Disability Relief Allowance Scheme, Himachal Pradesh
Himachal Pradesh state government scheme
The Disability Relief Allowance of Himachal Pradesh pays a monthly allowance from 40 per cent certified disability; Rs 1,150 for men and Rs 1,500 for women up to 69 per cent, Rs 1,700 from 70 per cent, and Rs 3,000 at 100 per cent. Himachal Pradesh has removed the income ceiling, and applications go to the Tehsil Welfare Office.
What is the Disability Relief Allowance in Himachal Pradesh?
The Disability Relief Allowance is the Himachal Pradesh state government's own disability pension, funded entirely from the state budget and administered by the Department of Social Justice and Empowerment, formally the Department of Empowerment of Scheduled Castes, Other Backward Classes, Minorities and the Specially Abled. It forms part of the state's Social Security Pension programme and is widely known across the state as the viklang pension or the ashaktta anudan.
The Disability Relief Allowance is by far the larger of the two disability pensions available in Himachal Pradesh. As reported in April 2026, 78,291 people were drawing the state allowance against 1,340 on the centrally assisted Indira Gandhi National Special Ability Pension. The reason is that the two schemes set very different bars:
| Disability Relief Allowance (state) | National Special Ability Pension | |
|---|---|---|
| Minimum disability | 40 per cent | 80 per cent |
| BPL required | No | Yes |
| Age band | No separate age limit | 18 to 79 years |
| Funding | Himachal Pradesh state budget | Centrally assisted with state top-up |
For most applicants with a disability in Himachal Pradesh, the Disability Relief Allowance is therefore the scheme that actually applies. Applicants do not choose between the two on the form; the Tehsil Welfare Office assigns the case to the correct stream when it is sanctioned.
Two recent changes have made the allowance materially easier to obtain and, at the top end, considerably more generous. Himachal Pradesh removed the income ceiling and the requirement of Gram Sabha approval for persons with 40 to 69 per cent disability, and raised the allowance for 100 per cent disability from Rs 1,700 to Rs 3,000 a month, a change reported as affecting roughly 7,000 beneficiaries. The removal of Gram Sabha approval is the less obvious of the two but matters a great deal in practice: a case previously had to be placed before a village meeting before it could move up the chain, which could add months to a straightforward application.
Who is eligible for the Disability Relief Allowance?
You can apply if:
- You are a permanent resident of Himachal Pradesh and hold a bonafide or permanent residence certificate.
- Your disability is certified at 40 per cent or more by the Medical Board of a government hospital.
- You have a savings bank account in your own name, or a guardian's account where the disability prevents you from operating one.
Persons with intellectual disability and developmental disability are covered alongside physical disabilities, provided the Medical Board certifies the condition at 40 per cent or more.
No income certificate is required in the 40 to 69 per cent band following the removal of the income ceiling, and no separate age limit is applied to the state allowance.
You cannot apply, or are not eligible, if:
- Your certified disability is below 40 per cent. There is no partial entitlement below this threshold, and the remedy is a reassessment by the Medical Board rather than an appeal to the welfare office.
- You hold only a certificate from a private doctor or hospital. Only a government Medical Board certificate is accepted.
- You are not a permanent resident of Himachal Pradesh, even if you live in the state.
- You are already drawing another pension. A service pension, a family pension, or another social security pension such as the old-age, widow, leprosy or transgender pension. Only one social security pension is payable per person.
- You are a serving government employee.
How much does the Disability Relief Allowance pay?
| Certified disability | Gender | Monthly allowance |
|---|---|---|
| 40 to 69 per cent | Male | Rs 1,150 |
| 40 to 69 per cent | Female | Rs 1,500 |
| 70 per cent and above | Male or female | Rs 1,700 |
| 100 per cent | Male or female | Rs 3,000 |
Three features of this structure are worth noting. Women in the 40 to 69 per cent band receive Rs 350 a month more than men, in line with the state's uniform Rs 1,500 rate for women across social security pension categories. At 70 per cent and above the gender difference disappears and both men and women receive Rs 1,700. At 100 per cent the allowance jumps to Rs 3,000, which is the highest single rate anywhere in the Himachal Pradesh social security pension structure.
That jump makes the exact figure on the Medical Board certificate financially significant. The difference between a certificate reading 95 per cent and one reading 100 per cent is Rs 1,300 a month, or Rs 15,600 a year. An applicant who believes the assessment understates their condition should seek a reassessment from the Medical Board, since the welfare office cannot alter a certified percentage.
Payment is by direct benefit transfer into the beneficiary's own Aadhaar-seeded savings account on the department's monthly cycle. Arrears run from the month of sanction, not the month of application.
What documents are required?
| Document | Mandatory | Notes |

| Disability certificate | Yes | Government Medical Board certificate stating the percentage |
| Bonafide / permanent residence certificate | Yes | Proves permanent residence in Himachal Pradesh |
| Aadhaar card | Yes | For identification and bank seeding |
| Bank account passbook | Yes | In the applicant's own name, or a guardian's account |
| Proof of age | Yes | Aadhaar, voter card, birth certificate or school record |
| Income certificate | No | Not required in the 40 to 69 per cent band |
| Passport-size photographs | Yes | Usually two |
How to apply for the Disability Relief Allowance
- Get the disability assessed by the Medical Board at your district or regional government hospital and obtain a certificate stating the percentage. Medical Boards sit on fixed days, so book the appointment early: everything else in the application depends on this certificate.
- Collect the social security pension application form free of charge from the Tehsil Welfare Office, the District Welfare Officer's office, the Panchayat office or the District Social Welfare Department, and mark the Disability Relief Allowance category.
- Obtain the bonafide or permanent residence certificate through the HimSeva portal at himseva.hp.gov.in, which replaced the eDistrict Himachal Pradesh portal, or at a Lok Mitra Kendra.
