Widow / Destitute Certificate in Haryana (Antyodaya SARAL route)
Haryana state government scheme
Widow / Destitute status in Haryana is established through the Department of Social Justice and Empowerment's Widow and Destitute Women Pension Scheme on saralharyana.gov.in, which carries no government fee, a Rs 30 kendra service charge and a Right to Service limit of 60 days. Haryana asks destitute women for a Destitute Certificate and widows for the husband's death certificate.
What is a Widow / Destitute Certificate in Haryana, and who issues it?
In most states, a widow collects a widow certificate from the Tehsildar and then attaches it to a pension claim. Haryana runs the sequence differently and more directly. The Department of Social Justice and Empowerment, Government of Haryana, publishes the Widow and Destitute Women Pension Scheme on the Antyodaya SARAL platform, and its official document sheet asks a widow for her husband's death certificate and a destitute woman for a Destitute Certificate; one or the other, according to which category she falls into. There is no third document called a widow certificate in that list.
That distinction matters practically. The state's document you need depends on why you are without support:
- If your husband has died, the death certificate is your proof of status.
- If you are destitute without a death: deserted, or without husband, parents and sons. You need a Destitute Certificate.
- If your husband has been missing for the past 7 years, Haryana accepts an FIR copy of the missing person's report in place of both.
The verifying officer throughout is the District Social Welfare Officer (DSWO), who also holds two discretionary powers written into the scheme: referring an applicant with no age documents for medical age assessment by a two-doctor team at the district civil hospital, and verifying a self-declaration of residence where no 15-year-old document exists.
The delivery channel is Antyodaya SARAL at saralharyana.gov.in, Haryana's single citizen services platform, which the state describes as digitising over 545 services and schemes across 44 departments, boards and corporations, with real-time application tracking.
Who can and cannot apply in Haryana?
Haryana publishes a four-part eligibility test for the Widow and Destitute Women Pension Scheme:
- The woman must be 18 years of age or above.
- She must be a domicile of Haryana and must have been residing in Haryana for the last 1 year at the time of submitting the application.
- She must satisfy any one of: she is a widow; she is destitute without husband, parents and son(s); or she is destitute due to desertion or the physical or mental incapacity of her husband in the case of a married woman, or of her parents in the case of other women.
- Her annual income from all sources must not exceed Rs 2 lakh.
Who cannot apply. The scheme carries an express exclusion. A woman employed by any government or local or statutory body, or by any organisation substantially financed by any government or local or statutory body, is not eligible. Nor is a woman drawing a pension or family pension from such a body. Haryana then defines "pension" widely for this purpose: it includes income received or accrued from accumulated earnings, naming provident funds and annuities from any source, including commercial banks, financial institutions or insurance. Applicants who assume only a government service pension counts are the ones caught by this clause.
Two further bars follow from the eligibility list itself. A woman below 18 cannot apply. A woman who has not been residing in Haryana for the last one year, or who is not a Haryana domicile, cannot apply. And a household whose annual income exceeds Rs 2 lakh is not eligible, regardless of status.
Which documents does Haryana ask for?
The Antyodaya SARAL sheet lists them in a fixed order:
- Age proof, any one of: a birth certificate issued by a Municipal Committee, Corporation or government hospital; a school certificate showing date of birth from class 5, 8 or 10, issued by a school education board or any other government or private institution; a voter card issued by the Election Department, Haryana; or the applicant's name in the voter list showing a photograph. Where none exists, write to the DSWO, who can refer the case for medical age assessment by two doctors at the district civil hospital.
- Residential proof, any one self-attested document issued at least 15 years earlier: a ration card, voter card or voter list entry. Where none is available, the applicant gives a self-declaration with any other documentary proof, verified by the District Social Welfare Officer.
- FIR copy of the missing person's report where the husband has been missing for the past 7 years.
- Death certificate of the husband, in the case of a widow.
- Destitute Certificate, in the case of a destitute woman.
- Other documents: Aadhaar card (optional), savings bank account details with a photocopy of the passbook, and the applicant must hold a Family ID.
How to apply in Haryana, step by step
Haryana publishes its own step-by-step guide for this scheme on saralharyana.gov.in. The route is:
- Go to saralharyana.gov.in and sign up as a citizen. If you are not already registered, use the Sign Up link and fill in the required fields with a valid email and mobile number. The state notes these are what deliver service notifications later.
- Log in with your credentials. The dashboard gives you Manage Profile to view and update your details and change your password, Apply for Services to file, and View Status of Application to track, view incomplete applications and revalidate payments.
- Open Apply for Services, then View Services, and find the scheme. Type part of the name into the search box to locate Widow and Destitute Women Pension quickly in the service list, then click Apply.
- Choose the Applicant Type and fill every required field, then submit. Get the category right at this step: widow, or destitute under one of the three destitute limbs: because it decides whether the system expects a death certificate or a Destitute Certificate.
- Check the summary page and submit again to attach enclosures. Upload the age proof, residence proof, status document, bank passbook copy and Family ID reference.
- Save the acknowledgement and note the SARAL ID. Haryana states plainly that the SARAL ID will be used to download the file. Print or save the acknowledgement page, then go to the URL printed on it, enter the SARAL ID and download.
