Indira Gandhi National Special Ability Pension, Himachal Pradesh
Himachal Pradesh state government scheme
The Indira Gandhi National Special Ability Pension in Himachal Pradesh is the centrally assisted disability pension for below-poverty-line residents aged 18 to 79 with 80 per cent or more disability. Himachal Pradesh tops the central share up to the state rate of Rs 1,700 a month, and Rs 3,000 for 100 per cent disability. Applications are offline.
What is the Indira Gandhi National Special Ability Pension?
The Indira Gandhi National Special Ability Pension is the name Himachal Pradesh uses for the centrally assisted disability pension, known nationally as the Indira Gandhi National Disability Pension Scheme (IGNDPS). It forms one component of the National Social Assistance Programme and is delivered in the state by the Department of Social Justice and Empowerment, formally the Department of Empowerment of Scheduled Castes, Other Backward Classes, Minorities and the Specially Abled. Locally it is often referred to simply as the viklang pension or the special ability pension.
The pension exists to give a regular monthly income to people whose disability is severe enough to prevent earning a livelihood and who belong to households on the below-poverty-line list. The Government of India funds a fixed share of the monthly amount, and Himachal Pradesh adds a top-up so that the pensioner receives the full state disability rate rather than the smaller central sum. From the beneficiary's point of view the money arrives as one credit; the split between central and state funding is an accounting matter handled by the department.
It is important to understand how this pension sits alongside the state's own scheme. Himachal Pradesh runs two disability pensions:
- The Indira Gandhi National Special Ability Pension, described on this page, for BPL households where the disability is severe or multiple.
- The Disability Relief Allowance, the state scheme, which starts at 40 per cent disability and does not require BPL status.
The difference in scale is striking. Figures reported in April 2026 put 1,340 beneficiaries on the national disability pension against 78,291 on the state Disability Relief Allowance. The national pension is small precisely because it stacks two demanding conditions; BPL listing and an 80 per cent disability threshold; on top of each other. Most applicants with a disability in Himachal Pradesh are sanctioned under the state allowance instead, and the Tehsil Welfare Office decides which stream a case belongs to.
Who is eligible for the Indira Gandhi National Special Ability Pension?
You can apply if:
- You are a permanent resident of Himachal Pradesh with a bonafide or permanent residence certificate.
- You are between 18 and 79 years of age.
- Your disability is assessed at 80 per cent or more on a certificate issued by the Medical Board of a government hospital, which is the severe or multiple disability standard used by the national scheme.
- Your household is on the below-poverty-line list of the state.
- You have a savings bank account in your own name, or a guardian's account where the disability prevents you from operating one.
You cannot apply, or are not eligible, if:
- You are below 18 years of age. Children with disabilities are supported through separate education and rehabilitation schemes rather than this pension.
- You are 80 years of age or above, at which point the old-age pension applies instead.
- Your assessed disability is below 80 per cent. Applicants in the 40 to 79 per cent range should apply under the state Disability Relief Allowance, which pays Rs 1,150 to Rs 1,700 a month depending on gender and percentage.
- Your household is not on the below-poverty-line list. This does not close off a disability pension altogether, it routes you to the state allowance, which carries no BPL condition and for which Himachal Pradesh has removed the income ceiling in the 40 to 69 per cent band.
- You are already drawing another pension, whether a service pension, a family pension or another social security pension. Only one social security pension is payable per person.
- You are not a permanent resident of Himachal Pradesh.
How much does the special ability pension pay?
| Assessed disability | Monthly amount |
|---|---|
| 80 per cent or more (severe or multiple) | Rs 1,700 |
| 100 per cent | Rs 3,000 |
Himachal Pradesh raised the pension for persons with 100 per cent disability from Rs 1,700 to Rs 3,000 a month, a change reported in April 2026 as affecting around 7,000 beneficiaries across the state's disability pension categories. This is the single largest rate increase in the state's social security pension structure and applies to the most severely disabled pensioners.
The amount reaches the beneficiary as a single monthly direct benefit transfer into an Aadhaar-seeded savings account. Where the nature of the disability makes it impossible for the person to operate an account, the credit can be routed to an account operated by a legally recognised guardian, provided the guardianship is recorded with the Tehsil Welfare Office at the time of sanction.
Arrears run from the month of sanction, not the month of application, which is why a complete application with a valid Medical Board certificate attached from the start is worth more than one that has to be corrected later.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Disability certificate | Yes | From a government hospital Medical Board, stating the percentage |
| BPL certificate or ration card | Yes | Establishes below-poverty-line status |
| Bonafide / permanent residence certificate | Yes | Proves permanent residence in Himachal Pradesh |
| Proof of age | Yes | Must establish age between 18 and 79 |
| Aadhaar card | Yes | For identification and bank seeding |
| Bank account passbook | Yes | In the applicant's own name, or a guardian's account |
| Passport-size photographs | Yes | Usually two |
The disability certificate is the document that decides the case. It must state a numerical percentage, must be issued by a government Medical Board rather than a private practitioner, and must be current. A certificate marked temporary carries an expiry date and has to be renewed before it lapses.
How to apply for the Indira Gandhi National Special Ability Pension
- Get the disability assessed by the Medical Board at your district or regional government hospital, and obtain a disability certificate stating the percentage. Book the Medical Board date early, as boards sit on fixed days and the certificate cannot be substituted with any other medical document.
- Collect the social security pension application form free of charge from the Tehsil Welfare Office, the District Welfare Officer's office or the Panchayat Secretary, and mark the disability pension category.
