Senior Citizen Identity Card in Haryana (Antyodaya SARAL)
Haryana state government scheme
A Senior Citizen Identity Card in Haryana is applied for on the Antyodaya SARAL portal at saralharyana.gov.in, where the service is listed under the Citizen Resources Information Department as "Issuance of New or Duplicate senior citizen identity card". Apply online or at any Antyodaya Kendra or SARAL Kendra, pay only the fee the portal displays, and track the file with the Application Reference ID.
What is the Haryana senior citizen identity card?
The Haryana senior citizen identity card is a state-issued photo identity document that certifies the holder as a senior citizen of Haryana. On the state's single-window services portal, Antyodaya SARAL (saralharyana.gov.in), the service is listed as "Issuance of New or Duplicate senior citizen identity card", and the knowledge portal at kms.saralharyana.nic.in places it under the Citizen Resources Information Department (CRID).
That department matters more than it looks. CRID is the department that owns the Parivar Pehchan Patra (PPP), Haryana's Family ID database. Haryana has progressively moved citizen services onto the Family ID as the source of truth for name, date of birth, address and family composition. For a document whose whole purpose is to certify an age, the date of birth held in your PPP record is the number that governs the outcome, which is why the first practical step for most applicants is not the application at all, but checking that the PPP has the right date of birth.
The card is used as a compact, single-purpose proof of senior-citizen status: at government counters and helpdesks, when claiming age-based concessions and priority service, and when producing an identity document alongside a scheme application. It does not itself pay any money. It is an identity document, not a pension. Haryana's old-age financial assistance runs separately through the Department of Social Justice and Empowerment's social security pension system, and holding the ID card does not enrol you in it.
Who can and who cannot apply?
You can apply if:
- You are a resident of Haryana. The card is a Haryana government document and is issued on the strength of a Haryana address.
- You have reached senior-citizen age. The Maintenance and Welfare of Parents and Senior Citizens Act, 2007 defines a senior citizen as an Indian citizen aged 60 years or above, and that is the working definition across Indian government departments.
- You have a Parivar Pehchan Patra (Family ID) with your correct date of birth, or you are willing to get the PPP corrected first.
- You already held a card and lost or damaged it. The same SARAL service covers a duplicate.
You cannot apply if:
- You are below the senior-citizen age threshold. There is no early issue and no provisional card.
- You are not a resident of Haryana. A person living in Delhi, Punjab or Uttar Pradesh applies to that state's own system; a Haryana card is not issued on the basis of property or family in Haryana alone.
- Your date of birth cannot be documented. An age claim with no birth certificate, school record, Aadhaar or passport behind it will not clear verification, however obvious the applicant's age is in person.
A senior citizen identity card is not an old-age pension sanction, not a domicile certificate and not an income certificate. Those are separate Haryana services with separate forms and separate document lists, even though several of them are filed through the same SARAL login.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Age proof (Aadhaar, birth certificate, school leaving certificate, PAN, passport) | Yes | The date of birth printed on the card comes from here |
| Identity proof (Aadhaar, voter ID, PAN, passport, driving licence) | Yes | Name must match the SARAL form exactly |
| Haryana residence proof (voter ID, ration card, utility bill, resident certificate) | Yes | Establishes that you are a Haryana resident |
| Parivar Pehchan Patra / Family ID | Yes | Haryana services are keyed to the PPP record |
| Passport-size photograph | Yes | Printed on the card; scan it clearly |
| Registered mobile number | Yes | Receives the OTP, Reference ID and SMS updates |
| Details of the lost or damaged card | For duplicates only | Applies when you are re-issuing, not applying fresh |
Scan every document as a clear, readable PDF or JPEG inside the size limit each upload box states. Blurred or cropped scans are a routine cause of a file being sent back, and a returned file restarts the clock.
How to apply for a senior citizen ID card in Haryana online
- Open the Antyodaya SARAL portal at saralharyana.gov.in and click Register. Fill in your details and submit; SARAL verifies your mobile number by OTP. One SARAL login covers every Haryana service, so you may already have one from a caste, income or residence certificate application.
- Check your Parivar Pehchan Patra first. Confirm that the name, date of birth and address held in the Family ID are correct. Get any error in the date of birth fixed before you apply, because a card built on a wrong PPP date of birth will simply carry the wrong date.
- Log in and search the service. Use the service search and select "Issuance of New or Duplicate senior citizen identity card", listed under the Citizen Resources Information Department. Choose whether you are applying for a new card or a duplicate.
- Fill the application form, entering your Family ID, name as printed on Aadhaar, date of birth, full Haryana address, district and mobile number. Type the name exactly as it appears on your identity document. A mismatch here is the commonest reason a file comes back.
- Upload the documents into their labelled slots: age proof, identity proof, residence proof and the photograph.
- Pay the fee shown on the SARAL payment screen by net banking, card or UPI, and save the receipt.
- Submit and note the Application Reference ID printed on the acknowledgement. Every later step — tracking, ticketing, appeal, collection, runs on that ID.
- Wait for verification and download or collect the card once the status shows it issued. SARAL sends status changes to the registered mobile number.
How to apply offline at an Antyodaya Kendra or SARAL Kendra
- Go to an Antyodaya Kendra or SARAL Kendra. The Antyodaya SARAL portal states that services are available at district, tehsil and sub-division level at these centres, and also through CSC centres for those who prefer to apply offline.
