Underground Pipeline (UGPL) Scheme, Haryana

Haryana state government scheme

Quick answer

The Underground Pipeline (UGPL) Scheme in Haryana subsidises buried PVC pipelines that carry water from a tubewell or canal outlet to the field, cutting the seepage and evaporation losses of an open water channel. It is one of 2 water-efficiency routes the state ties to its solar pump scheme.

What is the Underground Pipeline Scheme?

The Underground Pipeline (UGPL) Scheme subsidises the replacement of an open field water channel with a buried PVC pipeline running from the water source to the field. In Haryana the scheme is run by the Department of Irrigation and Water Resources, through its command area development machinery at the district level. The same department that delivers the Per Drop-More Crop micro irrigation component recorded in the DBT Haryana scheme list.

The case for it is simple arithmetic. Water moving down an open kachha channel in Haryana's sandy and loamy soils loses a substantial share to seepage before it reaches the field, and more to evaporation in the summer months. A buried pipe loses effectively none of it. The pipeline also releases the strip of land the channel occupies, removes the annual cost of cleaning and repairing the channel, and ends the disputes that open channels generate between neighbouring holdings.

Farmers in the state usually call it simply the paiplain or underground pipeline scheme.

What does the scheme pay for?

The subsidy applies to the laying of the underground pipeline, the PVC pipe itself, the trenching, and the fittings such as outlets, bends and risers needed to deliver water into each field. Assistance is worked out on a per-acre or per-metre norm with a ceiling per farmer, notified by the department for the year, and it is released against the length actually measured on the ground after laying, not against the supplier's invoice.

A note on rates. The per-acre rate and the per-farmer ceiling for the current year were not available on an official Haryana government page at the time this guide was checked, so no figure is stated here. This is the number to ask your district irrigation office for, in writing, before ordering pipe; because the sanction is calculated on the department's approved norms and on measured length, and a farmer who buys to a supplier's estimate can end up carrying the difference.

Who is eligible for the UGPL subsidy?

You can apply if:

  • You own the land the pipeline will serve, recorded in your name in the jamabandi or fard.
  • You have a working water source. A tubewell, a canal outlet or a farm pond — that the pipeline will draw from.
  • You hold a valid Parivar Pehchan Patra (Family ID).
  • You have a DBT-enabled, Aadhaar-linked bank account.
  • Where the pipeline crosses someone else's land, you have that owner's consent.

You cannot apply if:

  • The land is not recorded in your name, tenants and lessees without a recorded interest cannot claim in their own right.
  • There is no assured water source to feed the line.
  • You have already drawn UGPL subsidy for the same area within the period the department specifies for repeat assistance.
  • You lay the pipeline before the departmental measurement and sanction, since the pre-work measurement is what establishes the eligible length.
  • Your bank account is not DBT-enabled, which will stop the payment even after sanction.

What documents are needed?

Document Mandatory Notes
Family ID (PPP) Yes Opens the application and supplies family details
Jamabandi / fard Yes Ownership and area served
Aadhaar card Yes Identity and bank seeding
DBT-enabled bank account Yes Subsidy is a direct benefit transfer
Water source proof Yes Tubewell, canal outlet or farm pond
Consent of intervening landowners Where applicable Needed if the pipe crosses others' land

How to apply for an underground pipeline subsidy

  1. Visit the district office of the Department of Irrigation and Water Resources and confirm the year's targets, the current per-acre rate and the ceiling per farmer.
  2. Get your jamabandi and Family ID reconciled first, a name mismatch between the land record and the PPP stops the file at the first check.
  3. File the application with the land record, Aadhaar, bank details, water source proof and, where the line crosses other holdings, the consent of those owners.
  4. Allow the pre-work survey. Departmental staff mark the alignment, measure the proposed length and issue the technical approval that fixes your eligible quantity.
  5. Lay the pipeline to the approved alignment and specification, after the approval and not before.
  6. Call for the post-work measurement and inspection. The measured length is what the subsidy is calculated on.
  7. Receive the subsidy by DBT into your bank account once the measurement book entry is passed.