- Obtain the supporting certificates, the bonafide or permanent residence certificate through the HimSeva portal at himseva.hp.gov.in or a Lok Mitra Kendra, and the BPL certificate or ration card copy from the Panchayat.
- Fill the form with your name exactly as on Aadhaar, your date of birth, your disability percentage as certified, and your bank account number and IFSC code.
- Attach all documents โ disability certificate, BPL proof, residence certificate, age proof, Aadhaar copy, bank passbook first page and photographs.
- Submit the form to the Panchayat Secretary in rural areas or the Municipal Corporation, Municipal Council or Nagar Panchayat office in urban areas, and take a dated acknowledgement receipt.
- Follow the case through verification by the Tehsil Welfare Officer and sanction by the District Welfare Officer, and check the first credit in your passbook when the sanction message arrives.
How do you check the status of a disability pension application?
Himachal Pradesh does not operate a public self-service tracker for social security pension applications. Status is checked by:
- Visiting the Tehsil Welfare Office with the acknowledgement receipt and its date, which is the most reliable route.
- Asking the Panchayat Secretary, who keeps the register of cases forwarded from the Panchayat.
- Checking the bank passbook, since the first credit confirms sanction.
The HimSeva citizen helpline on 0177-3525111 can identify the correct district office if you are unsure which one handles your area.
Why do special ability pension applications get rejected?
- Disability below 80 per cent. This is the commonest rejection, and the fix is usually not an appeal but a fresh application under the state Disability Relief Allowance, which starts at 40 per cent.
- Household not on the BPL list. Again, the practical remedy is the state allowance rather than an appeal, because the BPL condition is part of the national scheme's design.
- Certificate from a private doctor or hospital instead of a government Medical Board. Private certificates are not accepted at any stage.
- Expired temporary disability certificate, which stops a sanctioned pension until the Medical Board renews it.
- Age outside the 18 to 79 band. Applicants of 80 and above are moved to the old-age pension rather than rejected outright.
- Another pension already drawn, detected on cross-verification of pension records.
- Bank account problems. A dormant account, an un-seeded account, or an account in a relative's name without recorded guardianship.
- Life certificate not filed annually, which halts an existing pension.
Key dates and continuing obligations
Applications are accepted through the year with no fixed closing date, and sanctions are issued in batches as district offices process them. Three obligations keep a sanctioned pension running: filing the annual life certificate, renewing a temporary disability certificate before it expires, and reporting any change of bank account or address. A beneficiary who moves within Himachal Pradesh should have the case transferred rather than reapply.
How to raise a grievance
- Tehsil Welfare Officer. The first point of contact for a pending, rejected or stopped case.
- District Welfare Officer, the sanctioning authority and the correct level for an appeal.
- Medical Board of the district hospital, for a disputed disability percentage, which must be challenged medically rather than administratively.
- Directorate of the Department of Social Justice and Empowerment at esomsa.hp.gov.in, where the district office has not resolved the matter.
- HimSeva citizen helpline: 0177-3525111, for help locating offices and obtaining supporting certificates.
There is no fee for applying, and no official or middleman is authorised to charge for a disability certificate or for adding a name to the pension list.

Frequently asked questions
How much does the Indira Gandhi National Special Ability Pension pay in Himachal Pradesh?
A beneficiary receives the state disability rate of Rs 1,700 a month, made up of the central share plus a Himachal Pradesh top-up, and Rs 3,000 a month where the disability is assessed at 100 per cent. Himachal Pradesh raised the 100 per cent rate from Rs 1,700 to Rs 3,000, a change reported in April 2026 as covering roughly 7,000 people.
What disability percentage is needed for the national disability pension?
The centrally assisted pension requires severe or multiple disability, assessed at 80 per cent or more on a government Medical Board certificate. Applicants with 40 to 79 per cent disability are covered instead by the state Disability Relief Allowance, which has no BPL condition.
Who cannot get the Indira Gandhi National Special Ability Pension?
Applicants who are not on the below-poverty-line list, who are below 18 or 80 and above, whose assessed disability is under 80 per cent, or who already draw another pension are not eligible. Those aged 80 and above move to the old-age pension instead, and those below the disability threshold are routed to the state Disability Relief Allowance.
Is there an income limit for this pension?
The national pension uses BPL status rather than an income certificate, so inclusion on the below-poverty-line list is the test. Himachal Pradesh has separately removed the income ceiling for persons with 40 to 69 per cent disability under the state Disability Relief Allowance.
Can I apply for the disability pension online in Himachal Pradesh?
No, the application is offline on a printed social security pension form submitted to the Tehsil Welfare Officer, the Panchayat or the District Welfare Officer. The HimSeva portal at himseva.hp.gov.in is used only to obtain supporting certificates such as the bonafide certificate.
How many people draw the national disability pension in Himachal Pradesh?
Himachal Pradesh reported 1,340 beneficiaries under the national disability pension in April 2026, against 78,291 under the state Disability Relief Allowance. The national pension is small because it combines a BPL condition with an 80 per cent disability threshold.
Does the disability certificate need to be renewed?
A certificate issued as permanent does not need renewal, but a temporary certificate carries an expiry date and must be renewed by the Medical Board before it lapses. An expired certificate is a common cause of a disability pension being stopped.
Can a guardian receive the pension on behalf of the beneficiary?
Yes, where the nature of the disability prevents the person from operating a bank account, the pension can be credited to an account operated by a legally recognised guardian. The guardianship must be recorded with the Tehsil Welfare Office at the time of sanction.
