of any category; general, Backward Class, Scheduled Caste or Scheduled Tribe. Gender alone qualifies a girl trainee.
- Or the trainee is a male student belonging to the Scheduled Caste category, evidenced by a caste certificate from a competent Haryana authority.
- The trainee has actually bought a toolkit and holds the bill in their own name.
- The trainee has an Aadhaar-seeded bank account for the Direct Benefit Transfer.
Who cannot apply or is not eligible:
- A male trainee who is not Scheduled Caste cannot apply. Backward Class, general and Scheduled Tribe male trainees are outside this particular scheme.
- A trainee in a private ITI is not eligible, however similar the course.
- A trainee who has already claimed the reimbursement once in the same training period is not eligible for a second claim, even after moving to a higher year of the same course.
- A trainee without a purchase bill cannot be reimbursed, because there is nothing to reimburse against.
- A trainee whose bill is in a parent's or shopkeeper's name will normally be rejected until a corrected invoice is produced.
How much is reimbursed?
The reimbursement is of the actual cost of the trade toolkit, subject to a ceiling fixed by the directorate's circular for the year. The Directorate of Skill Development and Industrial Training publishes that circular under the Student Corner section of its website rather than printing a single rupee figure on the scheme page, and the ceiling differs by trade because trade toolkits differ in content and cost.
This guide deliberately does not quote a rupee amount, because no current statewide figure is published on an official Haryana portal. Ask your ITI Principal or scholarship clerk for the current circular before you buy the toolkit. Buying an expensive set on the assumption that the whole amount will come back is the single most avoidable mistake in this scheme.
What is fixed and verifiable:
| Feature | Position |
|---|---|
| Frequency | Once during the whole training period |
| Covered trainees | SC trainees and all girl trainees |
| Institution | Government ITIs in Haryana only |
| Mode of payment | Direct Benefit Transfer to the trainee's Aadhaar-linked account |
| Basis of payment | Actual purchase bill, within the circular ceiling |
| Department | Directorate of Skill Development and Industrial Training, Haryana |
How to apply for the toolkit reimbursement
- Confirm your eligibility with the ITI at the start of the session โ that you are recorded as a girl trainee or as a Scheduled Caste trainee in the ITI register, and that your trade is covered.
- Ask for the current toolkit circular from the Principal or the scholarship clerk, so you know the approved tool list and the reimbursement ceiling for your trade before spending any money.
- Buy the toolkit and take a proper invoice, a GST bill in your own name, itemising each tool, with the seller's name and GSTIN. Keep the original and two photocopies.
- Fill the reimbursement claim form supplied by the ITI, entering your trainee registration number, trade, session, Aadhaar number, bank account number and IFSC exactly as they appear on your passbook.
- Attach the documents; original bill, caste certificate if you are claiming as a Scheduled Caste trainee, Aadhaar copy, bank passbook first page, proof of enrolment and the declaration that this is your first and only toolkit claim.
- Submit the file to the Principal of your government ITI. The Directorate does not accept claims directly from trainees; the ITI verifies and forwards a consolidated list.
- Collect an acknowledgement with a receipt or diary number, and keep a photocopy of the entire submitted set including the bill.
- Watch your bank account for the DBT credit, and follow up with the ITI if nothing arrives within the period the ITI indicates.
How to check the status of your toolkit claim
- Ask the ITI scholarship clerk whether your name is on the consolidated list forwarded to the directorate. Every payment starts there, so a name missing from the list is the first thing to fix.
- Check your bank passbook or SMS alerts for a state government DBT credit.
- Check the DBT Haryana portal at dbtharyana.gov.in, where the scheme is listed under the Skill Development and Industrial Training Department.
- Confirm Aadhaar seeding at your bank branch if your name is on the list but no credit has landed.
- Call the Saral Haryana helpline on 1800-2000-023, 7 am to 9 pm, Monday to Saturday, for a state-level query.
Why do toolkit reimbursement claims get rejected?
- The bill is not in the trainee's name. A bill made out to a parent, a relative or the shop's own record is the commonest reason for rejection.