Why UGPL claims get reduced or rejected

  • Work done before the pre-work survey, so the department cannot establish the eligible length independently.
  • Measured length shorter than claimed. The measurement book, not the invoice, governs.
  • Alignment changed from what was approved, particularly where the new route crosses land whose owner has not consented.
  • Pipe below specification: wrong class or diameter of PVC, which fails the inspection.
  • Land record mismatch between the jamabandi, the Family ID and the applicant.
  • Bank account not DBT-enabled, or a DBT transaction limit lower than the sanctioned amount.

How UGPL fits with Haryana's other water schemes

An underground pipeline is one of the two water-efficiency measures Haryana ties to its solar pump scheme. HAREDA requires a PM-KUSUM Component-B applicant to have installed, or to undertake to install, either a micro irrigation system or an underground pipeline on the same land. A farmer planning a solar pump can therefore satisfy that condition with a UGPL sanction, and it is worth sequencing the two applications in the same year rather than a season apart.

For general farm-scheme direction, the Department of Agriculture and Farmers Welfare toll-free number 1800-180-2117 operates Monday to Friday, 9:00 AM to 5:00 PM, and can point you to the correct district office. The sanctioning department for UGPL itself, however, remains Irrigation and Water Resources.

How to check your application status

The UGPL scheme does not run through a single farmer-facing online tracking portal the way a DBT cash-transfer scheme does, so status checking is mostly a matter of following up with the office that actually processes your file.

  • Ask the district command area development office directly. Because your application, the pre-work survey, the measurement book and the sanction all sit with the Department of Irrigation and Water Resources at the district level, this office is the authoritative source on where your file stands, not a portal. Keep your application receipt or file number handy when you call or visit, so the clerk can pull the record without a fresh search.
  • Track the three checkpoints, not just one status label. A UGPL file moves through distinct stages: application accepted, pre-work survey and technical approval completed, post-work measurement done, and subsidy released by DBT. Ask specifically which of these stages your file is at, rather than only "has it been approved", since the answer differs at each step.
  • Watch your bank account for the DBT credit. Since the subsidy is paid as a direct benefit transfer once the measurement book entry is passed, a missing credit after the post-work inspection usually means either the measurement book entry has not been finalised yet, or your bank account is not properly DBT-enabled. Check your passbook or bank SMS alerts, and if nothing has come through weeks after the field inspection, that is the specific point to raise with the district office.
  • Use the Haryana DBT portal for scheme-level information. The official portal (hid.gov.in) is useful for confirming scheme rules, notified rates and eligibility for the current year, but it is not a substitute for an individual application-status lookup, since UGPL sanctions are tracked departmentally rather than through a centralised applicant dashboard.
  • Call the farm-scheme helpline for direction, not final status. The Department of Agriculture and Farmers Welfare toll-free number 1800-180-2117 (Monday to Friday, 9:00 AM to 5:00 PM) can tell you which district irrigation office holds your file and how to reach it, but the actual status of a UGPL application rests with Irrigation and Water Resources, not this helpline.

Frequently asked questions

What is an underground pipeline scheme?

It is a subsidy for replacing an open field channel with a buried PVC pipeline running from the water source to the field. A buried pipe loses almost nothing to seepage and evaporation, and it frees the strip of land that an open channel occupies.

Which department runs the UGPL scheme in Haryana?

The Department of Irrigation and Water Resources, through its command area development machinery at district level. The same department handles Per Drop-More Crop micro irrigation in Haryana.

How much subsidy is given per acre?

The per-acre rate and the per-farmer ceiling are notified by the department for each financial year. Get the current figure in writing from your district office before ordering pipe, since the sanction is worked out on approved norms and measured length rather than on your supplier's bill.

Who can apply for an underground pipeline subsidy?

A farmer who owns the land the pipeline will serve and who has a working water source — a tubewell, a canal outlet or a farm pond — feeding it.

Can a group of farmers lay a shared pipeline?

A shared line is common where several holdings sit on one outlet, but every landowner whose field the pipe crosses must consent, and the sanction is apportioned against each beneficiary's own area.

Is an underground pipeline needed for the solar pump scheme?

Effectively yes, as one of two options. HAREDA requires a PM-KUSUM Component-B solar pump applicant to have installed, or to undertake to install, either a micro irrigation system or an underground pipeline on the same land.

When is the subsidy paid?

After the pipeline is laid and departmental staff measure the installed length and inspect the work. Payment is by direct benefit transfer into the farmer's bank account.
