What is Himachal Pushp Kranti Yojana?

Himachal Pushp Kranti Yojana is a state sponsored floriculture scheme of the Department of Horticulture, Government of Himachal Pradesh, launched in 2018-19. The scheme is listed on the department's eUdyan portal as HPKY and is also written locally as Himachal Pushp Kranti Yojna.

Himachal Pushp Kranti Yojana exists because commercial flower growing in the hills depends almost entirely on protected structures. A poly house is what lets a grower in Solan, Sirmaur or Mandi produce carnation or gerbera stems of export grade through the year instead of a short open-field season. The cost of that structure, however, runs into several lakh rupees for even a modest unit, which is why the state took the assistance rate to 85 per cent for small and marginal farmers.

Stated objectives of the scheme

  • Help growers of the state establish new protected infrastructure for flowers.
  • Raise the productivity of commercially viable floricultural crops.
  • Promote diversification into ornamental horticulture as a profitable farming option in place of low-value cereal cultivation.
  • Give unemployed youth in Himachal Pradesh a self-employment route through protected cultivation.

The Department of Horticulture treats protected cultivation as a priority. Its own record shows roughly 14.45 lakh square metres brought under poly houses and shade net houses in the state under earlier central programmes, concentrated in Shimla, Sirmaur, Solan, Una, Kullu, Hamirpur, Bilaspur, Mandi and Kangra. Himachal Pushp Kranti Yojana is the state-funded layer built on that base and focused specifically on flowers.

What benefits does Himachal Pushp Kranti Yojana give?

Himachal Pushp Kranti Yojana works on three components.

Protected structures. Assistance is 85 per cent of the cost for small and marginal farmers and 50 per cent for large farmers, on a maximum of 4,000 square metres per beneficiary. Cost norms differ sharply by structure type, running from low-cost naturally ventilated designs to high-tech fan and pad structures, so the rupee amount released depends on which structure the department approves for your site and altitude. The department fixes the applicable cost norm per square metre at the time of sanction, and the subsidy is calculated on that norm rather than on whatever the grower actually spends.

Elite planting material. Assistance is given for quality planting material of commercial flower crops. Support is one-time per crop, and a fresh claim for the same crop is admissible only after three years.

Training and capacity building. The scheme includes farmer training on protected floriculture. The Horticulture Department separately runs floriculture training camps and supplies elite planting material under its regular floriculture development programme, with assistance of 25 per cent for small farmers and 33 per cent for marginal farmers on planting material outside HPKY.

Growers have also reported using the scheme alongside the department's transport assistance for moving cut flowers to distant markets, which matters because most Himachali flowers are sold in Delhi and Chandigarh rather than within the state.

Who is eligible for Himachal Pushp Kranti Yojana?

You can apply if:

  • You are a bonafide Himachali farmer. Every state subsidy scheme of the Horticulture Department is restricted to bonafide residents.
  • You own land in Himachal Pradesh recorded in your own name, supported by a jamabandi and tatima, on which the structure can be built.
  • Your site is technically suitable for protected floriculture, which the field officer assesses for slope, road access, water availability and altitude.
  • You intend to grow flowers commercially in the structure. The scheme is a floriculture scheme, not a general poly house scheme.
  • You are a small or marginal farmer and want the 85 per cent rate, or a larger farmer willing to accept the 50 per cent rate.
  • You are an unemployed young person from the state taking this up as self-employment, provided the land requirement is met.

You cannot apply if:

  • You are not a bonafide Himachali farmer.
  • The land is not in your name and you have no registered lease or written consent recorded for the site.
  • You have already received assistance for a protected structure on the same area, or you are seeking to exceed the 4,000 square metre ceiling per beneficiary.
  • You have started or completed construction before a sanction or work order was issued.
  • You are a trader, florist or institution seeking support to buy flowers rather than to grow them. Such applicants are not eligible for an individual benefit.
  • You intend to sublet, lease or sell the subsidised structure. Applicants are required to undertake not to do this.

How to apply for Himachal Pushp Kranti Yojana

  1. Register on the eUdyan portal. Go to eudyan.hp.gov.in, the Department of Horticulture's Integrated Horticulture Sector Management System, and create a farmer account with your basic details. Keep the login ID and password safe.
  2. Select the scheme. Log in, open the list of state sponsored subsidy schemes and choose Himachal Pushp Kranti Yojana (HPKY).
  3. Fill in the application. Enter personal details, applicant address, land or orchard details, scheme and project details including structure type and area in square metres, and bank details.
  4. Upload the documents. Attach the Aadhaar card, jamabandi, tatima, bank passbook, project report or cost estimate and the self-certificate. Add the small or marginal farmer certificate if you are claiming the 85 per cent rate.
  5. Submit and record the application number. After final submission the department scrutinises the application for approval.
  6. Get the site inspected. The Horticulture Development Officer or Horticulture Extension Officer of the development block inspects the proposed site and forwards a report.
  7. Wait for the sanction or work order from the Subject Matter Specialist or the Deputy Director of Horticulture of your district before spending anything.
  8. Build and then claim. Construct the structure to departmental quality standards, keep every bill, and file the back-ended subsidy claim with the Horticulture Development Officer.

