Education Loan Scheme under NSFDC, Haryana
Haryana state government scheme
Education Loan Scheme under NSFDC in Haryana lends up to Rs 40 lakh for professional and technical study in India or abroad at 6.5% interest a year, to Scheduled Caste students above 18 whose annual family income is within Rs 3 lakh. Haryana Scheduled Castes Finance and Development Corporation sanctions it through Antyodaya Saral.
What is the Education Loan Scheme under NSFDC in Haryana?
Education Loan Scheme under NSFDC is a concessional student loan offered in Haryana by the Haryana Scheduled Castes Finance and Development Corporation (HSFDC), working as the state channelising agency of the National Scheduled Castes Finance and Development Corporation. HSFDC was registered as a company on 2 January 1971 and is wholly government-owned, with a 51% share held by the State Government and 49% by the Government of India. It functions under the Social Justice, Empowerment, Welfare of Scheduled Castes and Backward Classes and Antyodaya (SEWA) department.
HSFDC runs three families of schemes: bank tie-up schemes, schemes in collaboration with NSFDC, and schemes in collaboration with the National Safai Karamcharis Finance and Development Corporation. Education Loan Scheme under NSFDC belongs to the second family, and its stated objective is to provide loans to eligible Scheduled Caste students so they can pursue full-time professional or technical education.
The loan is not a general-purpose personal loan. It is disbursed through the corporation to the recognised educational institution where the student has taken admission, and in the case of foreign study only institutions duly recognised by the concerned authorities are considered.
What the loan can be used for, according to the corporation:
- Admission fee and tuition fee
- Books, stationery and other equipment required for the course
- Examination fees
- Boarding and lodging expenses
- Insurance premium for a policy covering the borrower against death or permanent disability
- Travel expenses and passage money for study abroad
- Caution money, development fund and similar institutional charges
Who is eligible for the NSFDC education loan in Haryana?
You can take this loan if:
- You are above 18 years of age.
- You belong to a Scheduled Caste and are a permanent resident of Haryana.
- Your annual family income does not exceed Rs 3 lakh. HSFDC works off the income verified in the Parivar Pehchan Patra for its schemes.

- You can furnish guarantee in the form of an immovable property mortgage or the surety of a government employee.
- You can arrange 5% of the cost as the beneficiary's own contribution.
You cannot apply, or are not eligible, if:

- You are a defaulter of the corporation or of a bank.

- You have already used the education loan once at the same level. The loan is admissible only once, either at diploma/graduation level or at post-graduate diploma/post-graduate level, unless the course is an integrated one covering both.

