Disability Pension (HP Building and Other Construction Workers Welfare Board)
Himachal Pradesh state government scheme
Disability Pension of the Himachal Pradesh Building and Other Construction Workers Welfare Board pays Rs 500 every month to a registered construction worker disabled by an accident or illness, plus a one-time Rs 50,000 where disability is above 50 per cent and Rs 25,000 below it. Claims are filed at the District Labour Welfare Officer or on bocw.hp.gov.in.
What is the HP BOCW Board's disability pension?
Disability Pension is a cash benefit paid by the Himachal Pradesh Building and Other Construction Workers Welfare Board, the statutory welfare board constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. The Board works under the Labour and Employment Department, Government of Himachal Pradesh, and is funded from the labour cess collected on construction work carried out in the state. Its scheme rules are published as a consolidated welfare schemes notification on bocw.hp.gov.in.
The benefit sits at Rule 275 of the Board's scheme table, listed there as viklangata pension. According to that notification, where a registered beneficiary becomes disabled because of an accident or an illness, the Board provides:
- Rs 500 per month as a disability pension, and
- a one-time payment of Rs 50,000 where the disability is more than 50 per cent, or Rs 25,000 where it is less than 50 per cent.
The design of the benefit is worth understanding. Construction is among the most injury-prone occupations in Himachal Pradesh, falls from scaffolding on hill-side sites, road and tunnel work, and electrical work on transmission lines all carry a real risk of permanent injury. A worker who loses the ability to do manual work loses the whole of their income at once. The one-time payment is meant to meet the immediate shock of treatment and lost earnings, while the Rs 500 monthly pension continues afterwards as a small standing income.
Disability Pension is separate from the Board's medical assistance head at Rule 280, which reimburses treatment bills up to Rs 50,000 a year for outdoor treatment, Rs 1,00,000 for indoor treatment and Rs 5,00,000 for a serious illness. A worker disabled after a site accident can be looking at both heads; medical assistance for the hospital bills, and Rule 275 for the disability that remains afterwards.
Who is eligible for the disability pension in Himachal Pradesh?
You can claim if:
- You are a building or other construction worker registered with the HP BOCW Welfare Board and your registration is live.
- You have become disabled as a result of an accident or an illness.
- You hold a disability certificate from a competent medical authority stating the percentage of disability.
- Your contribution to the Board fund is up to date, so membership has not lapsed.
The eligibility condition recorded against Rule 275 in the Board's scheme table is simply sadasyata; membership. Unlike the marriage benefit at Rule 282 and the maternity and paternity benefit at Rule 271, which both require two months of membership, no separate waiting period is printed against the disability head.
The underlying registration rule, stated on the Board's own portal, is that a worker aged 18 to 60 who has done at least 90 days of building or other construction work in the previous 12 months may register as a beneficiary. Those 90 days can be made up of private construction work as well as work run by the government or a panchayat. Registration costs Rs 1 as a one-time fee plus Rs 9 as advance contribution valid for three years from the date of registration; renewal for the next three years costs Rs 15. Trades covered include mason, painter, plumber, welder, electrician, carpenter, labourer and helper. Persons working in a managerial, administrative or supervisory capacity are expressly outside the statutory definition of a construction worker.
You cannot apply if:
- You are not registered with the HP BOCW Welfare Board. There is no route to the pension outside registration.
- Your registration has lapsed because the contribution was not deposited and no renewal has been done.
- You cannot produce a disability certificate from a competent medical authority, an untested claim of injury will not be sanctioned.
- You work in construction only in a managerial or supervisory role, which falls outside the definition of a building worker under Section 2(d) of the 1996 Act.
- You have not filed the annual 90-day wage slip at the Labour Office, which the Board requires to keep membership alive and to release assistance.
How much is paid, and how often?
| Payment | Amount | Condition |
|---|---|---|
| Monthly disability pension | Rs 500 per month | Disability caused by accident or illness |
| One-time payment | Rs 50,000 | Disability more than 50 per cent |
| One-time payment | Rs 25,000 | Disability less than 50 per cent |
The monthly pension is credited to the registered worker's own bank account. The account details captured at registration therefore have to be current; a closed or dormant account is one of the commonest reasons a sanctioned payment fails to land. If you have changed banks since registering, use the Update Beneficiary page on the portal before filing, not afterwards.
Rates under the Board's schemes are fixed by Board resolution and revised from time to time. Rs 500, Rs 50,000 and Rs 25,000 are the figures in the consolidated welfare schemes notification currently published on bocw.hp.gov.in. The notification itself carries a footnote asking beneficiaries to confirm the latest position with their Labour Officer, so check the rate in force when you file.

How to apply for the HP BOCW disability pension
- Get the disability certificate first. Have the disability assessed by the competent medical authority โ normally the medical board at the district hospital, and make sure the certificate states the percentage of disability in figures. Everything else in the claim follows from this one document.
- Check that your registration is live. Open bocw.hp.gov.in and use the Find BeneficiaryId and Check Status pages. If your contribution is overdue, clear it through the Online Renewal and Deposit Fee pages, or pay into one of the Board's designated bank accounts and inform your Labour Welfare Officer so the credit is posted against your record.