Offline route. A written application with the same set of documents can be submitted to the Horticulture Development Officer of the development block or to the Deputy Director of Horticulture at the district headquarters, who will get it entered into the system.

How do I check my application and payment status?

Log in to eudyan.hp.gov.in and use the application tracking option, which shows the stage of the case. The portal also carries step-by-step videos on applying and on tracking status. For questions about whether the sanctioned amount has actually been released, contact the office of the Deputy Director of Horticulture in your district, because release depends on the budget position for that year and not only on the file being cleared.

Why do applications get rejected or stall?

  • Land not in the applicant's name, which is the commonest problem across every eUdyan scheme.
  • Missing tatima or an unreadable jamabandi scan.
  • Site found unsuitable on inspection, for slope, water or access reasons.
  • Construction started before sanction, which makes the back-ended claim inadmissible.
  • Area exceeding 4,000 square metres per beneficiary.
  • Small or marginal farmer certificate not attached, which drops the case to the 50 per cent rate rather than 85 per cent.
  • No budget released for the year. Himachal newspapers reported in 2023 and 2024 that the budget for Himachal Pushp Kranti Yojana had been held up and that floriculture growers were waiting for subsidy release. Verify the current year's position at the district office before you commit money to construction.

What are the key dates?

Himachal Pushp Kranti Yojana has no announced last date for applications. It runs on the state financial year ending 31 March, with sanctions issued against that year's allocation. Applying early in the financial year is materially better than applying near the close, when district allocations are usually committed.

Flower planting has its own timing. Carnation and gerbera plantings are made to hit specific market peaks, so agree the construction timeline with your field officer before the season you are targeting.

Where do I complain if something goes wrong?

The first point of contact is the Horticulture Development Officer of your development block. Above that sit the Subject Matter Specialist (Horticulture) and the Deputy Director of Horticulture at the district headquarters, who holds the sanctioning power.

The Directorate of Horticulture, Himachal Pradesh is at Navbahar, Chotta Shimla, Shimla 171002, reachable on 0177-2842390 and at horticul-hp@nic.in. Portal problems should go to the eUdyan helpdesk listed on eudyan.hp.gov.in. If a sanctioned subsidy is not released, take a written reply from the Deputy Director's office on the budget position before escalating, since that reply is what any grievance authority will ask for.

Frequently asked questions

How much subsidy does Himachal Pushp Kranti Yojana give on a poly house?

Himachal Pushp Kranti Yojana gives 85 per cent assistance to small and marginal farmers and 50 per cent to large farmers on protected cultivation structures for flowers, over a maximum of 4,000 square metres per beneficiary. The rupee ceiling depends on the structure type, because cost norms differ for naturally ventilated poly houses and high-tech fan and pad structures.

What can the money be used for?

Assistance covers naturally ventilated poly houses and high-tech protected structures, elite planting material for commercial flowers, and training. The scheme is built around establishing new protected infrastructure for floriculture rather than open-field flower growing.

Which flowers are grown under this scheme?

Carnation, gerbera, lilium and rose are the main commercial cut flowers grown under protected structures in Himachal Pradesh, and the department's protected cultivation literature names these crops specifically. The state's varied agro-climatic zones allow different flowers in different belts.

Who is not eligible for Himachal Pushp Kranti Yojana?

Applicants who are not bonafide Himachali farmers are not eligible, and neither are people who have already taken assistance for the same structure on the same land. Institutions and traders who are not growing flowers themselves cannot apply for a personal benefit under this scheme.

How do I apply for Himachal Pushp Kranti Yojana?

Apply online at eudyan.hp.gov.in by registering as a farmer, selecting Himachal Pushp Kranti Yojana from the state sponsored scheme list, filling the personal, land, project and bank details and uploading the checklist documents. Offline applications can be handed to the block Horticulture Development Officer.

Is planting material given again if the crop is replaced?

One-time assistance is given for planting material per crop, and repeat assistance for the same crop is available only after a gap of three years. That gap matches the productive life of most commercial cut flower plantings.

Is the subsidy paid before or after construction?

Assistance is back-ended, which means the grower builds the structure after getting a sanction or work order and then claims the subsidy on completion. Buying material before sanction risks the claim being rejected.

Has the scheme been affected by budget problems?

Reports in the Himachal press have said the budget for Himachal Pushp Kranti Yojana was held up in 2023 and 2024, leaving some sanctioned floriculture projects waiting for release of subsidy. The scheme remains listed among the state sponsored schemes of the Department of Horticulture, so check the current year's position with your district office before spending money.
