What is the Subsidized Scheme for Widows?

The Subsidized Scheme for Widows is a self-employment credit scheme of the Haryana Women Development Corporation Limited, introduced by the Haryana Government for rural and urban areas of the state. The corporation describes the aim plainly: to help widows become self-reliant and to improve their economic and social status. Rather than paying a monthly allowance, the scheme puts working capital into a woman's hands to start or expand a trade, and then wipes out the interest cost on that loan for the first three years.

The Haryana Women Development Corporation sets a maximum loan limit of Rs 3,00,000 under the scheme. The beneficiary contributes 10 per cent of the total loan and the remaining amount is financed by a commercial or nationalised bank. The corporation then provides 100 per cent interest subvention on the prevailing rate of interest charged by the bank for three years, subject to a maximum of Rs 50,000, whichever comes earlier, and only where repayment is on time.

Main features

  • Loan ceiling of Rs 3 lakh, financed through a commercial or nationalised bank.
  • No collateral security. The corporation states the scheme is covered without collateral by the bank.
  • Three-month moratorium after disbursement before repayment begins.
  • Full interest subvention for three years, capped at Rs 50,000 in total.
  • No subvention on interest for delayed EMI payments, so punctual repayment is the condition on which the benefit rests.

The Subsidized Scheme for Widows is one of five schemes the corporation runs. The others are the Education Loan Scheme, the Individual Loaning Scheme Through Banks, the Haryana Matrushakti Udyamita Yojana for women entrepreneurs generally, and the Drivers Training Programme for BPL girls and women.

Who is eligible for the Subsidized Scheme for Widows?

You qualify if:

  • You are a Haryana domiciled widow, divorced woman, or legally separated woman. The scheme is not limited to widows despite its name.
  • Your annual income does not exceed Rs 3,00,000.
  • Your age is between 18 and 60 years at the time of application.
  • You have a workable trade or business proposal that a bank will appraise and finance.
  • You can put in the 10 per cent beneficiary contribution of the total loan.

You are not eligible, and cannot apply, if:

  • You are not domiciled in Haryana.
  • Your annual income is above Rs 3 lakh. Women above that limit but under Rs 5 lakh should look at the Haryana Matrushakti Udyamita Yojana instead, which the same corporation runs with a Rs 5 lakh ceiling and 7 per cent interest subvention.
  • You are under 18 or over 60 at the time of application.
  • You are a married woman living with her husband, since the scheme is written for widowed, divorced and legally separated women.
  • You are a defaulter on an existing loan, which will stop the bank sanction that the subsidy depends on.
  • You cannot produce the death certificate, divorce decree or legal separation order that establishes your status.

Interest subvention is also lost, though the loan itself stands, if EMIs are paid late. The corporation is explicit that no subsidy is given on interest for delayed EMI payments.

How to apply for the Subsidized Scheme for Widows

  1. Collect the application form from the District Office of the Haryana Women Development Corporation in your district, or ask the District Women Development Officer for it. The corporation's scheme pages are published at hwdcl.org.
  2. Prepare a short project proposal for the trade you intend to run, the activity, the equipment or stock you need, the total cost, and the earnings you expect. The bank appraises this, so realistic numbers matter more than ambitious ones.
  3. Fill in the form and attach the documents — proof of widowhood, divorce or legal separation, Haryana domicile, Parivar Pehchan Patra, Aadhaar, age proof and bank passbook, and submit it at the district office.
  4. Attend the screening or sponsorship stage, where the corporation scrutinises eligibility and sponsors the case to a commercial or nationalised bank.
  5. Complete the bank formalities. The bank appraises the proposal and sanctions the loan, up to Rs 3,00,000, without collateral security. Arrange your 10 per cent contribution at this stage.
  6. Take disbursement and start the enterprise. A three-month moratorium runs from disbursement before EMIs begin.
  7. Repay every EMI on time. Interest subvention of up to Rs 50,000 over three years is released against the loan account only for punctually paid instalments.

How the money and the subsidy actually work

The Subsidized Scheme for Widows is not a grant. What the corporation subsidises is the cost of borrowing, not the principal. A woman who borrows Rs 3 lakh still repays Rs 3 lakh; what the corporation absorbs is the interest the bank charges, in full, for up to three years or up to Rs 50,000, whichever is reached first.