- Complete Aadhaar verification. Use the Beneficiary Aadhaar Verification page on the portal. The Board's own notice states that Aadhaar verification through the portal is compulsory to take the benefit of any welfare scheme, and the facility works only where your Aadhaar is linked to your mobile number.
- Open the "Apply For Benefits" page on the portal, enter your Beneficiary ID and date of birth, and select the disability pension head under Rule
- Fill the claim and upload the documents using the Upload Registration Documents page. Scan the disability certificate cleanly, a blurred percentage figure is the fastest way to have a claim sent back.
- Submit and save the acknowledgement shown on screen.
- Follow it up with the District Labour Welfare Officer, who verifies the claim before the Board sanctions payment.
How to apply offline
- Visit the District or Sub-Divisional Labour Welfare Officer having jurisdiction over the place where you are registered. The Board's portal note on welfare schemes tells beneficiaries who are contributing regularly to send their applications to that office.
- Ask for the claim form for benefits under Rule 275. Hindi and English forms are also downloadable from the Downloads section of bocw.hp.gov.in.
- Attach self-attested copies of the registration card, disability certificate, Aadhaar, bank passbook and contribution receipt, and submit the form against a dated receipt. Keep the receipt, it is your proof of the filing date.
- The office verifies the registration and the disability certificate and forwards the case to the Board for sanction.
Workers in the remote blocks of Lahaul-Spiti, Kinnaur, Chamba and Sirmaur often find it simpler to route the paper claim through the labour inspector covering the block rather than travelling twice to the district headquarters.
How do you check the status of a claim?
- Open bocw.hp.gov.in and select Check Status.
- Enter your Beneficiary ID and date of birth.
- Read the stage shown: filed, under verification, sanctioned or paid.
If you do not know your Beneficiary ID, the Find BeneficiaryId page on the same portal will retrieve it. The portal's public dashboard gives a sense of the queue: it shows 1,92,134 applications received, 76,215 approved and 1,15,152 pending across all Board services, so a claim that takes some weeks at the verification stage is not unusual.
Why disability pension claims get rejected
- Registration lapsed on the date of claim because the contribution was not deposited. This is the single largest cause across all Board benefits.
- No 90-day wage slip filed for the year, so membership is not treated as continuous.
- Disability certificate without a percentage, which leaves the lump-sum head undecided.
- Certificate from an authority that is not competent to assess disability.
- Name mismatch between the Aadhaar card, the Board record and the bank account, which stops the transfer even after sanction.
- Bank account closed or dormant, so the credit bounces back.
- Aadhaar verification not completed on the portal.
Most of these can be cured. A lapsed registration can be renewed and the claim refiled; a name mismatch is corrected through the Update Beneficiary page before resubmission.
Where do you complain if the claim is stuck?
- HP BOCW Welfare Board head office: Old SDM Office, Hamirpur 177001, phone 01972-222411, email hpbocwwboard@gmail.com.
- District Labour Welfare Officer of your district, in writing, quoting the acknowledgement number and the date of filing.
- e-Samadhan, the Himachal Pradesh online public grievance portal, linked from the top of the Board's home page.
- Himachal Pradesh CM Helpline 1100 for a general escalation.
No fee is payable to any agent for filing a Board claim. Registration itself costs Rs 1 plus Rs 9 advance contribution, every claim form is free at the Labour Welfare Office and downloadable from the portal, and no Board official will ask for your OTP.

Frequently asked questions
How much disability pension does the HP BOCW Board pay?
Rs 500 per month is paid as disability pension to a registered construction worker disabled by an accident or an illness. In addition, a one-time payment of Rs 50,000 is made where the disability is more than 50 per cent and Rs 25,000 where it is less than 50 per cent. Both rates are set out against Rule 275 in the Board's welfare schemes notification on bocw.hp.gov.in.
Who is not eligible for the HP BOCW disability pension?
A construction worker who is not registered with the HP BOCW Welfare Board is not eligible, however long they have worked in construction. Workers whose registration has lapsed for non-payment of contribution, and claims with no disability certificate from a competent medical authority, are also not eligible.
Does the percentage of disability change the amount?
Yes, but only the one-time payment. The Rs 500 monthly pension is the same figure in the Board's scheme table regardless of percentage, while the lump sum is Rs 50,000 above 50 per cent disability and Rs 25,000 below it.
Is a minimum period of membership required?
No fixed waiting period is recorded against Rule 275. The eligibility column for disability pension reads only "membership", unlike the marriage and maternity heads where the Board requires two months of membership.
Does disability from illness count, or only accidents?
Both count. The Board's scheme table covers disability caused by accidents and by illnesses, so a worker disabled by disease is covered on the same terms as one injured at a site.
Where do I file the claim?
File it with the District or Sub-Divisional Labour Welfare Officer of your district, or online through the "Apply For Benefits" page on bocw.hp.gov.in using your Beneficiary ID and date of birth. The Board's own note on its portal directs beneficiaries to route benefit applications through the concerned Labour Welfare Officer.
How do I check what happened to my claim?
Open the Check Status page on bocw.hp.gov.in and enter your Beneficiary ID and date of birth. If nothing moves, telephone the Board head office at Hamirpur on 01972-222411 or write to hpbocwwboard@gmail.com quoting your Beneficiary ID.