- Fill the form with your name exactly as on Aadhaar, your date of birth, the certified disability percentage, and your bank account number and IFSC code. A name mismatch between Aadhaar and the bank passbook is the single commonest cause of a sanctioned payment failing to credit.
- Attach the documents: disability certificate, residence certificate, Aadhaar copy, bank passbook first page, age proof and photographs.
- Submit the form to the Panchayat Secretary in rural areas or the Municipal Corporation, Municipal Council or Nagar Panchayat office in urban areas, and collect a dated acknowledgement receipt.
- Follow the case through verification by the Tehsil Welfare Officer and sanction by the District Social Welfare Officer, who notifies the outcome by SMS or email.
- Check the first credit in your passbook and confirm that the amount matches the rate for your certified percentage and gender.
How do you check the status of a disability allowance application?
Himachal Pradesh does not publish a self-service online tracker for social security pension cases. Status is confirmed in three ways:
- At the Tehsil Welfare Office, quoting the acknowledgement number and date from the receipt, which is the most reliable route.
- Through the Panchayat Secretary, who keeps the register of cases forwarded from the Panchayat.
- By checking the bank passbook, since the first credit is itself confirmation of sanction.
The HimSeva citizen helpline on 0177-3525111 can direct you to the right district office. Sanction typically takes one to three months from submission, depending on where in the district processing cycle the case is filed.
Why do Disability Relief Allowance applications get rejected or stopped?
- Disability certified below 40 per cent, which is the commonest rejection. The remedy is a Medical Board reassessment, not an appeal to the welfare office.
- Private medical certificate submitted instead of a government Medical Board certificate.
- Expired temporary disability certificate. A certificate marked temporary carries an expiry date, and an already-sanctioned allowance stops when it lapses. Renew it through the Medical Board before the expiry date.
- Another pension already being drawn, detected on cross-verification of pension records.
- Bank account problems — a dormant account, an un-seeded account, a joint account, or an account in a relative's name without recorded guardianship.
- Name mismatch between Aadhaar, the bank record and the application form.
- Life certificate not filed annually, which is a frequent reason a long-running allowance simply stops arriving.
- Residence not established, where the applicant lives in Himachal Pradesh but is a permanent resident of another state.
Key dates and continuing obligations
The Disability Relief Allowance is open through the year with no fixed last date, and cases are sanctioned in batches as district offices clear them. Three things keep a sanctioned allowance running: the annual life certificate, a valid and unexpired disability certificate, and prompt reporting of any change of bank account or address. A beneficiary who moves to another district within Himachal Pradesh should have the case transferred rather than apply afresh.
How to raise a grievance about the Disability Relief Allowance
- Tehsil Welfare Officer: first point of contact for a pending, rejected or stopped case.
- District Social Welfare Officer, the sanctioning authority and the correct level for an appeal against rejection.
- Medical Board of the district hospital, for a disputed disability percentage, which must be challenged medically rather than administratively.
- Directorate of the Department of Social Justice and Empowerment at esomsa.hp.gov.in, where the district office has not resolved the matter.
- HimSeva citizen helpline: 0177-3525111, for help locating offices and obtaining supporting certificates.
No fee is payable at any stage. The disability certificate is issued free by the government Medical Board, and no official or middleman is authorised to charge for adding a name to the allowance list.

Frequently asked questions
How much is the Disability Relief Allowance in Himachal Pradesh?
Men with 40 to 69 per cent disability receive Rs 1,150 a month and women in the same band receive Rs 1,500 a month, while everyone with 70 per cent or more receives Rs 1,700 a month regardless of gender. Beneficiaries assessed at 100 per cent disability receive Rs 3,000 a month.
What is the minimum disability percentage for the Himachal Pradesh disability allowance?
The minimum is 40 per cent disability certified by the Medical Board of a government hospital. Below 40 per cent there is no entitlement under this allowance, and the percentage on the certificate also decides which of the four payment rates applies.
Is there an income limit for the Disability Relief Allowance?
No. Himachal Pradesh removed the income ceiling and the requirement of Gram Sabha approval for persons with 40 to 69 per cent disability, which means an income certificate is no longer needed and a case does not have to wait for a village meeting to be sanctioned.
What is the difference between this allowance and the national disability pension?
The Disability Relief Allowance is the Himachal Pradesh state scheme, starting at 40 per cent disability with no below-poverty-line condition, while the Indira Gandhi National Special Ability Pension is centrally assisted and requires BPL status plus 80 per cent or more disability. The state allowance covered 78,291 people in April 2026 against 1,340 on the national pension.
Is there an age limit for the Disability Relief Allowance?
No separate age limit is applied to the state Disability Relief Allowance, unlike the national disability pension which runs from 18 to 79 years. The qualifying test here is the certified disability percentage and permanent residence in Himachal Pradesh.
Can I apply for the disability allowance online in Himachal Pradesh?
No, the application is offline on a printed social security pension form submitted to the Tehsil Welfare Officer, the Panchayat Secretary or the District Welfare Officer. The HimSeva portal at himseva.hp.gov.in is used only to obtain supporting certificates such as the bonafide certificate.
Why has my disability allowance stopped?
The commonest reasons are an expired temporary disability certificate, a missing annual life certificate, and a bank account that has gone dormant or is not Aadhaar-seeded. Each is correctable at the Tehsil Welfare Office, and arrears are usually released once the record is put right.
Can a guardian receive the allowance for a person who cannot operate a bank account?
Yes, where the nature of the disability prevents the beneficiary from operating an account, the allowance can be credited to an account operated by a legally recognised guardian. The guardianship must be recorded with the Tehsil Welfare Office at the time of sanction.
