What is the Haryana stipend scheme for grandchildren of freedom fighters?

Stipend Scheme for Grand Children of Freedom Fighters is a Haryana state scheme of the Directorate of Higher Education, Panchkula, introduced for the year 2010-11 to honour the third generation of the state's freedom fighters. The scheme document records that the Chief Minister desired that a scheme be introduced for this purpose, and that the department therefore proposed a scholarship equivalent to the scholarship admissible to children belonging to Scheduled Caste families.

That equivalence explains the rates. Grandchildren of freedom fighters receive the same Rs 1,000 per month stipend and the same Rs 2,000 book allowance that Scheduled Caste students in Haryana government colleges receive under the Consolidated Stipend and Free Books schemes.

On the Har-Chhatravratti centralised scholarship portal the scheme is listed as "Consolidated Stipend Scheme For Grand Children of Freedom Fighters" under the Directorate of Higher Education. It is a small, narrowly targeted scheme, the pool of eligible students in any year is limited to third-generation descendants of recognised freedom fighters of Haryana.

How much does the scheme pay?

Component Amount Period
Monthly stipend Rs 1,000 per month 12 months, July to June
Book allowance Rs 2,000 Once in a year

A student completing a full academic year on the scheme therefore receives Rs 14,000. The scheme document states the pattern of payment directly: the eligible student will be given a monthly stipend of Rs 1,000 for twelve months and Rs 2,000 once in a year for books.

Who is eligible for this stipend?

You can apply if:

  • You are a grandchild of a freedom fighter in the third generation, and can produce proof of that descent recommended by the District Administration.
  • You hold a Haryana domicile certificate.
  • You are pursuing higher education in a government or non-government aided college of Haryana, or a non-professional course in a university of the state.
  • You can produce your matriculation certificate and the marksheet of the previous examination on the basis of which you sought admission.
  • You maintain attendance and obtain a good conduct certificate from the head of the institution.

You cannot apply, or you lose the benefit, if:

  • You failed the last year's university examination. The scheme document states that students who failed in the last year's university examination are not eligible for the incentive.
  • You are enrolled in a professional course, which the scheme does not cover at university level.
  • You are studying in a private, self-financing or unaided institution that is neither a government nor a government-aided college of Haryana.
  • You cannot obtain District Administration recommendation of your descent from a freedom fighter. This is the single hardest document in the scheme and the most common reason an otherwise eligible family cannot proceed.
  • You are a first or second generation descendant. The scheme is written for the third generation specifically.

There is no published income ceiling in the scheme document.

What documents are required?

The scheme document lists what the grandchild of a freedom fighter must furnish to the principal of the college:

Document Mandatory Notes
Proof of third-generation descent from a freedom fighter Yes Must be recommended by the District Administration
Haryana domicile certificate Yes Photocopy to the principal
Matriculation certificate Yes Photocopy to the principal
Previous examination marksheet Yes The exam on which the current admission is based
Good conduct and attendance certificate Yes From the principal or head of the institution; payment is released only after this
Parivar Pehchan Patra (Family ID) Yes Required for Har-Chhatravratti registration
Aadhaar card Yes For the Aadhaar-seeded account used by PFMS
Bank passbook Yes Nationalised bank account with electronic transfer facility

How to apply for the stipend for grandchildren of freedom fighters

  1. Get your descent recorded. Approach the District Administration. The Deputy Commissioner's office in your district handles freedom fighter records, for a recommendation establishing that you are a third-generation grandchild of a recognised freedom fighter. Start this before the college session begins, because it takes the longest.
  2. Take admission in a government or government-aided college of Haryana, or in a non-professional course in a state university, and collect the bonafide certificate.
  3. Register on the Har-Chhatravratti portal at harchhatravratti.highereduhry.ac.in using your Parivar Pehchan Patra (Family ID) and complete OTP verification.
  4. Select "Consolidated Stipend Scheme For Grand Children of Freedom Fighters" from the Directorate of Higher Education scheme list.
  5. Fill the application with personal, academic, descent, domicile and bank details, and upload each scanned document in the prescribed format.
  6. Submit before the session's closing date and keep the application number and a printout.
  7. Submit photocopies to the principal of your college, and ask for the good conduct and attendance certificate to be issued, since the money is released only after that certificate is obtained.
  8. Track the verification chain β€” the principal forwards the verified data on the online scholarship portal, the registration branch of the concerned university verifies it at the second step, and the directorate does the final verification before disbursement.

The portal listing for the 2025-26 session showed this scheme as closed on 11 February 2026. A fresh window opens each academic session.

How is the money paid?

Current mode. The stipend is transferred through PFMS by the headquarters in two half-yearly instalments, in the first week of November and January, into the beneficiary's Aadhaar-seeded bank account. The book amount is transferred through PFMS in a yearly instalment in October. The scheme document adds that payment will be made through DBT from 2021-22 after approval from higher authority.

Older mode, still described in the document. The incentive was paid for 12 months in a year from July to June, released in four instalments: in September for July and August, in November for September and October, in January for November and December, and in March for six months from January to June, March being the closing month of the financial year. The principal opened a scheme account in a nationalised bank, and money could only be transferred from it to the accounts of eligible students, never withdrawn as cash and never transferred to any other account. Payment by demand draft in favour of the student was allowed only in exceptional circumstances where no ECS-enabled nationalised bank branch was available near the place of study.

Sanctioning authority for the benefit is the principal of the college, and the authority competent to draw the amount is the DDO authorised by the department for the scheme.

What if a student drops out and comes back?

The scheme has an unusually forgiving rule on this point, and it is worth knowing. If a student drops out from college and then rejoins the classes and attends a minimum of 50 per cent of classes in the subsequent three months, the previously due instalment as well as the instalment of the current quarter are both released.

Payment is otherwise conditional on the good conduct and attendance certificate from the principal or head of the institution, which is the practical control the department relies on.

Why do claims under this scheme fail?

  • Descent proof not recommended by the District Administration, which is a hard requirement and the most common blocker.
  • Failure in the previous university examination, which removes eligibility.
  • Enrolment in a professional course, which the scheme does not cover.
  • Good conduct and attendance certificate not issued by the principal, so the release is held.
  • Bank account not Aadhaar-seeded or held in a bank branch without electronic transfer facility, so the PFMS credit fails.
  • College data not forwarded on the online scholarship portal, or university registration branch verification pending.
  • Applying after the portal window closes for the session.

How to check status and raise a grievance

  1. Log in to the Har-Chhatravratti portal with your registered credentials and open the application status screen.
  2. Identify which of the three verification stages; college, university, directorate, is pending.
  3. For a college-level hold, meet the principal or the scholarship nodal officer and ask about the good conduct certificate and the data forwarding.
  4. For a university-level hold, contact the registration branch of your university.
  5. For a directorate-level hold or a failed bank credit, contact the Directorate of Higher Education, Shiksha Sadan, Sector 5, Panchkula, on 0172-2565530, or use the help desk email published on the portal.
  6. For problems with the descent certificate itself, approach the Deputy Commissioner's office in your district, which maintains the freedom fighter records the recommendation is based on.

Applications on the Har-Chhatravratti portal carry no fee. No agent may charge you for enrolment in the scheme.
