Funeral Assistance (HP Building and Other Construction Workers Welfare Board)
Himachal Pradesh state government scheme
Funeral Assistance of the Himachal Pradesh Building and Other Construction Workers Welfare Board pays Rs 20,000 to the nominee or dependants of a registered construction worker who dies, to meet last-rite expenses. The claim is separate from the Board's death benefit of Rs 4,00,000 for accidental death and Rs 2,00,000 for natural death. File it with the Labour Welfare Officer.
What is the HP BOCW Board's funeral assistance?
Funeral Assistance, recorded in the Board's Hindi scheme table as antim sanskar hetu sahayata, is a cash payment made by the Himachal Pradesh Building and Other Construction Workers Welfare Board when a registered construction worker dies. The Board is the statutory body constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, functions under the Labour and Employment Department of the Government of Himachal Pradesh, and is funded from the labour cess collected on construction work in the state.
The benefit is Rule 277 of the Board's consolidated welfare schemes notification published on bocw.hp.gov.in. According to that notification, Rs 20,000 is payable to the nominees or dependants of a registered beneficiary. The eligibility condition against the rule is simply sadasyata: membership.
The payment exists because a death imposes an immediate, unavoidable cost at the worst possible moment. Last rites, transport of the body, and the customary gatherings that follow all have to be paid for within days, and a construction household that has just lost its earning member has no reserve to draw on. The Board's Rs 20,000 is designed to be the fastest of its death-related payments, ahead of the larger settlement that takes longer to verify.
How does funeral assistance differ from the death benefit?
This is the point families most often get wrong, and it costs them money. The Board runs two separate heads on the death of a registered worker, and both should be claimed:
| Head | Rule | Amount |
|---|---|---|
| Funeral assistance for last rites | Rule 277 | Rs 20,000 |
| Death benefit, accidental death | Rule 278 | Rs 4,00,000 |
| Death benefit; natural death | Rule 278 | Rs 2,00,000 |
| Widow pension | Rule 300 | Rs 1,500 per month |
Rule 278 states that where a registered member dies anywhere in an accident, the nominees or dependants are paid Rs 4,00,000, and on natural death Rs 2,00,000. Rule 300 separately provides the widow of a registered beneficiary Rs 1,500 every month. A family that files only the Rs 20,000 funeral claim and stops there leaves the larger entitlements untouched, so raise all applicable heads with the Labour Welfare Officer in the same visit.
Where the death followed a site accident, the post-mortem report and the FIR matter enormously — not for the Rs 20,000, which turns only on the death certificate, but for establishing accidental death under Rule 278. Collect those papers at the time even if the family is not ready to think about the larger claim.
Who is eligible for funeral assistance in Himachal Pradesh?
The nominee or dependants can claim if:
- The deceased was a building or other construction worker registered with the HP BOCW Welfare Board, and the registration was live at the time of death.
- The claimant is the nominee recorded with the Board, or a dependant of the deceased worker.
- A death certificate has been issued by the Registrar of Births and Deaths or the hospital.
- The worker's contribution to the Board fund was up to date.
The Board's registration rule, stated on its portal, is that a worker aged 18 to 60 who has done at least 90 days of building or other construction work in the previous 12 months may register as a beneficiary. Those 90 days may be made up of private construction work as well as work run by the government or a panchayat. The registration fee is Rs 1 once, plus Rs 9 deposited in advance as contribution valid for three years from registration and Rs 15 for the next three years. Trades on the Board's list include mason, painter, plumber, welder, electrician, carpenter, labourer and helper.
Adding family members to the Board record while the worker is alive is one of the most useful things a registered worker can do, and the portal carries a dedicated Add Family Members page for it. A nomination already on file removes the single largest source of delay in a funeral claim. The argument over who is entitled to receive the money.
You cannot apply if:
- The deceased was not registered with the HP BOCW Welfare Board, however many years they worked in construction.
- The registration had lapsed at the time of death because contribution was not deposited and no renewal was done.
- You cannot produce a death certificate.
- You are not the nominee and not a dependant of the deceased worker.
- The deceased worked at construction projects only in a managerial, administrative or supervisory capacity, which is outside the statutory definition of a building worker under Section 2(d) of the 1996 Act.

How to apply for HP BOCW funeral assistance
- Obtain the death certificate from the Registrar of Births and Deaths at the gram panchayat or municipal body, or from the hospital where the death occurred. Nothing in the claim can start before this.
- Locate the worker's Board record. Open bocw.hp.gov.in and use the Find BeneficiaryId page if the registration card or Beneficiary ID is not at hand, then use Check Status with the Beneficiary ID and date of birth to confirm the record and whether contribution was current.
- Assemble proof of entitlement. The nomination on the Board record, or a parivar register extract, family record or legal heir certificate showing that the claimant is a dependant.
- Open the "Apply For Benefits" page, enter the deceased worker's Beneficiary ID and date of birth, and select the funeral assistance head under Rule 277.
- Upload the documents through the Upload Registration Documents page, keeping every scan legible, a blurred death certificate is returned for re-upload and costs weeks at the worst time.