Repayment terms as published by HSFDC
- Interest recovery begins on the day of disbursement, not after the course.
- Principal recovery begins 6 months after completion of the course or after getting employment, whichever is earlier.
- The loan is repayable within 5 years from that starting point.
- Penal interest of 4% a year is charged in addition to the normal rate if a borrower defaults, and starts 30 days after the default.
- The student's diploma or degree carries a tag indicating the repayment liability.
- The borrower or student must insure the full loan amount.
- Sanction is at the NSFDC level, not at district level, so the file travels from the District Manager to headquarters and then to NSFDC.
How to apply for the NSFDC education loan in Haryana
- Check that the scheme is open. The HSFDC website currently marks the education loan scheme as not active. NSFDC-assisted windows open when funds are allotted, so confirm at hscfdc.org.in or on 0172-2584438 before you collect documents.
- Register on the Antyodaya Saral portal at saralharyana.gov.in, which is the route the corporation itself points citizens to for NSFDC and NSKFDC loans, or use the registration link on hscfdc.org.in.
- Fill the loan application form with your personal details, Parivar Pehchan Patra number, caste, family income, course, institution and the fee schedule.
- Upload the documents, SC certificate, Aadhaar, income certificate, residence certificate, admission confirmation with the fee schedule, course and institute accreditation status, school leaving certificate, prospectus, and passport and visa if you are going abroad.
- Submit the application and note the acknowledgement number. Applications are examined and verified by the District Manager of the corporation to confirm the genuineness of the beneficiary.
- Arrange the guarantee. Once the case moves forward you must provide either an immovable property mortgage or a government employee as surety, and insure the loan.
- Wait for NSFDC sanction. Eligible cases go from the District Manager to HSFDC headquarters and then to NSFDC for loan sanction, after which the corporation issues the sanction to disburse.
How to apply offline through the district office
- Visit the District Manager, HSFDC in your district office with your admission letter and caste certificate. District office addresses are listed on hscfdc.org.in under Contact Us.
- Collect and complete the loan application form, which is also downloadable from the corporation's website.
- Submit the file with all annexures and get an acknowledgement, then follow up with the District Manager on the field verification.
The corporation also collects loan applications at credit camps and open darbars held under the supervision of Deputy Commissioners and Additional Deputy Commissioners, which is a practical route for applicants in rural blocks.
How do I check my loan application status?
Use the application status link on hscfdc.org.in with the acknowledgement number issued at submission, or track the service on the Antyodaya Saral portal using the Saral ID. Because sanction happens at NSFDC level, a file can sit at "forwarded to headquarters" for a long stretch; the District Manager is the right person to ask where a file actually is.
Why do NSFDC education loan applications get rejected?
- Family income above Rs 3 lakh in the Parivar Pehchan Patra record. Getting the PPP income corrected takes time, so check it first.
- Course or institution not recognised, particularly private foreign institutions and distance-mode programmes.
- No acceptable guarantee. Many applicants cannot produce either an immovable property to mortgage or a government employee willing to stand surety, and this stops otherwise eligible files.
- Existing education loan from a bank for the same course.
- Defaulter status with the corporation or a bank.
- Second loan at the same level, where the student already used the facility for graduation and applies again for post-graduation.
- Incomplete fee schedule, where the admission letter does not show annual fees and the payment calendar.

A caution worth stating plainly: the older domain hsfdc.org.in no longer belongs to the corporation and now redirects to an unrelated commercial site. The live official website is hscfdc.org.in, and loan services are also available through saralharyana.gov.in. Do not enter personal or bank details on the old domain.

Frequently asked questions
How much can I borrow under the NSFDC education loan in Haryana?
The Haryana Scheduled Castes Finance and Development Corporation lists a maximum of Rs 40 lakh for study in India and Rs 40 lakh for study abroad under the NSFDC-assisted education loan. The student has to arrange 5% of the cost as their own contribution, so the loan does not cover the whole requirement.
What interest rate does the NSFDC education loan carry in Haryana?
HSFDC charges 6.5% per year for both male and female borrowers, on loans up to Rs 40 lakh whether the study is in India or abroad. Penal interest of 4% per year is charged over and above the normal rate if repayment is defaulted.
When does repayment of the NSFDC education loan start?
Interest recovery starts from the date of loan disbursement, and principal recovery starts 6 months after completion of the course or after getting employment, whichever is earlier. The loan must then be repaid within 5 years, and a default attracts 4% penal interest over the normal rate.
What is the income limit for the NSFDC education loan in Haryana?
Annual family income must not exceed Rs 3 lakh. HSFDC applies the income verified in the Parivar Pehchan Patra for its schemes, so the family ID record needs to be correct before applying.
Who cannot get this loan?
Anyone who is not from a Scheduled Caste, who is not a permanent resident of Haryana, who is under 18, whose family income crosses Rs 3 lakh, or who is a defaulter of the corporation or a bank cannot get this loan. A student who has already taken another education loan from a bank or financial institution for the same course is also barred.
Does the money come to me or to the college?
The education loan is released through the corporation to the recognised educational institution where the student has secured admission. For foreign institutions, only those duly recognised by the concerned authorities are considered.
Can I take this loan twice, for graduation and again for post-graduation?
No. The education loan is admissible only once, either at the diploma/graduation level or at the post-graduate diploma/post-graduate level. An integrated course of longer duration covering both levels is the one exception.
Is the NSFDC education loan scheme open right now?
The HSFDC website currently displays the education loan scheme as not active. Loan windows under NSFDC-assisted schemes open when funds are allotted, so check hscfdc.org.in and the Antyodaya Saral portal, or call the corporation on 0172-2584438, before assembling documents.