If you would rather not do this yourself, an Antyodaya SARAL Kendra or an Atal Seva Kendra (CSC) will file it for you — see the fee section for exactly what that costs.
How do I check my application status in Haryana?
Use View Status of Application after logging in at saralharyana.gov.in, or the SARAL tracking site at status.saralharyana.nic.in, which also hosts the Download Saral Certificate page. In both cases the key is the SARAL ID printed on your acknowledgement, Haryana's whole tracking model is built around that single number, so photograph the acknowledgement page before you close it.
District administrations in Haryana publish a Know Your Application Status – SARAL page as well, which links to the same tracker. Measure your follow-up against the 60-day RTS limit; once that has passed without a decision, you have a concrete basis to escalate rather than simply asking again.
Is there a fee, and how long does it take?
The Antyodaya SARAL sheet is explicit on both. Government charges: No Fee. Kendra Service Charge: Rs 30. Atal Seva Kendra (CSC) Service Charge: Rs 30. RTS time limit: 60 days.
So the entire cost of this application is either nothing, if you apply yourself online, or Rs 30, if a kendra operator files it for you. Nothing else is payable. Anyone asking for hundreds or thousands of rupees to "get your widow pension sanctioned" in Haryana is charging you privately for a free state service with a Rs 30 counter alternative, and no agent can influence the DSWO's verification, which is the step that actually decides the file.
Once sanctioned, the benefit is Rs 3,000 per month with effect from 1 January 2024, credited to the applicant's own savings account.
Why do Haryana applications get rejected?
- The exclusion clause applies, the applicant is employed by, or draws a pension or family pension from, a government, local or statutory body or a substantially government-financed organisation, or has annuity or provident fund income that the scheme counts as pension.
- Annual income exceeds Rs 2 lakh from all sources.
- Residence proof is not 15 years old, and no self-declaration was submitted for DSWO verification in its place.
- Family ID missing or unverified, or the details in the Family ID record do not match the application.
- Wrong applicant type chosen, so a destitute applicant is asked for a death certificate she cannot produce, or a widow for a Destitute Certificate.
- Bank account not in the applicant's own name, which blocks the credit even after sanction.
- Age cannot be established and the applicant did not approach the DSWO for the medical age assessment route.
Where do I complain in Haryana?
The Antyodaya-SARAL helpline is 0172-3968400 and the email is saral.haryana@gov.in, both printed on the state's own scheme sheets. That is the right first contact for a portal, upload, tracking or download problem.
For the substance of the claim. A verification that has stalled, a rejection you believe is wrong, an age or residence question, the District Social Welfare Officer of your district is the officer named in the scheme itself and is the correct escalation. The DSWO holds the discretionary powers over medical age assessment and residence self-declaration, so problems in either area belong there and nowhere else.
Beyond that, the escalation runs to the Department of Social Justice and Empowerment, Government of Haryana, which owns the scheme, and Haryana's Right to Service framework gives you the 60-day limit to point at when a file has simply not moved.
Documents required
Frequently asked questions
Does Haryana issue a Widow Certificate?
Haryana's own scheme paperwork asks a widow for her husband's death certificate, not for a widow certificate, and asks a destitute woman for a Destitute Certificate. The Antyodaya SARAL sheet for the Widow and Destitute Women Pension Scheme lists exactly those two documents, one for each category of applicant.
What does it cost in Haryana?
There is no government fee. The Antyodaya SARAL sheet states Govt. Charges as "No Fee", with a Kendra Service Charge of Rs 30 and an Atal Seva Kendra (CSC) Service Charge of Rs 30. Applying yourself online at saralharyana.gov.in costs nothing at all.
How long does Haryana take?
The Right to Service (RTS) time limit is 60 days for the Widow and Destitute Women Pension Scheme, as published on the Antyodaya SARAL service sheet. Track the file against that limit using your SARAL ID rather than against any figure quoted elsewhere.
How much is the Haryana widow and destitute pension?
Rs 3,000 per month with effect from 1 January 2024, as stated on the Antyodaya SARAL scheme sheet for the Widow and Destitute Women Pension Scheme run by the Department of Social Justice and Empowerment.
What is the income limit in Haryana?
Annual income from all sources must not exceed Rs 2 lakh. Separately, a woman employed by any government, local or statutory body — or by any organisation substantially financed by one — or drawing a pension or family pension from such a body is not eligible.
Who counts as destitute in Haryana?
Haryana defines it in three limbs — a woman destitute without husband, parents and sons; a woman destitute due to desertion; or a woman destitute due to the physical or mental incapacity of her husband if married, or of her parents in the case of other women. Any one of these qualifies without a death having occurred.
What if my husband has been missing rather than confirmed dead?
Haryana accepts an FIR copy of a missing person report where the husband has been missing for the past 7 years, listed among the required documents on the Antyodaya SARAL sheet. That route exists precisely because no death certificate can be produced.
What if I have no age proof at all?
Write to the District Social Welfare Officer, who can refer your case for medical examination by a constituted team of two doctors at the district civil hospital to assess your age. Haryana lists this as the fallback where no birth certificate, school certificate, voter card or voter list entry is available.