- Carry originals and self-attested photocopies of your age proof, identity proof, residence proof and Family ID, plus passport-size photographs.
- Ask the operator to file the SARAL application for you. The operator is typing into the same portal, so the file follows the same route as an online application.
- Pay the government fee plus the notified centre service charge and insist on a printed receipt. Do not pay a rounded-up cash amount without one.
- Collect the acknowledgement slip carrying the Application Reference ID and keep it until the card is in your hand.
How do I check the status of my application?
- On the portal: enter the Application Reference ID in the tracking box on the saralharyana.gov.in homepage, or log in and use View Status of Application → Track Application.
- By ticket: SARAL runs an e-ticketing system that gives real-time tracking of the status of a ticket or appeal, for cases that are stuck rather than simply pending.
- By phone: call the SARAL helpline on 0172-3968400, open 7:00 AM to 8:00 PM, Monday to Saturday excluding government holidays, or email saral.haryana@gov.in. Have the Reference ID ready; without it no office can trace the file.
- In person: the Antyodaya Kendra or SARAL Kendra that filed the application can see where it currently sits.
Haryana's SARAL system also carries an unusual safeguard worth knowing about: the portal states that when a notified timeline is breached, an appeal is filed automatically by the system with the First Grievance Redressal Authority. You do not have to know the rule or draft anything. If your card is late beyond the notified limit, the appeal should already exist, and you can follow it through the e-ticketing tracker.
Why do applications get rejected?
- Date-of-birth mismatch between Aadhaar, the age proof and the Parivar Pehchan Patra. This is the central risk for an age-based document, and it is the reason to fix the PPP before applying rather than after.
- Name spelling differences across Aadhaar, voter ID and the SARAL form.
- Residence proof that does not establish a Haryana address, or one in a family member's name with nothing linking it to the applicant.
- Unreadable uploads; blurred photographs of documents taken on a phone at an angle, or scans cropped so the issuing authority's details are cut off.
- Wrong option selected, filing for a duplicate when no card was ever issued, or for a new card when one already exists in your name.
- An unreachable mobile number. SARAL communicates by SMS and OTP; a number that has lapsed effectively disconnects you from your own application.
What should it cost, and what should you refuse to pay?
Apply directly on Antyodaya SARAL and you pay only the government fee displayed on the portal's payment screen. Apply through an Antyodaya Kendra, SARAL Kendra or CSC and you pay that fee plus the notified service charge, which is printed on the centre's rate card and comes with a receipt.
Nothing beyond those two amounts is legitimate. Agents offering a "senior citizen card in two days" for a few thousand rupees are selling a priority queue that the Haryana government does not operate. Older applicants are a favoured target for this, often approached outside the Kendra itself. Two rules protect you completely: never pay cash without a printed receipt, and never share your Aadhaar OTP with anyone, including a person claiming to be a government operator. No officer needs your OTP to issue this card.

Frequently asked questions
Which Haryana department issues the senior citizen identity card?
The Citizen Resources Information Department (CRID) issues it, and the service appears on the Antyodaya SARAL portal as "Issuance of New or Duplicate senior citizen identity card" under that department. CRID is the same department that runs the Parivar Pehchan Patra, which is why the card is built on your Family ID record.
Where do I apply for a senior citizen ID card in Haryana?
Apply on the Antyodaya SARAL portal at saralharyana.gov.in, which is the single official window for Haryana citizen services. The same application can be filed for you at any Antyodaya Kendra, SARAL Kendra or Common Service Centre if you would rather not use a computer.
What age counts as a senior citizen?
The Maintenance and Welfare of Parents and Senior Citizens Act, 2007 defines a senior citizen as an Indian citizen aged 60 years or above, and that is the definition Indian government departments work to. Some individual concessions use a higher threshold, such as 80 years for "very senior citizen" tax treatment, so read the concession you are claiming rather than assuming.
How much does the Haryana senior citizen ID card cost?
Pay only the government fee that the Antyodaya SARAL payment screen shows you, plus the notified service charge if an Antyodaya Kendra or CSC operator files it for you. No agent has a faster queue, and any amount demanded above the displayed fee and the printed rate card is not legitimate.
How do I track my SARAL application?
Enter your Application Reference ID in the tracking box on the saralharyana.gov.in homepage, or log in and open "View Status of Application" and then "Track Application". SARAL also sends status changes by SMS to the mobile number registered with the application.
What happens if my application misses the notified time limit?
Antyodaya SARAL files an appeal for you automatically — the portal states that an appeal is filed with the First Grievance Redressal Authority by the system when a notified timeline is breached. You do not have to request it, and you can follow the appeal through the portal's e-ticketing tracker.
Can I get a duplicate card if I lose mine?
Yes, the SARAL service covers a duplicate card in the same listing as a new one — the service is literally named "Issuance of New or Duplicate senior citizen identity card". Apply the same way and state that you need a duplicate, carrying the details of the lost card.
Do I still need this card if I already have Aadhaar?
Aadhaar proves your date of birth, but a state senior citizen identity card is the document many Haryana departments, transport counters and welfare desks ask for as a single-purpose proof of senior-citizen status. Holding both is the practical answer; the card also carries your Family ID linkage, which Haryana schemes are keyed to.