Three consequences follow from that design, and they are the ones applicants most often miss:

  • A larger loan hits the Rs 50,000 ceiling sooner. On a Rs 3 lakh loan at a typical bank rate, the cap can be reached before the full three years elapse, after which interest is on the borrower.
  • A late EMI costs you subvention on that interest permanently. It is not recovered later.
  • The 10 per cent contribution must be arranged before disbursement. On a Rs 3 lakh loan that is Rs 30,000, which needs planning.

How to check your application status

  1. Follow up with the District Office of the Haryana Women Development Corporation where the file was submitted, quoting the acknowledgement or file number on your receipt.
  2. Once the case is sponsored, track it at the bank branch the corporation forwarded it to. Sanction and disbursement are the bank's decision, not the corporation's.
  3. For general Haryana government service queries, the Antyodaya SARAL helpline on 1800-2000-023 operates from 7 am to 9 pm.

Between 2021 and 2024 the corporation sanctioned 839 cases under this scheme and disbursed 486, covering loans of Rs 938.21 lakh. The gap between those two figures is the practical warning in this scheme: sanction by the corporation is not the end of the process, and the majority of stalled cases stall at the bank stage.

Why applications get rejected, and how to avoid it

  • Status document missing. A widow without her husband's death certificate, or a separated woman without the legal separation order, cannot establish eligibility.
  • Income above Rs 3 lakh in the Parivar Pehchan Patra record. Get the PPP corrected at an Antyodaya SARAL Kendra before applying if the recorded figure is wrong.
  • Age outside 18 to 60 at the time of application.
  • Weak project proposal. The bank must be able to see how the trade repays the loan; vague proposals are the commonest reason for refusal at bank stage.
  • Existing loan default, which blocks the fresh sanction.
  • Beneficiary contribution not arranged, which holds up disbursement even after sanction.
  • Bank account not Aadhaar-seeded, which delays release of the subvention.

Where to get help

  • District Office, Haryana Women Development Corporation, in your district headquarters. The first point of contact for forms, sponsorship and status.
  • District Women Development Officer, for guidance on choosing between this scheme and the Haryana Matrushakti Udyamita Yojana.
  • Antyodaya SARAL helpline: 1800-2000-023, 7 am to 9 pm.
  • Corporation scheme pages: hwdcl.org and hwdc.gov.in.

No fee is payable for the application form or for sponsorship of the case. The bank may charge its own notified processing charges on the loan, which are a banking cost and not a scheme fee.

Frequently asked questions

How much loan does the Subsidized Scheme for Widows give?

The Haryana Women Development Corporation sets a maximum loan limit of Rs 3,00,000 under this scheme. The beneficiary contributes 10 per cent of the total loan and the remaining amount comes from a commercial or nationalised bank, without collateral security.

What is the interest subsidy?

The corporation provides 100 per cent interest subvention on the prevailing rate of interest charged by the bank for three years, subject to a maximum of Rs 50,000, whichever comes earlier. Subvention is paid only where EMIs are repaid on time — no subsidy is given on interest for delayed EMI payments.

Who is eligible for the widow subsidised scheme in Haryana?

Haryana domiciled widows, divorced women and legally separated women aged between 18 and 60 years at the time of application, whose annual income does not exceed Rs 3,00,000, are eligible. The scheme covers both rural and urban areas of the state.

Do I need to give security or a guarantor?

No collateral security is required. The Haryana Women Development Corporation states that the scheme will be covered without collateral security by the bank, which is the point of routing it through the corporation rather than as an ordinary business loan.

When do EMIs start?

A moratorium period of three months applies after the loan is disbursed, so repayment begins after that. The moratorium is meant to let the enterprise start earning before the first instalment falls due.

Where do I apply?

Applications are made to the District Office of the Haryana Women Development Corporation, which forwards the sponsored case to a commercial or nationalised bank for appraisal and sanction. The corporation's own pages are published at hwdcl.org and hwdc.gov.in.

How many women have been helped so far?

Between 2021 and 2024 the Haryana Women Development Corporation sanctioned 839 cases and disbursed 486 of them, involving loans of Rs 938.21 lakh. That gap between sanction and disbursal is worth noting — bank-level formalities are where most cases stall.