- No original invoice, only an estimate slip or a handwritten chit without a GSTIN.
- Tools bought outside the approved list for the trade, or above the ceiling in the circular, in which case only the admissible part is paid.
- Bank account not Aadhaar-seeded, so the DBT transfer bounces back.
- Name mismatch between Aadhaar, the bank record and the ITI admission record.
- Caste certificate missing, expired or unattested for a Scheduled Caste claimant.
- Duplicate claim where the trainee has already drawn the reimbursement once in the training period.
- Claim filed after the ITI's cut-off for the session's consolidated list.
Most of these defects are curable. Get a corrected invoice from the seller, seed your account with Aadhaar at the bank branch, or attach the missing certificate, and ask the ITI to carry your name in the next consolidated list.
How the toolkit benefit sits with other Haryana ITI support
The same directorate runs the Scholarship to Scheduled Caste Students Studying in Government ITIs, which pays Rs 200 a month as scholarship and Rs 15 a month as tuition fee reimbursement in two instalments. The two benefits are separate and a Scheduled Caste trainee can hold both. A Scheduled Caste girl trainee is covered by the scholarship on the basis of caste and by the toolkit reimbursement on the basis of both caste and gender.
Trainees should also check the Harchhatravratti state scholarship portal, the National Scholarship Portal and the SDIT ERP portal, all of which the ITI Haryana website links from the Student Corner. Where a trainee is already drawing a stipend under an apprenticeship or another government programme, disclose it in the declaration rather than risk a recovery later.
Points to remember before you buy
- Get the circular first, buy second.
- Insist on an invoice in your own name at the shop counter.
- Claim once, the benefit does not repeat in the second year.
- Seed Aadhaar with your bank account before you file the claim, not after.
- Keep the acknowledgement from the ITI office; it is your only proof of timely submission.
Where to complain or ask for help
- Principal or Head of your government ITI, the first point of contact for a pending or rejected claim.
- Directorate of Skill Development and Industrial Training, Haryana, through the contact details published at itiharyana.gov.in.
- Saral Haryana helpline 1800-2000-023, 7 am to 9 pm, Monday to Saturday.
- DBT Haryana portal at dbtharyana.gov.in for scheme and payment queries.
No fee is payable to claim this reimbursement, and no shopkeeper or agent can promise to "get the toolkit money sanctioned" for a commission. The claim moves only through the ITI Principal.

Frequently asked questions
Who gets the toolkit reimbursement in Haryana?
Scheduled Caste trainees and all girl students in government ITIs in Haryana are eligible, and the benefit is given once during the training period. A girl trainee qualifies on gender alone, whatever her category, while a male trainee qualifies only if he belongs to the Scheduled Caste category.
How many times can I claim the toolkit reimbursement?
Once during the whole training period. The benefit is a one-time reimbursement, not an annual or monthly payment, so a two-year trade course still yields a single claim.
How much money will I get back?
The scheme reimburses the cost of the trade toolkit against a purchase bill, subject to a ceiling fixed by departmental circular. The directorate does not publish a single statewide rupee figure on its website, and the amount varies by trade because a toolkit for an electrician differs from one for a fitter. Ask your ITI Principal for the current circular before you buy.
Do I get the toolkit itself or the money?
You buy the toolkit and the department reimburses you. The payment is made by Direct Benefit Transfer into your Aadhaar-linked bank account, which is why the original purchase bill in your own name is essential.
Who cannot claim this benefit?
A male trainee who is not from the Scheduled Caste category cannot apply, and no trainee in a private ITI is eligible because the scheme covers government ITIs only. A trainee who has already claimed the reimbursement once in the same training period is also not eligible.
Can I claim both this and the SC scholarship?
Yes. The monthly scholarship of Rs 200 plus Rs 15 tuition fee for SC trainees and the one-time toolkit reimbursement are separate benefits of the same directorate, and a Scheduled Caste trainee may hold both.
What is the most common reason a toolkit claim fails?
A bill that is not in the trainee's own name, or a bank account that is not Aadhaar-seeded. Both stop the Direct Benefit Transfer even when eligibility is not in doubt.