- Claim the other heads in the same sitting: death benefit under Rule 278, and widow pension under Rule 300 where applicable.
- Submit, save the acknowledgement number, and follow the claim up with the District Labour Welfare Officer, who verifies it before the Board sanctions payment.
How to apply offline
- Visit the District or Sub-Divisional Labour Welfare Officer having jurisdiction over the place where the deceased worker was registered. The Board's own note on welfare schemes directs benefit applications to that office.
- Ask for the claim form for benefits under Rule 277, and at the same time for the death benefit form under Rule 278. Hindi and English forms are also downloadable from the Downloads section of bocw.hp.gov.in.
- Fill the forms, attach self-attested copies of the death certificate, the deceased worker's registration card and contribution receipt, the family record or legal heir certificate, and the claimant's Aadhaar and bank passbook, and submit against a dated receipt.
- The office verifies the registration and the death record and forwards the case to the Board for sanction.
In the remote blocks of Lahaul-Spiti, Kinnaur, Chamba and Sirmaur, routing the paper claim through the labour inspector covering the block is usually faster than travelling to district headquarters, particularly in winter.
How do you check the status of a claim?
- Open bocw.hp.gov.in and select Check Status.
- Enter the deceased worker's Beneficiary ID and date of birth.
- Read the stage shown, filed, under verification, sanctioned or paid.
The portal's public dashboard reports 1,92,134 applications received, 76,215 approved, 1,15,152 pending and 635 incomplete across all Board services. A few weeks at verification is ordinary; a claim that has not moved for months should be escalated.
Why funeral assistance claims get rejected
- Registration had lapsed at the time of death because contribution was not deposited. This is the single largest cause across all Board benefits and it cannot be cured after death.
- No 90-day wage slip filed in the worker's last years, so continuity of membership is questioned.
- Death certificate missing, or carrying a spelling of the worker's name that does not match the Board record.
- No nomination on record and no legal heir certificate, leaving the Board unable to decide who to pay.
- Competing claims from more than one person asserting dependency, which sends the case for inquiry.
- Bank account of the claimant closed or dormant, so the credit fails after sanction.
- Aadhaar verification not completed, which the Board treats as compulsory for welfare benefits.
A name mismatch or a bank detail problem is fixable; a lapsed registration on the date of death generally is not, which is the strongest practical argument for keeping contribution current and the nomination updated while the worker is alive.
Where do you complain if the claim is stuck?
- HP BOCW Welfare Board head office: Old SDM Office, Hamirpur 177001, phone 01972-222411, email hpbocwwboard@gmail.com.
- District Labour Welfare Officer of the district where the worker was registered, in writing, quoting the acknowledgement number and date of filing.
- e-Samadhan, the Himachal Pradesh online public grievance portal, linked from the top of the Board's home page.
- Himachal Pradesh CM Helpline 1100 for a general escalation.
No agent's fee is payable for filing a Board claim. Claim forms are free at the Labour Welfare Office and downloadable from the portal, and no Board official will ask a grieving family for an OTP or a facilitation payment.

Frequently asked questions
How much funeral assistance does the HP BOCW Board pay?
Rs 20,000 is payable to the nominees or dependants of a registered construction worker who dies. The figure appears against Rule 277, listed as antim sanskar hetu sahayata, in the Board's welfare schemes notification on bocw.hp.gov.in.
Is the funeral assistance the same as the death benefit?
No, they are two separate heads and a family should claim both. Funeral assistance under Rule 277 is Rs 20,000 for last rites, while death benefit under Rule 278 pays Rs 4,00,000 where the registered member dies in an accident and Rs 2,00,000 on natural death.
Who can file the claim?
The nominee recorded with the Board, or the dependants of the deceased worker, file the claim. A parivar register extract, family record or legal heir certificate is used to establish who is entitled where no nomination is on record.
Who is not eligible for funeral assistance?
Families of construction workers who were never registered with the HP BOCW Welfare Board are not eligible, and neither are families where the registration had lapsed for non-payment of contribution at the time of death. Claims without a death certificate are also not eligible.
Is a minimum period of membership required?
No fixed waiting period is printed against Rule 277. The eligibility column reads only "membership", unlike the marriage head at Rule 282 and the maternity head at Rule 271, which both require two months of membership.
What else can the family claim after the worker's death?
A widow of a registered beneficiary is entitled to Rs 1,500 per month as widow pension under Rule 300, and the death benefit under Rule 278 pays Rs 4,00,000 for accidental death or Rs 2,00,000 for natural death. Education assistance under Rule 281 for the worker's children is a further head worth raising with the Labour Welfare Officer.
Where do I file the claim?
File it with the District or Sub-Divisional Labour Welfare Officer of the district where the worker was registered, or online through the "Apply For Benefits" page on bocw.hp.gov.in. The Board's portal directs benefit applications through the concerned Labour Welfare Officer.
How do I check what happened to the claim?
Use the Check Status page on bocw.hp.gov.in with the deceased worker's Beneficiary ID and date of birth. If nothing moves, telephone the Board head office at Hamirpur on 01972-222411 or write to hpbocwwboard@gmail.com quoting the Beneficiary ID.
